2 Humboldt State University prepares this report in compliance with California State Education Code, Chapter 16, of the Donahue Higher Education Act, Section Humboldt State is a public institution and part of the 23-campus California State University system. With full-time undergraduate tuition of just $7,194 annually, we're one of the best higher education values in the nation. We have just over 8,700 students and 570 faculty members. We offer a wide array of academic choices, with 48 majors and 12 graduate programs in 3 Colleges. Faculty members are among the top teachers and researchers in their fields. Programs in natural resources and sciences are nationally known, while visual and performing arts are also popular areas of study. Throughout the curriculum, students find a long-standing commitment to social and environmental responsibility. We were founded as a teacher's college in Over the last century, we have grown from an institution focused solely on teacher education to a fully accredited university with extensive research facilities. There have been plenty of name changes over the years: We have been called Humboldt State Normal School, Humboldt State Teacher's College, Humboldt State College, CSU Humboldt and, since 1974, Humboldt State University. AVAILABILITY & LOCATION OF POLICE PERSONNEL The Humboldt State University Police Department (UPD) employs twelve (12) highly trained, fulltime, sworn police officers, five (5) 911 Public Safety Dispatchers, six (6) part-time student Community Service Assistants, and an active support staff for the 24-hour protection of the HSU campus community. The department is located on the HSU campus at 1 Harpst Street in the ground floor of the Student Business Services Building in the northeast corner of Harpst and Rossow Streets. California State University peace officers have state-wide police authority and jurisdiction per Penal Code and Education Code 89560, and are vested with law enforcement powers and responsibilities, identical to the local police or sheriff departments in your home community. UPD maintains close working relationships with all local, county, state and federal public safety agencies through partnerships and mutual aid agreements. Memorandums of Agreement (MOA) for law enforcement assistance have been established with the Arcata Police Department, the Humboldt County Sheriff s Department, and the Eureka Police Department. An on-line reporting option is available for many crimes/incidents. Contact by a police investigator will be made on the next business day following submittal of the report. SPECIAL SAFEGUARDS FOR FACILITIES OR ACTIVITIES Security of and Access to Campus Facilities All campus facilities are key-accessed, and most are open daily for scheduled campus community use. Campus key control and distribution is a function of Facilities Management, while key access control for the residential complex rests with the Residential Life administrative office. To provide for the security of campus facilities, the University Police Department enforces Educational Code & Residential Life Housing Policies. Campus facility access may be revoked per Penal Code 626. Security Considerations Used in Maintenance of Campus Facilities The Department of Facilities Management is responsible for security of all campus facilities. Personnel perform daily building lock-up and monitor all maintenance issues in campus lighting, door locks and general environmental safety in conjunction with the University Police Department. A quarterly inspection and survey of campus indoor/outdoor lighting, shrubbery and walkways is conducted; the University Police Department provides security surveys upon request or when a need is observed. The University participates in Crime Prevention through Environmental Design concepts for planning and improvements on campus. Campus CCTV System The campus has a closed circuit television (CCTV) system to further enhance the safety and security in public areas of the campus. This technology can detect criminal acts and also deter potential offenders who recognize the elevated risk of apprehension from such a system; the information it provides is extremely valuable in capturing criminal activity and helping identify suspects. Emergency Blue Light Call Stations A 9-1-1, button activated, 24-hour emergency telephone system will put you in contact with emergency personnel for any emergency need. There are 72 call stations located throughout the HSU campus, including residential housing. Some of the stations are stand-alone, while some are attached to buildings. Crime Prevention Programs Crime Prevention Programs on such topics as personal safety, sexual violence awareness and prevention, theft prevention, and workplace violence are sponsored by various campus organizations throughout the year. 5 programming on campus, see the campus Annual Clery Security Report located on-line at Personal Safety Escorts The University Police Department provides night safety escorts to/from campus facilities and activities 24/7. Call dispatch at (707) for safety escort requests. ACTIONS TAKEN WITHIN THE LAST 18 MONTHS TO INCREASE CAMPUS SAFETY Completion of the state-of-the-art CCTV surveillance system upgrade that includes additional cameras with improved resolution to provide better coverage across campus. Completion of quarterly blue-light emergency call station inspections coupled with campus safety walks. Built upon a bicycle theft reduction and registration program, conducted numerous trainings and registration drives. Provided over 15 active shooter training classes on-campus to various groups. Launch of a mobile campus safety app to enhance and supplement existing blue-light stations. Completion of CHECK-IT and Title IX awareness campaigns. SAFETY ENHANCEMENTS PLANNED WITHIN THE NEXT 24 MONTHS Considering further expansion of the campus CCTV system in conjunction with parking and transportation projects. Enhanced de-escalation training for officers (coincides/compliments existing CIT training skill set). Federally funded (FEMA) multi-discipline on-campus active shooter scenario. Emergency management training and drills with local partner agencies. Development of a comprehensive area emergency response protocol. Enhanced crime prevention/safety programming in the following areas: sexual violence awareness & prevention and alcohol/substance use and abuse. 5 P a g e
