2 SPECIFIC COURSE DETAILS The Flinders Institute of Public Policy and Management (FIPPM) offers a comprehensive, articulated program recognised nationally and internationally for academic and professional purposes. All students are assisted to create personal study programs that combine core topics with topics of particular interest or importance to them and electives that help expand their fields of knowledge and understanding. The core curriculum includes topics on public policy, public management, governance, ethics in public administration, and research methods. Electives include a range of specialist areas in public management and administration including financial, risk, human resource, non-government, organisational and project management; program evaluation; and issues in a range of public policy areas including culture, the environment, regionalism, cities and housing. Beyond FIPPM, electives can be taken in other graduate programs including International Development, International Relations, International Business Administration, Environmental Management, Social Administration and Social Work, Asian Governance, Population Studies, Public Health, and Educational Administration. The Masters degrees combine a core of studies in public administration, policy and management with options to specialise in areas of interest. The Master of Public Administration involves studies in public administration, policy and management and can include a significant research component. Course aims The Master of Public Administration aims to provide students with a thorough grounding in Public Administration, management and policy and prepare them to undertake further research in one or more of these areas. Learning outcomes On completion of the course students will: Demonstrate a thorough understanding of the concepts and theories in the fields of public policy, administration and management Understand research methodologies in the social sciences Design and complete a small research project. 3 FEES AND LIVING COSTS Tuition Fee The quoted fee is a base fee that will be subject to an annual increase that is at least the rate of inflation, but no more than 9%, for each of the subsequent years of the program. The University s Student Services and Amenities fee for international students is included in the tuition fee. The OSHC may be subject to change year by year and any overpayment will be credited to your account. Further information on Health Cover, including OSHC for your family is available at Books/Materials/Equipment/Field Trips Students are expected to be able to access copies of set textbooks and readings (which are a combination of articles and chapters for a specific topic). Multiple copies of set texts and readers are provided by the library but you may also purchase textbooks and readers. The cost of a textbook can vary from $10 to $250. Second-hand textbooks can be purchased and Unibooks offers textbook discounts. Stationery and folders will be required and in some topics, special equipment (such as lab coats) must be purchased. Some topics will require fieldwork and excursions or out-of-city placements. This can include expenses such as transport, accommodation and food. Allowances should be made for these costs. Students should find out about these costs when researching the courses. In the event of a variation between the fees on the offer letter and the approved Flinders University schedule of fees and charges, the approved schedule will prevail. Please note that the fees quoted above apply only to students commencing studies in You will be required to pay the compulsory Overseas Student Health Cover (OSHC) fees to cover the full length of your student visa. If you have pre-arranged OSHC for the full duration of your student visa please provide evidence of this when you submit the Acceptance form. The OSHC may be subject to change year by year and any overpayment will be credited to your account. 5 POLICY AND PROCEDURES This offer of admission together with the document Your Offer Letter Explained forms the basis of the agreement between yourself and the University. The document Your Offer Letter Explained is available on our web site at: and contains vital information relating to the offer of admission and policies and procedures you should be aware of, including refund of fees. STUDENT VISA Once the completed Acceptance form and other relevant documents are received you will be sent the necessary documentation to apply for your student visa. For students from certain countries the visa process may take some time. Specific information is available from the Department of Immigration and Citizenship website, or from your nearest Australian High Commission or Embassy ( PACKAGING VISAS The Australian Government allows the packaging of visas for students who are undertaking multiple courses offered by the same or a partner institution. Some examples of this include: Applicants who will be completing preliminary English language training with a recognised English language provider prior to commencement of a formal study program at the University or; Students requiring an additional year prior to their commencement at Flinders by enrolling in a foundation program or undertaking a Diploma. A separate Confirmation of Enrolment will be issued for each program of study. ENROLMENT AND ORIENTATION It is important that all commencing international students participate in the Flinders Arrival Briefing and orientation program, in order to familiarise themselves with the different academic system and its expectations, as well as to learn more about their new environment and culture. Please log onto to book your session. Orientation activities and detailed course information sessions usually commence 10 days before the semester begins. Students are strongly encouraged to arrive in Australia in time to attend these sessions. The guide will also cover what it is like living in Australia and the cultural and social customs of our country. Once you have confirmed your travel arrangements you should advise the International Student Services Unit of your arrival details by completing the Arrival Form. They will arrange to meet you at the Adelaide Airport and take you to your place of accommodation. You can use the online booking system available at: INTERNATIONAL STUDENT POLICY Flinders University has formal policies covering the responsibilities and rights of staff and students, staff/student relationships and student representation and consultation and formal procedures for making appeals, complaint and grievances. The University has a specific policy relating to international students undertaking a Flinders University course REFUND OF FEES Refer to the Student Related Policies and Procedure, Section 9.3 Fee Refunds to ensure you meet the requirements for obtaining a refund of any fees you have paid to the University. The request for a refund needs to be addressed to the Student Finance Services section and ed to fees@flinders.edu.au

8 CONDITIONS OF ACCEPTANCE The information collected on this form and during my enrolment is required for Flinders University to meet it s obligation under the ESOS Act and the National Code 2007, to ensure my compliance with the conditions of my student visa and my obligations under Australian immigration laws generally. The authority to collect this information is contained in the Education Services for Overseas Students Act 2000, the Education Services for Overseas Students Regulations 2001 and the National Code of Practice for Registration Authorities and Providers of Education and Training to Overseas Students The University may inform others, including Australian Government and designated authorities of this information. I acknowledge the University s offer assumes the information I have provided is true and correct and that any false information provided or lack of disclosure may lead to the termination of my enrolment. I agree to notify the University of any change of address whilst enrolled in my course. I consent to video footage, audio recording or photographs of myself being taken by the International Office for a variety of public relations, communications and promotional activities for an undefined period of time. I acknowledge that the University is not obliged to include me in promotional activities. I will arrive on campus in time for orientation and enrolment and understand that if I arrive after the commencement of classes, I may not be permitted to enrol. I have read and understood the University s Student Related Policies and Procedures, in particular the section for International Students I am responsible for obtaining a student visa or other visa that allows me to study in Australia for the duration of my program and will abide by the rules and conditions attached to this visa. Flinders University may report any suspected breaches of my visa conditions to the Department of Immigration and Citizenship and this may result in the cancellation of my student visa. If I defer or transfer my program of studies, this may affect my student visa (eg. it may be cancelled). The University may defer or temporarily suspend my enrolment due to misbehaviour and this may affect my student visa (eg. it may be cancelled). I will pay all associated costs should compassionate and compelling circumstances require me to extend my program of studies. I acknowledge that this Acceptance and the availability of a complaints and appeals process does not remove my right to take action under Australia s consumer protection laws (Section 43, ESOS Act). 9 POLICY AND PROCEDURES FOR INTERNATIONAL STUDENTS TUITION FEE REFUND 9.3 Tuition Fee Refunds In the event that an offer of a place is withdrawn or the University is unable to provide the course, all tuition fees paid are fully refundable, unless the offer was made on the basis of incorrect or incomplete information supplied by the student. In such cases the University will retain 10% of the full-time tuition fee for one semester as well as any costs incurred by the University in recruiting the student (eg agent's commission). Any such refund will be made as soon as possible after the determination to withdraw the offer or to not provide the course, but not later than 10 working days after the scheduled start date of the course A student who fails to meet course progression rules and who is thus not permitted to re-enrol will be eligible for a total refund of tuition fees if paid in advance of notification of preclusion Withdrawal before the census date by students studying in Australia or within 30 days of commencement of a course by students studying offshore or by distance education For the first semester of enrolment (a) Where a student, other than a research higher degree student, studying in Australia gives written notice of withdrawal from or an inability to commence the course before the census date or within 30 days of commencement of a course by students studying offshore or by distance education in their first semester of enrolment the University will retain 10% of the full semester tuition fee as well as any costs incurred by the University in recruiting the student (eg agent's commission). The remainder of fees paid (except OSHC - see 9.5 below) will be refunded. (b) Where a research higher degree student fails to commence the course, or gives written notice of withdrawal within 30 days of commencement of the course, the University will retain 10% of the advance payment of the first half-year tuition fee. (c) Where a research higher degree student gives written notice of withdrawal from the course between 30 days and 6 months of commencement of the course, the University will retain the full advance payment of the first half-year tuition fee For any subsequent semester of enrolment in the same course (a) Where a student, other than a research higher degree student, studying in Australia gives written notice of withdrawal from the course on or before the census date or within 30 days of commencement by a student studying offshore or by distance education all fees paid (except OSHC - see 9.5 below) for that semester are fully refundable. (b) Where a research higher degree student gives written notice of withdrawal after 6 months of commencement of the course, the student will be eligible for a refund of any amount paid over and above the tuition fee as calculated according to clause In exceptional circumstances, and where acceptable documentary evidence can be provided, a student may be eligible for a total refund of tuition fees. Exceptional circumstances include inability to obtain a student visa (for students studying in Australia), illness or disability, death of the student or a close family member (parent, sibling, spouse or child) or a political, civil or natural event Withdrawal after the census date by students studying in Australia or after 30 days of commencement by students studying offshore or by distance education Students who withdraw after the census date, or after 30 days of commencement by students studying offshore or by distance education can apply to have their tuition fee refunded A full refund of tuition fees may be granted where it can be established that exceptional circumstances applied to the student that: (a) were beyond the student's control; and (b) did not make their full impact on the student until on, or after the census date for students studying in Australia, or on or after 30 days of commencement by students studying offshore or by distance education; and (c) made it impracticable for the student to complete the requirements for the topic(s); or (d) the student enrolled in a course or topic on the basis of misleading or incorrect information To meet the requirement that exceptional circumstances did not make their full impact on the student until on or after the census date, or 30 days of commencement for students studying offshore or by distance education, the student's circumstances must occur either: (a) before the census date, but worsen after that day; or (b) before the census date, but the full effect or magnitude does not become apparent until after that day; or (c) on or after the census date Exceptional circumstances that make it impracticable for the student to complete the requirements for the topic(s) include: Medical circumstances. For example, where a medical condition has changed to such an extent that a student is unable to continue studying;

10 Family/personal circumstances. For example, death or severe medical problems within a family, or unforeseen family financial difficulties, so that it is unreasonable to expect a student to continue studies; Course related circumstances. For example, where the University has changed the topic(s) offered in such a manner that the student is disadvantaged by either not being able to complete the topic(s), or not being given credit towards other topics or courses. Exceptional circumstances do not include a lack of knowledge or understanding of the University's policies and procedures Where a student's application is successful, a notation of Withdraw, Not Fail (WN) will be recorded against the topic(s) Applications for refund of fees must be made on the standard form, be accompanied by appropriate documentation, and submitted to the Manager, Enrolment and Student Finance as soon as possible given the circumstances. An application will normally not be accepted if it is lodged later than 12 months from the end of the semester in which the topic(s) were taken. Late applications may be considered where the nature of the circumstances prevented the student from submitting an application within 12 months. Late applications must include evidence from a relevant professional practitioner that the circumstances prevented submission within the usual timeframe The Manager, Enrolment and Student Finance (or nominee) will consider the application for a refund of tuition fees, as soon as practicable, and no later that 20 working days, after the receipt of the application. Once the decision has been made on the application, the Manager, Enrolment and Student Finance (or nominee) will notify the student in writing of the decision and the reasons for that decision Refunds will normally be paid in Australian dollars.
