Trice, III 211 Spring Street (501) T he cost of operating the Arkansas State Medical Board has increased significantly over the last ten years, without a comparable increase in renewal fees. The cost of investigations, equipment, rent, personnel and supplies have steadily increased, causing a substantial decline in the Board s reserves. These funds have dwindled below the acceptable level set out by the Legislature in Act 352 of T he fee for medical license renewal has not changed since 1992, when it was raised from $25 to $50 per physician. Since that time, two assessments have been placed on the renewal fee to supplement specific programs approved by the Legislature. The first assessment, added in 1995 was $20 per physician, to expend no more than $150,000 each fiscal year for educational programs, either public or private, for impaired physicians with alcohol or drug abuse problems. The Physicians Health Committee, sponsored by the Arkansas Medical Society has been the recipient of the only funds expended. The second assessment, was a twoyear $100 per physician assessment used as start-up funding for the Centralized Credentials Verification Service (CCVS) program, as determined by Act 1410 of This fee was reduced to $25 per year per physician in That said, effective with the January 1, 2004 license renewals, the annual license renewal fee will be $195 per physician. This amount includes the assessments previously imposed by legislation in 1995 for the Arkansas Medical Foundation and in 1999 for the Centralized Credentials Verification Service (CCVS) program. This fee is comparable to other professional Boards and Commissions in this state, and to the national average of other state medical boards. April 1, 2003 Per the Arkansas Department of Higher Education, the California College of Health Related Sciences (CCHS) in National City, CA failed to meet the criteria for recertification in the state of Arkansas. As a result, Arkansas will license only those applicants who are currently enrolled as students, and those that graduated prior to this date. Continuing education credits for licensure renewal from CCHS will also be denied. The Southeast Arkansas Medical Foundation, and their sponsor, Arkansas Society for Respiratory Care (ASRC) has approved continuing education credit for Category I CEU s of the following initial certifications: NALS/NRP 4.5; PALS 13; ACLS 15. Recertifications through this Foundation are currently not available. Contact Grace Varnell at for more information. Any other certifications of the above are accepted for continuing education on renewals if they are AARC approved with their award amount, or if the provider is other than these, they each will be approved for six (6) on initial certifications or three (3) for recertifications.

The Board cannot keep you informed if accurate contact information is not on file. The CCVS cannot update your credentialing information if you do not provide your updated curriculum vitae (CV) so verifications can be obtained in a timely manner.
5 Page 5 REGULATION NO. 16 AMENDMENT Approved at Public Hearing 10/02/2003 DEFINITIONS: Section No. 7, the word, significant was added. Exposure-prone Procedure means an invasive procedure in which there is a risk of percutaneous injury to the practitioner by virtue of digital palpation of a needle tip or other sharp instrument in a body cavity or the simultaneous presence of the practitioner s fingers and a needle or other sharp instrument or object in a poorly visualized or highly confined anatomic site, or any other invasive procedure in which there is a significant risk of contact between the blood or body fluids of the practitioner and the blood or body fluids of the patient. You can download the entire Regulation from the Board s web site at click on INFORMATION, HELP DESK, DOWNLOADS, select Medical Practices Act and Regulations, select PRINT. THREE COMMON LICENSING QUESTIONS Q. How long will it take to get a license? A. Presuming the applicant is qualified, the process takes an average of four (4) to six (6) weeks and may take longer depending on when all verifications are received. Q. Do all applicants require a personal appearance before the Board? A. No. applicants who must have a personal appearance are: Applicants who have disciplinary actions, and/or impairment history; malpractice history; international medical graduates; applicants who are requesting a waiver of one of the licensing requirements. Applicants are notified of the time and date via United States Mail Service. Q. When can the applicant be scheduled to work in Arkansas? A. Applicants are discouraged from scheduling work, buying a house or moving to Arkansas until their license has actually been issued. APPLYING FOR A LICENSE IN ARKANSAS? Here are some helpful tips: 1. License Application Be sure the chronology is complete and does not contain gaps. If you were on vacation, not engaged in any professional activity, list this information. COMPLETE ALL QUESTIONS. Do not leave unanswered blanks for any reason. 2. International Medical Graduates should request their international education and license verifications early to avoid delays in processing. Verifications received prior to receipt of an application are maintained in a file, and once the application is received, the coordinator will check this file for any verifications for the applicant. 3. All Yes answers on the attestation must be briefly explained on an attached page with supporting documentation also attached. 4. The application MUST be signed, notarized and have a photo affixed, with the physician s signature. Notary cannot be a relative. 5. Make sure malpractice suit information is included. Settlement orders, plaintiffs complaints or disposition of suit letters are required, even if the suit is dropped, or occurred several years ago. 6. Provide appropriate documentation for legal name change. If your name is listed differently on any verification documents that may be received by the Board, include the legal documents explaining this difference (marriage license, court order, etc.). You must also list, on a separate sheet if necessary, all names that may appear on your verification documents. 7. Medical Education The signature of the dean, registrar, or certifying official must be original. Signature stamps are not accepted. 8. The school seal must be affixed partially over the photograph. 9. The photograph must be of good quality, not too small. 10. Examination Scores Can only be received from the examining authority and not the applicant. 11. Recommendation Letters Addressed to Whom it may concern are not accepted, should be addressed to the Arkansas State Medical Board, should also state in what capacity he/she knew the applicant, applicant s name, not a nickname, must appear in the letter. 12. Other State Licenses The applicant should submit the form to every state and country in which he/she holds or has ever held a license. Applicant should also list any pending licensure in any state or country. 13. Limit third parties, including spouses, recruiters, hospital administrators, medical staff calling to check on the status of the application, which further delays the licensing credentialing process. 14. Applicant must use the most current application forms and submit the correct application fee before processing can be initiated. A large percentage of applications are received incomplete or contain errors in documentation that require time-consuming follow-up correspondence between the applicant and the staff of the Licensing Department. We hope offering this list of common deficiencies encountered in applications will help applicants as they prepare their materials, providing tips on avoiding problems that can delay the process. Remember, the licensing credentialing process cannot be expedited, plan enough time to accommodate the licensing process.
6 Page 6 STATE OF ARKANSAS CENTRALIZED CREDENTIALS VERIFICATION SERVICE NEWS BRIEFS ORGANIZATION NAME CHANGES The following guidelines should be followed for organizations wishing to change their names in the CCVS system: 1. Copy of certificate of incorporation, letter from the Department of Health showing the doing business as (DBA) and legal name of the organization. 2. Notification on the organization s new letterhead of their wish to change the name, and showing old name and new name. 3. Documentation should be sent to the attention of the QI/Customer Service Manager. 4. Organization should not plan the account change-over during their peak volume ordering periods, as this process will take a few days to complete. 5. The account administrator will need to set up a new account via the on-line system. The organization s old account will be deactivated so that no further charges or profile purchases can be added to that account. However, an archive of the previous and current account information will still be available for the customer via their password. A new account will have to be set up by the customer under the organization s new name. All future orders will be made to this account. HELPFUL HINT INITIAL CREDENTIALING When credentialing a physician that is moving to Arkansas, or is not a citizen of this country, please be sure to obtain a contact number or e- mail address and provide to the CCVS. The CCVS staff frequently will need to speak with or contact the physician for clarification on credentialing information in his/her Licensure/CCVS file. Once the physician leaves the country or has left the last known address, tracking the physician down is time-consuming and adds to the release turnaround-time. Your cooperation would be greatly appreciated. CREDIT CARD EXPIRATIONS/ CHANGES TO NEW EFT ACCOUNTS CCVS Account Administrators: If an organization changes credit card or electronic funds transfer (EFT) accounts, the account administrator must notify the CCVS immediately via the appropriate web site area. New account information must be set up for the process to continue without lengthy interruption. When an account is charged for a profile, and there are no funds in the account or the charge is not approved, all work on that organizations physician profile requests are halted until the account is updated. If this work stoppage is lengthy, verifications may expire in the interim, your orders may be cancelled, and you will be required to re-order, which will re-set the date the release is due to your organization, before the files are worked again. This will cause unnecessary delays in your credentialing process. Please remember to check your accounts if you know there is a possibility that your credit card may not have enough credit for your orders or there may not be funds in your EFT account. 7 Page 7 FIRST IN THE NATION!!! The Centralized Credentials Verification Service is the first medical board based CVO in the nation. This new service was designed to reduce the credentialing paperwork duplication for healthcare providers and to provide a single repository of information for credentialing organizations. TECHNOLOGY UPDATE Viruses and worms are once again running rampant through the Internet. Please make sure that you have updated anti-virus software on your computer while you are attached to the Internet. This will protect your computer and make sure that your computer cannot be used to spread viruses to other computers attached to the Internet. Due to the current influx of Internet viruses, the Medical Board can no longer accept file attachments unless they are sent in ZIP or Adobe PDF format. File attachments must be sent directly to the SUPPORT department at support@armedicalboard.org for scanning. To avoid any disruption in service, the Medical Board will be forced to strip from the message any file attachment not arriving in these predefined file formats, and the message will not be delivered to its intended recipient. Please provide the subject of your attachment and its intended recipient in the subject line of your so it can be forwarded to the appropriate recipient upon scan completion. Please remember to ALL questions to the CCVS Monitor at ccvs@armedicalboard.org and do not questions directly to any one person, or the person who helped you last time you had a problem. The Monitor s go to all management staff at the same time so all are aware of the situation and any one of them can assist you in the event one is out of the office. The data from these e- mails helps the CCVS and ASMB to collect necessary statistics for quality improvement activities to assist in improvement efforts. CCVS INFORMATION UPDATES To Medical or Credentialing Staff: The CCVS continually collects and verifies information on each physician in the system. The information collected is entered as it is verified. The information will sometimes conflict with the information an organization has on file, has received directly from the physician, from the verifying organization or education entity. Data inconsistencies need to be brought to the attention of the CCVS as soon as possible in order to attempt to re-verify and obtain corrected information in a timely manner. Organizations do not need to re-verify prior to notifying the CCVS. This duplicates the verification process, and does not allow for improvement in the profile process or identification of internal or external verification issues. The CCVS is dedicated to providing the most accurate information profile to its customers. As most of you know, the information highway can be littered with obstacles. The goal of the CCVS is to make the trip down the credentialing road an easier process for everyone. Your partnership in this endeavor would be appreciated and together we can continue to improve physician credentialing in Arkansas.
