1 Faculty Assignments and You: Work Blocks, FTEF and Limits This workshop is designed for full-time faculty, but will also cover some adjunct assignment information. Topics will include: how fill out a Work Block form, calculating your FTEF percentages, assignment limits, load balancing and banking. FTEF is used in regards instrucr limits, staffing levels and costs as they relate a college or a department. During the Spring and Fall semesters, FTEF is calculated by dividing standard hours of pay by the load for that discipline (lecture + lab standard hours; please do not confuse with units). To find the load for a particular discipline, see the AFT Agreement, Article 13, Table A. Examples: One section of: (Std. Hrs. LEC + Std. Hrs. LAB) = Total Std. 3 Limits 60/67% Rule Full-time faculty cannot be assigned more than 60% of FTEF on adjunct assignments. No adjunct instrucr can be assigned more than 67% of FTEF as an adjunct assignment (prior Spring 2009 the limit was 60%. Exception the rule: for an adjunct instrucr, an Exceeds 60% Approval letter may be processed when no other instrucr is available teach the class; but we try avoid this whenever possible. Under no circumstances should an instrucr be assigned more than 60% for more than two semesters within three consecutive academic years (see Ed Code #87482); doing so can create an accidental probationary faculty member. FTEF (Instrucr Assignment) Limits: See HR guide P-130. In any given term, an instrucr s assignments (teaching and non-teaching) are limited 1.85 FTEF, which breaks down as follows: Spring, Fall or Winter FTEF Limits Regular Instr. Regular (teaching and non-teaching) 1.00 Adjunct 0.60* Unclassified 0.25 Total FTEF 1.85 *Adjunct instrucrs can be scheduled up 67%. During the winter intersession, an adjunct instrucr may exceed the 67% limit, but still cannot exceed the 1.85 tal FTE limit. If a non-exempt classified employee is also teaching and her teaching pay rate is not at least 1-1/2 times her classified pay rate, her classified assignment must be reduced proportionately her teaching assignment ( avoid overtime pay). See FLSA guidelines for more information. See AFT MOU. Summer may have two sessions. Assignment dates for session 1 should not overlap assignment dates for session 2. An instrucr may be scheduled up 1.0 regular hourly FTEF in each session (but cannot exceed the 1.85 tal FTE limit in either session). Session 1 Limits + Session 2 Limits Regular (Extra Asg. 0741)** Adjunct (0811) 0.60* * Unclassified Total FTEF * Adjunct instrucrs can be scheduled up 67%. During the summer sessions, an adjunct instrucr may exceed the 67% limit, but still cannot exceed the 1.85 tal FTE limit in either session. ** Chairpersons Extra Asg. 1.0 limits will be reduced by their reassigned time, see Chairs (and any other A, D, M or Z Basis) below. In summer, class code 0741 is considered adjunct, not regular. Because there is no required load in the summer term, summer teaching assignments are considered extra assignments (AFT Article 15), and instrucrs are paid at a different rate for their extra assignments. So it is important use the correct class codes. Summer assignments for full-time instrucrs must first be assigned the 0741 class code up the 0741 FTEF limit in each summer session. Any FTEF in excess of the 0741 FTEF limit must then be assigned the 0811 class code. Exceptions this rule (see also over/under load balancing and Load Banking): In summer, instrucrs will receive extra pay for any assignments on their 0741 or 0811 class codes. So if they are teaching a class section as part of an over/under load balancing or a loadbanking arrangement, you must zero out the standard hours on Procol. 4 Chairs (and any other A, D, M or Z Basis) The FTEF limits on teaching assignments are reduced for any full-time instrucr with A, D, M or Z basis positions by the amount of Working FTEF assigned those positions. Do not use 078x in summer. In Spring and Fall, all regular assignments should use the 0741 class code unless the instrucr has a Chair assignment, then the 078x class code should be used. In Winter, there shouldn t be any regular assignments (only adjunct/0811), unless the instrucr s class section is being assigned as part of an over/under load balancing or a loadbanking arrangement in which case the 0741 or 078x class code should be used. 5 Workblocks Workblocks: Workblock forms should be filled out each semester/term and signed by the instrucr. They are used document each faculty member s schedule, verify the fulfillment of teaching loads and other faculty requirements (e.g. committee membership, office hours), and track over/under load balancing. There are 12 divisions (workblocks) of a workweek for classroom faculty, i.e. 5 weekday blocks, 5 evenings, 1 Saturday, 1 Sunday. See AFT Agreement, Article 13. D. for details. A. During the galley process (class schedule planning), workblock forms for that term should be filled out (for review purposes - signatures not needed at this point) and submitted with the galley redlines. B. When assigning an instrucr a class section for any given term, the previous term s workblock form should be reviewed for any over/under load that needs be balanced out. Any amounts not balanced out should be carried forward and written on the next semester s Workblock form. C. An instrucr should not be assigned/scheduled (excluding adjunct assignments): less than 3 or more than 5 workblocks. with a break of more than 3 hours in a given workblock. with a gap of fewer than 10 hours between the end of one day and the beginning of the next day. be on campus more than 5 days per week. D. Contract, regular, and temporary full-time faculty members may not be assigned an adjunct assignment exceeding.4 unless he/she meets all full-time obligations as listed in Appendix Q (per Article 16.C.3.) E. If an instrucr is load banking, attach a copy of the approved load bank form, and record the banked amounts on the Load/FTEF Summary page (see F.7. below). F. Complete areas of the Work Blocks page (front of form) as follows: 1. At the p, write in the current semester and year, e.g. Fall Write in the instrucr s name and department. 2. In the grid area (Monday through Sunday), list details of all assignments, including adjunct (indicate with an H). List course names, section numbers and start/end times in their respective areas on the grid. Online and TBA classes should be listed in the TBA or Online Classes box. Chairpersons and others with reassigned time should include details of those assignments as well. 3. Count the workblocks assigned (excluding adjunct assignments) and record the tal in the space provided at the p of the form. Refer the defined blocks, i.e. 5 weekday blocks, 5 evenings, 1 Saturday, 1 Sunday. 4. Summarize committee participation in the box provided (wards the botm left side of the form). 5. Write in your Office Location, Telephone and address (at the botm of the form). 6. Complete the Office Hours section (at the botm of the form). The office hours should also be written in the grid with the class sections scheduling. G. Complete the Load/FTEF Summary page (on back of form) as follows: Line 1. Is always 1.0 which represents a full-time position. Line 2. Reassigned and/or Release time (FTEF) if any, e.g. Chairperson assignment, Senate assignment, other. 6 Line 3. Your required teaching load (1.0 less Reassigned, Release and leave time). If you have no reassigned, release or leave time, you should enter 1.0 in the FTEF column. Then enter your Discipline Load, e.g. English load = 12, Math load = 15. Discipline loads can be found in Art. 13, Table A. Then, working right left, multiply your required teaching FTEF by your Discipline Load and enter the result in the Std. Hrs. column. This is the standard hours you should be teaching for the semester. Line 4. The actual amounts you are assigned teach this semester (based on the class sections you are teaching). Enter the standard hours in the Std. Hrs. column, then multiply by your Discipline Load and enter the result (as the 3 decimal number) in the FTEF column. See the FTEF section of these instructions for more details on calculating FTEF. Line 5. Load Bank plan, if any. If you have an approved Load Banking plan, enter the assigned standard hours and FTEF for the class(es) that are being banked. This amount should correspond the banking plan. If you do not have an approved Banking plan, enter zero. Line 6. Your actual teaching assignments less the amount you plan bank equal the FTEF you can use fulfill your teaching load requirement. Subtract line 5 from line 4. Line 7. Your required teaching load less the amounts you can use fulfill your requirement equal the amount you are over or under loaded. Subtract line 3 from line 6. Line 8. Your prior semester s cumulative over/under load balance should be carried over from the prior semester s Workblock form. If you have no prior over/under balance, enter zero. Line 9. Your current Over/Under load plus your prior semester s Over/Under load equals your cumulative balance. Enter the amounts, even if zero. Line 10. Hourly rate / Adjunct assignments, if any, should be shown separately from regular assignments. Enter the Std. Hrs. you are assigned teach as adjunct assignment(s). Hourly Teaching Assigned, should not exceed: 67% for adjunct instrucrs, 40% for contract, regular, and temporary full-time faculty unless they meet full-time obligations as listed in Appendix Q (per Araticle 16.C.3.) 60% for contract, regular, and temporary full-time faculty who meet full-time obligations as listed in Appendix Q (per Araticle 16.C.3.) Line 11. Other hourly (non-teaching) FTEF, if any, e.g. Instrucr Special Assignment Line 12. Add lines 10 and 11. Total hourly FTE (must not exceed the 60% or 67% limits as applicable.) Line 13. Enter Reassigned/Release FTEF from line 2. Line 14. Enter your Regular Teaching FTEF from line 4. Line 15. Add lines 13 and 14. This amount should never exceed 1.0 FTEF. Line 16. 7 Definitions Adjunct Assignment use class code 0811 for adjunct teaching. Also referred as Hourly Assignment. Annual Load The number of standard teaching hours or standard workload hours considered be fulltime for one year (Standard Annual Load is fulfilled in fall and spring). Also, a plan whereby the standard hours may be served in a combination of semesters and intersessions, rather than exclusively in fall and spring (Non-Standard Annual Load). Annual Load Form This form should be used document the use of a Non-Standard Annual Load. See AFT Agreement, Article 13 and Appendix N. Assigned Standard Hours is the number of standard hours be paid the instrucr or credited his/her load requirement. This is normally based on the standard hours for the course (lecture + lab standard hours; please do not confuse with units). Actual hours paid will equal the Assigned Standard Hours x 20. Assigned Standard Hours may be adjusted for various reasons, e.g. stipends, broken assignments, cancellations, turing, etc. Broken Assignment: An instrucr assignment of a duration that is less than the duration of the class section. For example, if one instrucr begins a class section but cannot finish it, his/her assignment status should be changed Broken, and the end date should be changed the last day that instrucr taught. The replacement instrucr s assignment status should also be Broken, and his/her start date should be entered as the first day he/she began teaching the class. FTEF/pay is prorated for each instrucr based on the number of meetings actually taught compared the number of meetings scheduled for the entire class. Normally, there would be no overlap of teaching dates between the two instrucrs. Exception the rule: If the first instrucr has been approved receive illness pay related this assignment, his/her assignment start and end dates should be the same as the start and end date of the class section and the status should be Active. This is necessary for SAP process the illness pay. Broken or Cancelled TBA Sessions: If an instrucr has taught any portion of a TBA session which is broken or cancelled, he/she should receive FTEF/pay for that portion. In the proration formula, the days scheduled and taught should be based on a 5 day workweek (i.e. exclude holidays and weekends). The formula for prorating TBA pay is: (Standard Hours of the Original Session Assigned x TBA Instrucr Days) / Total Duty Days. Example of Full Semester: (3 std. hr. course x 5 days taught) / 76 days originally scheduled = 0.20 std. hrs. = (3 x 5) / 76 = 0.20 Example of 8-Week Class: (2 std. hr. course x 3 days taught) / 37 days originally scheduled = 0.16 std. hrs. Chairperson Assignments are made for the academic year, i.e. July 1 through June 30. The release time for each Chairperson is based on the division s FTEP (Full Time Equivalent Personnel) from the fall semester prior the academic year of the assignment. 8 FTE - Full Time Equivalent. FTEF Full Time Equivalent Faculty. FTEP Full Time Equivalent Personnel, see the AFT Agreement, Article 17 C. FTES Full Time Equivalent Student. Hourly Assignments class code 0811 for teaching. Also referred as Adjunct assignment. Load: The Standard Teaching Load (used calculate FTEF) is the number of standard teaching hours considered be a full load for one semester (i.e. an instrucr s full-time hours requirement). To find the load for a particular discipline, see the AFT Agreement, Article 13, Table A. Load Banking A plan in which pay for faculty service for an assignment normally paid adjunct or in an intersession is deferred and tracked result in a later load credit leave with reduced or zero service. Load Banking must be preapproved. Tenured faculty only. Do not confuse with over/under load balancing. See AFT Agreement, Articles 25, 39 and Appendix K. Non-Standard Annual Load The faculty member s annual load obligation will be fulfilled with a combination of assignments (including over/under load balancing) in any term, fall, winter, spring or summer. A non-standard annual load assignment must be completed during one academic year, from July 1 through June 30 of the following year. Also see Annual Load Form above. Over Load If an instrucr teaches more than his/her load in one semester, and does not receive extra pay for that excess (i.e. it is not paid as an adjunct assignment), the excess will be tracked as an over load. Over loads must be balanced out by under loads within one academic year. Do not confuse this with Load Banking. Over/Under Load Balancing Instrucrs may not always be scheduled for the exact number of hours required fulfill their full-time load requirements in a semester. They may instead balance their load over the course of the academic year. Do not confuse this with Load Banking. See also Annual Load and Non- Standard Annual Load. Under Load If an instrucr teaches less than his/her load in one semester, the difference will be tracked as an under load. Under loads must be balanced out by over loads within one academic year. Workblocks For the purpose of scheduling classroom faculty, the week shall be divided in workblocks consisting of 12 weekly periods: 5 day, 5 evening, 1 Saturday and 1 Sunday.
