3 1. INTRODUCTION A. Background A nuclear power program entails a long term commitment to the peaceful, safe and secure use of nuclear and radiation technology. To assure a high level of nuclear and radiation safety, a nuclear power project has to be undertaken on well-established and sustainable nuclear and radiation infrastructure. A country wishing to introduce nuclear power plants (NPPs) needs to focus on developing high quality of human resources. Underlining the importance of education and training as a key component of safety infrastructure, the General Conferences of the International Atomic Energy Agency (IAEA) continue to encourage promoting higher education program. Assuring an acceptable level of nuclear and radiation safety which is the fundamental objective of safety regulation is achieved through regulatory process that mainly involves safety review, inspection and decision-making. Such process requires in-depth technical knowledge and experience on all areas of science and technology related to nuclear and radiation applications, as well as on rules and regulations, stakeholder involvements, and international norms. Nuclear and radiation regulators and safety experts should be not only educated to have knowledge and skills but also trained to be capable of applying fundamentals of nuclear engineering and safety principles to their activities. B. Objectives The KINS-KAIST International Master s Degree Program on Nuclear and Radiation Safety is designed to educate high-caliber overseas young professionals working in the fields of nuclear and radiation safety primarily for regulation, through which they can grow to be nuclear and radiation safety leaders. The ultimate goal of the program is to educate high-level policy makers to develop comprehensive national policies on nuclear and radiation safety as well as on their regulations, nuclear and radiation regulators to carry out their regulatory assignment more effectively, and safety experts to solve technical safety matters. 1
4 C. Organization and Faculty The program is being organized through the cooperation of Korea Institute of Nuclear Safety (KINS) and Korea Advanced Institute of Science and Technology (KAIST). As a regulatory expert organization in Korea with the top-level capabilities and experience in nuclear safety regulation, KINS provides such curricula as nuclear and radiation safety regulations and relevant regulatory practices including on-the-jobtraining. KAIST, internationally well known for excellent education and research achievements in science and technology, provides courses for basic theories on nuclear and radiation technology and academic guidance. The close location of KINS to KAIST provides the participants of this program with more convenience. Top experts from KINS and outstanding professors at the Dept. of Nuclear and Quantum Engineering (NQE) of KAIST will offer well-rounded curricular combining the essence of both organizations in the area of nuclear safety and regulation. The general organization and conduct of the program are overseen by Program Steering Committee. International Nuclear Safety School (INSS) established within KINS manages administrative works in cooperation with NQE of KAIST. 5 2. SCHOLARSHIP KINS awards full scholarships for one and a half years to admitted students. The coverage of the scholarship includes tuition, stipend, round trip air ticket and other costs essential for studying. The scholarship coverage is as follows; Application fee (USD 100) Tuitions for one and a half years Stipend (700,000~900,000 Korean Won/month): to be paid monthly on 10th of each month during stay in Korea The economy-class round-trip airfare between the nearest airport of the originating country and Incheon International Airport of Korea Medical insurance fee of approximately 40,000 Korean Won/month Tuition for Korean culture and language course (if a student wants to attend it) Notes for Scholarship - Application fees are waived for all the applicants. - KINS Scholarship recipients must maintain a GPA of 2.5 or above on KAIST grade scale (min. 0 to max. 4.3) in order to retain their scholarship. - If a student decides to withdraw from the program of study after he/she was offered admission, he/she must pay KINS the full amount of the scholarship (including application fee) received up to the time of withdrawal. - On-campus housing (dormitory) can be arranged but the cost must be borne individually. At present, a room by 2 persons at KAIST will be provided for the first year and costs about 400,000 Korean Won/semester for person (may change slightly). The cost must be pre-paid at the beginning of the semester. A room shared by 2 persons will be provided by KINS for the last remaining months at a cost of about 100,000 Korean Won/month for person (may change slightly). - Students who want to bring his/her family must bear the rent for rental apartment near campus, which is quite expensive. Family housing for married student is provided by neither KINS nor KAIST. - The meals in the Campus cafeteria cost around 2,500 ~ 3,500 Korean Won per meal. The costs must be born individually. 3
6 3. APPLICATION A. Eligibility Requirements This program is open to any countries, particularly member countries of IAEA Asian Nuclear Safety Network (ANSN), having high interests in cultivating nuclear and radiation safety experts and regulators. To apply for the scholarship of International Nuclear Safety Master s Degree Program, applicants must: - hold a Bachelor s degree (or its equivalents), - work for government or nuclear related institutions, and - be recommended by his/her government or current institution. B. Documents for Submission The following documents must accompany each application. The forms can be downloaded from the INSS homepage ( 1. Admission Application Form for KINS-KAIST International Master s Degree Program on Nuclear and Radiation Safety (Form 1) All information on this form will be used to contact the applicant; thus, full attention should be given to the correctness. address and telephone should be kept operational. Statement of Purpose (Form 2) Information shall be conveyed on this form about yourself and your accomplishments, your purpose and objective in pursuing your study, and any work and/or academic experience related to nuclear safety regulation. 3. Statement of Financial Resources (Form 3) On this form, only Section I with signature and date shall be filled in. 4. Two Letters of Recommendation in format made by KAIST (Forms 4-1/4-2) Two recommendations are required from advisors or professors of the educational institute where the applicant attended for BA or MS degree. Letters in private format are not accepted. Letters should be signed and sealed, and either be included in the application package or be sent directly to KINS by the recommender. 5. A Letter of Recommendation in format made by KAIST (Form 5) from the applicant s current employer 4
7 Letters in private format are not accepted. Recommendation by head of the applicant s organization will be highly taken into account. 6. Graduation, degree and/or diploma certificates from all the colleges attended Original or certified copies are required Certificate for expected graduation by August 2012, which is issued by the university, is accepted. 7. Transcripts of academic records from all the colleges attended Original transcripts or certified copies are required 8. Certificate of Official English Proficiency Original or certified copies are required Only scores of regular session of TOEFL, TOEIC, IELTS or TEPS tests are accepted. The test date on the certificates should not be older than 2 years as from the deadline of submission of documents. Applicants whose mother tongue is English are exempted from submitting the certificate. Applicants studied more than 2 years in the institution where language of instruction is English can replace the certificate by an attestation issued by the institution authority. The attestation form can be downloaded in INSS homepage. 9. Curriculum Vitae Free style personal resume 10. Copy of Passport It should be checked that the passport have enough period of validity. In case of not obtaining passport by the deadline, a copy of national ID is usable. 11. Notes for Documents Preparation - Application forms can be downloaded from the INSS Homepage ( Applicants are recommended to frequently visit the INSS Homepage for further notices or additional guidance. - It is strongly recommended that all required documents should be typed in instead of handwriting. 5
8 - All or part of submitted documents shall not be returned in any case. - All documents must be official and original. The offer of admission may be revoked if a candidate's submitted documents are found to be false or counterfeit. Faxes and photocopies are not considered as the valid application documents. However photocopies of transcript with new fresh valid stamp are considered as original. - All documents should be written in English officially; so, if application documents including academic transcript are written in a language other than English, they should be translated into English or in Korean with the authorization of a public notary in your country. - Please put date and signature on documents properly. - Admitted students can not defer enrollment to a later semester. Those who wish to defer enrollment must reapply. C. Submission There are two steps for application, one is to apply on-line and the other is to submit package of documents by airmail. Both ways should be done by each applicant. First, applicants should visit Homepage of Office of Admissions of KAIST ( of which application will be activated from April 2, Fill out application form completely and upload your photo (bmp, jpg, png) and save the file. After saving the file, each applicant should send information of his/her ID and password for above homepage to KINS contact person (s145khs@kins.re.kr). KINS will process next step, that is, payment of application fee. Second, applicants should send their application package directly to the following address, and it should arrive before the due date given below. We shall only accept application documents that arrive at KINS by the due date. We do not take any responsibility for a failure in delivery of application documents. 9 4. ADMISSION AND GRADUATION A. Selection Criteria Candidates are considered without respect to race, color, religion, disability or gender. Selection is performed on the basis of: - Academic excellence, - Outstanding performance (Honor, Prize, Decoration, etc) in scientific subjects, - Proficiency in written and spoken English, - Creativeness and innovativeness, and - Leadership. One of the critical factors for admission is English proficiency. The minimum scores for English tests are as follow: TOEFL IBT TOEFL PBT TOEFL CBT TOEIC TEPS IELTS B. Schedule for Admission and Arrival As the International Nuclear Safety Master s Degree Program is run under the cooperation agreement with KAIST, all the processes of academic affairs including admission, arrival, orientation and registration have to be harmonized with those of KAIST. In this regard, students cooperation in meeting the following schedule is highly required. Application Receipt: 15 April Program Coordinator of KINS checks the completeness of application of documents and acknowledges the receipt. Screening by Joint Committee of KINS and KAIST: April Joint Committee of INSS/KINS and NQE/KAIST reviews the documents, screens applications and recommends applicants to the Admission Committee of KAIST for final selection. Evaluation and Notification: May Applications are evaluated to select students by the Admission Committee 7
10 of KAIST. - Final result is notified to each applicant. Admission Process: From June Admission Team of KAIST starts the admission process to contact admitted applicants via or phone. During the process, the admitted students should carefully follow the instructions given by KINS and KAIST and keep open their communication channels. - Admitted students should prepare Visa in Korea Consulate in their countries. KAIST issues the Certificate of Admission, with which students will apply for VISA. Students are advised to acquire Student Visa (D-2 type) to avoid any inconvenience in KAIST. It should be made sure that the visa is valid for at least two years. - Students should book air-ticket. Airfare will be reimbursed after arriving in Korea based on the airfare receipt; thus, the receipt should be kept and brought with you. - Students must indicate their preferences of participation in the orientation program that will be announced around July. - Students must inform the Program Coordinators of KINS and KAIST of their arrival dates and times for the preparation of dormitory and other necessary arrangements. Arrival at KAIST: August Students arrive at KAIST with reference to the Guidance of How to Get to Daejeon and KAIST, which will be provided with updated information. Students should bring 3 passport-size photographs in order to make a photo ID and other necessary official documents. Students are advised to bring warm clothes for the cold season, November to February, as well as some money (~ USD 100) for the initial set-up because the stipend is given on 10 th of each month. Settlement in Campus: August Program Assistant of KAIST helps you for settlement (making a bank account, the ID & key card for entering buildings, the computer account and the residence card, etc.) - Visit International Nuclear Safety School of KINS for further arrangements such as financial matters, assignment of mentors, orientation program, etc. - Students attend Orientation Program, which will be designed considering 8
11 the arrival schedules and preferences of the students. Orientation for Student: August Korean culture and language course will be provided if students agree to attend it. (Tuition fee will be covered by the KINS scholarship.) - During orientation, the Program Coordinators provide students with further instructions and information on academic registration, courses for selection, assignment of academic advisors, graduate requirements, and KINS mentorship program. Program Start: 3 September The first semester of the program starts on September 1, Students must fulfill the requirements of the program for graduation and observe regulations of KINS and KAIST. Details will be informed during the orientation. C. Requirements for Graduation It takes about one and a half years to graduate from this program and students must complete requirements of classes, on-the job trainings and project. KAIST has two options for MS degree track: Thesis-based MS degree and Course-based MS degree. However, the International MS Program on Nuclear and Radiation Safety is designed to follow Course-based MS degree track. This program runs with 2-track system; one for nuclear safety regulation (N) and the other for radiation safety regulation (R). Students on nuclear safety regulation major are required to take at least one class in the area of radiation safety, and the students on radiation safety regulation are required to take at least one class in the area of nuclear safety. For graduation, students must obtain at least 33 credit units consisting of (1) 9 courses (9x3 = 27 units) with the GPA (Grade Point Average) score of 2.5 or higher and (2) independent research (6 units). The minimum credit plan for graduation is as follows; Introduction to Nuclear Safety Regulation (N) 1 course 3 credit units Safety Regulation for Nuclear Installations (N) 1 course 3 credit units Radiation Safety and Protection (R) 1 course 3 credit units Radioactive Waste Management, Fuel Cycle, 9
12 and Emergency Preparedness (R) 1 course 3 credit units A Mandatory General Course 1 course 3 credit units NQE Courses 3 courses 9 credit units Any graduate courses in KAIST 2 courses 6 credit units Individual research 6 credit units Total 33 credit units On-the-job-training at KINS Additional Requirements The first three courses of the above table are provided by professors from KINS. The standard plan of taking the minimum courses is as follows: Fall Semester (Sept. ~ Dec.) Int. to Nucl. Safety Regulation (3) NQE Course (3) KAIST Course (3) Winter Vacation (Jan.) - Spring Semester (Feb. ~ May) Safety Regul. for Nucl. Installations (3) NQE Course (3) KAIST Course (3) General Course (3) Summer Semester (June ~ Aug.) Radiation Safety and Protection (3) Or, Rad. Waste Management, Fuel Cycle, and Emergency Preparedness(3) Fall Semester (Sept. ~ Dec.) NQE Course(3) Individual Research (6) OJT at KINS 9 credits - 12 credits 3 credits credits During the last semester, students select a project topic and research for it, parallel with the OJT at KINS. The project should be carried out with due reflection on comments and guidance from his/her advising professor. Final presentation shall be made before the advising professor and Steering Committee and be passed to earn 6 credits of Individual Research. If a student wants to follow thesis-based MS degree, he/she must consult with his/her advising professor to change his/her scholarship support. Such change is usually initiated by his/her professor based on the exceptional performance. Upon successful completion of all graduation requirements, students will be awarded with a Certificate of Nuclear and Radiation Safety from KINS and also an Engineering Master s Degree from KAIST. The degree from KAIST is accredited by the Korean Government. 10
