1 dated: The Chief Secretary, Sub: Regarding Pay fixation in 5 th CAS and 6 th pay to polytechnic teachers (Engineering) Sir, As per above mentioned subject, we have repeatedly presented our problems of 5 th CAS and 6 th pay commission to the department of technical education and the department of finance many times since , but no higher official of the Technical Education department and Finance department is taking care of such issues which are intentionally and malafidely created to deprive the higher qualified candidates of the department as well those deserve the higher pay scales as per AICTE recommendations. Therefore we are request you to look into the matter personally and resolve our problems so as to fix us in the 6 th pay commission.we are herewith again attaching the problems. 1. Sir, As per above mentioned subject the lecturer senior scale/ lecturer Selection scale are not permitted to extend their option in the option form till the date of award of their senior and selection scale.this is a injustice to lecturers of polytechnic college as 7 lacs Rajasthan govt. employee are given this option to exercise their date of option till the award of their selection scale. (29) TE 2003 Dated grant of selection scale As per above mentioned subject, we want draw your attention regarding great anomaly in the Senior / selection scale committee orders passed on The govt orders passed on regarding selection scales are clearly as per AICTE notification dated , as mentioned in state govt. orders dated , But the implementation of these orders for incumbent lecturers who attained post graduation (M.E. / M.Tech.) in service and joined after is not as per the intentions of the orders , orders and AICTE notification dated We also want to state that as the Rajasthan govt. has implemented these orders after a long delay of almost 10 years, so misinterpreted these orders absolutely in a direction opposite to the natural justice. Not a single instance in any state of the India or in Rajasthan following AICTE notifications, while granting Selection scale in Polytechnics or Engineering ( State Engineering Colleges and NIT s) implemented the selection scale to incumbent lecturers who attained postgraduation ( M.E. / M.Tech.) in service and joined after , as it is being implemented in the orders dated Instead, all such colleges imparted the Selection scale after 5 years from senior scale/senior lecturer with satisfying the criterion of M.E or M.Tech. and hence a lecturer after completing a service of 11( 6+5) years and satisfying the criterion of higher qualification is being imparted selection scale only after 11 years or as and when he/she acquires postgraduation and not when he/she completes 5 years from the date of his/her M.Tech / M.E (AICTE clarification attached dated as per query 2). The govt. of rajasthan has already implemented the grant of selection scale to faculties of Govt. engineering colleges and college education in the same manner as stated above and not like as implemented in orders dated

4 The orders dated regarding selection scale for those who joined after clearly states A Senior Lecturer / Lecturer (Senior Scale) who has a Master s degree and 5 years experience as senior Lecturer or Lecturer (Senior Scale), and has consistently satisfactory performance appraisal reports will be eligible to be placed as Lecturer (Selection Grade), subject to the recommendation of the Selection Committee. and nowhere in the order itself it is written that selection scale will be granted after 5 years from the date of attaining M.E or M.Tech. degree. It is also important to mention here that the lecturers who have joined after requires the M.Tech degree for the award of the selection scale whereas the lectures who have joined one day before the do not require to attain a M.Tech degree for the grant of selection scale. So, this is a great anomaly which is to be rectified in the preview of justice to highly qualified lecturers to nullify their frustration and in view of all such orders and their correct implementations and in the light of AICTE notifications as mentioned in Rule 12 of 5 th AICTE notification of state govt. orders dated and orders dated Chief Secretary, Rajasthan 3

Sir, As per above mentioned subject the Junior lecturers have already been fixed in the pay scale ( ) and ( ) but (i) (ii) Sr. lecturer is not fixed in pay scale ( ) on account of CAS, while its junior is taking more salary which is injustice to the senior lecturer. HOD is not fixed in the pay scale ( ) and ( ) on account of CAS while its junior is taking more salary which is injustice to the HOD. This all happen because of the misinterpretation of rules of CAS. This problem is not solved for last 6 months and fixation of Sr. lecturer is due because of this problem. Therefore we request you to solve this problem so that the fixation of Sr. lecturer in 6 th pay commission be done as early as possible. 1 Chief Secretary, Rajasthan 7
