2 2 A. Regulation for admission to Six Months Certificate Course on Training on Abdomino-Pelvic Ultra Sonography Level one for MBBS Doctors in West Bengal 1. Jurisdiction of the University 1.1. Admission to the seats in the affiliated institution of The West Bengal University of Health Sciences shall be made on the basis of the inter se merit positions of different categories/ castes of candidates appearing in the Six Months Certificate Course on Training on Abdomino-Pelvic Ultra Sonography Level one for MBBS Doctors in West Bengal Examination to be conducted by the West Bengal University of Health Sciences (WBUHS). 2. Eligibility criteria a. Citizens of India and resident of West Bengal who have obtained the MBBS Degree from any university of the country duly recognized by the Medical Council of India. b. Application for admission to Certificate Course will not be accepted unless the candidates have got themselves registered with the MCI or WBMC. c. Candidates who are already pursuing any other course are not eligible for admission. However, candidates completing the course/resigning from the course before the date of admission, will be eligible to get admission.. 3. Selection procedure Candidates who appeared at WBPGMAT, 2014 either in the Open Category or in In-Service Category and qualified are eligible to apply. In the prescribed online form, the candidate is to put name, acknowledgement no., roll no., medical registration no., mobile no. and other details. On-line form will be made available in the University website : Selection will be done based on merit as in the WBPGMAT, No. of seats: Fifty One. Forty One (41) candidates will be considered from open category and Ten (10) candidates will be from in-service category. 2

3 5. Counseling for selection of candidates for admissions Counselling for allotment of college will be done at the University and date and venue will be informed in the website later on. NBMCH, Darjeeling 6. Reservation of Seats 6.1 Seats shall be kept reserved for the OBC-A, OBC-B SC, ST & Physically Challenged candidates respectively. Physically Challenged means Persons with disabilities as defined by MCI, i.e., 50%-70% loco motor disability in lower limb(s) only and certified by physical medicine department of IPGMER, Kolkata The government order and/ or the court directives which will be in force on the respective day of counseling will be followed for this purpose. 6.2 Reservation policy of SC and ST seats will not be applicable for the students of other states. Seats reserved for SC candidates when remaining vacant even after following the instructions laid down in the Govt. orders and notifications, shall be filled in by the ST candidates and vice-versa. 6.3 Seats reserved for PC candidates when remaining vacant even after following the instructions laid down in the Govt. orders and notifications, shall be filled in from the general merit position. 6.4 If Reserved Category Candidates (SC and ST ) qualifies with the same standard followed for General Category candidates, will be treated as General Category Candidate, provided he/she opts for the same. For such, seat from General category will be adjusted. The seat so becoming available, will be counseled for next candidate in the roster while the reserved seats for SC and ST candidates will remain same. On the contrary, if she/he opts for reserved 3

4 seat, it will be adjusted in the reserved category and counted as part of the reserved pool for the purpose of computing the aggregate reservation. 7. Other information 7.1. Candidates need not submit any supporting document along with their application form The allotment of examination centre will be done by the WBUHS and will be final and binding There is no provision for rechecking/ re-evaluation of the answer sheets and no query in this regard will be entertained. The MCQ-s and their respective responses cannot be disclosed to anybody under any circumstances The in-service candidates may submit applications directly, but No Objection Certificate/ Sponsoring Certificate by competent authority must be submitted at the time of counseling. 7.5 Leave or placement on training for the in-service candidates is the exclusive jurisdiction of the competent authority of the H&FW Department. Mere selection will not qualify a candidate to join the course. 7.6 Candidates of both the category are expected, preferably, not to apply for WBPGMAT GENERAL RULES AND PROCEDURAL DIRECTIVES 1. Applicants should go through and strictly follow the instructions given in the Information Booklet as published in / November, 2014, while applying for courses. Application must be complete in all respect. 2. The Print-copy of the application must reach the office of the Controller of Examinations, West Bengal University of Health Sciences, DD- 36, Sector- I, Salt Lake, Kolkata within by hand and by speed post/registered post. 3. No document is to be submitted with application form. Such document will be verified at the time of final selection. 4. Candidates selected through counseling for admission shall have to get themselves admitted within the specified date to be mentioned in the offer letter to be issued after counseling. 9. If a candidate does not report to the allotted institution by the due date his / her admission to the course will be cancelled. 10. No travel allowance is admissible for appearing in the written examination or for attending counseling. 11. 6 B. REGULATIONS FOR COMPETENCY BASED EVALUATION TEST FOR ABDOMINO PELVIC ULTRASONOGRAPHY LEVEL 1 FOR M.B.B.S. DOCTORS IN WEST BENGAL In continuation of notice published by The Health and Family Welfare Department on , a competency based Evaluation Test for MBBS doctors who are permanent resident and working in West Bengal, will be conducted by the The West Bengal University of Health Sciences. Candidates who become eligible on getting 50% marks in written test are to appear at skill test. Skill test is of 50 marks. One has to get 25 marks to qualify. Successful candidates will be awarded pass certificates for their passing out of competency based examination. Eligibility criteria for the Competency Based Evaluation Test : Existing registered medical practitioners conducting ultrasound procedures in a Genetic Clinic or Ultra Sound Clinic or Imaging Centre (licensed clinic under PC & PNDT Act, 1994) for one year or trained for six months and having basic skills for 1) Basic imaging skills & Physics of Ultrasonography 2) Obstetric scan 3) Non-obstetric scan (including all abdominal & pelvic structures) 4) Issue of PC PNDT Act and Ethical aspects 5) Added Techniques (Colour Doppler, TVS etc.) If the numbers of willing candidates are sufficiently large, the University will fix up the number depending upon the seniority of the candidate, working experience and passed qualifying similar nature of institutionalized training. In-service Doctors of Govt. of West Bengal equipped with such skill mentioned above are also eligible for appearing such examination provided they posses working experience as stated above. Date of examination is expected on There will be 100 MCQs (Multiple Choice Question) of 100 marks each question carrying 1 mark. No mark will be awarded for incorrect answer, multiple answers and questions un-attempted. There will not be any negative marking. Syllabus for six months certificate course and other details are published in the Gazette Notification by the Govt. of India (vide Gazette Notification No. GSR-13n (C) dated 9 th January, 2014). Syllabus for six months certificate course will be considered for setting up MCQs for this competency based examination. 6

7 Candidates will have to score 50 marks to become eligible for appearing at skill test. Details of skill test are also available in the Gazette Notification above. On line form for application will be filled in by the intending candidates wherein he/she will provide necessary inputs like name, date of birth, qualifications, registration number, experience in the field, particulars of the license centre under PCPNDT Act, 1994 where he/she is attached, mobile number, epic card number, date of issue of license of the establishment, period of attachment with scanned copy of photo and signature etc. A Demand draft/ Pay order of Rs /- in favour of West Bengal State Health Family Welfare Samiti payable at Kolkata be drawn and then after submission of the online application, Demand Draft has to be sent to the Health & FW Department along with the filled up Demand Draft Deposit Format (Format is attached with this booklet) to the following address - Dr Nishith Baran Mondal, State Nodal officer (PC&PNDT) PC&PNDT Cell Wing A, 3 rd Floor, Swasthya Bhawan. Photocopy of bothside of the bank draft Application Forms will be made available in the University s web site Admit cards will be downloaded by the candidate by putting his/her Mobile Number or Acknowledgement Number of the application. Evaluation will be done through OMR Sheets. Model of OMR is enclosed with this Regulation. During examination, candidates will write down their Roll Number and Question Booklet Number accurately. Instructions to fill up the OMR Sheet are also enclosed with this Notice. For every correct answer the candidates will be awarded 1 (One) mark. No mark will be given and deducted for incorrect answer, un-attempted questions, and multiple answers. Candidates will be able to get their result by putting acknowledgement number or roll number. Venue of the Examination will be intimated at the time of issuing admit card. 7
