CONSTITUTION Ex officio members: (a) (b) (c) (d) (e) (f) (g) (h) (j) (k) The Vice-Chancellor The Pro-Vice-Chancellor (Teaching & Learning) (Chair) The Deans of Undergraduate Studies The Deans of Postgraduate Studies Education Officer of the Union Society The Postgraduate and Mature Student Officer of the Union Society The Librarian The Head of Information Systems and Services The Director of Human Resources The Head of the Staff Development Unit The Academic Registrar The Head of the Director, Quality in Learning and Teaching service In attendance: Such Officers as necessary in order to ensure better integration of strategies. A quorum shall be not fewer than one third of the members. 3. TERMS OF REFERENCE (a) (b) Learning and Teaching Strategy (iii) To act as a proactive and strategic body for teaching, learning and curricular matters, including quality enhancement and the sharing of good practice, within the University, working with Faculties and other areas of the University as necessary to avoid duplication of effort, and advising, as appropriate, Strategy Board, Executive Board and Senate on all teaching-related matters including CPD. To promote and enhance effective and innovative teaching and learning, including CPD, and to administer any funds that might be allocated to UTLC for this purpose including the development of a Teaching Fellowship Scheme. To agree priorities, targets and activities for, and receive reports from, the Quality in Learning and Teaching Service. To establish and have overall responsibility for the quality assurance policies and procedures necessary to maintain and enhance the academic standards and teaching quality of all programmes of study (including CPD where appropriate and research programmes), wherever 1

To develop, monitor and evaluate the University Learning and Teaching Strategy and its implementation. To monitor and evaluate associated strategies, including the Widening Participation Strategy, the Employability Statement and Strategy, strategies for student recruitment and e-learning and forward planning for estates requirements in relation to teaching and learning. To approve on behalf of Senate and to report to Senate: changes to University regulations and associated procedures deemed to be minor that raise no significant issues of academic policy; proposals (and associated regulations) for the introduction of new undergraduate degree programmes, and programmes of study for other award bearing qualifications in the University; (iii) proposals (and associated changes to regulations) for amendments to existing degrees and programmes of study for other award-bearing qualifications of the University; (iv) proposals for the re-approval of programmes following recommendations made by Internal Subject Review; (v) (vi) (vii) proposals (and associated regulations) for new postgraduate programmes, taught and research, (and amendments to existing programmes); proposals for the withdrawal of degree programmes, and programmes of study for other award bearing qualifications of the University; proposals to establish partnerships with other institutions for the delivery of collaborative provision. To oversee the monitoring of programmes (including quality assurance) carried out by Faculty Teaching and Learning Committees and Graduate School Committees. To oversee the monitoring of action taken following receipt of reports from the QAA and Professional or Statutory Bodies (PSBs). To oversee the monitoring of have responsibility for monitoring the information to be published in relation to the quality and standards of the University s programmes. To act on recommendations from Academic Audit Committee that relate to teaching and learning matters. To submit an annual report to Senate on concessions matters, student complaints, appeals, concessions and disciplinary action. To oversee the regulation of academic dress. 2

4 Proposed Constitution and Terms of Reference of Postgraduate Research Student Sub-Committee Constitution Deans of Postgraduate Studies (one of whom will serve as chair) A Research Dean Member of staff from each Faculty with focus on postgraduate research matters Senior Development Officer, QuILT PGR student representative appointed by the Union Society Serviced by Student Progress Service Terms of Reference a) To consider on behalf of UTLC any matters relating to the quality and standards of postgraduate research student provision within the University, reporting to UTLC on institutional issues and themes arising from the implementation of the University s Code of Practice, and other such matters relating to quality and standards in research student provision that may be referred to it. b) To consider and recommend to UTLC policies and procedures necessary to maintain and enhance the academic standards and quality of all research degrees (including MRes, professional doctorates and Integrated PhDs), wherever they are delivered, taking account of international, national and regional developments. c) To identify and disseminate examples of good practice in postgraduate research student provision. Lines of report Postgraduate Research Student Sub-Committee is a sub-committee of University Teaching and Learning Committee. It presents a summary report of business to each UTLC, together with recommendations and present recommendations relating to strategic items as they arise. It receives reports from Graduate Studies Committees. 4
5 Proposed Constitution and Terms of Reference of Quality and Standards Sub- Committee Constitution Deans of Undergraduate Studies (one of whom will serve as chair) Member of academic staff from each Faculty with focus on postgraduate taught matters Senior Development Officer, QuILT Student representative appointed by the Union Society In attendance: FTLC secretaries Serviced by QuILT Terms of Reference a) To consider on behalf of UTLC any matters relating to the quality and standards of teaching and learning within the University, monitoring progress, and reporting to UTLC on institutional issues and themes arising from: (iii) (iv) (v) Internal Subject Review reports; Annual Monitoring and Review reports from FTLCs; Summaries from FTLCs of External Examiners reports; Submissions to and reports from the QAA and Professional or Statutory Bodies (PSBs), and responses from Boards of Studies and FTLCs; Other such matters relating to quality and standards in teaching and learning that may be referred to it. b) To consider and recommend to UTLC policies and procedures necessary to maintain and enhance the academic standards and teaching quality of all programmes of study (including CPD), wherever they are delivered, taking account of international, national and regional developments. c) To identify and disseminate examples of good practice in teaching and learning. 6 Proposed Constitution and Terms of Reference of e-learning Steering Group Constitution A Dean (Chair) Three members of academic staff, one from each Faculty, to be appointed by UTLC Chairs of the individual project groups reporting to the Steering Group Director of ISS University Librarian Head of QuILT A student representative appointed by the Union Society Serviced by QuILT Terms of reference a) To advise University Teaching and Learning Committee on the institutional development of e-learning, identifying appropriate e-learning developments, policies and priorities and the means of implementing these. b) To oversee on behalf of University Teaching and Learning Committee, the development of institutional e-learning capacity and monitor associated projects. c) To explore innovation in the use of e-learning d)to promote and disseminate excellence in the use of e-learning Lines of report The Steering Group is a sub-group of University Teaching and Learning Committee and will liaise closely with Teaching and Learning Space Group. It receives reports from project and steering groups established for particular learning technologies projects, e.g Blackboard Steering Group. 6
