1 The status of National River for the Ganga, facilitated the constitution of the National Ganga River Basin Authority (NGRBA), an empowered planning, financing, monitoring and coordinating body on February 20, 2009 under the Environment (Protection) Act, 1986 for cleaning of the Ganga River. The Authority, chaired by the Hon ble Prime Minister of India, has as its members the Union Ministers concerned and the Chief Ministers of the States through which Ganga flows, viz., Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal, among others. The objective of the NGRBA is to ensure pollution prevention and conservation of the Ganga River by adopting a holistic river basin approach keeping in view the sustainable development needs. A Memorandum of Agreement (MoA) was signed by the Ministry of Environment & Forests (MoEF), Govt. of India (GoI) on July 6, 2010, with a consortium of seven IITs for the development of Ganga River Basin Management Plan (GRBMP). The vision of GRBMP is the restoration of wholesomeness of rivers in the Ganga basin and aims to have adequate provision for water, soil and energy in the Ganga basin to accommodate the pressures of increased population, urbanization, industrialization and agriculture while ensuring the sanctity of the fundamental aspects of the river system. The Panch Sutras adopted are as follows: (i) Continuous flow (Aivarla Qaara), (ii) Un-polluted flow (inama-la Qaara), (iii) Longitudinal, lateral and vertical connectivity of the river system, (iv) Adequate space for various river functions, and (v) River as an ecological entity. E-Flows are required for maintaining river regimes, making it possible for the river to purify itself, maintaining aquatic biodiversity, recharging groundwater, supporting livelihoods, and allowing the river to play its role in cultural and spiritual aspects of population. There have been major water abstractions from the Ganga River (in the middle segment) for the purpose of irrigation. Canal Systems including the Upper Ganga Canal, Madhya Ganga Canal, Eastern Ganga Canal and Lower Ganga Canal etc. has been fulfilling irrigation needs of the farmers and this has led to severe problem of water availability in the stretch from Haridwar to Allahabad. Additionally, there has been significant increase in industrial activities at the banks of river at various points and this has led to diminishing water quality as in most of the cases the river becomes a dumping body for the industrial waste. The rising standards of living and exponential growth of industrialization and urbanization have further exposed the water resources of the Ganga River. All these issues have compounded the problem of both water quality and quantity, which make it absolutely vital to assess and maintain the E-Flows for the Ganga River. In this context, a group has been constituted to particularly look into the E-flows aspect of the Ganga River as part of the preparation of GRBMP. 11 Gangapedia The Ganga river basin is a multifaceted system and requires multidisciplinary and interdisciplinary management approach. A river system is not just a physical entity but a living dynamic and a continuing resource system. For integrated management of the Ganga basin several aspects ranging from religious to socio-economic, needs to be considered. Keeping in view this holistic approach, the website Gangapedia ( was launched with the objective to foster coordination amongst people with the love for GangaMaa and bring together experts on the subject to share their knowledge and experience. Gangapedia is the landing page for GRBMP and is a virtual entity for: Repository of Jana Gyan and Gyan Dhara. Hosting project deliverables Platform for project management Social co-created repository for Ganga lore, Platform for public debate on issues related to the Ganga River Basin It aims to consult, discuss and take feedbacks from the national and state level stakeholders, policy makers as well as the general public at large on the status, issues and challenges to implement the GRBMP.
