1 Cockermouth is an ancient market town in Cumbria in North-West England. The name of the town originates because of its location on the confluence of the River Cocker as it joins the River Derwent. At the time of the 2011 census, the total population of Cockermouth was 8,761. The town is situated on the north-west fringe of the Lake District. Cockermouth has a long history and many of the original architectural features of the town remain unchanged. The market place has been recently regenerated and along with the river views, is an attractive area for tourists. Tourism is a vital part of the local economy. Cockermouth has suffered as a result of severe flooding in recent years, most notably in November 2009 when the Rivers Derwent and Cocker both flooded after 314mm of rain fell in 24 hours. During this flood, water levels rose by 2.5 metres and river flow peaked at 10m/s causing total damages in excess of 276 million. Just over 45% of this total damage was to businesses and the local economy. Cockermouth is a market town and holds much heritage value which needs to be protected. In addition, the area around the River Cocker is a designated Site of Special Scientific Interest (SSSI). The town is prone to flooding and has been flooded most recently in 2005, 2009 and In June 2013, the passive flood defence scheme was launched to the local community in Cockermouth. The scheme includes a series of self-closing barriers which only rise when the river is in flood. There are 190 metres of new flood defences and 515 metres of existing of flood defences have been raised. A 180 metre embankment was built along the river as well as the UK s first self-closing barrier which is 120 metre long. The scheme also extends to flood proofing existing properties and building eight new flood gates. The barrier rises by up to 1 metre, providing Cockermouth with the required one-in-100-year flood protection above the existing wall. 2 The scheme cost a total of 4.4m to complete, including 3.3m from The Environment Agency and the remainder from a group of residents, businesses, local councils and community action groups (Cockermouth Flood Action Group). It has little impact on the environment and preserves the historical surroundings of Cockermouth whilst protecting hundreds of homes and businesses. The scheme helps to protect the local economy, in particular the local tourist trade. The methods used have a distinct advantage over other flood management schemes in that it does not require any human intervention during a flood warning as the barriers self-close when the river reaches a certain level. The scheme has a designed life of 100 years and requires minimal maintenance meaning that the long-term costs to government, local people and The Environment Agency are low. There are no high running and maintenance costs which there would be if the system was manually operated. Local homes and businesses are protected long term from flooding; in December 2015 the barrier was used effectively to minimise the flooding as a result of Storm Desmond. The barriers are preserved underground when not in use which means that the river views have been protected and the attractiveness of the area for residents and tourists has been maintained. The scheme can advise people in advance by text or when the barriers start to rise, giving people adequate time to prepare and evacuate their homes/businesses if necessary. 7 Teacher notes: Objective: To examine a case study of a flood management scheme in the UK including: 1. Why is the scheme required? 2. What management strategy has been used? 3. The social, economic and environmental issues associated with the management strategy Starter activity: Students should write down three factors they know cause flooding. They should then turn to their partner and discuss their ideas. They should add two more factors to their lists, so that they both have a list of five causes of flooding. Student activity 1 case study of a flood management scheme in the UK Teachers are provided with case study information on both the PowerPoint and in the form of a resource sheet which can be used flexibly. There are a number of options for how students may use this information: 1. Students can read the information sheet provided and use the key provided to colour-code the different sections as required. Students can then produce a case study fact-file with the key information selected that be used in an exam. 2. The case study resource sheets can divided up and placed around the classroom for students to view and then complete a separate case study fact file sheet. 3. The case study resource sheets can be divided up and enlarged to A3 and placed at different points throughout the classroom. Students can work in groups on a case study from memory task see attached resource. Students should be numbered 1-4 and then take it in turns to study and remember the information from the case study resource sheets. It would be a good idea to have a class discussion following this to share information. Students can then produce an individual case study fact file or mind map with the key information. Differentiation 1. For less able students the case study information sheet can be cut up into different sections of text for students to read, highlight key information and sort into the correct headings. Student activity 2 exam style question This should begin as a whole-class activity as a walking talking exam question. The exam question should be displayed on the PowerPoint and discussed with the class. Command words and subject key words should be identified so that students fully understand the question Page 7 of 10

Students should then be given a strict time limit of 9 minutes which equates to one mark per minute. You could also hand out the model answers and get students to grade these, and then add improvements to these answers. Differentiation 1. Less able students may be given a writing frame at this stage to help them structure their answers whilst practicing questions. Students should also be given extra time to complete exam questions if entitled. 2. More able students should be challenged to complete the question in less than 9 minutes. This may encourage students to be more specific and concise with the details they include in their answers. 9 Model exam answers Level 1 River flooding can greatly affect an area when a river overflows. Homes and businesses are likely to be affected the most and several strategies can be used to reduce flooding in particular places. The damage caused by future floods can be reduced by using walls and barriers to contain flood water. Additionally, homes and businesses can be made flood-proof and people can be educated on how to stay safe during a flood event. Level 2 Cockermouth is a town in Cumbria, in the north-west of the UK. A lot of damage was done to homes and local businesses and following this flood, it was decided that the area needed a new flood management scheme.
