3 Purpose The Multi-Academy Trust Board of Directors (the MATB) has established for each Academy a Local Governing Body (the LGB). Each LGB s role is to provide advice to the MATB in relation to the functioning of the relevant Academy. The areas upon which each LGB will provide such advice, appropriate comments and recommendations are set out below. Terms of Reference Membership: Each LGB shall comprise at a minimum: two parents of a pupil at the relevant Academy (to be elected by the parents of registered pupils of the relevant Academy), up to two employees at the respective Academy (to be elected by employees of the respective Academy). Further appointments to each LGB will be at the discretion of the MATB. Annual Review: The establishment, terms of reference, constitution and membership of each LGB shall be reviewed annually by the MATB. Chair: Vice Chair: Clerk: Quorum: Meetings: Agendas: Decisions: The Chair shall be appointed by the MATB each September from among the members of the LGB, provided this is someone other than the Principal at the relevant Academy. The Vice Chair shall be elected each September from amongst the members of the LGB. The LGB Clerk shall organise the election. The LGB Clerk shall be appointed by the LGB. The quorum for each LGB shall be one-third of those eligible to vote. The LGB shall meet as often as is necessary to fulfil its responsibilities and not less than twice per term. Minutes of meetings will be recorded and forwarded to the Clerk to the MATB in sufficient time for inclusion on the agenda and among the supporting papers for the next meeting of the MATB. The Clerk shall circulate an agenda for each meeting, together with any supporting papers, at least one week in advance of the meeting. Decisions may be taken only by members of the LGB. Where necessary, the LGB Chair will have a second or casting vote. Chair s Action: In the event that an urgent decision has to be taken between meetings on matters falling within the remit of the LGB, the LGB Chair shall have delegated authority to make any such decisions following consultation with the Chair of the MATB. The decisions taken and reasons for the urgency shall be explained and ratified at the next meeting of the LGB. In exceptional circumstances a Special Meeting of the LGB may be called. Page 3

4 Remit of each LGB Curriculum 1. To consider and advise the MATB on standards and other matters relating to the Academy s curriculum, including statutory requirements and curriculum policy. 2. To consider curricular issues which have implications for Finance and Personnel decisions and to make recommendations to the MATB. 3. To oversee arrangements for individual governors to take a leading role in specific areas of provision, such as Special Educational Needs, Literacy and Numeracy, and to receive and consider reports from them from time to time. 4. To propose the Academy s statutory annual performance targets. 5. To prepare, monitor and review the Academy s policies relating to curriculum and assessment, and others as delegated by the MATB. 6. To oversee the provision of daily acts of collective worship for all students. 7. To oversee the annual Academy Development Plan and recommend its approval to the MATB. Safeguarding Ensure that the wellbeing of students is maintained through: student attendance and monitoring systems, enabling access to education demonstration of a duty of care to students on fixed term and permanent exclusions effective arrangements for Child Protection and Safeguarding effective home/school liaison and communication an effective and appropriate extended schools provision meeting the statutory requirements relating to equality legislation Admissions Ensure that admission arrangements conform to MATB policies and current regulations. Finance 1. Ensure budgets are managed in agreement with the Tudor Grange Academies Trust s ( the Trust) Scheme of Delegation and policies 2. To ratify levels of internal authorisation as approved by the MATB 3. In consultation with the Executive Principal and Executive Finance Officer, to agree a formal budget plan of the financial year ahead 4. Ensure procurement guidance and legislation is implemented. 5. Ensure that annual accounts and reports are produced in accordance with the Companies Act and current regulatory requirements. 6. Consider and act upon the reports of Internal Audit. 7. To be responsible for encouraging and overseeing opportunities for income generation Page 4

5 8. To be responsible for the upkeep, maintenance and development of Academy premises Staffing 1. To consider and advise the MATB on the Academy s staffing structure, recruitment, performance management, remuneration and training, including statutory requirements, in consultation with the Academy s Principal. 2. To localise MAT policies for deployment relating to staffing, recruitment, pay, discipline, performance management and professional development 3. To oversee the recruitment, selection and appointment of all staff below Senior Leadership team level 4. To oversee the process of staff reduction where necessary. 5. To keep under review staff work/life balance, working conditions and well-being, including procedures for absence monitoring. 6. To make recommendations to the MATB regarding staffing expenditure 7. To review the salary and pay levels of all staff on the basis of advice from the Academy s Principal and, in conjunction with the EP and MATB, be responsible for the performance reviews of the Academy s Principal. Monitoring and Evaluation 1. Support the Academy s Principal and the local Senior Leadership Team in maintaining and improving standards and performance, thus improving outcomes for learners. 2. Act as a critical friend to the local Senior Leadership Team in addressing any areas of challenge or weakness. 3. Ensure effective processes are in place for monitoring teaching and learning, delivery of the curriculum, inclusion, and the sharing of good practice across the Academy. 4. Monitor student behaviour and consider appeals against any decision to exclude students from attendance. Health and Safety 1. Review Health and Safety policies and monitor the effective supervision of health and safety matters. 2. Monitor risk assessments. 3. Monitor, evaluate and review the Academy s risk registers. 4. Ensure compliance with Health and Safety legislation and regulations. 5. Ensure that Health and Safety training needs are met wherever practicable. Page 5
