1 ADOPTED by the Senate of the University of Tartu Regulation no. 12 of 28 November 2014 (effective as of ) ADMISSION RULES OF THE UNIVERSITY OF TARTU AT THE FIRST AND SECOND LEVEL OF HIGHER EDUCATION IN THE ACADEMIC YEAR 2015/2016 (excerpted translation) Adopted based on clause 14 (3) 6) of the Universities Act, clause 2 3 (4) 6) of the University of Tartu Act and clause ) of the Statutes of the University of Tartu. I. General provisions 1. The admission rules of the University of Tartu ( the university ) regulate the admission of applicants to the university s curricula of professional higher education, bachelor s curricula, integrated bachelor s and master s curricula (collectively first level of higher education ) and master s curricula ( second level of higher education ) in regular studies and studies of the open university in the academic year 2015/ Upon applying to the university, an applicant must 2.1. have the required level of education or qualification; 2.2. submit a standard application for admission ( the application ) and other documents required in these rules; 2.3. meet the admission requirements or special conditions of admission. 3. Admission takes place once a year by way of open competition. The admission schedule is established in annex 4 to these rules. 4. One or more competitions are announced for a curriculum on the basis of the form of study, specialtisation or place of study. 5. An applicant may submit an application to apply for two competitions at the first level of higher education and two competitions at the second level of higher education. 6. The admission to the university is organised 6.1. on the basis of admission threshold, 6.2. on the basis of a ranking list and 6.3. under special conditions. 7. Admission threshold is a minimal score ensuring admission to a curriculum and consists of points received upon complying with the admission requirements of a particular curriculum. 8. The ranking list of applicants is formed on the basis of points received upon complying with the admission requirements of a particular curriculum. 9. Special conditions of admission constitute the criteria upon the fulfilment of which an applicant is admitted to the university without considering the admission requirements of a particular curriculum. 10. Admission requirements are established in annexes 1 and 2 to these rules. 11. The compliance with admission requirements is evaluated in points and the highest possible score is 100 points. The score is rounded to one decimal place. If an applicant meets special conditions, they receive the highest possible score. 12. Each admission requirement accounts for a certain percentage of the highest possible score. The score (p) of an applicant is calculated as follows: the result of an admission requirement

2 2(13) (a) is multiplied by the relevant percentage (b); in the event of several admission requirements (n), the products are added up and the total sum is divided by 100. An applicant who has obtained the direct previous level of education in any other language but wishes to take up studies in Estonian has to prove their Estonian language proficiency. A person who has obtained basic education, general secondary education, secondary vocational education on the basis of basic education, secondary specialised education on the basis of basic education or higher education in Estonian does not have to prove the Estonian language proficiency. A student (except for curricula specified in clause 14) who has scored less than 80 points in the state examination in Estonian as a second language or in the Estonian language proficiency examination of level B2 must participate in the intensive study of Estonian language under the terms and conditions provided for in the Study Regulations. 14. An applicant for the curriculum of Medicine (in Estonian), Dentistry and Pharmacy who has not obtained education in Estonian at a level specified in clause 13 of these rules must have scored at least 80 points in the state examination in Estonian as a second language or at least 80 points in the Estonian language proficiency examination of level B To apply for an English curriculum or to complete the intensive study of Estonian language on the basis of English, the applicant must prove that their level of English language proficiency is B2 or higher. 16. An applicant is released from the obligation to prove the English language proficiency in accordance with clause 15 of these rules if the applicant has completed English-taught courses at the University of Tartu as a visiting international student or at Estonian universities to the minimum extent of 15 European Credit Transfer and Accumulation System credit points ( ECTS ); obtained secondary education in English in a member state of the European Union or the European Economic Area ( EEA ), the United States of America, Canada, Australia or New Zealand; obtained secondary education in a member state of the European Union or the EEA and studied English as the first foreign language for at least seven years and passed the final exam in English at a minimum level of B2; studied at least one academic year in an English curriculum in an institution of higher education of a member state of the European Union or the EEA, the United States of America, Canada, Australia or New Zealand. 17. The university converts the following study results of an applicant required to comply with the admission requirements: study results of the previous level of education obtained abroad, results of the International Baccalaureate Organisation ( the IBO school ), result of the Scholastic Aptitude Test ( SAT ); result of the Estonian language proficiency examination. 18. The vice rector for academic affairs establishes the principles of converting the grades received on a five-point scale to a hundred-point scale, the principles of converting the study results specified in clauses of these rules, examination results corresponding to foreign language proficiency level B2 established in clause 15 and annex 1 to these rules by competitions and the principles of converting the result of the state examination in extensive mathematics specified in clause 56 of these rules.

3 II. Submission of documents 3(13) 19. To apply to the university, applicants can submit their documents electronically or on paper. The list of required documents by levels of higher education has been set out in annex 3 to these rules. 20. The electronic application is submitted online at International applicants submit an electronic application online at Paper applications are submitted on the form established by the vice rector for academic affairs. 21. Documents submitted electronically must be digitally signed or confirmed with a digital signature or seal. Paper documents are submitted as original documents and copies thereof or or as copies certified by a notary or the issuer. 22. Documents are submitted in Estonian or English. Documents that are not in Estonian or English must be accompanied by a notarised translation in Estonian or English. 23. To verify and specify the information shown on the application, the university has the right to use the Study Information System of the University of Tartu, the Estonian Education Information System and the International Baccalaureate Information System database, make inquiries to educational institutions and submit documents certifying education to the Estonian ENIC/NARIC for the purpose of assessing the qualification. 24. If the information shown on the application of an applicant is incomplete or the applicant fails to submit all the required documents by the date specified in annex 4 to these rules, the university has the right to reject the application. 25. The application and copies and transcripts of documents submitted upon applying to the university are not returned. 26. Application forms, other necessary document forms and postal addresses of structural units of the university specified in annex 4 to these rules are published at Document forms in English are published at III. Entrance exams 27. Entrance exams may consist of taking an exam at the university (e.g. academic test, interview, professional suitability test, professional test) or submitting a written exam paper (e.g. motivation letter, essay, portfolio of works). 28. The schedule of entrance exam and the requirements for the content and organisation of entrance exams approved by the council of a faculty or non-faculty college ( college ) are published at on the date specified in annex 4 to these rules. 29. If the admission requirements of a curriculum include several entrance exams among which the applicant must choose, the applicant can choose only one entrance exam from among them. 30. To take an academic test, the applicant must register at The result of the academic test may be replaced with the result of the SAT taken by the applicant during the academic year 2014/2015 on the basis of a corresponding application. To have the result of the SAT recognised, the applicant must submit an application to the chair of the committee of the academic test along with the document proving the SAT result within the period of registration for the academic test prescribed in annex 4 to these rules. 31. The applicant who applies for the second level of higher education and has received a call-up for compulsory military service has the right to take the entrance exam before the period of

4 4(13) entrance exams. An application along with a copy of the call-up for compulsory military service must be submitted to the chair of the admission committee by 15 June To take the exam specified in clause 27.1 of these rules, an applicant must submit an identity document. 33. The highest possible score an applicant can receive for the entrance exam is 100. The entrance exam is graded with the precision of one decimal place. 34. The entrance exam is passed if the score of the entrance exam is at least 50 and the score of the academic test is at least If the admission requirements of a curriculum consist of several entrance exams, the applicant is allowed to the next exam only if the applicant has passed the previous exam. 36. The results of entrance exams are published at on the date specified in annex 4 to these rules. 37. An applicant has the right to review the exam paper on site within two weeks of the publication of the result. 38. The entrance exam papers are not returned and are retained for one year. 39. The results of entrance exams are only recognised in the academic year of taking the exam. 40. The chair of the admission committee has the right to allow an applicant who has failed to appear at the entrance exam with good reason to take the exam at another date during the period of entrance exams; remove an applicant from the entrance exam and/or not consider the applicant s exam paper in the event of academic fraud. 41. An applicant has to notify the admission committee of a good reason for failure to appear at the exam specified in clause 27.1 of these rules on the date of the exam at latest. IV. Filling student places 42. The maximum number of students to be matriculated is 2,311 at the first level of higher education and 1,357 at the second level of higher education. The rector establishes the number of student places by curricula within the limits of this maximum number. For the purpose of the faster completion of student places, the rector may allow the admission of more applicants by curricula than provided in this clause on the dates specified in clause 11 of annex 4 to these rules on the basis of proposals of deans and directors. 43. The university admits an applicant who complies with all admission requirements and whose score received upon meeting the admission requirements in case of threshold-based admission exceeds or equals the threshold; all admission requirements and whose place in the ranking list fits in the limits of the number of student places established by the rector under clause 42 of these rules; the special conditions established in these rules. 44. An applicant does not comply with the admission requirements if the applicant s result of the state examination required for the application for a curriculum specified in annex 1 to these rules is below 20 points; the applicant has not taken the entrance exam pursuant to clause 34 of these rules if the admission requirements of a curriculum include an entrance exam; the applicant s score of admission requirements is below 66 points. 45. If there are vacant student places in the curriculum where applicants are admitted on the basis of a threshold, the places are filled on the basis of the ranking list.

5 5(13) 46. The student place of an applicant admitted under special conditions is included in the number of student places established by the rector under clause 42 of these rules. 47. The university has the right to revoke the decision on the admission to the university if it appears that the level of education or qualification of an applicant does not give access to the desired level of higher education; an applicant has submitted forged documents or false information. 48. The university informs the admitted applicants of the admission decision at and international applicants also at on the date specified in annex 4 to these rules. 49. An applicant who has been admitted must notify the university of taking up studies at or by a written application by the deadline specified in annex 4 to these rules. An applicant who has been admitted to a vacant student place after the date specified in annex 4 to these rules must notify the university of taking up studies at or by a written application within two days of the communication of the information. Failure to notify within the prescribed time is considered a waiver of the student place and the vacant student place is filled with the next applicant in the ranking list. 50. Student places that have remained vacant during the admission are filled until the date specified in annex 4 to these rules. 51. An applicant who has been admitted to the university and has confirmed that they take up studies is matriculated. V. Admission to curricula of the first level of higher education 52. A person with secondary education or a corresponding level of education of a foreign country has the right to apply for curricula of the first level of higher education. A person who has graduated from the IBO school has the right to apply if they have graduated the IBO school with a diploma. 53. The admission requirements for the first level of higher education may include a state examination, (average) grade of a graduation certificate, professional suitability and prior learning and professional experience, entrance exam, SAT in Biology. 54. If an admission requirement of a competition includes a result of the state examination in Estonian as a second language, the result can be replaced with the result of the Estonian language proficiency examination (at least level B2). 55. An applicant who has obtained secondary education abroad can replace the result of the state examination in Estonian with the study result of the first foreign language or the language of instruction of the school. The better result is taken into account. 56. If an admission requirement of a competition includes a result of the state examination in narrow mathematics, the result can be replaced with a result of the state examination in extensive mathematics that is converted. If an admission requirement of a competition includes a result of the state examination in extensive mathematics, the result cannot be replaced with a result of the state examination in narrow mathematics. The result of the state examination in mathematics taken up to 2013 is considered equal to the result of the state examination in extensive mathematics.

The following compulsory subjects of the national curriculum for upper secondary schools are taken into account in calculating the average grade of the graduation certificate: Estonian (in a school with Estonian as the language of instruction), Russian (in a school with Russian as the language of instruction), literature, Estonian (in a school with Russian or other language as the language of instruction), foreign language A, foreign language B, mathematics, geography, biology, chemistry, physics, history, personal, social and health education, civics and citizenship education, music, arts and physical education. 58. Three points are added to the score of the best graduate of each secondary school. The best graduate is: a graduate of a secondary school by a gold or silver medal; a graduate with the best average grade if the secondary school does not have any graduates by a gold or silver medal in that academic year. This condition is valid for applicants who have graduated from a secondary school since the academic year 2009/ Applicants are admitted on the basis of: a threshold to curricula of the Faculty of Philosophy, Faculty of Science and Technology, the curriculum of Economics and Business Administration of the Faculty of Economics and Business Administration and the curricula of the Faculty of Mathematics and Computer Science in regular studies; a ranking list to all curricula specified in annex 1 to these rules, except for the curricula specified in clause 59.1 of these rules. 60. Admission under special conditions The university admits an applicant with the required level of education on the basis of olympiad results (except the curricula of the Faculty of Medicine) if an applicant has as a student of form 11 or achieved one of the top five results in the finals of an Estonian national subject olympiad (except history olympiad) among forms 11 and 12 and is among the top ten in the general ranking; achieved one of the top two results in a theme in the finals of an Estonian national history olympiad among forms 11 and 12 and is among top ten in the general ranking of that theme; taken part in an international subject olympiad; achieved the first place among teams or one of the top three results in individual consideration in the Estonian Secondary School Debating Championships; achieved one of the top three results in the science competition show Rakett 69 ; belonged to the team that has won the Estonia s Best Student Company competition; whose score of the academic test is 80 or more In addition to the special conditions specified in clause 60.1 of these rules, the university may establish special conditions in annex 1 to these rules An applicant who has complied with the special conditions is admitted to the curricula of teacher training specified in annex 1 to these rules only if the applicant takes the professional suitability test The list of olympiads taken into account by the university upon admission under special conditions in cases prescribed in clauses of these rules are established in annex 5 to these rules An applicant has the right to apply on the basis of the results of an olympiad established in clause 60.1 and annex 1 to these rules if the applicant has not been previously matriculated to the university under the same grounds.

7 7(13) VI. Admission to curricula of the second level of higher education 61. A person who has obtained higher education or a corresponding qualification under a bachelor s or professional higher education curriculum or an integrated bachelor s and master s curriculum on the basis of the nationally recognised curriculum has the right to apply for the curricula of the second level of higher education. If prerequisite courses have been established to enter the curriculum of the second level of higher education, an applicant who has taken the prerequisite courses has the right to apply. The prerequisite courses are approved along with the corresponding curriculum and published at An applicant who applies for the curriculum of the second level of higher education the preliminary conditions for application of which include a requirement to take prerequisite courses at the first level of higher education and who has not completed the curriculum specified pursuant to the procedure provided for in clause 70 of these rules must apply for the recognition prior learning and/or professional experience (RPL) for the prerequisite courses established in the curriculum of the second level of higher education. An application for the assessment of compliance must be submitted to the dean s office of the faculty or college office by the date specified in annex 4 to these rules. 63. The committee of the faculty or college that recognises prior learning and professional experience ( RPL committee ) makes a decision on the recognition of the applicant s prior learning and/or professional experience upon compliance with the admission requirements and communicates the decision to the technical admission committee by the date specified in annex 4 to these rules, also notifying the person who has filed the application of the decision. 64. The admission requirements of the second level of higher education may include: average grade of the previous level of study (prerequisite courses), grade of the graduation thesis or final exam of the previous level of study, prior learning and professional experience, entrance exam. 65. The arithmetical average of all positive exam results is considered the average grade of the previous level of study. The study results on the letter-based scale are converted as follows to calculate the average grade: A excellent = 5; B very good = 4; C good = 3; D satisfactory = 2; E sufficient = 1. The study results on the numerical scale are converted as follows to calculate the average grade: 5 very good = 5; 4 good = 3.5; 3 satisfactory = Applicants are admitted on the basis of the ranking list. Upon admission to the curriculum of Applied Measurement Science, the ranking list is compiled on the basis of the requirements of the Erasmus Mundus Joint Master degrees that is the Erasmus+ programme action of the European Commission (described at Admission under special conditions An applicant who has the required qualification and has graduated the first level of higher education cum laude from a university that has joined the Estonian Universities Agreement on Good Practice Regarding Quality (the list is available at is admitted to the university if the applicant has completed the prerequisite courses established in the curriculum of the second level of higher education or if the applicant s prior learning and/or professional experience has been recognised to be in compliance with the requirements of prerequisite courses In addition to the special conditions specified in clause 67.1 of these rules, the university may establish special conditions in annex 2 to these rules.

8 8(13) An applicant who meets the special conditions is admitted to the curricula of teacher training specified in annex 2 to these rules only if the applicant takes the professional suitability test. VII. Challenges to decisions regarding admissions 68. It is possible to challenge the result of the entrance exam by filing a written appeal to the chair of the steering admission committee no later than on the working day following the publication of exam results. The appeal is reviewed by the appeal committee formed by the chair of the steering admission committee consisting of at least the chair of the admission committee and a member of the steering admission committee. The appellant is informed of the decision of the committee within three working days of filing the appeal. 69. Other decisions and acts regarding admissions can be challenged by filing an appeal with the steering admission committee within seven days of informing of the decision or making the act. The applicant is informed of the decision of the steering admission committee within seven working days of filing the appeal. VIII. Implementing provisions 70. By 5 January 2015, the RPL committee determines the curricula the graduates of which are not required to submit an application for the assessment of prior learning and/or professional experience upon entering the second level of higher education. 71. By 5 January 2015, the faculty or college council approves the requirements for the content and organisation of entrance exams and the content of other admission requirements. 72. By 1 June 2015, the vice rector for academic affairs forms the following: admission committees of faculties and colleges on the basis on proposals of deans and college directors with the task of organising entrance exams, calculating the average grade of the previous level of study of applicants, re-assessing the study results of applicants who have obtained secondary or higher education abroad and assessing the compliance with admission requirements of the second level of higher education; technical committees whose task is to organise the admission of documents. 73. By 1 June 2015, the rector forms a steering admission committee whose task is to observe the compliance with these rules and adopt decisions in matters not regulated in these rules.

9 9(13) Annex 1 available: _for_2015.pdf Annex 2 available: df LIST OF REQUIRED DOCUMENTS BY LEVELS OF HIGHER EDUCATION Annex 3 I. First level of higher education 1. In applying for curricula of the first level of higher education, the applicant submits an electronic application at and an international applicant submits the application at or on paper. The following documents must also be submitted: 1.1. a document certifying secondary education along with the results report. An applicant who has obtained secondary education abroad submits a transcript of records in the absence of the document certifying secondary education and must submit the document certifying secondary education by 1 November 2015; 1.2. an identity document. 2. In addition to documents specified in clause 1 of annex 3 to these rules, the following documents must be submitted: 2.1. a document certifying the change of name of an applicant who has changed the name; 2.2. a state examination certificate of an applicant who applies for a curriculum the admission requirements of which include a state examination; 2.3. an assessment of the Estonian ENIC/NARIC on the compliance of the qualification for access to studies at the first level of higher education in case the applicant is the citizen of Estonia or has a permanent residence permit of Estonia and has obtained secondary education abroad; 2.4. a document proving English language proficiency at a minimum level of B2 upon applying for an English curriculum or for the intensive study of Estonian language on the basis of English; 2.5. a document proving English, French or German language proficiency at the level established in annex 1 to these rules in case the applicant applies for a maximum score at the entrance exam of the curriculum of English Language and Literature, French Language and Literature or German Language and Literature; 2.6. a document proving Estonian language proficiency at a minimum level of B2 or a certificate of the state examination in Estonian as a second language in case the applicant has obtained secondary education in any other language and wishes to take up studies in Estonian; 2.7. an Estonian language proficiency certificate to replace the result of the state examination of Estonian as a second language with the result of the Estonian language proficiency examination; 2.8. a document proving taking the SAT in Biology in case the applicant applies for the curriculum of Medicine (in English); 2.9. a document proving taking the SAT to replace the result of an academic test with the result of the SAT;

10 10(13) a diploma or certificate that proves the participation in an olympiad if the applicant applies for admission under special conditions specified in clauses and annex 1 to these rules; a school certificate confirming the best average grade of the grades of stage of study if the applicant applies for additional points as the best graduate from a secondary school in curricula determined in annex 1 to these rules and has graduated from a secondary school that had no graduates by a gold or silver medal that academic year; a confirmation of a sports federation regarding athletic achievements if the applicant applies for admission under special conditions, maximum score at an entrance exam or additional points in the curriculum of Physical Education and Sport under the conditions determined in annex 1 to these rules; a curriculum vitae if the applicant applies for the curriculum of Teacher of Vocational Training. II. Second level of higher education 3. In applying for curricula of the second level of higher education, the applicant submits an electronic application at and an international applicant submits an application at or on paper. The following documents must also be submitted: 3.1. a diploma and diploma supplement of the previous level of study. An applicant who has obtained higher education abroad submits a transcript of records in the absence of a diploma and diploma supplement of the previous level of study and must submit the diploma and diploma supplement by 1 November 2015; 3.2. an identity document. 4. In addition to documents specified in clause 3 of annex 3 to these rules, the following documents must be submitted: 4.1. a document certifying the change of name of an applicant who has changed the name; 4.2. a certificate on the compliance of prior learning and/or professional experience with admission requirements if the applicant applies for a curriculum of the second level of higher education the preliminary conditions for application of which include a requirement to take prerequisite courses at the first level of higher education (unless the applicant has completed the curriculum specified pursuant to the procedure provided for in clause 70 of these rules); 4.3. upon the submission of an electronic application, a diploma supplement to calculate the average grade of the previous level of study if the applicant has obtained higher education outside the University of Tartu; 4.4. an assessment of the Estonian ENIC/NARIC on the compliance of the qualification for access to studies at the second level of higher education if the applicant has obtained the bachelor s degree or a corresponding qualification abroad and has obtained any previous level of education in Estonia; 4.5. a document proving English language proficiency at a minimum level of B2 upon applying for an English curriculum or for the intensive study of Estonian language on the basis of English; 4.6. to take up studies in Estonian, a document proving Estonian language proficiency at a minimum level of B2 or a certificate of state examination in Estonian as a second language if the applicant has not obtained education in Estonian at least at one of the levels specified in clause 13 of these rules; 4.7. a confirmation of a sports federation regarding athletic achievements if the applicant applies for an admission under special conditions in the curriculum of Physical Education and Sport under the conditions determined in annex 2 to these rules;

11 11(13) 4.8. a curriculum vitae if the applicant applies for the curriculum of European Studies, Entrepreneurship and Technology Management, Strategic Management, Nursing Science and Business Administration.

12 12(13) Annex 4 ADMISSION SCHEDULE 1. The schedule of entrance exams and the requirements for the content and organisation of them is published at by 5 January Applications for assessment of the compliance of prior learning and/or professional experience with prerequisite courses established in the curriculum of the second level of higher education can be submitted to the dean s office of the respective faculty or to the college office until 26 June Applications can be submitted 3.1. to apply for Estonian curricula by an applicant who has obtained secondary or higher education in Estonia at from 22 June to 2 July 2015; on paper from 29 June to 3 July 2015 in Tartu at Jakobi 2-114; for curricula taught at the colleges (except the European College) and the curriculum of Law in Tallinn also on site; by an applicant who has obtained secondary or higher education abroad until 3 June 2015 at or at the Office of Academic Affairs of the university; 3.2. to apply for English curricula (except the curriculum of Applied Measurement Science) up to 16 April 2015 at or at the Office of Academic Affairs of the university. In case of vacant student places, applications can be submitted for English curricula from 22 June to 2 July 2015 at or from 29 June to 3 July 2015 at the Office of Academic Affairs of the university; 3.3. to apply for the English curriculum of Applied Measurement Science up to 31 January 2015 at or at the Office of Academic Affairs of the university. 4. Applications can be submitted at the following times: 4.1. at Jakobi 2-114, Tartu, from 10:00-16:00 on working days; 4.2. at colleges (except the European College), the Office of Academic Affairs and Tallinn lecture rooms of the Faculty of Law on working days during opening hours; 4.3. at round the clock; applications are accepted until 23:59 on 2 July. 5. The RPL committee makes a decision on the compliance of the prior learning and/or professional experience with the prerequisite courses established in the curriculum of the second level of higher education by 1 July 2015 and in English curricula by 15 May Registration for the academic test is from 22 June to 2 July 2015 at 7. The academic test takes place on 7 July The results of the academic test are published on 9 July 2015 at 9. The remaining entrance exams take place no later than on 15 July 2015 and for English curricula no later than on 30 May The results of the entrance exams are published by 16 July 2015 at and for English curricula by 10 June The lists of the admitted applicants are published by 17 July 2015 at and for English curricula by 15 June An applicant must inform the university of taking up studies by 20 July 2015 at or by a written application and for English curricula within ten days after being informed of the admission decision. 13. The student places that have remained vacant during the admission to Estonian curricula are filled up to 19 August The admitted applicants are matriculated by 25 August 2015.
