9 Vice Chancellors Message Dear Students It gives me immense pleasure in extending a cordial welcome to you for showing the interest in Chaudhary Ranbir Singh University. We are releasing our University Prospectus for the academic session to provide information about the courses running in the university, fee structure, number of sanctioned seats in each course, admission process, etc. It also throws lights on the social and academic achievements of the university during last 2 years. We are committed to prepare and nurture the students for dynamic and highly competitive global world. We provide conducive ambience to our students to provide wings to their dreams. Our motto is not only to provide quality education to our students but also to imbibe ethical and moral values among them. We try our best to inculcate dynamism, innovation, creativity, efficiency, passion about work among students so that they can become a valuable part of the society and can handle all the forthcoming challenges of rapidly changing society. Today, every nation is looking for its universities and institutions of higher learning to focus on Research and Development. 11 Jurisdiction of University for B.Ed. Colleges The University has been assigned the responsibility of Counselling for admissions to B.Ed. (Regular) course for whole state of Haryana during session Under the leadership of Vice Chancellor, the University has been performing this task very efficiently and transparently since last year. The effectuality of our B.Ed. counselling management can be adjudged from fact that we have not received even a single complaint from participant colleges, students or their parents/guardians, regarding admissions to B.Ed. course during session As per Director Higher Education Haryana office memo no.: 20/ UNP (1) dated 25/04/2016, the State Govt. of Haryana has decided to allow the CRSU Jind to affiliate all the B.Ed. colleges in Haryana (except constituent colleges/institutes of other state Universities of Haryana) in conformity with the University Act. In compliance to these directions by State Government, we have initiated the process of affiliation of all B.Ed. colleges of Haryana, which were earlier affiliated to KU, Kurukshetra, MDU, Rohtak and CDLU, Sirsa. In consistency to our skillful culture and crystal clear approach, we will maintain standards and uplift quality of teacher s education in the state by ensuring cent percent compliance of norms and standards fixed by National Council for Teacher Education (NCTE). Hopefully, we will setup a mile stone by effective and transparent affiliation process and smooth functioning of these institutes involved in the captivating cause of grooming the teachers of future. The University has also been assigned the responsibility of Counselling for admissions to B.Ed. (Regular) course for whole state of Haryana during session

18 INSTRUCTIONS/GUIDELINES FOR FILLING ONLINE APPLICATION FORM FOR ADMISSION Before applying online, a candidate should have:- A. Scanned copy of your Photograph and Signature B. Mobile Number & id C. Keep the necessary details/document(s) ready (such as DMC of Matriculation, Senior Secondary and Degree etc.) D. Go to complete presentation- How to Apply Online for Admission available on the website. 1. a. Go to website b. A candidate can apply online for a course OR come to University premises for filling his application form free of cost. (Please bring all necessary docs/photograph) c. Venue: University Computer & Informatics Centre Lab d. Date & Timings: June 4, University help desk has been established for the applicant on the first floor of the academic building in the University Computer Information Centre Lab 3. Before filling the Online Application Form, the candidates should read the Prospectus carefully. 4. Application Form will be available online only on website student should fill it and submit the print copy with form with the supporting document in the concern department. 5. All the entries in the Application Form should be filled. No entry should be left unfilled. 6. If a candidate wants to apply for more than one course, he has to submit separate Application Form(filled) for each course with separate fee.. 7. Candidates must ensure that they have all the relevant certificate(s) from the appropriate competent authority approved and notified by the Govt. of Haryana. 8. Applications which do not have the required documents will be treated as incomplete and such applications may not be considered for admission. 9. No registration will be allowed before or after stipulated registration dates. 10. A candidate can apply for multiple courses through single registration. (Fee will be charged on per application basis.) 11. On application form, items marked with * are compulsorily to be filled in. 12. On Successful registration, your Registration number will be flashed on the screen. Please save the Regn. No & OTP carefully, the candidate must use the same Registration number for filling his/her application form. 13. The candidate can deposit the Online Admission Application Fee Rs.500/-(Rs.125/- for SC//PWD candidates of Haryana only) either Online (Debit/Credit Card/Net Banking) or through E-Challan. 14. Information about fee confirmation, Application Form, Admit card etc.will be available on the candidate s login page (My page) itself. 15. The admit card for appearing in entrance test (if applicable) shall be available online only at candidate s login before 24hrs of the scheduled exam date. University shall not send admit card to any registered candidate for entrance test by POST.

It is solely your responsibility to check web site for all activities including downloading or printing of Admit Cards and for any updates. 17. A tentative merit list of students will be uploaded on the University website on the dates mentioned in the Admission Brochure & also displayed on the Notice Board of the concerned department. 18. Candidates as per tentative merit list shall reach to the department for verification of documents along with their original Documents, a copy of all documents (like downloaded application form, a paid copy of e-challan of application fee, additional documents list is available on website)& Admission fee of the course/programme as mentioned in the Admission Brochure. 21 SECTION-I UNIVERSITY PROFILE Chaudhary Ranbir Singh University, Jind, is named after Ch. Ranbir Singh Hooda a freedom fighter and one of the members of the Constituent Assembly. The University, established by the State Legislature Act 28 of 2014 on July 24, 2014, has an alluring Campus of 75 acres situated nearly 2 kilometers away from Jind- Gohana Bypass. It is a newly established University with the vision of imparting quality education by creating most conducive ambience for the creation and dissemination of knowledge guided by innovative thinking, scientific enquiry, sublime human values, sustainable ecology, and democratic ethos, while remaining conscious of its duty to the wellbeing of the society. The aim of the University is the cultivation of citizens with a rich awareness of our heritage to lead and serve in every sphere of human activity. Working under the leadership of eminent educationists and social reformers, Hon ble Chancellor Prof. Kaptan Singh Solanki and dedicated, dynamic and devoted personality Vice- Chancellor Maj. Gen. (Dr.) Ranjit Singh, the University is heading towards realization of its vision and the goal of being in the world ranking by The University is affiliated u/s 2(f) of the UGC Act, 1956 vide letter no. 9-12/2014(CPP-I/PU) Dated 26 September, 2014 and is also a member of the Association of Indian Universities. In such a short span time the University along with its academic pursuits has many achievements to its credit, like the organization of the biggest State level cross country with runners for the mission of "Swachh Bharat Swasth Bharat". The University has organised 01 International Seminar, 02 National Seminars and 01 National Workshop and 3 Blood Donation Camps. In addition to the academics the students are also encouraged to participate in sports events and extracurricular activities at the campus as well as outside to campus the enable their wholesome personality development. The University has a newly constructed academic block with latest infrastructure and newly constructed Laxmi Bai Girls Hostel with ultra modern facilities. The University has a central Library with a stock of approximately books. It subscribes to National and International refereed Journals, Magazines and Periodicals and also subscribes many Hindi and English news papers for intellectual development of the students. The library provides round the clock internet facility. The University has an impressive Language Lab which is open for all the students of the University to help them to improve their communication skills and achievement of goal of 1

22 overall personality development of the students. The classrooms are equipped with smart boards and the University also possesses a Computer lab well equipped with the latest software and is networked with 32 mbps internet speed with fibre optical. The Psychology lab of the University is fully equipped with latest Psychological apparatus and tests. It also provides the students with research space to conduct experiments. Conference room of the university is equipped with world class facilities with a seating capacity of 40 persons. The construction for the extension of academic block is in full swing. Proposals for the construction of Second Computer Lab, Administrative Block, Boys Hostel, Lake, Guest House, Vice Chancellor s Residence, Sports Stadium and residential quarters for faculty are in pipeline. The students of this university have shown commendable results in academics as well as cocurricular activities. With the present pace of progress, the university looks forward to having a promising future. UNIVERSITY LIBRARY Libraries are an integral part of almost all educational institutes in India. The Library of the University is well equipped with large numbers of books. The library has subscribed many newspapers. It is planned to shift the library to its new building from the coming session i.e It will be well equipped with the modern technology and infrastructure. It has five computers faculties also available in the library for the use of the students.e- Kiosk system has also been installed for the convenience of the students as well as faculty members. The Library, at present not only allows the members to borrow books or other resources, but also provides reading rooms where the readers can study peacefully. The library opens from 9.00 A.M. to 5.00 P.M. The University library recorded about 500 user including students and staff of the University. LAXMI BAI GIRLS HOSTEL The University has one Girls hostel namely Laxmi Bai Girls Hostel. It was inaugurated by Hon ble Governor Prof. Kaptan Singh Solanki on 12 th November, It has the capacity of accommodating 240 girls. The hostel is provided with electronic gadgets including electric geysers, 32 Plasma TVs along with Dish/DTH facility and water cooler with RO system. The hostels subscribe to several national and regional dailies and magazines for enabling the students to know what is happening around the world. Sport facilities for girls include table tennis and badminton court, volley ball court, gym and different indoor games like carom-board and chess etc. Medical facilities to all hostel residents are provided through the University Health Centre located in the Hostel premises. The University also has a Horticulture Club maintained by the 2

23 girls of the Hostel. Beauty and skin care clinic has been established for the grooming of the students. The hostel on the campus operates its own mess providing hygienic and nutritious meals with a varied menu. In view of the large number of applicants seeking hostel accommodation, the University will allot hostel to the students on the basis of their merit in the admission list. SPORTS ACTIVITIES Sports activities of the University are being run under the Sports Council. The University has following playfields: Handball (1), Football (1), Volleyball (1), Netball (1), Korfball (1), Kho- Kho (1), Kabaddi (1), & Athletic Track 400 Mtrs. The Univesity is going to have its Sports Stadium soon. The University is providing different sports facilities to its players like Free TA & DA during Inter University participation, Free Sport kit & Track suit to the players participating in Inter University tournaments, Free medical facility during Inter University participation and Scholarship to the players winning positions in Inter University tournaments. UNIVERSITY HEALTH CENTRE The University Health Centre located in Laxmi Bai Girls Hostel has sufficient space for a Dispensary with Patient Beds and stools with drop stand. The Centre has a visiting doctor and a nurse and provides medical consultation and free medicines to all students and staff. The health center is well equipped with all basic apparatus and general medicines. The Health Centre also provides 1st line of treatment in emergency cases. The process for the full-fledged development of university health centre is in process and will be accomplished very soon. NATIONAL SERVICE SCHEME National Service Scheme (NSS) is a noble experiment in academic expansion. It inculcates the spirit of voluntary work among the students and teachers through sustained community interactions. It brings out academic institutions closer to society. It shows how to combine knowledge and action to achieve results, which are desirable for community development. NSS at Chaudhary Ranbir Singh University was established with the objective of providing the youth with an opportunity to develop their overall personality by taking part in various Social Service Schemes. The University has initiated the process of students enrolment. Students will be given opportunity to participate in state and national level camp. Students, who perform well, will be awarded with Merit certificate which will help them in their career. 3

24 SC/ST CELL This SC/ST Cell has been established for the welfare of SC/ST students of the University as per the instructions of the UGC/State Government from time to time. The Cell also functions as a Grievances Redressal Cell for the grievances of the SC/ST students and employees of the University and renders them necessary help in solving their academic as well as administrative problems. The Cell also performs any other work assigned from time to time to promote higher education among these two communities suffering from economic, social and educational deprivations. The main objective of the SC/ST Cell is to ensure proper implementation of various schemes of University Grants Commission/Government of India/State Government introduced from time to time. GUIDANCE AND COUNSELLING CELL The University has constituted Guidance and counseling cell to assist the students in Career areas (Knowledge of different career options through Career Talks) and also help them in Personal areas (Stress, anxiety, lack of self- confidence, communication skills, Development of Positive attitude, Assertiveness Training etc). EQUAL OPPORTUNITY CELL The University has constituted Equal opportunity cell to provide equal opportunity to all including the persons with disability. In addition, it will also examine all the possible ways in which SC/ST, OBC and all other minority groups could be helped. VIGILANCE CELL The University has constituted Vigilance cell to activate vigilance machinery in the university for investigating complaints and sensitizing the university community against corruption and corrupt practices. The main objective of this cell is to prevent the possibilities of corruption and to encourage a culture of honesty and integrity. RESEARCH CELL The University has constituted the Research Cell to facilitate and promote quality research in emerging areas of higher education with focus on new frontiers and act as a knowledge powerhouse capable of contributing to the national development and welfare of the society. INTERNAL QUALITY ASSESSMENT CELL The University has constituted the Internal Quality Assurance Cell (IQAC) for planning guiding and monitoring quality aspects in academic pursuits and for quality enhancement activities of the University. The cell works to instill the momentum of Quality consciousness and continuous 4

25 improvement of academic and administrative performance of the University and to promote measures for institutional functioning towards quality enhancement through internalization of quality culture and institutionalization of best practices. Recently IQAC organized One Day Sensitizing Workshop on Implementation of Choice Based Credit System (CBCS) sponsored by State Project Directorate, Rashtriya Uchcchtar Shiksha Abhiyan (RUSA), Government of Haryana on UNIVERSITY YOUTH CENTRE FOR SKILL DEVELOPMENT (UYCSD) To prepare students to enter into varied professional fields, the University has established UYCSD for University Students as well as outsiders. It will not only benefit the students of the University but its benefit will spread to community at large. The Cell has implemented schemes viz. (i) Free UGC NET coaching (ii) Personality Development Capsule (iii) SSB coaching. Besides the Vice-chancellor and faculty members, teachers from other universities and experts from different fields are also invited to deliver extension lectures. UNIVERSITY COMPUTER & INFORMATICS CENTRE (UCIC) This University Computer & Informatics Centre (UCIC) is striving to develop the University as "Digital University" and working rigorously to provide the excellent infrastructure facilities with High end systems controlled by Dell Make power Server. Central UPS with a power back up of 8 hours is controlling all the All-In-One Systems connected via optical fibre LAN covering the whole Campus. 24*7 Internet facility with 32 Mbps is available for students as well as staff. UCIC is continuously monitoring and updating all the information on university website as well as on various social media portals. It also purports to automate administrative and secretarial wings of the University with the aim to cater the needs of the entire University. University Computer & Informatics Centre (UCIC) is providing opportunity to enhance Professional Knowledge of students. One Language lab has been established to improve communication skills of the students. DIRECTORATE OF YOUTH WELFARE Directorate of Youth Welfare aims at ensuring youth welfare by conceiving and organizing programmes for the establishment of a healthy cultural environment in the University. It motivates students to participate in various cultural activites to ensure their holistic development. Each admitted student shall have to furnish Self Declaration by him/her and his/her Parent/Guardian as per specimen given at ANNEXURE-X & XI that he/she was never found guilty of ragging and shall not indulge in any act of ragging. At the time of admission every candidate 30

51 shall be required to give an undertaking of good conduct & behavior and not to indulge in ragging. If a candidate after his/her admission is found indulging in any kind of ragging, his/her admission is liable to be cancelled. At the time of admission, each student is required to furnish his/her information as per ANNEXURE-XII. 10. No migration or transfer will be allowed from a College to University Department and vice-versa. 11. If a student fails to attend his/her classes continuously for seven days from the date of commencement of the classes or from the date of admission, his/her admission shall be cancelled. 12. A student after taking admission desirous of bringing his/her vehicle in the University Campus should submit self-attested photocopies of the Registration Certificate (RC) of his/her vehicle and the driving license to the Chairperson of the Department and to the Warden of the Hostel concerned. The student should get issued a Permit in the form of a card for their vehicle after submission of copy of Registration Certificate to the Chief Security Officer through Chairperson of the Department. 13. If any student gets accommodation allotted in his/her name in Hostel and allows some other person(s) to stay in his/her allotted room and/or to take meals, in that case the admission of both the students, i.e. the allottee and the illegal occupant, shall be cancelled from the Department/Institute as well as from the Hostel without assigning any reason. 14. Due to paucity of hostel accommodation, the University may not be in a position to accommodate all the aspirants in the hostels. 15. Candidates seeking admission in educational institutions (including medical and technical institutions) located in Haryana may not be required to produce Resident Certificate, if they have passed the examination from a school/college situated in Haryana. For this purpose, a certificate of the Principal/Headmaster from concerned institution where the children/wards studied last should be considered sufficient. The Principal/Headmaster of the institution shall be competent to issue such certificate, which should be sufficient. 16. Merit list will be displayed on the Notice Board of the Department concerned. It shall be the sole responsibility of the candidates to remain in touch with the Department concerned for keeping track of progress of admissions and should visit the university website on regular basis. No separate communication in this regard will be sent to the candidates by the University. 17. Weekly attendance report of all students will be put on the notice board of the concerned department. If a student remains absent from the class for 14 days or more in a month his name will be struck off from the rolls and his/her parents will also be informed. 18. Use of Alcohol and Drugs is prohibited in the University Campus. Every student must observe discipline on the Campus failing which strict action will be taken against him/her. 19. Students of M.A/MBA/MCA/M.Com/M.Sc. promoted in odd semester are required to qualify 50% of the papers in the examinations of both semesters of previous year. 20. A student should always wear his/her ID card in the campus and must be displayed. The same should be shown when demanded by the University officials. 21. If the concerned authorities are not satisfied with the character/past behavior/antecedents of a candidate, they may refuse to admit him/her to any course of study in the University/College in order to ensure academic standards, discipline and peaceful atmosphere in the university. The Vice- Chancellor may cancel the admission of any student for a specified period. (If the Hostel authorities are not satisfied with the character/past behavior/antecedents of a student, Hostel accommodation may be refuse to him/her in order to ensure discipline and peaceful atmosphere of the Hostels.) 22. In case any candidate is found to have supplied false information, certificates, documents etc. or is found to have withheld or concealed some information in his/her Application Form, he/she shall be liable to be debarred from admission to the course. 23. If a candidate is admitted on the basis of the information submitted by him/her, which is found to be incorrect or false at a later stage, his/her admission will be cancelled and all fees and other dues paid by him/her shall be forfeited. The University/Institute may also take further action, as deemed fit, against the candidate and his/her guardian. 24. Any legal dispute relating to admission of students will be subject to Courts at Jind or Courts having jurisdiction in Jind. SECTION-III: PROCEDURE FOR PREPARING OF MERIT 31

52 1. Admission to MBA will be made on the basis of following Criteria: a. Qualifying examination weightage - 70% b. Weightage as pre given in Section-V subject to a maximum - 10 Marks c. Group Discussion - 10 Marks d. Interview - 10 Marks 2. Admission to M.A. (English), M.A. (Psychology), M.A. (Education), M.A. (Economics), M.A. (History), M.A. (Music),M.Com., M.Sc.(Mathematics), M.P.Ed. and B.P.Ed. will be made on the basis of merit of qualifying examination plus weightage as per Rule. 3. Admission to MCA (Lateral Entry) will be made on the basis of merit of qualifying examination plus weightage as per Rule. 4. M.P.Ed and B.P.Ed.: After qualifying the Physical Efficiency Test (PET) admission to M.P.Ed. and B.P.Ed. courses will be made on the basis of merit of qualifying examinations plus weightages as per rules. Note : In case two or more candidates in merit list have equal percentage of marks in the qualifying Examination, the marks obtained in the lower examination will be taken into consideration and in case there is still a tie, the candidate senior in age shall be considered first. IT IS THE SOLE RESPONSIBILITY OF THE CANDIDATE TO ATTACH ALL NECESSARY DOCUMENTS/CERTIFICATES/TESTIMONIALS/FEES WITH THE APPLICATION FORM. DISCREPENCY, IF ANY, SHALL NOT BE COMMUNICATED TO THE CANDIDATES BY THE DEPARTMENT/INSTITUTE. Candidates whose name(s) appear in the Merit List will be considered eligible for admission within the prescribed time. Such candidates will have to present themselves on the scheduled time and date in the University for verification of their ORIGINAL DOCUMENTS. NO EXCUSE WHATSOEVER SHALL BE ENTERTAINED FOR NON-PRODUCTION OF ORIGINAL DOCUMENTS. SECTION-V DISTRIBUTION AND RESERVATION OF SEATS (A) (B) Distribution of seats The seats shall be distributed as under: (1) All India Category including Haryana : 15% (2) Bonafide Residents of Haryana : 85% (70% of the seats earmarked for bonafide residents of Haryana will be reserved for the categories as mentioned at (B) below, as per State Govt. policy and remaining 30% seats will be filled from among Haryana General Category) Reservation of seats for Bonafide Residents of Haryana The seats shall be reserved for the categories as under: (i) Scheduled Castes 20% (ii) Backward Classes of Haryana (except Socially advanced persons/sections (creamy layer) 27% (16 % for Block-A) (11 % for Block-B) 32

53 (iii) Economically Backward Persons in the 10% General Castes Category (iv) Differently Abled 03% If the seats reserved for differently abled persons remain vacant due to nonavailability of suitable differently abled candidates, it may be offered to Ex-servicemen and their wards (1%) and dependents of Freedom Fighters (1%). (v) Further 3% horizontal reservation is also provided to Ex-servicemen/Freedom Fighters and their dependents by providing reservation within reservation of 1% of General category, 1% out of Scheduled Castes and 1% from Backward Classes category for admissions to the various educational institutions of the Govt. and Govt. aided/institutes located in Haryana. As far as block allocation in Block A and Block B of Backward Classes category is concerned, year wise rotational system will be adopted. For example, if Block A of Backward Classes are given seats in the Academic Year 2014, the next Block i.e. B Block of category of Backward Classes will be given seats in the next academic year i.e and so on. The concerned Chairperson of the Department shall maintain a roster register for horizontal reservation of Exservicemen/Freedom Fighter & their dependents and carry forward all fractions till one seat is accumulated through different fractions over the year. As and when the total comes to one, a seat will be provided to the concerned category. (C) Guidelines for Reservation 1. The Reservation of seats is as per the Reservation Policy of the Haryana Govt. and is subject to any change/amendment by the State Govt. from time to time. 2. If the reserved seat(s) of BC Block A remain vacant these will be filled up from BC Block B and vice versa. 3. The seats remaining vacant under various reserved categories other than SC category will be converted into General Category only if up to the date of display of final list no eligible candidate belonging to the respective reserved categories is available for admission. 4. Candidates claiming reservation under Scheduled Caste will submit the certificate as per ANNEXURE-II, Backward Class will submit the certificate on the prescribed Performa as per ANNEXURE-III and affidavit as per ANNEXURE-IV and Economically Backward Persons in the General Castes Category for benefit of reservation shall have to furnish a certificate as per ANNEXURE-IX at the time of Counseling. 5. BC candidates for benefit of reservation shall also have to furnish an affidavit duly attested by Executive Magistrate on the prescribed Performa to the effect that he/she is not covered under the criteria of creamy layer as per ANNEXURE-IV at the time of Counseling. The said affidavit shall be furnished jointly by both father and mother of the candidate. 6. Only the candidates having permanent disability of not less than 40% (being otherwise fit for admission to the course) will be considered for admission as Differently Abled. Disability certificate must be issued by the Chief Medical Officer of the concerned District. However, the certificate shall be subject to verification by a Medical Board of the University constituted for the purpose and the decision of the Board shall be final. Person With Disability(PWD) belonging to Haryana are required to submit the certificate as per ANNEXURE-V. 7. Children and Grand-Children of Freedom Fighters of Haryana are required to submit a certificate from the concerned Deputy Commissioner of the concerned District as per ANNEXURE-VII. 8. Ex-servicemen and their wards of Haryana are required to submit the certificate as per ANNEXURE-VIII. 9. For horizontal reservation, ESM/DFF candidates of General, SC and BC category will also have to furnish ESM/DFF certificate. 10. Preference shall be given to ESM first before giving admission to ward against ESM reserved seats. 33

54 11. If a candidate of Haryana General, SC, BC and EBPG also applies for Differently Abled ESM/DFF category will be consider first for Haryana General, SC, BC and EBPG category. 10. Under differently abled category, at least one candidate will be admitted, even if the share is less than 0.5 seats. 11. All the eligible candidates, whether from Haryana or from reserved categories can also compete for seats allocated under All India Category? 12. All the eligible candidates of reserved categories shall be considered first for Haryana General Category seats. 13. Candidates who have passed their qualifying examination from a university in the State of Haryana will be deemed to be Haryana residents and will not be required to submit certificates of bonafide residents of Haryana % seats in M.P.Ed. & B.P.Ed. will be reserved for female candidates in all categories. 15. Differently Abled candidates will not be considered for admission to M.P.Ed. & B.P.Ed. The criteria for providing the benefit of reservation to Economically Backward Persons in the General Castes Category i) Family * for the purpose of the applicant seeking reservation as Economically Backward is defined as follows:- a) Head of Family and his/her spouse b) Dependent children and their spouses c) Unmarried dependant brothers and sisters. ii) The total annual income of the family of the applicant should not cumulatively exceed Rs. 2,50,000/- per annum from all sources including agricultural income. iii) In case any person in the family, as described in i) above, is income-tax/wealth tax payee, benefit of reservation shall not be extended. iv) Applicant or family as described in i) above should not be in Class-I/Class-II services of Government of India or State Government level or equivalent or hold any equivalent post in any statutory board/corporation/university/society/trust or an equivalent position in any public/private limited company or in any International organization. Family shall be deemed to be in service as mentioned above when a person in family has superannuated and/or has sought voluntary retirement or has been dismissed/terminated/compulsory retired from such service. v) In case, family as described in i) above, is engaged in a profession as doctor, lawyer, chartered accountant, income-tax consultant, financial or management consultant, engineer, architect, computer specialist, film/tv artist, play write, author, model, media personnel or holds any elected/appointed office either under the Constitution or in terms of any statute out of which emolument/salary is paid, criteria of income as described in ii) above shall be applicable. vi) Family, as described above should not be employed in any Military or para-military services with Union of India in the rank of Second Lieutenant or above in the Army or any equivalent rank in other forces or para-military forces. vii) The person who claims benefit of reservation under other categories shall not be entitled to reservation in this category. Candidate claiming benefit of reservation to Economically Backward Persons in the General Castes Category will have to submit certificate issued by Tehsildar as per ANNEXURE-IX. SECTION-VI WEIGHTAGES FOR THE PURPOSE OF MERIT 34

OR Sports persons who have won 1 st or 2 nd or 3 rd position at the University/State level Tournaments organized by the State Govt./Haryana Olympic Association/University in individual events or Team games or have actually participated in Inter-University or National level duly recognized by Association of Indian Universities/concerned National Federation/Indian Olympic Association in the games in which Inter- University Tournaments are organized by AIU. OR Holder of Certificate of Merit for N.S.S. awarded by the University. 3 marks 5 marks Criteria for award of University N.S.S. Merit Certificate are as follows 1. N.S.S Volunteer who has completed 240 hours of regular activities in the period of two years and attended two annual special Camps (of atleast 10 days duration). 2. One who has donated blood atleast twice OR has made atleast five illiterates literate. This shall have to be certified by the Principal along with the names and addresses of literates. OR one who has done an exemplary act of courage or bravery by saving life in situations like drowning, fire, natural calamities OR man made calamities and awarded at the National Level. In case of NSS Volunteers from other Universities located outside Haryana, one has to become eligible by way of becoming at par with the conditions as required under Sr. No. 1 and 2 of the above criteria laid down for University Merit Certificate and NSS weightage will not be allowed to the students who have only NSS participation certificate given by the College Principal. Note: For allowing weightage to NSS and Sports, certificate should be got verified from the officer of the concerned Department. (4) Sports certificate for admission to M.P.Ed. and B.P.Ed. will only be considered if the candidate produces the gradation certificate from the respective Govt. in respect of the games/sports for which the candidate claims sports weightage & eligibility. In case any State does not issue the Gradation Certificate, the following criteria will be adopted for accepting the Sports Certificate for admission to M.P.Ed. and B.P.Ed.: (i) In case of Distt. Position holder, a certificate of authenticity from the concerned Distt. Association/Federation duly countersigned by the Distt. Sports Officer will be (ii) accepted. 62 Character Certificate Submission of Character certificate is mandatory and Admission Form without Character Certificate will not be accepted. The detail of Character Certificate to be furnished shall be as under: a. Regular Candidates: The candidates who passed their qualifying exam from College/Dept. as regular student are required to submit the Character Certificate as per ANNEXURE-I. b. Private Candidates: Candidates, who have passed the qualifying examination as private candidate should submit their Character Certificate, duly signed by a First Class Magistrate. c. Gap in Study: Male Candidates, who have gap in their academic career after the Qualifying Examination, must furnish a gap certificate, in the form of affidavit on non-judicial stamp paper or certificate from the employer (if in service) and should also furnish separately a Character Certificate of gap period duly attested by Notary Public. Note: Income declaration will be furnished by the self-employed parents/guardian of SC candidates, stating definite income from all sources by way of an affidavit on non-judicial stamp paper. Employed parents/guardian are required to obtain income certificates from their employer and for any additional income from other sources, they would furnish declaration by way of an affidavit on non-judicial stamp paper. Eligibility Certificate The eligibility for admission to various courses will be verified by the Chairperson of the Department concerned at their own level and after provisional admission the Registration Branch will check all documents of admitted candidates other than State Universities/Board of Haryana. Candidates are required to obtain an Eligibility Certificate from the Registration Branch before he/she has been admitted provisionally by the Department concerned. For Eligibility Certificate the prescribed form can be had from the concerned Department. No candidate will be given even provisional admission without obtaining Eligibility Certificate. 63 State Universities of Haryana other than Chaudhary Ranbir Singh University, Jind will be required to deposit Eligibility Fee of Rs 100/- alongwith the Fee. Foreign Students Candidates who have passed lower examinations from foreign Universities or Boards are required to deposit Rs.500/- as eligibility fee for obtaining Eligibility Certificate. The Eligibility Certificate will be issued by the Registration Branch on checking the required documents, such as student's visa and original documents of a foreign student. No candidate will be given even provisional admission without obtaining Eligibility Certificate. In case a candidate leaves the University after seeking admission in a particular course, following conditions will apply for refund of fee: a) If a candidate leaves before the commencement of the classes, the entire fee deposited by the candidate will be refunded after deducting Rs.1000/- only. b) In case a candidate leaves after commencement of the classes, proportionate deduction of fee upto the month of his/her leaving will be made, subject to minimum of Rs.1000/-. However, refund will be allowed only if the seat so vacated is filled by the last date of admission Mandatory Conditions Nothing contained in this Prospectus should be construed to convey sanction or cited as an authority for which University regulations are applicable. 65 Ragging Constitutes Ragging constitutes one or more of any of the following acts: a. Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student; b. Indulging in rowdy or indiscipline activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student; c. asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student; d. Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher; e. Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students; f. Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students; g. Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person; h. any act or abuse by spoken words, s, post, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student; i. any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student. 66 SECTION-XII Appendix-A Instructions regarding Bonafide Residents of Haryana issued vide letter No.62/17/95-6 GSI dated 3 October, 1996, No.62/32/2000-6GSI dated 23 May, 2003, No.62/27/2003-6GSI dated 29 July, 2003 and No.62/62/2011-6GSI dated 17 January, 2012 by the Chief Secretary to Government, Haryana. Subject: Bonafide residents of Haryana - Guidelines regarding. 1) I am directed to invite your attention to Haryana Govt. letters noted in the margin on the subject noted above vide which the instructions were issued regarding simplification of procedure for obtaining the certificate of Domicile for the purpose of admission to educational institution (including technical/medical institution). The matter has been reconsidered in the light of judgment delivered by the Hon'ble Supreme Court of India in the case of Dr. Pradeep Jain vs. Union of India and others reported as AIR SC-1421, wherein it has been held that instead of the word 'Domicile' the word 'Resident' be used in the instructions issued by the State Government and it has been decided to revise the Government instructions. Henceforth, the following categories of persons would be eligible for the grant of Resident Certificate:- (i) Candidates, who have passed the examination qualifying there for selection in an institution from a school/college in Haryana. (ii) Children/Wards (if parents are not living)/dependents: - (a) of the regular employees of Haryana State posted in or outside Haryana State or working on deputation; (b) of the regular employees of the statutory bodies/corporations established by or under an act of the State of Haryana who are posted in Chandigarh or in Haryana or outside Haryana. (c) of the regular employees of the Government of India posted in Chandigarh or in Haryana in connection with the affairs of the Haryana Government; (iii) Children/wards (if parents not living)/dependents of persons who after retirement have permanently settled in Haryana and draw their pensions from the treasuries situated in the State of Haryana. 46

67 (iv) Children/wards (if parents are not living)/dependents of pensioners of Haryana Government irrespective of the fact that the original home of the retiree is in a state other than Haryana or he has settled after retirement in or outside Haryana; (v) Children/Wards (if parents are not living)/dependents of persons, who have permanent home in Haryana and include persons who have been residing in Haryana for a period of not less than 15 years or who have permanent home in Haryana but on account of their occupation they are living outside Haryana; (vi) The wives of such persons who are bonafide residents of Haryana irrespective of the fact that they had belonged to any other State before marriage; (vii)persons who were born in Haryana and produce a certificate to that effect; provided that the parents/guardians (if parents are not living) of persons belonging to any one of the above mentioned categories are: (a) Citizen of India; (b) Produce an affidavit to the effect that they or their children/wards (if parents are not living)/dependents have not obtained the benefit of Resident in any other State. (viii) Children & Wards of the accredited journalists residing at Chandigarh and recognised by Govt. of Haryana. 2) All candidates claiming to be bonafide residents of Haryana should produce a Haryana Resident Certificate signed by the District Magistrate/General Assistant to Deputy Commissioner or Sub-Divisional Officer (Civil) of the District/SubDivisions/Tehsildars of Revenue to which the candidates belong. Resident Certificates in respect of elsewhere or in respect of the Children/Wards/ Dependents of Haryana Govt. employees who are posted at Chandigarh, Delhi or elsewhere or in respect of Children/Wards/Dependents of pensioners of Haryana Govt. or in respect of the Children/Wards/Department of the employees of the Government of India posted at Chandigarh or in Haryana in connection with the affairs of Haryana Government, or in respect of Children/Wards/ Dependents of the employees and retirees of the Statutory Bodies/Corporations of Haryana established by or under an Act of the State of Haryana or a Central Act and located at Chandigarh, Haryana or outside Haryana, should be by their respective Heads of Departments. 3) Candidates seeking admission in educational institutions (including medical and technical institutions) located in Haryana, may not be required to produce Resident Certificate, if they have passed the examination from a school/college situated in Haryana. 68 certificate of the Principal/Headmaster from concerned institution where the children/wards studied last should be considered sufficient. The Principal/Headmaster of the institution shall be competent to issue such certificate, which should be sufficient. 4) If a candidate is admitted on the basis of claim that he belongs to the State of Haryana but at any subsequent time is discovered that his claim was false, the student shall be removed from the institution, all fees and other dues paid up to the date of such removal shall be confiscated. The Principal/Headmaster may take such other action against the student and his/her parents/guardians as he may deem proper in the circumstances of any particular case. 5) The children/wards/dependents of the employees of Punjab & Haryana High Court, who are discharging their duties in connection with the affairs of the State of Haryana and have not availed facility from their parent State, the State of Punjab and U.T. Administration Chandigarh, would also be eligible for grant of Resident Certificate of the State of Haryana only for the purpose of admission in academic/technical/medical institutions of the State of Haryana. However, in that case the employees of the Punjab & Haryana High Court shall be entitled to draw this benefit at one place/state only.
