4 Role of NCAA and Eligibility Center
5 What is the NCAA The NCAA (National Collegiate Athletic Association) serves as a governing body for more than 1,200 colleges and universities. The member colleges and universities develop the rules and guidelines for athletic eligibility and competition for each of the three NCAA divisions.
6 NCAA MEMBERSHIP Division I has 236 active members Division II has 281 active members Division III has 421 active members The difference between the three divisions is that colleges and universities in Division I and Division II may offer athletic scholarships, while Division III colleges and universities may not offer athletics scholarships.
7 What is the NCAA Eligibility Center Formerly the NCAA Clearinghouse A subsidiary of the NCAA that works with the NCAA and member institution to determine a student s eligibility for athletic participation during his/her first year of enrollment Forms a minimum threshold for collegiate athletics participation Purpose: Maintain Competitive Equity Meeting minimum NCAA eligibility standards is separate from being admitted to a particular school.
8 How to Register with the Eligibility Center (The 2011 Website)
9 When Should a Prospect Register? Students are encouraged to register after their junior year in high school. There is no deadline to register with the Eligibility Center; however, a student must be registered BEFORE: He/she can make an official visit to a DI institution. He/she can receive an offer of athletics aid at a DI institution. *Student must receive FINAL YES certification in order to receive an athletics scholarship, practice or compete at a Division I or II institution during the first year of enrollment.
10 Steps to Becoming a Qualifier Step 1: REGISTER: Students must register online at This was a brand new website in 2010 Registration fee (increase effective Sept. 1, 2010): $65 domestic students (debit, credit or e-check) $95 international students Step 2: SEND OFFICIAL TRANSCRIPTS: Transcripts must be sent directly to the Eligibility Center from the high school. The transcripts should be mailed in a sealed envelope marked with the school s information (address, logo, etc.). Transcripts cannot be faxed or submitted online.
11 Steps to Becoming a Qualifier Step 3: SEND TEST SCORES: Test scores (ACT, SAT) must be sent directly to the Eligibility Center from the testing agency. Test scores on an official high school transcript will not be accepted. Eligibility Center code: 9999 Step 4: COMPLETE SPORTS PARTICIPATION QUESTIONS. (Formerly Amateurism Questions) Students must request final certification during senior year (April 1 for fall enrollees). 15 Division I Initial-Eligibility Standards
16 General Overview Goal: Put high school prospects in a position to be qualifiers Division I academic eligibility requirements High school graduation including proof of graduation Core Course GPA and SAT /ACT meet sliding scale requirements
17 Graduate with HS Class Graduate from high school with their ninth-grade class If the student graduates in eight semesters, he/she may use one core course completed in the year after graduation (summer or academic year) The student may complete the core course at a location other than the high school from which he/she graduated Documented Education-Impacting Disability these students may use up to three core courses completed after graduation.

19 Division I Academic Eligibility Requirements Earn a minimum grade-point average in the 16 core courses Calculating core course grade-point average: Core Courses above 16 will not be counted The highest grades will be used Credit is based on high school s grading system: 1 trimester = 0.33 units 1 semester = 0.50 units 1 year = 1.0 unit
20 Division I Academic Eligibility Requirements The following values are assigned to each letter grade in order to calculate GPA: A = 4 points B = 3 points C = 2 points D = 1 point Courses taken in the 8 th grade may be used if they appear on the high school transcript If a high school uses numeric grades, those grades will be changed to a letter grade If a high school normally weights honors or advanced courses, the high school must notify the Eligibility Center of such weighting
21 Changes to High School Transcripts Once the Eligibility Center receives all required documentation, including a final high school transcript with proof of graduation, they are able to produce a final certification report If a high school forwards a revised final transcript to the Eligibility Center they will not be able to use the changes to issue a revised final certification report, a waiver filed by the NCAA college must be used instead
22 Credit X Grade = Quality Points 0.5 A (0.5 x 4) = B (0.5 x 3) = 1.5 Division I Academic Eligibility Requirements To calculate the core-course GPA, divide the total quality points by the total number of credits completed. Example: Student completed 16 core courses and earned 32 quality points. GPA = 32 (quality points)/16 core courses = corecourse GPA
23 Division I Academic Eligibility Requirements Sliding Scale -- Handout #3 Complete ACT/SAT test before fulltime college enrollment Domestic and International students must take either the SAT or ACT test Test must be taken under national testing conditions at a national testing center
24 Division I Academic Eligibility Requirements for SAT/ACT Tests scores are calculated by adding up each best subscore: ACT: math, science, English and reading SAT: math and verbal/critical reading The writing component of the ACT and SAT will not be used to determine a student s NCAA initial-eligibility, but it may be used in the admissions process at some universities or colleges Students are still encouraged to take the writing portion of the SAT/ACT
25 Division I Academic Eligibility Requirements For SAT/ACT Tests may be taken more than one time. If a student takes either test more than once, the Eligibility Center will use the best sub-score from different tests to meet the minimum test score requirement. Math Verbal/Critical Reading Total Score SAT (10/08) SAT (12/08) Scores used
26 Division I Academic Eligibility Requirements for SAT/ACT All scores must be reported to the Eligibility Center DIRECTLY from the testing agency Test scores reported on a transcript will NOT be accepted Students need to choose the code 9999 to make sure the score is reported directly to the Eligibility Center
27 Division I Academic Eligibility Requirements Division I Early Academic Certification A student will be certified as a qualifier, provided he/she has achieved the following academic criteria: A minimum combined score on the SAT of critical reading and math sections of 1000 or a minimum sum score on the ACT of 85; and A core-course GPA of or higher in a minimum of 13 core courses upon completion of six semesters. The 13 core courses must include the following: 3 English, 2 math, 2 natural or physical science and 6 additional courses
28 Division I Academic Eligibility Requirements Students with Education Impacting Disabilities Same requirements as all other students If student has a diagnosed education impacting disability, documentation must be provided to the Eligibility Center (i.e., IEP, 504, etc ) May be eligible for: Use of courses the high school has designated for students with education-impacting disabilities, provided the course appears on the high school s list of approved core courses (e.g., remedial, special education, compensatory) Take a nonstandard ACT/SAT
29 Division I Academic Eligibility Requirements Requirements may differ between the institution s Admissions department and the NCAA Each institution makes its own admissions decisions based on established admissions criteria. Just because a student is certified as a qualifier by the Eligibility Center does not mean the student will be admitted into the institution
30 Options for Nonqualifiers A non-qualifier has two options regarding DI eligibility: #1: Serve a year in residency at the DI institution (no athletics aid, practice or competition). Eligible for athletics aid, practice and competition second year of enrollment, provided student meets institutional, conference and NCAA academic requirements; OR
31 Options for Nonqualifiers #2: Enroll in a two-year college. To be immediately eligible for athletics aid, practice and competition upon transfer to a DI institution, Student must: Earn AA degree, Complete 48/72 hours of transferable degree credit with a GPA, and Complete a minimum of 3 semesters/4 quarters (summers excluded) at the two-year college. Effective August 1, 2011: 2-4 transfers must complete 6 semester/8 quarter hours of transferable English credit and 3 semester/4 quarter hours of transferable math credit.

33 Role of the High School Administrator The primary responsibilities of a high school in relationship to freshman athletes are to: Make sure the high school s list of approved core courses is accurate and up to date. Have a designated administrator check the content of each core course for compliance with NCAA standards.
34 High School Portal High schools use the portal to: 1) Submit Core Course Changes (new titles, old titles, title changes) 2) Update your school s eligibility center contact information 3) Run reports on students at your high school who have registered with the Eligibility Center 4) Submit fee waiver information for eligible students (typically fee waivers only granted to those prospects who have received an SAT or ACT waiver NCAA s High School Portal Instructions: Handout #2
35 Core-Course Review A core course must meet all of the following criteria: Be an academic course and qualify for high school graduation credit in one or a combination of the following areas: English, mathematics (Alg. I or higher), natural/physical science, social science, foreign language, non-doctrinal religion or philosophy; Be considered four-year college preparatory by the high school; and be taught at or above your high school s regular academic level (no remedial or special education classes). Be completed no later than the high school graduation date of the student s class (as determined by the first year of enrollment in high school).
36 Submitting Core-Course Modifications When reviewing core courses for your high school, remember to do the following: Review all the information on your high school s list of approved core courses to verify accuracy. Course additions and deletions The titles of the courses listed on the form must match the terminology that your school uses on official high school transcripts.
37 Submitting Core-Course Modifications Use the core course submission section to submit the titles of courses that meet the core-course requirements. If you submit a course where the course title suggests that the course may not meet core course requirements (e.g., pre-algebra) or the course is being submitted for a specific student additional information must be submitted: Course syllabus, description of course, copies of table of contents, etc.
38 Financial Aid/Scholarships All information provided is for DIVISION I
39 Financial Aid/Scholarships A first year student must be a qualifier to receive athletics aid. If a non-qualifier, must serve one year in residence before receiving athletics aid. Student-athletes may receive an athletics scholarship for a maximum of 5 years within 6 years of full-time initial enrollment. Athletic scholarships are one-year only awards. Athletic scholarships are not automatically renewable. An opportunity for a hearing must be provided if a scholarship is not renewed or is reduced the following academic year.
40 Financial Aid/Scholarships A full grant-in-aid (GIA) consists of tuition and fees, room and board and required books. The cost of attendance (COA) is a full GIA plus personal expenses (travel, etc.) per federal guidelines. An athletics scholarship cannot exceed a full GIA. All financial awards a student receives (e.g. institutional aid, athletics aid, outside scholarships) cannot exceed the institution s COA.

48 Athletic Eligibility Division I 5 year clock A student-athlete has five years in which to complete his/her four years of athletic eligibility. Division II- Ten semesters A student shall complete his/her season of participation during the first 10 semesters in which the student is enrolled in a collegiate institution in at least a minimum full-time program of studies, as determined by the regulations of that institution.
