22 Publication: Assam Tribune Edition: Online Web Published Date: 09 Aug 2015 Page No.: Display: 1/1 MoU to improve quality of life in Arunachal The Tata Trusts has signed a Memorandum of Understanding (MoU) with the Government of Arunachal Pradesh (GoAP) to work towardssustainable development and improvement of the overall quality of life in the state. Tata Trusts' associate organisation,the North East Initiative Development Agency (NEIDA) will implement this programme with an aim to benefit 6,000 households located in Papum Pare and Lower Subansiri districts. NEIDA, in co-ordination with the GoAP, collaborates to reduce poverty for low income rural households in the state. The MoU, signed by Ramesh Negi, Chief Secretary, GoAP and Burzis S Taraporevala of Tata Trusts, is effective for a period of five years. While the total outlay of the programme is Rs 14 crore, Tata Trusts will contribute grants of Rs 6 crore. The remaining funds will be raised from various sources, including the community in the district. Tata Trusts will focus on reducing poverty for low income rural households in the state through enhancing pig rearing management practices; increasing productivity of rice, maize and horticulture crop (orange) through adoption of improved cultivation practices and scientific management of orange orchards; and enhancing forest-based livelihoods and conservation initiatives,thereby enabling each household to earn an income of Rs 1.5 lakh per annum. Other pilot projects that are in the pipeline will focus on education, drinking water and sanitation to improve the overall quality of life of the households in Arunachal Pradesh. BSTaraporevala, secretary and chief accountant, Tata Trusts said, 'Tata Trusts has invested Rs 1.43 crore in the state till March 2015 in the sectors of agriculture, natural resource management, etc. There is a demand for such development initiatives and the community is keen on contributing and taking ownership of the project for their betterment.' Tata Trusts will design the implementation strategy and ensure overall governance of the initiative, including financial due diligence. The GoAP will synchronize actions of concerned Government departments and agencies for successful execution of project objectives. GoAP is expected to co-finance the programme through its schemes such as NRLM, MGNREGA and key development projects. Speaking on the occasion, Ramesh Negi, Chief Secretary, Government of Arunachal Pradesh said, 'A State Level Steering Committee (SLSC) would be constituted to review the progress of the programme and provide direction for future course of action. Tata Trusts and SLSC will jointly review the progress and shall meet on an annual basis under the Chairmanship of the Chief Secretary, GoAP. District Level Coordination Committees comprising representatives from the GoAP, Tata Trusts and NEIDA will also be formed to monitor the developments. These committees will be under the Chairmanship of the concerned Deputy Commissioner', Negi added. Tata Trusts are amongst India's oldest, non-sectarian philanthropic organizations that work in several areas of community development. Tata Trusts seek to be catalysts in development through giving grants to institutions in the areas of Natural Resources Management, Rural Livelihoods, Urban Livelihoods and Poverty, Education, Enhancing Civil Society and Governance, Health and Media Arts, Crafts and Culture. Initially, 6,000 households of three blocks of two districts - Papum Pare and Lower Subansiri - will be covered under the programme. Chief secretary Ramesh Negi signed the MoU on behalf of the state government. Tata Trusts was represented by B.S. Taraporevala, secretary-cum-chief accountant, a press release issued by the Arunachal Pradesh chief minister's office said this evening. Tata Trusts, through its associate organisation, the North East Initiative Development Agency (NEIDA) will implement the programme in coordination with the state government, to reduce poverty for low-income rural households in the state. The MoU signed today will be effective for a period of five years and the total outlay of the programme is Rs 14 crore. The Trust will give a grant of Rs 6 crore to NEIDA for implementing the programme. The rest will be raised from various sources including the community. Hailing the MoU as one-of-its-kind to improve quality of life of the rural people, Negi expressed gratitude to Tata Trusts for approaching the state government with the "noble" initiative. Negi said to review the progress of this collaboration as well as provide direction for future work, a state-level steering committee would be constituted under the chairmanship of the chief secretary. Tata Trusts and the committee will jointly review the progress and meet on an annual basis. District-level coordination committees comprising representatives from the state government, Tata Trusts and NEIDA, will also be formed to monitor the developments. These committees will be under the chairmanship of the deputy commissioners. According to Taraporevala, the programme will enable the selected households to earn Rs 1.5 lakh per annum through piggery, forest-based livelihoods, conservation initiatives, market-oriented agriculture and horticulture production activities among others.
