The Preble County Governing Board held a Regular Meeting on Wednesday, August 31, 2016 at 5:30 p.m. at the Preble County Educational Service Center, 597 Hillcrest Dr., Eaton, Ohio 45320. Mr. Green, President, called the meeting to order. It was moved by Mrs. Crabtree and seconded by Mr. Johnston that the Preble County Governing Board approve the August 31, 2016 Regular Board Meeting Agenda and the Addendum Agenda. Copy for each Member of the Governing Board. Mr. Johnston ODE is hosting a ESSA (Every Student Succeeds Act) stakeholders meeting on September 9, 2016 at the Montgomery County ESC. Mr. Johnston OSBA is hosting Breakfast with Legislators meeting across the State and encouraged others to attend. Report of Superintendent: (Mr. Mike Gray) Superintendent s Report Copy for each Governing Board member. Staff Reports: 1. Shawn Hoff Assistant to the Superintendent Copy for each Member of the Governing Board. Discussed the Preble ESC T-Shirts that staff can order. 4

ESC is sponsoring the Preble County Suicide Prevention Walk Discussed the student loan forgiveness program he is trying to get out to employees of the Preble County Schools. Gave the Board Members a copy of the Proposed Enrichment Schedule for the school year. 2. Steven Reese Principal, ESC Alternative School Copy for each Member of the Governing Board. #55-16 Items A - I Approved ADOPTION OF CONSENT CALENDAR NEW BUSINESS Action by the Governing Board in Adoption of Consent Calendar at this point of the agenda means that Items A through I are adopted by one single motion unless a member of the Board or the Superintendent requests that any such item be removed from the Consent Calendar and voted on separately. Upon the recommendation of Mr. Mike Gray, Superintendent, it was moved by Mrs. Crabtree and seconded by Mrs. Schaar that the Preble County Governing Board approve Items A through L as follows: A. Accept the following resignations: Molly Adams Educational Aide, effective August 15, 2016. Bethany Perdue Hearing Interpreter, effective August 15, 2016. B. Employ the following: Timothy Rohde as Teacher Intervention Specialist (MD Classroom) for a one year (1) period of time, that year being the 2016-2017 school year, for 185 days, Michelle Reynolds as Educational Aide (Site Monitor), for a One (1) Year period of time, that year being the 2016-2017 school year, for 189 days per school year; Bethany Perdue as Educational Aide (Preschool Special Ed), for a One (1) Year period of time, that year being the 2016-2017 school year, for 189 days per school year; as per Adopted School Calendar, for a salary equal to Appropriate Placement on the current adopted and effective uniform salary schedule for Certificated/Classified Employees of the Preble County Educational Service Center. This contract is also contingent upon the employee continuing to maintain proper certification and background check. Mileage and all other fringe benefits shall be paid in accordance with current adopted and effective Preble County Educational Service Center policy. Specific assignment shall be made by the Superintendent. 5

This contract is subject to reduction, suspension, or termination should finances for this program not be available. C. Amend the following employment contract Amend the contract of Denise Hoerst from Educational Aide (ED classroom) to Secretary (MD/ED Programs) effective August 1, 2016. D. Employ the following as Substitutes: The following as a Substitute Bus/Educational Aide for the 2016-2017 school year, on a when called-as needed basis, pending certification and background check. Rate of pay shall be Step 0 of Appropriate Pay Scale per hour worked. This contract is also contingent upon the employee continuing to maintain proper certification. Rate of pay shall be Step 0 of Appropriate Pay Scale per hour worked. This contract is also contingent upon the employee continuing to maintain proper certification. Susan Noble Georgiann Spencer Anita Baker as a Substitute Bus Driver/Bus Aide for the 2016-2017 school year, on a when called-as needed basis, pending certification and background check. Rate of pay shall be Step 0 of Appropriate Pay Scale per hour worked. This contract is also contingent upon the employee continuing to maintain proper certification. Jandee Mowell as a Substitute Speech and Language Pathologist for the 2016-2017 school year on a when called-as needed basis, pending certification and background check. Rate of pay shall be Step 0 of Appropriate Pay Scale per day worked. This contract is also contingent upon the employee continuing to maintain proper certification. Mary Mendenhall as a Substitute Project Moore Coordinator for the 2016-2017 school year for a maximum of 600 hours, on an as-needed, when called basis, to assist teachers in providing students with academic instruction and intervention. Allison Roach as a Substitute Para-Teacher for the 2016-2017 school year for a maximum of 170 days, on an as-needed, when called basis, to assist Tri-County North Schools teachers. Rate of pay shall be One Hundred Dollars ($100.00) per day worked. This contract is also contingent upon the employee continuing to maintain proper certification. 6

Daryl Michael as a Substitute Para-Teacher for the 2016-2017 school year for a maximum of 183 days, when called-as needed basis, to assist National Trail Schools teachers. Rate of pay shall be One Hundred Dollars ($110.00) per day worked. This contract is also contingent upon the employee continuing to maintain proper certification. Jessica Stubbs as a Substitute Para-Teacher for the 2016-2017 school year for a maximum of 183 days, when called-as needed basis, to assist National Trail Schools teachers. Rate of pay shall be One Hundred Dollars ($110.00) per day worked. This contract is also contingent upon the employee continuing to maintain proper certification. E. Approve the following contract: The Preble County Educational Service Center agrees to employ one (1) certified teacher as a Substitute Classroom Para-Teachers for the National Trail Local School District on a when called as needed basis, during the 2015-2016 school year, to assist teachers in providing students with academic instruction and intervention. National Trail Local School District agrees to pay approximately Twenty Four Thousand Six Hundred Twenty Six and 00/100 Dollars ($24,626.00) for said services. Agreement with Darke County Educational Service Center whereas the Preble County Educational Service Center agrees to share the Darke County ESC attendance officer with the Preble County ESC and to compensate Dakre County ESC for services rendered beginning August 1, 2016 and ending July 31, 2017. The cost associated with the position is $16,000. F. Approve of the following: Initial School Bus Routes for the 2016-2017 School Year and that the Superintendent, or the Superintendent s designee, be authorized to make any subsequent revisions to the routes as deemed necessary. G. Approve of the following: Appoint U.S. Health Works Medical Group as the primary medical authority and Hometown Urgent Care as the secondary medical authority to conduct physical examinations and random drug testing of all school transportation drivers for the Preble County Educational Service Center for the 2016-2017 school year. 7

H. Approve of the following: Whereas, the Preble County Educational Service Center is a member of the Ohio School Boards Association (OSBA); and Whereas, the OSBA is an association created for the purpose of fulfilling and advancing the ESCs statutory mandate by working for the general advancement of public education in Ohio, for the desirable and efficient working relationships among boards of education, school administrators, teachers and the public, and to maintain channels for exchange of ideas among and distribution of information to school districts to provide better and more effective public service to public schools, and Whereas, ESC Governing Board Member Kevin A. Johnston will serve as a member of the Regional Executive Committee and Capital Conference Planning Task Force for the OSBA in the year of 2016; therefore, NOW BE IT RESOLVED that the Preble County ESC Governing Board determines that Kevin A. Johnston s service as a committee member for the Regional Executive Committee and Capital Conference Planning Task Force of the OSBA, and travel in that role, is related to his official duties as a member of the Governing Board; and That any travel expense paid for Kevin A. Johnston s travel to OSBA conferences, seminars, and similar events during the year 2016 are ordinary, customary and necessary provided that the travel expenses are the lesser of: (1) the amount that the Preble County ESC allows to be reimbursed for travel to the destination, or (2) the current per diem rate set by the United States General Services Administration for travel to the destination.
