REPORT #1 STATED CLERK 1-1 FOR ACTION REPORT OF THE STATED CLERK Presbytery of San Francisco September 9, 2017 The Stated Clerk recommends the following actions to the Presbytery: 1. MOTION: Following call for additional nominations, approve the Omnibus Motion. (See list in DETAILED DOCKET and separate reports for action items.) The Omnibus Motion is used for routine business items and to save plenary time for discussion items and for worship, education, and relationship building. The omnibus motion is voted on in one block and without discussion. So you DO need to read the documents ahead of time! Committee leadership decides what items will be presented on the omnibus motion and which will be presented for discussion. If you have a question or believe an item should be discussed, as the omnibus motion is introduced, please come to a microphone. After recognition from the moderator, note which item you wish to pull from the omnibus motion. We will vote immediately on whatever omnibus items have not been pulled and handle others as they come up in the docket. 2. MOTION: Approve the docket for this meeting. (See DETAILED DOCKET.) Minor docket revisions will be given verbally. If major revisions are needed, a new docket will be distributed or displayed at the meeting. FOR OMNIBUS MOTION (Unless removed from the Omnibus motion, these items are included in the block vote taken during the Stated Clerk report. See explanation above.) The Stated Clerk recommends that the Presbytery of San Francisco: 1. Appoint two persons as a committee to read the minutes of this meeting. Per our Standing Rules one ruling elder and one teaching elder, are appointed as readers of the minutes for this meeting. The work is not tricky a Presbytery staff person sends you a draft of the minutes to review for accuracy and completeness of content and to help in spotting typos. If you will be present for the whole meeting and are willing to serve as a minutes reader, please talk to one of the officers. 2. Approve these minutes of the Presbytery of San Francisco, as posted: November 15, 2016, February 7, 2017, and May 9, 2017. See separate documents posted on the website: 2016-11 MINUTES, 2017-02 MINUTES and 2017-05 MINUTES. The password required to access minutes is available from clerks of session, pastors, and presbytery staff. (The same password is used to access all password protected parts of the packet.) 3. Designate today s worship offering to Presbyterian Disaster Assistance. (See FLYER PDA in South Sudan.)

Instruct the Stated Clerk to convey the appreciation of Presbytery to the members, officers and staff at First Presbyterian Church, Newark for hosting this meeting of Presbytery. 5. Seat as Corresponding Members those who are qualified to be enrolled and introduce themselves at the meeting or sign-in at registration as Corresponding Members. 6. Dismiss the administrative commissions listed below, with thanks for work on Presbytery s behalf: a. Through its administrative commission, the Presbytery of San Francisco ordained Koan Shin Choi at Good News Presbyterian Church, San Francisco, on May 21, 2017. b. Through its administrative commission, the Presbytery of San Francisco installed the Rev. Steve Harrington as Associate Pastor at First Presbyterian Church, Livermore, on June 4, 2017. FOR INFORMATION OUR COMMUNAL LIFE AS CHRIST S BODY 1. Please pray for Presbytery as you read these papers and during the meeting especially if/when emotions run high. A practice of intentional prayer is in keeping with the reminder in the Constitution of the Presbyterian Church (U.S.A.) that Presbyters are not simply to reflect the will of the people, but rather to seek together to find and represent the will of Christ (Book of Order, F-3.0204). As a council of the church we have business to conduct, but it is equally important to remember and demonstrate that we are the Body of Christ. 2. Celebrations and concerns of our ministers and ministries will be shared as a part of worship at the presbytery meeting. If you have a prayer request to share, please inform the Stated Clerk. You may send an email at least a day before the meeting or give her a note before the meeting convenes. 3. As announced by email, two colleagues have passed away since Presbytery last met. Neither was our member but both were active in the life of this body: a. Joan Fong, a ruling elder from Irvington Presbyterian Church, a faithful commissioner to our presbytery, the Synod of the Pacific and also General Assembly, and a loving wife and mother, passed after an extended battle with cancer. Her survivors include husband Ron Fong, also an active presbyter and ruling elder and Clerk of Session at Irvington. b. The Rev. John Kelso was Stated Clerk for both the Presbytery of San Jose and the Synod of the Pacific. His spouse, Paula Kelso, was a member of our Presbytery for ten years when she served as an associate pastor at Lakeside Presbyterian Church in San Francisco.

REPORT #1 STATED CLERK 1-3 NEWS AROUND THE PC(USA) - 4. Learn about the PC(USA) s Facing Racism campaign - The six agencies of the PC(USA) have begun a collaborative effort to provide resources for Facing Racism. From books, to studies and special training, find antiracism resources to help the church become the beloved community God calls us to be. Check out this website to learn more: https://facing-racism.pcusa.org/ 5. As previously reported, a new version of the Book of Confessions, Part 1 of the PC(USA) constitution, was published last summer after the PC(USA) voted to include the Belhar Confession. The updated BoC is available now in English and Korean and soon will also be available in Spanish. You may download a free searchable version or order a bound copy from the PC(USA) website, in the section on the constitution, or by going directly to http://oga.pcusa.org/section/mid-council-ministries/ constitutional-services/constitution/ 6. The new version of the Book of Order, Part 2 of the PC(USA) constitution, is also now available on that same webpage. The 2017-2019 BoO includes the amendments to the constitution that were sent to the church by the 2016 General Assembly, including some nomenclature changes and a new Directory for Worship. A free English version of the 2017-2019 BoO is available to download or you may purchase a print copy. Korean and Spanish editions will also be available soon. 7. This errata has been published for the 2017-2019 Book of Order: The following error in the Form of Government, G-3.0301, is called to the attention of users of the 2017-2019 version of the Book of Order: [Text inadvertently deleted is shown with an underline.] The presbytery is the council serving as a corporate expression of the church within a certain district and is composed of all the congregations and ministers of the Word and Sacrament within that district. The presbytery shall adopt and communicate to the sessions a plan for determining how many ruling elders each session should elect as commissioners to presbytery, with a goal of numerical parity of ministers of the Word and Sacrament and ruling elders. This plan shall require each session to elect at least one commissioner and shall take into consideration the size of congregations as well as a method... Nomenclature changes decided by presbyteries in the past few months and now incorporated in the Book of Order include: Returning to the use of minister of Word and Sacrament. Teaching elder is still acceptable but most of us seem to like minister or minister of Word and Sacrament better. Shortening the term for a ruling elder commissioned to specific work. This was long ago called Commissioned Lay Pastor (though never a good term since the position is not lay since it includes ordination as a ruling elder and also not a pastor, which by definition is a minister of Word and Sacrament!) Then it was termed Commissioned Ruling Elder to Particular Pastoral Service, which was just too cumbersome and the acronym CREPP seemed almost, well, creepy. Now the term is shortened to Commissioned Ruling Elder or just CRE, or in some places, but not here (see earlier comment), Commissioned Pastor. 9. The PC(USA) has renewed effort in producing and sharing resources on preventing child, youth and elder abuse and aiding those effected by abuse. The PC(USA) recently partnered with Praesidium, a national leader in abuse risk management, and has launched a Safe Church helpline - 866-607-SAFE (7233). This helpline, provided for all PC(USA) congregations and members, is staffed by experts in abuse prevention. Callers receive expert advice on how to best respond to suspicious behaviors, and/or suspected abuse, as well as the best prevention protocols. Additionally, United Church Insurance Services has collected other Safe Church resources. Even if your congregation does not use this insurance program, the online resources are available to you and well worth reading and using. See FLYERs SAFE CHURCH HELPLINE and SAFE CHURCH RESOURCES. 10. Seeking to make its systems easier to use, the Board of Pensions is working on enhancements to Benefits Connect. The hope is that more tasks may be done online. Even if you have to use a paper form, those, too, are being streamlined and updated. See www.pensions.org for the latest information. NEWS IN THE PRESBYTERY - 11. Island United Church in Foster City began 48 years ago and was formed by a three way covenant between the PC(USA), the United Methodist Church and the United Church of Christ. Now Island United has decided to function solely as a congregation of the UCC. They leave with great respect and affection for their history i.e. there is no animosity behind their decision! They have gifted the Presbytery with a PC(USA) banner that used to hang in their sanctuary. They retain the unique logo that incorporates symbols of all three predecessor denominations.

REPORT #1 STATED CLERK 1-5 12. The High Street Administrative Commission reports that the congregation of High Street Presbyterian Church, Oakland, was dissolved as of June 30, 2017. Property title is now in the name of The Presbytery of San Francisco. Property use, maintenance and rental income is now under the authority of Primera Igelsia Presbiteriana Hispana, the congregation which has used the sanctuary building for many years. The administrative commission and the corporate officers remain in place to determine the future of the corporation and tie up other loose ends. 13. Statistics -- With the closing of HSPC, the Presbytery of San Francisco now has 68 chartered congregations. We also have two continuing NCDs (new church developments) and three second tier grant receiving NWCs (new worshiping communities). [These communities are also registered with the Office of the General Assembly of the PC(USA.) First level NWCs are not.] From the end of 2016 statistics, we have 12,788 congregant members (which will be the basis for the per capita assessment we pay to GA and Synod) and we have 274 minister members. Congregant membership has decreased rather significantly in the past several years; the number of minister members is relatively steady. 14. Cameron House announces a change in executive leadership. May Leong, who has served as Executive Director of Donaldina Cameron House for 4+ years, leaves on September 29, 2017. The Reverend Gregory L. Chan has been chosen as the Interim Director and will begin in October. 15. The Presbytery office moved this summer! We now share the building that houses the Presbytery Education Center, formerly Northminster Presbyterian Church, in El Cerrito. This is a sort of homecoming since the program office of the Presbytery was housed at Northminster until the mid-1990 s - while the Stated Clerk s office was at Durant Avenue Presbyterian Church. [One shared office is a functional improvement. Congenial working relationships between the head honchos of the program office and the clerk s office is an even bigger improvement made over the past decade and a half!] Our New Address as of July 1, 2017: Presbytery of San Francisco 545 Ashbury Avenue El Cerrito, CA 94530 The main phone number stays the same: 510-849-4393. REPORT #1 STATED CLERK 1-6 PRESBYTERY MEETINGS 16. Regional meetings will be held in each of our three regions between now and the November full, plenary meeting of Presbytery. The Far Side [East] has announced that it will meet on October 10, 2017, from 4-8 p.m. We await word on plans for the Central and West regions. The Presbytery office sends out notices about meetings when we have the information to do so; the planning and hosting of regional meetings is all done by a local team. If you are not sure what region you are in, a map is available that shows each region geographically. Or, this is a short version: East incorporates anything east of the tunnel and all the way to the Delta. Congregations along the 680 corridor are in the East region. This is our largest region in area but has the smallest number of congregations. Central includes the congregations along the I-80 / 580 / 880 transportation corridor: from Richmond south through Berkeley, Oakland and San Leandro to Hayward and Newark. West consists of the City and Peninsula. This region includes the largest number of congregations. 17. In keeping with parliamentary procedure and with our theological understanding that the Spirit works in and through our discussion, commissioners are commissioners for an entire meeting, and must be present for discussion in order to cast a vote. Once registered, a ruling elder from a congregation is a commissioner for the entire meeting and may not trade with another person from the same congregation. 18. There will be limits to the Wi-Fi capability on the church campus. Presbyters are strongly urged to download or print all documents prior to attending the meeting and of course you will want to review them in readiness for active participation. 19. A Call to the Meeting serves as notice for each plenary meeting of Presbytery and is sent by email ten days prior to the meeting. That same day, the docket, all reports, flyers and other materials are posted at www.presbyteryofsf.org; the packet is not sent by mail. If you are not receiving this email notice, please contact Jennifer (office.sfpby@gmail.com) at the Presbytery office to make sure that we have your current/correct email address. 20. A light blue binder in the registration area holds one set of the papers for this meeting. While we hope that you already have all materials you need, feel free to consult the binder for anything you wish to review. 21. Correspondence regarding meetings of Presbytery should be sent to packet@sfpby.org. The Stated Clerk will automatically receive a copy of all emails sent the packet address and will share information, as appropriate, with the Presbytery Meetings Working Group. Using this packet email address helps reduce the likelihood of notes getting lost in the mix of other emails!

REPORT #1 STATED CLERK 1-7 22. This is the general flow for presbytery meeting planning: 4 weeks ahead deadline for docket requests, AV plans, display table requests, Open Space topics and space for any other meeting. Requests should be submitted to packet@sfpby.org and should include speakers and general description of items of business. The requests for docket time and other time/space at a plenary meeting are all vetted by the Presbytery Meetings Working Group. 3 weeks ahead deadline for print ready material for the packet. Documents should be submitted electronically to packet@sfpby.org. The Stated Clerk will add report titles and page numbers and may tidy up formatting, but the bulk of the packet content is determined by committee leadership and those who submit the reports. A site visit is made to the host church sometime during the week of packet production to set room assignments and coordinate all plans. All requests regarding the meeting logistics should be submitted to the presbytery office as the Stated Clerk holds overall responsibility for the meeting. 10 days ahead A Call to the Meeting is sent by email and the packet is posted on the presbytery website: www.presbyteryofsf.org. 23. Dates for Presbytery plenary meetings are set by action of Presbytery. Here are the date, place and planning deadlines for the final meeting of 2017: November 14, 2017 (second Tuesday) - Presbytery of San Francisco will meet at First PC, Concord. DOCKET deadline is Tuesday, October 17: docket, display, open space, and room requests are due by noon to packet@sfpby.org. PACKET deadline is Tuesday, October 24: completed reports due by noon to packet@sfpby.org. The packet will be posted by the end of the day on Friday, November 3. 24. Dates for 2018 Presbytery plenary meetings are being proposed at this meeting by the Presbytery Meetings Working Group. See their packet report for details: REPORT #2 LEADERSHIP / MEETINGS. Note that a Presbytery meeting planning calendar is included in that report. Pending agreement on meeting dates, the calendar shows the specific deadlines for submission of docket requests and packet materials. Save this for your committee and congregation use! The working group will be seeking hosts for the 2018 meetings. If interested, please talk to one of the working group members. Hosting is a wonderful way to connect your members with the larger church, share your pride in your facility and programs, and even a good reason to clean up.
