European Union Programme for Central Asia Central Asian Education Platform EuropeAid/131004/C/SER/RSCR The Torino Process 2012: VET Developments in Central Asia Regional workshop of the European Training Foundation within the framework of the EU- Central Asian Education Platform The event will consider the results of the European Training Foundation s (ETF) 2012 Torino Process and assess key priorities in vocational education and training (VET) in Central Asia (CA). The event will be organised by the ETF under the umbrella of the Central Asian Education Platform (CAEP). The CAEP has been established by the EU together with the countries of CA to promote policy dialogue supporting reforms in the education sector of the five CA countries. CAEP is the key pillar of the European education initiative launched in the framework EU-CA Strategy for New Partnership in 2007. The workshop on ETF s Torino Process in CA is the first policy dialogue event supported by the CAEP project. The CAEP project will introduce its main support lines for the political dialogue: Teacher education and training policies and Quality of VET and higher education (HE). The Torino Process was launched by the ETF in 2010 with the aim of policy learning and providing a comparative, documented analysis of VET reform in the ETF s partner countries. In 2012 the national reports have been drafted to highlight changes and progress in VET in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. The reports have been developed in collaboration with the country stakeholders and use a common analytical framework covering five key areas: Policy vision for VET development Influence of VET on labour market and employment VET in relation to social demand and social inclusion Internal quality and efficiency of the VET system Management and governance in VET The meeting will consider a background paper for the region that draws together the conclusions of the four country reports which were prepared in the course of 2012. This background paper reviews the directions in VET being followed in Central Asia and in particular any differences between the countries. The meeting will also discuss what each country identifies to be its main recent achievements and any challenges that are emerging - either as a result of existing or new developments. Within the scope of these two objectives, the meeting should provide clear messages for the region in terms of the progress and priorities. 1

The discussions among policy makers and experts will enable each country to identify where it believes international support will be most valuable in the next two years and to make recommendations for the next round of the Torino Process in 2014. The results of the meeting will be taken forward and reported at the ETF corporate conference in May 2013 when the implications of the reports from all ETF s Partner countries will be assessed. The workshop also introduces the design and plan of operations of the CAEP project to the key stakeholders of the CA countries. The main support lines for national and regional political dialogue in VET and the interaction of VET and higher education will be discussed and agreed. 2
