Blueprint for College Readiness: Overview Guidance and support to states working to improve student success. Framework to help conceptualize education reform efforts underway. K-12 and postsecondary collaboration is essential.

Blueprint for College Readiness: Process In 2013, through a partnership with Complete College America, Education First, and the Charles A. Dana Center, University of Texas Austin, ECS facilitated the following national meetings and outreach: National Thinkers Meeting in Dallas. Seven state teams assembled three times. Leaders from K-12, higher education, business, legislatures and governor s offices.

Blueprint for College Readiness: Process State Outreach: In the spring of 2014, ECS staff helped to facilitate fourperson team meetings with the following states to discuss Blueprint policies and developmental ed policies: Colorado Minnesota Hawaii Illinois Kentucky Massachusetts Mississippi Montana Wisconsin Wyoming

Blueprint for College Readiness: Process ECS Research and Analysis For the past year, ECS policy analysts have: Defined metrics for more than 30 state policies associated with the Blueprint. Reviewed state statutes and board policies around these metrics. Analyzed state-by-state metrics on all 10 Blueprint benchmarks. Created the accompanying Blueprint interactive website to aid state policymakers.

Blueprint on Quick Reference Guide

What We Found... Statewide Admissions Policies: 28 states have systemwide or statewide admissions policies. 20 states requires a high school GPA in their admissions policy. Colorado and Utah are the two states highlighted for promising policies.

What We Found... Statewide Remedial and Placement Policies 39 states have statewide or systemwide remedial-ed policies. 29 states have remedial policies for placement into credit-bearing courses on a statewide or systemwide basis.

What We Found... Transfer and Articulation Policies 36 states offer statewide transfer for associate degrees earned at in-state institutions. 36 states guaranteed the transfer of general education or lower-division courses from one in-state institution to another. States needed three of the following four policies: Transferable core of lower-division courses. Common course numbering. Guaranteed transfer of associate degree. Credit by assessment.

What We Found... Higher Education Accountability 30 states have higher education accountability policies, but only 19 have comprehensive strategies that include: Setting college attainment goals: 26 states Including attainment or completion goals in the master plan: 36 states Adopting a performance-based funding model: 32 states

Anchor 2: Higher Education Policies Statewide admission standards Statewide remedial and placement policies Transfer and articulation Accountability

Statewide Admissions Standards States in orange meet criteria for having statewide or systemwide admissions policies. Ten WICHE states meet this criteria. Six were systemwide policies: Nevada, Arizona, Utah, Wyoming, Montana and South Dakota

Statewide Remedial and Placement Policies States in green meet criteria for having statewide or systemwide common policies for both remedial and course placement. Eight WICHE states meet this criteria.

Transfer and Articulation Policies States in red meet criteria established to evaluate transfer and articulation policies. States needed to have three of the four following policies: Transferable core of lower division courses. Common course numbering. Guaranteed transfer of AA. Credit by assessment. Eleven WICHE states meet this criteria.

Higher Education Accountability States in blue meet criteria for higher education accountability policies. States need to have all three of the following policies: Statewide attainment goal. Completion or attainment goal in master plan. Performance-funding model and metrics. Eight WICHE states meet this criteria.

Why Blueprint should matter to WICHE commissioners Creates foundation to assess alignment of higher education policy work with what s taking place in K-12 space. Reveals gaps in policy development and implementation that require solutions from multiple constituents. Provides data for reflective policy and process learning: Supports intra-state and intra-compact learning Framework for inter-state learning as well

How we hope you use this report Guide for reflecting on states policy progress to support college and career readiness goals. Tool to help facilitate communication among and across different policy actors in the education space. Barometer of state policy storytelling: Are we doing what we are telling ourselves we re doing? Are my colleagues doing what I think they are doing?
