Transcript: Using the Benefits and Work Estimator [Still image of a man appears on screen with the db101.org home page in the background. Bullet points appear as they are discussed.] Welcome to the elearning course on using the Benefits and Work Estimator. The purpose of this course is to show you how to use the Estimator to: Explore your options. See what your financial picture might look like if you were to work a given number of hours earning a given wage. You don t need to have a job in mind; just play with the estimator and make up your own plans. Compare job plans. Find out how two or more job plans you create compare over time. See how changes might affect you. Are you getting a raise? Would you like to work more hours? You can see how these changes might affect your income and benefits. Manage your benefits. See how your benefits might be affected by a work plan. And find out if you re eligible for programs and credits that would help you if you do decide to work. [Visual of a man sitting at a computer. The db101.org home page appears on screen. The Estimators tab is highlighted.] This is Isaac. Isaac wants to work, but he s afraid of what will happen to his benefits. His vocational rehabilitation counselor led him to DB101. He took the tour of the site and learned that the Benefits and Work Estimator helps people with disabilities see how work might affect their benefits and total income. In this training you do the same thing that Isaac does as he learns what his situation might look like if he decides to return to work. Isaac opens the DB101 website and clicks on the Estimators tab. Click on it now. [Each section of the Estimator page is highlighted as it is described.] On the Estimators tab, there are three different Estimator tools: The Benefits and Work Estimator allows you to enter your current income and household information, and then add work information in order to see how your income and benefits might change as a result of working. The School and Work Estimator helps young people with disabilities who have limited work experience learn how to manage school, work, and benefits. The MA-EPD Estimator is useful to see if you might qualify for Medical Assistance for Employed Persons with Disabilities, a work incentive that lets you pay a premium to access or keep medical assistance while you work. The estimator also helps you find out what your premium would be. Isaac recognizes that he wants to use the Benefits and Work Estimator, so he clicks the Go button. Please click the Go button now. Before Isaac begins, he needs to make sure this Estimator is the right one for him to use. He s not a young person concerned about balancing work and school, but he does want to know how work will affect his benefits. So, the Benefits and Work Estimator is the one for him to use. [The What will I need? section is highlighted.] On this page Isaac learns that: He ll need to gather his bank statements and information on the benefits he receives from

Social Security and the state. Notice that there s a link to a Getting Started Worksheet beneath this section. This sheet will help him compile all the information he ll need to complete a session. [The How long will it take? section is highlighted.] It will take about 20 to 30 minutes for him to complete an Estimator session. [The Will my information be kept private? section is highlighted.] All his personal information will be kept private. This estimator covers several benefits programs, such as SSI, MSA, Food Support, and the Section 8 housing subsidy. [The Getting Started Worksheet displays on the screen briefly while it s being discussed. Then it disappears from the screen.] Isaac takes a look at the Getting Started Worksheet, but finds that he s not quite sure what benefits information he needs. [The Talk to an Expert frame is highlighted.] Luckily for him, the Talk to an Expert contact information is available on this, and every screen in DB101. This service is supported by the Disability Linkage Line, and is available between 8:30 a.m. and 5:00 p.m. You can connect with a DB101 expert using live chat, phone, or secure email to ask about your current benefits, get help using DB101.org, connect to resources, and plan next steps. There are no wrong questions, and everything you talk about is private. Through Talk to an Expert you can verify your current benefits, which will help you when you enter information into the Benefits and Work Estimator. By the way, doing an estimator session does not affect your benefits. And no one can see or use the information you enter unless you decide to share it. Back to Isaac s situation, he decides to click on the Chat Now button to ask a question. Click on it now. [The Chat window displays.] On this screen, you ll enter Isaac s name. Then, because Isaac is using DB101 on his own, without help from someone else, he clicks the Myself option button. Now, click the Let s Chat button to get started. Here on the chat screen you can talk to an expert to find answers to your questions. Isaac asks about is benefits, and is told that he can get a Benefits Worksheet that lists them all for him. This will help him enter some of the information needed in the Benefits and Work Estimator. Isaac also learns about some other documents he ll need, such as award letters, notices from SSA, and other documents showing income. After Isaac receives his Benefits Worksheet he has all the information he needs to get started. Click the Next button to continue. [The Chat window disappears leaving the Benefits and Work Estimator page displayed.] Back on the Benefits and Work Estimator page, Isaac clicks the Start button. Click it now. [The breadcrumbs at the top of the Web page is highlighted.] Here s a path telling you where you are in the estimator. There are three main sections you ll need to

complete. Current Status is what you ll work on first. In this section you ll be asked about your household and income situation. The next section is Your Plan. In this section you ll enter information about jobs you re thinking about. Lastly, the Results section takes all of your information and creates a report about your future situation. [The Talk to an Expert frame is highlighted.] At any point, if you get stuck or just want a question answered, don t forget the Talk to an Expert chat tool for connecting to a live person who can help you. [The Back button is highlighted.] You can go back to the previous screens by clicking on the Back button. [The Save Session link is highlighted.] And here on the right side of the screen is the Save Session link. You can click this whenever you need to save your work and come back to it later. Now, you ll use Isaac s information to create an estimator session. [The Current Status Household Information page of the Benefits and Work Estimator is displayed.] Because the estimator tool has several pages of questions to complete, you won t enter all of Isaac s information during this training. You ll just take a look at a few screens. But when you fill out your own estimator session, it will take about 20 to 30 minutes. Begin by entering Isaac s household information. Click inside the Month field. Enter 7 for Isaac s birth month - July. Type the year, 1978. Did you notice that for some of these questions a choice has already been selected? The tool doesn t know anything about your situation, but, by default, it displays the most common responses. Of course, you can still change the answers. Read the question, read the choices, and then click on the response that matches your situation. It looks like these questions match Isaac s situation. Isaac is a U.S. citizen and he was determined disabled by Social Security. Click Continue. [The Programs Not Covered page of the Benefits and Work Estimator is displayed.] The Programs Not Covered screen asks you if you re on programs such as General Assistance, MFIP, or Group Residential Housing. Notice the blue question marks to the right of each question. Click the question mark next to the question Are you on General Assistance? A window pops up to give you help on how to answer the question. Now close the window by clicking the X button in the upper right corner of the pop-up window. The estimator does not take these programs into account when calculating the results of the estimator session, so your results won t be accurate. If you select Yes for one of these programs, the estimator gives you a message directing you to more information, and asks you to talk to an expert if you have questions. Then you can either return to the DB101 home page or go back to the estimator and select No for all

of the programs listed. Click the Back button now to return to the estimator. Isaac is not on any of these programs, so change the answer to the first question back to No. Then, click on the Continue button. The estimator tool uses your zip code to provide local resources, and to confirm that you live in Minnesota. Isaac lives in the 55109 zip code area, so enter 55109 in the first field. Isaac isn t married and has no children. So enter 0 in the children field. Then, click Continue. [The Your Living Situation page of the Benefits and Work Estimator is displayed.] Let s skip ahead a little bit to the Your Living Situation screen. Isaac has his own apartment, so this first question about his housing situation doesn t need to be changed. Isaac pays his fair share of household expenses, so the second question can also be left as it is. His monthly rent is $220, so enter this in the Rent field. Then, click Continue. [The Current Status Housing Subsidy page of the Benefits and Work Estimator is displayed.] Isaac is on the Section 8 housing subsidy, so select the Yes option button for this question. The estimator takes the Section 8 housing subsidy into account when calculating the estimator results, but it doesn t account for non-section 8 housing subsidies. Now go to the next screen. Click the Continue button. [The entered data is highlighted.] Isaac reaches the end of the Household Information section. On this screen he verifies the information he entered. Everything looks correct and he s ready to move on. [The Back button is highlighted.] If Isaac had found a mistake, all he would need to do is click on the Back button. On screens with questions, the Back button takes you back one screen at a time so that you can change your answers. On Confirmation screens like this one, clicking the Back button takes you back to the beginning of the section. That way you can change answers throughout the section. In the next section, Isaac fills in information about his income. Click the Continue button. [The Save Session link is highlighted.] Isaac gets interrupted and needs to come back later to finish completing his estimator session. He can save the session by clicking the Save Session link in the upper right corner of the window. Once the session is saved, he will never need to save it again. From now on, every change he makes to his estimator session will be saved automatically. Click on the Save Session link now. [The Save Session screen is displayed.] On the next screen, Isaac enters a user name and password so that he can locate his session when he

comes back to finish it. [The user name and password fields are highlighted.] Your user name and password should be something easy to remember. Isaac uses his e-mail address: Isaac@email.com. He uses the word practice as his password. Be sure to write down your user name and password, and put it somewhere safe. If you forget, there s no way for the estimator or for anyone to locate them. Without them, you won t be able to open your session. The last field allows you to give your session a nickname to make it easier to remember. This is useful if you create more than one session for the same user name and password. For example, if your situation changes, you might want to use the estimator again. Giving your sessions a descriptive name makes it easier for you to select the session you want to work on. In this case, Isaac s session name is: Computer Technician. To finish saving the session, click Continue. [The next page in the Estimator session is displayed.] Notice that the estimator tool returns you to the open estimator session. If you wanted to, you could continue working. But for now, take a look at how to access the saved session when you come back later. Click the Home tab in the upper left of the screen to close the estimator and return to the DB101 home page. [The Home page scrolls down to Estimator section in the lower left quadrant. The Get a previously saved session link is highlighted. ] Imagine that you ve been away from your estimator session for a few days, and now you want to open it again and start working. You ve opened DB101 and are currently looking at the home page. Underneath the Estimators section, there s a link called Get a previously saved session. Click on that link now. [A user name and password screen is displayed.] Isaac enters his user name: Isaac@email.com. Then, he enters his password, practice. Click the Continue button. [A list of saved sessions is displayed.] Here s a list of Isaac s saved sessions. Since Isaac is new to the estimator tool, there s only one session here that he can open. Click the Get This Session button to finish completing the session. [The Current Status Your Current Income page is displayed.] Notice that the estimator brings you back to the screen where you left off last time. On this screen you ll enter details about your current income. If you have your Benefits Worksheet, use it to help you complete these fields. To the right of the fields a grey box provides useful tips and advice related to this screen. You will see these tips on most of the screens in the Estimator.

[Talk to an Expert is highlighted.] And finally, you can always contact Talk to an Expert to get a Benefits Worksheet to help you. Isaac receives $674 a month from SSI. He gets $81 a month from MSA. And, he receives $16 a month in Food Support. Note that this is what Isaac received in the year 2011. If you receive benefits, you re probably receiving different amounts, depending on your needs, and the year. Enter Isaac s income information as directed on the screen. Then, click Continue. [The Current Status More about Your Housing Subsidy page is displayed.] On this screen Isaac needs to enter the amount of his Section 8 housing subsidy. You may need to contact the property manager or housing authority to find this out. Isaac speaks to the housing authority and finds out that his subsidy is $720 per month. So enter 720 in this field, and then click Continue. [The Current Status Your Current Health Care Coverage page displays. The Standard Medical Assistance (MA) option is highlighted. Screen then scrolls down to the Continue button.] Next the estimator asks you about health care coverage. Isaac is covered by Standard Medical Assistance. Because this option is selected already, just click on the Continue button. [The entered data is highlighted.] Once again Isaac has a chance to review and make sure all his entries are correct. [The Tip section of screen is highlighted.] To the right of the screen, the Tip section provides some useful tips about how he can work and still keep his Medical Assistance. Remember, these tips appear all along the way in the estimator to give you more information or guide you through the process. At this point, Isaac has answered all of the questions about his current household, income, and health care coverage situation. He s now ready to create a plan to see what might happen to his benefits. This will help him plan and make the best decision for him. A plan is a roadmap for your future. In your plan, you can add one job, or even have several jobs to compare them. You can even create many plans showing you different options for your future. [The Your Plan Create a Plan page is displayed.] Click on the Continue button to get started. Isaac loves technology and really wants a job fixing computers. His Vocational Rehabilitation counselor did an assessment to determine what types of jobs he might be good at, and his interest in computers was at the top of the list. So he enrolled in training to become a computer technician. [The Give this plan a name entry field is highlighted and Computer Technician is entered automatically.] The first thing Isaac needs to do is give his plan a name. He enters the plan name Computer Technician. When you re ready, click the Continue button. [The Your Plan Computer Technician: About This Plan page is displayed.]

Isaac will be earning income from work, so leave Yes selected, and click Continue. [The Your Plan Computer Technician: You Work Expenses page is displayed.] On this screen Isaac estimates the expenses he ll have if he goes to work. The first question asks about Impairment-related Work Expenses, or IRWEs. Isaac isn t sure how to answer this so he clicks on the Help me calculate this link beneath the question. Click it now. [The information section at the top of the next window is highlighted.] A new window appears giving you more information about Impairment-related Work Expenses. These are expenses related to your disability or medical condition that are necessary for you to work. You can calculate these expenses in this window. Isaac probably needs to increase his medication when he goes to work. Most of the costs will be paid by Medical Assistance, but he ll have co-payments that might qualify as Impairment-related Work Expenses. So enter 12 in the Monthly prescription drug costs field. Then, click the down arrow on the scroll bar to the right to scroll to the bottom of this window. [The IRWE Total field is highlighted.] Notice that the IRWE Total field now says 12. Now click on the Use This IRWE button. [The IRWE field with $12 entered is highlighted.] The amount calculated on the worksheet is now entered in the IRWE field. Remember, IRWEs must be approved by Social Security before they can be used. Isaac has no child care or other expenses related to work, so click the Continue button. [The Computer Technician: Add a Job page is displayed.] You ll now skip ahead to the next section, which is about Isaac s job. [The Job Name field is highlighted.]the Estimator has automatically used the plan name you entered earlier as the job name. You can leave this field as it is. Isaac is completing his Estimator session in January 2012. But he thinks his first full month on the job will be June 2012. [The question regarding self-employment is highlighted.] He will not be self-employed, so you can leave the self-employment question with No selected. For now, enter 6/2012 as the first month of Isaac s employment. Then click the Continue button. [The Computer Technician: Job Detail page is displayed.] Isaac will report his wages hourly. Because he ll be working part-time, his employer will not offer health coverage. Click on the Continue button [The Computer Technician: Wages page is displayed.] Isaac continues to work with his Vocational Rehabilitation counselor while he trains to become a

computer technician. Together, they found that many computer technicians who work part-time make about $9 an hour. Isaac plans on working 20 hours per week, and he won t make any tips. Enter Isaac s hourly wage as $9. Enter 20 as the number of hours he will work each week. Then click the Continue button. [A summary page is displayed.] Here on the summary screen you can confirm that everything you entered is correct. Click on the Continue button to see Isaac s results. [The Results tabs are highlighted. Then the Results Summary tab is highlighted.] Several results reports are available here, each on their own tab. Start by looking at the Results Summary. Here you can see some important information about Isaac s work plan: [The You ll be better off blurb at top of screen is highlighted.] First of all, great news! Isaac will be better off with this plan! He ll have more money in his pocket each month. But if your results show that you wouldn t be better off, you ll get information about how to be better off. [The information to the left of the tables is highlighted.] The information to the left of the Monthly Cash Available graph gives you a narrative of what s happening in this plan. You can read to find out what s happening with health care, cash assistance programs like SSI, MSA, Food Support, and in Isaac s case, rent. Notes and Did you know sections give you information on benefits you might be eligible for, such as the Earned Income Tax Credit, or other things to remember. This can help you plan for the future. [The Monthly Cash Available graph is highlighted.] The Monthly Cash Available graph provides an estimate of how much cash Isaac could have over the next five years. We show five years because we know that if you go to work, what your income looks like next month may be very different five years down the road. [The Snapshot table is highlighted.] The Snapshot table gives a quick comparison to show what your income looks like today compared to six months from now and two years from now. You can see at the bottom of the table in the Cash Available row, that Isaac s cash increases a lot in the first six months, and then goes down a little after that. You ll see other, more detailed information to find out why in just a minute. Now, take a look at another results tab. Click on the Monthly Income and Expense tab. [The Monthly Income and Expense tab is displayed. Sections and fields are highlighted as they are described.] The purpose of these results is to show a side-by-side comparison of your income and expenses today, compared to your income and expenses if you went to work. Although this is not a formal benefits analysis, you can see clearly how your income and benefits will change. In Isaac s situation, in the first month his benefits are not affected at all by going to work and he has more than $800 available after his expenses each month! He ll be paying some federal income tax, and his IRWE and rent are included in expenses. You can choose which month you would like to compare. In the Month field at the top of this page, select the month you d like to see. In this case, select July 2013 from the drop-down list.

Now you can see a breakdown of Isaac s Income, Expenses, and Net Income. His rent stays the same for the first year, because Section 8 disregards all changes in total income due to earnings in the first year. But after Isaac works for 12 months, Section 8 counts half of his earnings. So his housing subsidy goes down and his rent goes up a bit. But he s still better off! Now take a look at another report. Click the Plan Recap tab. [The Plan Recap tab is displayed.] Plan Recap is helpful if you want to review the information you entered into the Estimator. Click the Timeline view. [The Timeline view is displayed. Sections and fields are highlighted as they are described.] The Timeline shows you changes that affect your income or benefits over time. You can click on the month and year to go to the Monthly Income and Expense tab for details. Tips on the right side of the screen give you an idea of what you need to do this month. Next take a look at the Health report. [The Health view is displayed. The screen scrolls down to show both the Key and the top of the timeline. Sections and fields are highlighted as they are described.] The Health view provides information for planning your health coverage options. It shows health coverage changes over time, based on changes to your income or benefits. The color coding allows you to see over time if your coverage will change from public to private, or to show a premium payment. In Isaac s case there are no changes to his health coverage. He ll be able to stay on Medical Assistance throughout the whole plan. For more detail, you can click on a month and year link. This takes you to the Monthly Income and Expense worksheet. Tips and explanations appear to the right of the timeline. Next, click on the Tips tab. Remember all the tips you saw while you were completing the Estimator? They appeared on the right side of the screens throughout the estimator session. Well, here they re all compiled and displayed on one screen, making it easy to review them without having to go back and try to find them again. Let s see what suggestions the Next Steps report has for us. You ve entered all this information and gotten your results. So now what? Whether you have a job offer waiting for you, or if you re just exploring for now, the information on this page helps you take the next step. Depending on your situation, there may be programs you should apply for, people you need to talk to, or other things you need to do. Check out the Find Local Services section to find social services near you, or try a series of searches based on the information you entered in the Estimator. Return now to the Results Summary. Click it now. [The Results Summary is displayed again.] Now that you ve seen the different types of information available to you, you might be thinking to yourself, This is a lot to remember. Well, don t worry. On the right side of the screen you have the Make PDF Report link. This allows you to print or save your report to a computer. You might also want to share it with someone, such as your county case manager, employment provider, or a family member. This report helps when you start talking about work with the

Sections are highlighted as they are described.] Here you can choose which report to build: The Basic Report, or the Advanced Report, simply by clicking the corresponding button. Beneath each button you can see a list of report information that will be included in your download. The only difference between the Basic Report and the Advanced Report is that the advanced report includes the Health and Monthly Income/Expenses sections. In this training you ll build an advanced report. Click on the Build Advanced Report link now. [The downloaded report displays. Report sections are highlighted as they are described.] Once the report has downloaded, you have some options. You can click on the Get it Now button to open the report or save the file to your computer. Or, you can use the fields beneath the Get It Now button to e-mail the report to your county case manager, vocational rehabilitation counselor, employment service provider, or family. Just complete the From, To, and Message fields, and click the Send button to e-mail the report. You ve now learned how to create and save an estimator session, and how to read and save the results of that session. Next, take a look at some quick ways you can change this plan, or add a new plan without having to reenter all your current benefits and income information. Click the Add Plan link to enter a new plan for Isaac to compare with the current plan. [The Create a Plan page is displayed.] One great thing about the Benefits and Work Estimator is that, once you enter all your current benefits and income information, you don t need to enter it again. The Estimator remembers your information so that you can create a new plan more quickly than you created the first one. Then you can compare your two plans to decide which one is better for you! Isaac enjoys playing computer games, and there s an opening at the game store down the street from his house. He d like to compare this plan to the Computer Technician plan you just entered. The name we ll give the new plan is Game Store. Enter it now, and click the Continue button. [The Game Store: About this Plan page is displayed.] Isaac will indeed have income from this new job. So leave Yes selected and click Continue. Once again, Isaac will have prescription drug costs of $12 per month. He has no child care expenses, and no other expenses. Enter 12 in the Impairment-Related Work Expenses field. Then, click the Continue button. [The Game Store: Your Work Expenses page is displayed.] He has no child care expenses, and no other expenses. So we can continue to the next screen. Click the Continue button now. [The entered data is highlighted.]

Confirm that the information you entered is correct by clicking the Continue button. [The Game Store: Add a Job page is displayed.] The job name is populated based on the name you just entered: Game Store. You can change this if you want, but for now, leave it as is. Isaac s first month of employment will be June 2012. He won t be self-employed, so you don t need to change this third field. For now, enter the first month of employment: 6/2012, and click Continue. [The Game Store: Job Detail page is displayed.] Isaac s wages will be entered hourly, and he won t get health coverage from his employer. So nothing changes on this screen. Click Continue. [The Game Store: Wages page is displayed.] Isaac would make $7.25 per hour on this job, and would be working 10 hours per week. He won t be making tips. Enter his wage, 7.25, and 10 as the hours per week. Then click Continue. [The entered data is displayed.] All of the information you entered is correct, so click Continue to confirm. [The Results Summary page for the Game Store is displayed.] Here are the results for Isaac s Game Store plan. Notice that Isaac is still better off with this job than he is now. And on the left you can see that Isaac s Medical assistance, MSA, and Food Support will all continue. Now, compare these results to those for the Computer Technician job. First of all, you can see here that both the Game Store and the Computer Technician jobs display in the Monthly Cash Available graph. The Game Store results appear as a solid green line, and the Computer Technician results appear as a grey dotted line. You can also click the Computer Technician tab in the upper left of the screen to see the details of the Computer Technician plan. Click it now. [The Results Summary page for the Computer Technician is displayed.] It looks like Isaac would be better off with the job as a Computer Technician because of the higher wages. Now that you ve added a new plan for Isaac and compared the results of the two plans, take a look at how to make changes to an existing plan. Normally you would first click the tab for the plan you want to change. In this case, you ve already selected the Computer Technician tab. So click on the Change Plan link now, to modify this plan. [The Change You Plan page is displayed. Each section of screen is highlighted as it is described.] On this screen you can change the information you entered related to your: Work Plan, Work Expenses,

Household situation, or Unearned Income. You can either edit the information and apply it right away by clicking the Edit link, or you can enter additional information that will apply to your situation in the future by clicking the Add future change link. Try it out based on some new information about Isaac s job. Once he finishes his training, Isaac decides to take the job as a Computer Technician. He loves it. Besides having more money, he s made new friends, and learned a lot of new skills. A year after he starts working at the electronics store, Isaac s boss asks if he s ready to move into a new position. There s an opening for a full-time computer technician and his boss thinks he should apply. Isaac is thrilled with the possibility of earning more money, but he knows that more money could mean changes to his benefits. Under Your Work Plan, you can see Isaac s initial computer technician job. Now, check out how this future job will affect Isaac s results. Click the Add future change link. [The Work Plan Changes page is displayed.] On this screen you can add your changes and select the date when they ll apply. Isaac s new job would pay $12 an hour $3.00 an hour more than he s currently earning. Plus, he d be working 20 hours more each week. The new position would start in June 2013. In the When will this change happen? field, enter 6/2013. In the Wage field, enter 12. In the Hours field, enter 40. Then, click the Add this Change button. [The Change Your Plan page is displayed.] Now you can see the new job information added to the Your Work Plan section of the Change Your Plan screen. At the bottom of this screen you can see how the change in the work plan affects Isaac s results. Click the Back to Results button. [The Results Summary is displayed again.] Here you can see that Isaac is still better off when the new salary and hours take effect. Even though his SSI benefit will end and his rent increases after the first year, he s still got more money each month. And his cash available increases over the next six months and two years, according to our Snapshot view. Don t forget: You can get a printout of the complete report by clicking the Make PDF Report link. You can also print a single results page by clicking the Print this page link. Or, you can e-mail the page to a case manager or family member by clicking the Email to a friend link.
