Competitions will be held in Berhampur Stadium, Berhampur, Dist: Ganjam, Odisha, Pin: 760001, as per the schedule which will be prepared by the CBSE Observer, one week before and the same will be uploaded in the School s Website. b. Shared accommodation shall be provided in Classrooms at D.A.V. Public School, Berhampur. c. Shared accommodation shall be provided only for Players, only one Coach and one Team Manager. d. Parents are not allowed to stay in school. e. Schools should bring their School Flags and Placard for March Past in the Opening Ceremony. f. All participating Schools to send duly filled up Annexure A, B, C, D, E & Registration Form as required within 20 th Sept 2017 by e-mail as well as by post. Originals to be brought and submitted at the time of reporting for competition. =============================================================================== GENERAL RULES FOR THE CONDUCTION OF KHO KHO (BOYS U-17 / U-19) AND (GIRLS U-17 / U/19) CHAMPIONSHIP 1. The rules as adopted by the Kho Kho Federation of India apply unless otherwise modified in these rules. 2. All the matches at Cluster level will be played on Knockout basis. In case the number of teams reporting are 8 or less than 8, the tournament may be conducted on league cum knock out basis. 3. From each Cluster, only first position winning team will qualify to participate in the CBSE National Championship in each category. 4. All the matches at National level shall be played on league cum knock out basis. 5. At National level: All the teams reporting may be divided into different pools in such a way that by and large no pool is of less than four teams. From each pool, the two teams emerging on top will qualify to play the knock-out stage matches. 6. In matches played on league basis, points for minus the total points against shall decide the tie. Should the tie still persist; it shall be decided by spin of coin. 7. A team shall consist of a maximum number of twelve players. 1

8. The school Organizing Cluster level competition shall take a Group Photo of the teams that have qualified to participate at National level competition. The photo shall be signed by the host school Principal and forwarded to the school organizing next level of competition along with the original entry Performa. 9. The decision of the Technical Committee / Referee shall be final. 10. Any photograph / video clipping other than from official camera shall not be considered for any reference. 11. Protest, if any, has to be submitted in writing by the team Coach / Manager with the Chief Referee, within 15 min of the announcement of result. The decision of the Jury of Appeal shall be final. 12. The team players reporting on 14 th Oct 2017 will only be allowed to participate in the Championship. Please send your team(s) accordingly. 13. The Host School will not be responsible for any mishap during the Championship or during journey. 14. All the participating teams will be provided lodging facilities. (Adequate and safe classrooms with clean bath and toilet) 15. Mattress and sheets will be provided for the teams staying. 16. The teams making their own stay arrangement will not be provided with mess and transport facility. 17. Accommodation will not be provided to the parents accompanying the participants. 18. The boarding charges shall be Rs.350/- per head per day including bedding charges. It is advised that from the health and safety point of view, all participating teams dine in the mess arranged by the Organizing school. 19. The participating schools will deposit payments (In Cash) against meals on full day basis and no part payment will be accepted and the participating schools will not insist for refund of part payment. PARTICIPATING SCHOOL Every affiliated school shall be entitled to enter its athlete / team in the CBSE Sports and Games Competitions. As soon as Calendar is uploaded on the Board s Website, the schools may fill-in the online discipline-wise Entry Proforma. No school will be permitted to participate unless they fill the online discipline-wise Entry Proforma and Offline / by-hand Entry Proforma will not be accepted. No team will be permitted to play unless accompanied by a teacher / coach at the venue. In no circumstances the composition of team shall change from Cluster / Zone to National. In extra ordinary circumstances the changes may be permitted, but only with prior permission from the CBSE, in writing. All expenses on items like travel, sports gear etc will have to be borne by the participating School. Every player / athlete / team shall carry with them the required documents as mentioned. Every team will carry their School Flag and Placard, for the purpose of March Past and to be used during the various ceremonies. Participation in March past is compulsory, failing which their right to participate can be forfeited. It is not obligatory on the part of Organizing School to provide food & transport facility to school / teams making their own stay arrangements. Also, it is the responsibility of the school / teams staying outside, to collect information with regard to matches / fixtures / program etc. Any non-designated person accompanying the team will not be entertained for any matter at the venue and will not be permitted to stay in the premises. 2

In case the player / team is being accompanied only by the parent, it should be informed by the Principal of participating school on the School letter head. ACCREDITED REPRESENTATIVES (TEACHER/COACH/MANAGER) All the teams shall be accompanied by a Coach / Manager designated by the participating school Principal. No team will be permitted to participate without accompanying official. No team shall be accompanied by more than two officials. In case of Girls participants, one of the accompanying officials must be a female. The officials accompanying the team shall have a valid Identity Card issued by their school Principal. No extra person shall be permitted to stay inside the school premises and on the play field along with the teams. ENTRIES Each school shall be entitled to enter only one team or individual for each tournament / meet / event. For the year in which Cluster / Zone / National level Championship is not completed in a particular discipline, the members of the participating schools, in that discipline for that year will not be considered for the purpose of award of Championship. A junior player can be permitted to play in senior age group, and then the participation in the original group will be forfeited. Soon after filling-in the entry proforma, schools shall make travel bookings and send the information to the Organizing school for making the necessary arrangements. Whatsoever the reason may be, on the spot entry and late entry will not be entertained. WITHDRAWING SCHOOL If a school, after filling-in its entry, wishes to withdraw from a tournament / meet, it shall give a written request of its intention to do so to the Organizing Secretary / School. School withdrawing without informing / requesting the Organizing school, will be penalized with a penalty or Rs.1000/-. IMPORTANT It is compulsory for all the participating schools to provide the following on arrival at venue: - a) To supply the original duly filled Registration Form, Annexure A, B, C, D & E countersigned by the concerned Principal. b) Attested copy of Date of Birth Certificate of the player for verification if asked for. c) To provide CBSE registration number for Student / Player studying in Class IX and above. ELIGIBILITY Age: The athlete / player should be within the particular age group on 31 st Dec of the year of competition. a. Only bonafide students shall be eligible to participate in the Inter-School tournaments / meets. Feeding any non bonafide student shall lead to disqualification of the team. b. A student, who has failed twice in a particular class, shall no more be eligible to participate. c. Incomplete information in any respect is liable for disqualification of team. d. Any violation in eligibility (over age or Impersonation) shall be dealt according to rules. e. The original eligibility Proforma of the Athletes / Players / Teams qualifying to participate from Cluster/Zone level to National level will have to be certified by the Organizing school at the 3

Cluster/Zone level as the case may be and forwarded to the National Organizing School, immediately after their Cluster / Zone level competition is over. f. Medical checkup may also be applied by the Jury of Appeal appointed by the Organizing school in the cases of overage suspicion. g. A player shall be under 08; 10; 12; 14; 16; & 19 years of age on 31 Dec 2017. 1. Under 17 years: Born on or after 01.01.2003 2. Under 19 years: Born on or after 01.01.1999 h. All the supporting papers verifying the age of the player, etc in original, as per the CBSE Guidelines & Rules shall be carried personally by the Team Manager / Coach while reporting for participation. i. Any team / athlete not fulfilling the eligibility criteria before the commencement of the tournament / meet shall not be permitted to participate. DISQUALIFICATIONS A player / team may be disqualified / scratched for the following reasons. a. If the ineligibility of any member of the team is detected. b. Inclusion of non bonafide student in the team. c. Misbehavior on ground by athlete or accompanying official. d. Use of abusive language by athlete or accompanying official. e. Misbehavior with Officials / Opponents by athlete or accompanying official. f. Indiscipline at the place of stay by athlete or accompanying official. g. Damaging the school property. h. Indiscipline during the Opening and Closing ceremonies by athlete or accompanying official. i. Non participation in March Past. The Organizing School in no case shall show the eligibility performa or any other paper of a team to anyone who lodges the protest. It is only jury of appeal's prerogative to verify all the documents. The Organizing school shall submit details of the defaulters to the Jt. Director (Sports) reporting the names of the schools/athletes, in a separate cover. All such defaulters will be debarred from the participation in CBSE Inter School Sports and Games Competition for the next year. If any of such school resorts to unfair means again, in the subsequent years, it will be debarred for three years. PROTEST Protest of any nature in connection with the tournament shall be in writing and must reach the Organizing Secretary and CBSE Observer within one hour of the declaration of the result, duly accompanied by a fee of Rs.1000/- (Rupees One Thousand). Such a protest will be considered by Jury of Appeal, consisting of following:- (i) Principal of the organizing school; (ii) Organizing Secretary; (iii) CBSE Observer; (iv) One or two technically qualified people present at the venue. The parties under dispute may be heard before deciding the issue. In case the protest is upheld, the protest fee shall be refunded to the protesting school otherwise the fee shall be forfeited. The decision taken by the Jury of Appeal will be final and binding. The decision, together will full facts of the protest may immediately be reported to the Jt. Director (Sports) CBSE. 4

MANDATORY REQUIREMENTS I. Team Manager / Coaches shall provide the required documents for verification in original, if asked for by the controller. II. Team photo with school Principal along with the Registration Form and Annexure A, B, C, D & E duly countersigned by the concerned Principal shall be produced at the time of entry in the School Campus. III. For Players studying in class IX and above shall provide CBSE Registration number given. IV. Identity Cards to be brought by the students and coaches duly stamped and signed by the Principal. V. Proof of the payment of CBSE Annual Sports fee for the year 2017-18. VI. Girl participants should be escorted by Female Escorts (Manager). BOARDING AND LODGING Boarding & Lodging Charges will be Rs 350/- (Rs. Three Hundred & Fifty only) per day, per head to be paid in cash on the day of arrival. Boarding & Lodging Charges will be paid in advance which are refundable depending upon facilities used. Security Deposit of Rs 3000/- (Rs. Three Thousand only) (in Cash) will also be made by each team at the time of entry which is refundable. All the Team Managers and Players will be accommodated in the school planned separately for Boys and Girls. No accommodation for parents or any other person accompanying. No costly items or jewelry etc. are to be brought to the campus during championship as the school will not be responsible for the loss of any personal belongings.
