Dalhousie University Annual Report on Senate Reviews: 2005-06 by Senate Academic Priorities and Budget Committee (SAPBC) Status of Reviews 1. Faculty of Law This review was completed and the final report (including external reviewers reports) was forwarded to the Dean, Faculty of Law on July 5, 2005. SAPBC met with the Review Committee and the Dean of the Faculty of Law on March 6, 2006 to discuss the Faculty s response to the report. 2. Faculty of Health Professions The Committee s final report was submitted to the Chair of Senate on September 22, 2005 along with the report of the external reviewers. Subsequently, the reports were forwarded to the Dean of the Faculty of Health Professions. This review was expedited in view of the fact that Lynn McIntyre, previous Dean, was leaving on June 30, 2005 and would not be available for consultation after that. While the report was not completed prior to her leaving, the review was completed in much less time than normally required; the Chair and members of that committee are to be commended for their dedication to working within a very tight time line. SAPBC met with the Review Committee and the Dean of the Faculty of Health Professions on March 20, 2006 to discuss the Faculty s response to the report. 3. Faculty of Graduate Studies This review has been completed and the final report has been submitted to the Chair of Senate. The report has been forwarded to the Faculty of Graduate Studies for its response. Early in the fall, SAPBC will meet with the Dean and the Review Committee to discuss the report and the Faculty s response. 4. Faculty of Computer Science The Review Committee has been appointed by SAPBC. However, there is still a need to identify and appoint a student member. It is hoped that preliminary meetings with the senior administration will be held prior to the end of June. June 20, 2006 SAPBC Annual Report on Senate Reviews: 2005-06 Page 1 of 4

Plan for 2006-2011 Appendix A provides a suggested schedule of Senate Reviews for the period ending June 2011. As proposed in the 2003 revision of the Procedures and Terms of Reference for Committees Conducting Senate Reviews of Faculties, the schedule coordinates the Senate Reviews with the ends of Deans terms. The intent behind this provision is that the Senate Review can then inform the Deanship review and/or search, as well as the establishment of priorities for the next Decanal term. While such a schedule leads to some unevenness in the number of reviews conducted each year, the coordination with the Deans terms seems to be useful. There is no change from last year in the proposed schedule of Reviews of Faculties and of the College of Continuing Education. There are three additions to the schedule. The Senate Review of the University Libraries has been scheduled to begin in January 2007, with the Report being submitted in the Winter/Spring of 2008, prior to the completion of the term of the University Librarian on June 30, 2008. The review of the Faculty of Medicine was inadvertently omitted from the previous schedule and is now included. The review of Dalhousie s relationship with the Nova Scotia Agricultural College (NSAC) has been scheduled to begin in January 2008, so the review would be completed prior to the expiration of the Dalhousie-NSAC Agreement on June 30, 2009. (The Vice-President Academic and Provost expects a new three-year agreement to be signed effective July 1, 2006.) In addition to that review, Dalhousie also will participate in the review of the NSAC B.Sc. program. The B.Sc. review will commence shortly in order to link to NSAC s accreditation review. The timing of the review of Dalhousie s relationship with the University of King s College is to be determined. External Reviewer Reports The Terms of Reference for Faculty Reviews indicate that external reviewers shall visit the campus at the same time but shall independently prepare and submit to the Review Committee reports containing commentary and explicit recommendations. In two of the recent reviews, external reviewers requested permission to submit a joint report rather than independent reports. SAPBC has agreed (June 19, 2006) that, at the discretion of the Review Committee, External Reviewers may submit a joint report. Unit and Program Reviews The major document that tracks unit and program reviews has been revised and will be made available on the Senate website. Issue identification meeting with President, Vice-President Academic and Provost, Vice- President Research, Dean of the Faculty, and Dean of Graduate Studies. Selection of external reviewers and site visit confirmation. Receipt of self-study by end of June. Phase 3: Relevant materials sent to externals (July). Committee active in interviewing stakeholders. Externals site visit. Receipt of externals reports. Phase 4: Committee drafts report. Dean reviews draft report for errors in fact. Final report submitted to SAPBC. Dean submits formal response and meets with SAPBC. SAPBC considers the final report (See item 14 of the Terms of Reference). Phase 5: Vice-President Academic and Provost reports back (12-18 months after final report approved by SAPBC) to SAPBC regarding the Faculty s response to the report.
