Form of Government CERTIFICATION OF RULING ELDER SECOND PRESBYTERY, ASSOCIATE REFORMED PRESBYTERIAN CHURCH 10.6 Those entitled to sit as members of this court also shall include at least one elder from each congregation. 10.7 Congregations having more than three hundred communicant members are entitled to send two elder representatives, the basis for representation continues in this proportion. The stated clerk of each Presbytery shall submit to the principal clerk of the General Synod a statement stating the Presbyters are duly certified. Certificate is to be filled out and signed by the Moderator or Clerk of Session. ------------------------------------------------------------------------------------------------------------------------- The Session of the Church, meeting on 20,hereby appoints Ruling Elder to be the delegate of this congregation to the meeting of the Second Presbytery of the Associate Reformed Presbyterian Church to be held at the Church on, 20, or wherever and whenever the said court shall meet, to consult, determine, and vote on all things that may come before the Court, according to the Word of God and the Standards and Constitution of the Associate Reformed Presbyterian Church. Announcements: The Fall Meeting of Presbytery will be held on October 9, 2018. The meeting will be at the Christ Reformed ARP Church of the Carolinas in Anderson, SC. The meeting begins at 10:00 AM. Called Meeting of Second Presbytery 15 April 2018 Devenger Road Presbyterian Church Note: The Meeting followed the ordination and installation service for Mr. Andrew Di Iulio which began at 4:00 p.m. Moderator Calvin Draffin called the meeting to order at 5:30 p.m. QUORUM established by Reading Clerk John Paul Marr (see BoD 10.12) Moderator Draffin opened the word in prayer. Reading Clerk Marr read the purpose for the Meeting: After the [ordination and installation] service Presbytery will meet to act upon the request from the Committee on Stewardship that they be made a Commission for the purpose of finalizing the sale of the Bethlehem Church property. At the request of the Moderator, Charles Wilson gave an update on the progress of Stated Clerk Eric Skaar and his continuing therapy. Reading Clerk read the Recommendation from the Committee on Stewardship. MOTION: [The Committee on Stewardship] moves that the Committee on Stewardship be made a Commission in order to do all things necessary to sell the Bethlehem Church building and the remaining property of 1.4 acres. Discussion ensued noting that the Committee on Stewardship is working with Randy Newton, esquire to finalize sale of the property. The approach to the sale follows how the Committee sold the McCormick ARP church building and property. The plan is to sell the property at no interest, with $5,000.00 down, and then receiving $10,000 each year for ten years (total $105,000). A question was raised regarding if there is a default in the payments. The answer was that the property would revert to Second Presbytery ownership. MOTION voted upon; motion approved unanimously and so ordered. Mark Wright offered up prayer, mindful of the word of the Committee, the ministry that will continue at the Bethlehem property, and for Eric Skaar and his continuing therapy. ANNOUNCEMENT: Peter Waid will have surgery Thursday 18 April 2018. Charles Wilson prayed for Peter Waid, his wife, his children, and his health. 7

Yaroslav Vizzousui, Belarus Teaching Elder Vladimir Chigir, Belarus Ruing Elder Andrew Di Iulio Guest Guest Student of Theology (following his ordination and installation he became a Teaching Elder) Executive Committee Report The Executive Committee met on May 7, 2018. The Parliamentarian gave a report in which he stated that the motion to approve the Church Planting Explorer Proposal, including funding of $40,000 from Presbytery was inconsistent with our manual of procedure. This was due to the fact that the motion included monies which were not included in the Presbytery budget. Our manual of procedure states the Stewardship committee will: [r]ecommend to Presbytery for approval all expenses not covered by Presbytery's annual budget. Since this motion did not come from the Stewardship committee, it is out of order. The Parliamentarian suggested that Presbytery rescind the action at the summer meeting and that the Stewardship Committee make the motion regarding the Church Planting Explorer Proposal and budget at that meeting. The Committee approved time for Mr. Fred Turner to give a presentation on Camp Joy at the Summer meeting. RECOMMENDATIONS: 1. Presbytery rescind the approval of the Church Planting Explorer Proposal, including funding of $40,000 from Presbytery. 2. That Presbytery approve a similar motion from the Stewardship Committee. Church Extension Committee Church Extension Committee Report to Second Presbytery Summer Meeting 2018 In view of the full Presbytery docket and limited time available for this Presbytery meeting, the Church Extension Committee s report will be brief. 9
Village Presbyterian Church at Verdae - Mission Developer, Jay Crout Mission Developer Jay Crout will give a short oral report. Clemson Korean Church Mission Developer Jae Park The Church Extension Committee is still looking for elders to serve as provisional session members for a two-year term of service. If you are willing, or, know of someone who might be willing to serve with Jae, please let one of the Church Extension Committee members know. Exploratory Work in Savannah, Georgia Soren Kornegay Regarding the Exploratory Work in Savannah, Georgia, at its Spring 2018 Stated Meeting, Presbytery approved the process that the minister credentials transfer and examination, and the formal call be conducted at the June Summer meeting of Presbytery. Per Presbytery action, the Church Extension Committee has worked with the Minister & His Work Committee to complete a formal call for Rev. Kornegay. This call will be presented by the Minister & His Work Committee in their report to Presbytery. As also approved by Presbytery at the Spring Meeting, The terms of the call will be retroactive to June 1, 2018. Recommendations: None directly but a Call to Ministry for Rev.
