F.No.3-1/2001-PCI PHARMACY COUNCIL OF INDIA (Annual Report on the Activities of the Council during 2014-2015) (1 st April, 2014 to 31 March, 2015) The Pharmacy Council of India (PCI) is a body constituted under Section 3 of the Pharmacy Act, 1948 to regulate the profession and practice of Pharmacy. The Central Council consists of the following members, namely:- a) six members, among whom there shall be at least one teacher of each of the subjects, pharmaceutical chemistry, pharmacy, pharmacology and pharmacognosy elected by the University Grants Commission from among persons on the teaching staff of an Indian University or a college affiliated thereto which grants a degree or diploma in pharmacy; b) six members, of whom at least four shall be persons possessing a degree or diploma in, and practising pharmacy or pharmaceutical chemistry, nominated by the Central Government; c) one member elected from amongst themselves by the members of the Medical Council of India; d) the Director General, Health Services, ex officio or if he is unable to attend any meeting, a person authorized by him in writing to do so; dd) the Drugs Controller, India, ex officio or if he is unable to attend any meeting, a person authorised by him in writing to do so; e) the Director of the Central Drugs Laboratory, ex officio; f) a representative of the University Grants Commission and a representative of the All India Council for Technical Education; g) one member to represent each State elected from amongst themselves by the members of each State Council, who shall be a registered pharmacist; h) one member to represent each State nominated by the State Government, who shall be a registered pharmacist:

2 OBJECTIVES OF THE COUNCIL The Council is responsible for - Prescribing minimum standards of education required for qualification as a pharmacist; Uniform implementation of educational standards; Approval of course of study and examination for pharmacists; Withdrawal of approval; Approval of qualifications granted outside India; and Maintenance of Central Register of pharmacists. The Central Council constitutes an Executive Committee consisting of the President, the Vice President and five other members elected from amongst its members. In addition, the following other committees are, also functioning in the Council:- a) The Education Regulations Committee b) The Professional Pharmacy and Public Relations Committee c) The Law Committee d) The Finance Committee The following are the office bearers and the officers of the Council during the year under report:- 1. 3 ACTIVITIES OF THE COUNCIL DURING 2014-2015 1. Inspections arranged The Council arranged 1452 inspections of diploma, degree and Pharm.D. institutions during the period under report. 2. Meetings of the Council:- A) Central Council Meeting held on:- - 12 th & 13 th May, 2014-22 nd & 23 rd December, 2014 B) Executive Committee Meetings held on:- - 12 th & 13 th June, 2014-13 th July, 2014-21st August, 2014-25 th October,2014-1 st & 2 nd December, 2014-13 th & 14 th February 2015 Outcome of the Meetings :- - Approval of 387 Diploma & Degree institutions was extended u/s 12 of the Pharmacy Act, 1948. - 48 new Diploma & Degree institutions were granted approval u/s 12 of the Pharmacy Act, 1948. - 17 new Pharm.D institutions were granted approval for the conduct of course. - 15 New Pharm.D (Post Baccalaureate) institution were granted approval / extended approval u/12 of the Pharmacy Act, 1948.

4 3. Present status of Approved Pharmacy Institutions in the Country:- Courses Approved institutions Admission capacity Diploma in Pharmacy 723 43,300 Degree in Pharmacy 1008 67,318 4. Continuing Education Programmes Continuing Education Programmes (CEPs) play an important role in the growth of the knowledge bank of the pharmacists. The PCI from its own resources is giving financial assistance of Rs.25,000/- per course subject to ceiling of 12 course per annum to the State Pharmacy Councils for the conduct of CEPs for pharmacists from December, 2014. 5. Grant under 11th Five Year Plan A new initiative for strengthening/upgradation of Pharmacy institutions and continuing education programme for pharmacy teachers and practicing pharmacists was approved by the SFC under the Chairmanship of the Secretary (Health & Family Welfare) for Rs.85.00 Crores during 11 th Five Year Plan. However the scheme could not be implemented during the 11 th plan period. As desired by the Ministry of Health & Family Welfare, the scheme in the modified format of EFC has been sent to the Ministry for implementation during 12th Five Year Plan. 6. Implementation of Right to Information Act, 2005 The Council has implemented the above Act in letter and spirit. The information sought is promptly given within the stipulated time.

5 7. Revised Budget Estimates The Revised Budget Estimate of the Council for the year 2014-2015 is Rs.1939.23 lacs. 8. New Regulations PCI with the approval of the Ministry of Health & Family Welfare has notified the following Regulations in the official Gazette - a) Minimum qualification for Teachers in Pharmacy institutions Regulations, 2014. b) The Master of Pharmacy (M. Pharm) course Regulations, 2014. c) Pharmacy Practice Regulations, 2015. d) Bachelor of Pharmacy (Practice) Regulations, 2014. e) Bachelor of Pharmacy (B. Pharm) course Regulations, 2014. These Regulations have also been posted on PCI website. 9. Amendment in ER. 1991 & Pharm. D Regulation 2008- regarding animal experimentation PCI has published an amendment in the above Regulations on 28.8.2014 in Gazette of India providing therein as under- Wherever animal experimentations are prescribed in the curriculum, the required knowledge and skill should be imparted by using computer assisted modules. Animal hold area shall be as per the CPCSEA guidelines. 10. Proposed amendments in the Education Regulations,1991 The amendments in the existing Education Regulations, 1991 have been consolidated and forwarded to all the State Government / Union Territories for comments. The same is also placed on the Council s website

6 11. PCI delegation met the Hob ble Health Minister The PCI delegation met the Hob ble Health Minster Shri J.P. Nadda on 1.12.2014 and apprised him about the activities of the PCI. In order to support the initiative of the Hon ble Prime Minister Swachh Bharat Abhiyan, PCI intends to launch a compaign in the name of Pharmacist for Swachh and Swasth Bharat by speading the awareness as to how expertise of Pharmacists can be utilized in preventive cure for Swasth Bharat. During this abhiyan, the PCI also intends to honour the eminent Pharmacy professionals in the country. 12. Pharm. D inspectors workshop In order to apprise the inspectors about the importance of inspection report vis-a vis Pharm. D Regulation 2008, a workshop of Pharm. D inspectors was held on 16.9.2014. The workshop was attended by 73 inspectors. 13. Pharmacists Day celebration The poster for Pharmacists Day (25 th September, 2014) was launched. Further the said poster was published in Shubh Yatra, the inflight magazine of Air India (September, 2014) alongwith half page article on the topic Pharmacists: They do more than just count your pills! 14. Specification of Pharm. D qualification / Doctor of Pharmacy Degree u/s 22(3) of the University Grants Commission Act, 1956 as an approved qualification The PCI approached the UGC to include the Pharm.D. qualification in the list of degrees specified u/s 22(3) of the UGC Act. The UGC vide notification dt.5-11 July, 2014 has specified the Pharm.D. course as a post graduate qualification. The said notification has been uploaded on the Council s website.

7 15. PCI Website PCI website is updated on daily basis. 16. Student Data Regarding students monitoring system, student module was uploaded on Council s website and institutions have been asked to fill up the data of year wise admissions made in their respective institutions. 17.
