Citizen Engagement Sub-group Purpose The Citizen Engagement sub-group works to promote awareness and understanding of safeguarding adults, and to develop systems that gather learning from people s experiences to inform the development of safeguarding adults in Leeds. 1. Provide information in a range of formats to promote knowledge and awareness of safeguarding adults 2. Establish pathways for distributing information about safeguarding adults and the achievements of the Safeguarding Adults Board. 3. Work with partner organisations and other Boards, to identify opportunities to promote safeguarding adults with their networks and customers. 4. Undertake engagement events and campaigns to promote safeguarding adults, in accordance with the strategic aims of the Board. 5. Develop systems to gather learning from the adult at risk, and that of others who have direct experience of the safeguarding adults procedures. 6. Advise the Board on learning and feedback from partners and engagement events. Membership and quoracy Membership will be determined by the sub-group, with an option to invite additional membership for specific areas of work. If formal decisions are required, quoracy will be one member from the NHS, one from LCC and either the Chair or Deputy Chair. Responsibilities: 2. Provide each Board Meeting with an update on progress, achievements and potential barriers to achieving the Board s strategic aims and Annual Plan 4. Work closely with other sub-groups ensuring effective communication and

Quality Assurance and Performance Sub-group Purpose The Quality Assurance and Performance sub-group works to set and maintain safeguarding practice standards, identify areas of potential improvement and develop policies, procedures and guidance that support and promote best practice. 1. Establish Quality and Performance Standards and a Multi-Agency Audit framework for evaluating practice. 2. Develop a Quality Assurance Framework that uses information from single agency audits, multi-agency audits, national comparator information and information from the wider partnership to inform the Board of achievements, areas of concern and areas of required practice development. 3. Provide regular reports to the Board on quality and performance issues, and progress towards its strategic priorities, making recommendations for action. 4. Work closely with the Citizen Engagement sub-group to learn from people s experiences of the safeguarding adults procedures, and to inform and guide areas of focus for engagement work. 5. Use evidence collated to advise the Learning and Improvement Sub-group of development priorities. 6. Evaluate the effectiveness of our policies, procedures and guidance and develop these to promote best practice. 7. Work with individual agencies and wider Boards, such as the LSCB and Safer Leeds, to share learning and support partnership initiatives that improve outcomes for citizens in Leeds. 8. Work with the Safeguarding Adults Review Sub-group to ensure learning from Safeguarding Adults Reviews is embedded in practice. Membership and Quoracy Membership will be determined by the sub-group, with quoracy decided by the Chair according to the nature of the issues being considered. Responsibilities: 2. Safeguarding Adults Review Sub-group Purpose The Safeguarding Adults Review Sub-group of the LSAB oversees the statutory Safeguarding Adults Review functions on behalf of the Leeds Safeguarding Adults Board, consistent with the requirements of the Care Act 2014. 1. Secure compliance with the Leeds Safeguarding Adults Review Procedure and the requirements of the Care Act 2014 and associated statutory guidance. 2. Advise on the procedure s effectiveness and best practice in the conduct of such reviews. 3. Consider referrals for review against statutory criteria and make recommendations to the Chair of the Board. 4. Promote transparency and objectivity and ensure declarations of interest and any conflicts of interest at all meetings and during reviews. 5. Recommend key areas of influence for reviews where appropriate 6. Appoint Safeguarding Adults Review independent chairs and panels. 7. Receive, consider and quality assure serious case review overview and executive summary reports, making recommendations for publication and dissemination of reports. 8. Report Safeguarding Adults Review findings, outcomes, recommendations and learning to the Safeguarding Adults Board. 9. Work with other sub-groups of the Board in to ensure a continuous cycle of learning and improvement in safeguarding adults in Leeds. 10. Provide an annual review of all Safeguarding Adults Reviews undertaken. Membership and Quoracy The Safeguarding Adults Review Sub-group of the Leeds Safeguarding Adults Board has a required membership of senior managers from the following agencies: Leeds NHS CCG Leeds Adult Social Care West Yorkshire Police Leeds and York Partnership NHS Foundation Trust Leeds Teaching Hospitals NHS Trust Care Quality Commission Leeds City Council Housing Leeds Community Safety Leeds Community Healthcare NHS Trust The group must have attendance by Adult Social Care, NHS Leeds CCG and West Yorkshire Police for it to be quorate. If the nominated representative is unable to attend, a deputy must attend in their place.

Learning and Improvement Sub-group Purpose: The Learning and Improvement Sub-group of the Leeds Safeguarding Adults Board (LSAB) works to assure the LSAB that organisations with safeguarding adults responsibilities in Leeds have the required Learning and Improvement strategies in place and training is provided at standard required for these individuals Governance: The Learning and Improvement sub-group reports to the Leeds Safeguarding Adults Board and is required to do so at each meeting of that Board. The Chair of the subgroup is accountable to the Independent Chair of the LSAB. All meetings will be minuted. Develop, implement and review the LSAB Learning and Improvement Framework. Establish and maintain systems, tools and processes to enable monitoring, reporting and quality assurance of training and workforce development opportunities. Develop, embed and seek assurance against a safeguarding adults competency framework. Membership and Quoracy Leeds NHS Clinical Commissioning Groups, West Yorkshire Police and Leeds City Council Adult Social Care are required members of the sub-group, whose representation is required for quoracy. Additional members will be determined by the sub-group but should be representative of organisations with safeguarding adults responsibilities in Leeds. Responsibilities: 2.
