TEXAS STATE TECHNICAL COLLEGE PERFORMANCE MEASURES DEFINITIONS FY 2018-19 Budget Structure OUTCOME MEASURES Goal 1: Measure 1: Percent of 1st-time, Full-time, Degree or Certificate-seeking Students Graduated Within 3 Years First-time, Full-time Degree, Certificate, or Credential seeking Students who Graduated Within Three Years with Either an AAS Degree or Certificate - Students who (1) enrolled at the specific TSTC college for the first time, (2) were enrolled for 12 or more semester credit hours as of the official census date in their first semester of enrollment, (3) declared they were seeking either an Associate of Applied Science (AAS) degree or a vocational/technical certificate in their first semester of enrollment, and (4) graduated within three years. Excludes part-time students and students enrolled in external articulated programs. The Coordinating Board's Educational Data Center maintains certified data relevant to this measure, but final certification may not take place in time for reporting deadlines. Data sources are TSTC's administrative computer database (COLLEAGUE) and This measure is calculated by assigning students who meet the criteria as "firsttime, full-time degree or certificate-seeking students" to a term-and locationspecific cohort. Each term's cohort is tracked for three years and the status of each student is determined as of the end of the three-year period--either certified as having graduated or not certified as having graduated. The number of students certified as having graduated and the total number of students in the cohort are summed for each of the three cohorts whose third year ends in the fiscal year being reported. Then, the total annual number of students certified as having graduated is expressed as a percentage of the total number of students in the annual cohort. Note: TSTC changed from a quarter calendar to a semester calendar effective Fall 2000. See TSTC's Agency Strategic Plan for the 2001-2005 Period for the estimated impact of this change. This measure indicates TSTC's success in assisting students to complete educational programs. Page 2 of 16

Measure 2: Number of Associate Degrees and Certificates Awarded Annually Number of Associate Degrees and Certificates Awarded - Total number of THECB-approved associate of applied sciences degrees and vocational/technical certificates awarded for the fiscal year. May include multiple awards to the same student. The Coordinating Board's Educational Data Center maintains certified data relevant to this measure, but final certification may not take place in time for reporting deadlines. Data sources are TSTC's administrative computer database (COLLEAGUE) and This measure is calculated by summing the number of associate degrees and certificates awarded during the fiscal year. This measure indicates the successful completion of TSTC educational programs by students. Page 3 of 16

Measure 3: Number of Minority Students Graduated Annually Minority Students Graduated - Students who report that their ethnic origin is African-American, Hispanic, Asian-Pacific Islander, or Native American and who graduate with an Associate of Applied Science (AAS) degree or a vocational/technical certificate during a fiscal year. The Coordinating Board's Educational Data Center maintains certified data relevant to this measure, but final certification may not take place in time for reporting deadlines. Data sources are TSTC's administrative computer database (COLLEAGUE) and This measure is calculated by determining the unduplicated number of minority students who were certified as having graduated during the fiscal year. Students indicating an ethnicity of Multi-racial, one of which is African American should be included as African-American students. This measure indicates TSTC's success in successfully graduating minority students. Page 4 of 16

Measure 4: Number of Former TSTC Students Working after One Year of Not Attending TSTC Number of former TSTC students who are found working in the Texas economy after a period of one year of not attending TSTC. Only students who have accumulated 9 semester credit hours (or the equivalent in continuing education credit) are included in the initial cohort for this measure. Students must be found working in 3 of 4 calendar quarters following the oneyear period of not attending TSTC to be included in this count. The TWC workforce data includes about 90 percent of employment in Texas. Some students do not provide a Social Security number (SSN) to TSTC and therefore are excluded from this measure. Data sources are TSTC s administrative computer database (COLLEAGUE), for last date of attendance, and quarterly TWC workforce data made available to TSTC under contractual arrangements with TWC. Cohorts of students who were enrolled in a calendar quarter of the Initial Year and who were not enrolled during the next four calendar quarters at TSTC are matched by Social Security number with TWC workforce data for the four quarters following the year of non-enrollment at TSTC. Students who were found in 3 of the 4 calendar quarters of the Matching Year are included in the count for the Measurement Year. These time frames are defined as follows: Initial Year includes the 2 nd, 3 rd, and 4 th quarters of the calendar year three years removed from the Measurement Year and the 1 st quarter of the calendar year 2 years removed from the Measurement Year. Matching Year includes the four calendar quarters beginning one year after the end of the calendar quarter in which each cohort was no longer enrolled at TSTC. The Matching Year is different for each quarterly cohort. Measurement Year is the current reporting year for LBB/GOBP Performance Measures. See Figure 1. at the end of of this document) This performance measure provides a view into the value of TSTC education and training on Texas industry and the economy. Page 5 of 16

Matching Year includes the four calendar quarters beginning one year after the end of the calendar quarter in which each cohort was no longer enrolled at TSTC. Annualized salaries of students who were found in 3 of the 4 calendar quarters of the Matching Year are included in the total annual salaries of employed former students for the Measurement Year. The sum of the quarterly earnings of each cohort s former students is included in the total annual salaries of employed former students if salary data is found in each of the four quarters of TWC data. If only three quarters of data is found for a former student, then the salary is annualized as follows: Annualized Salary = Total Salary summed for 3 quarters divided by 3 and multiplied by 4 These annualized salaries are then included in the total annual salaries of employed former students. The time frames are defined as follows: Initial Year includes the 2 nd, 3 rd, and 4 th quarters of the calendar year three years removed from the Measurement Year and the 1 st quarter of the calendar year 2 years removed from the Measurement Year. Matching Year includes the four calendar quarters beginning one year after the end of the calendar quarter in which each cohort was no longer enrolled at TSTC. The Matching Year is different for each quarterly cohort. Measurement Year is the current reporting year for LBB/GOBP Performance Measures. EFFICIENCY MEASURES Goal 1: Strategy 1: Measure: Instruction and Administration Administrative Cost as a Percent of Operating Budget. Administrative Cost as a Percent of Total Expenditures - Summation of Institutional Support expenditures for E&G, Designated, and Restricted current funds expressed as a percentage of the total expenditures in those categories. Data sources are TSTC s administrative computer database (COLLEAGUE) and TSTC s annual financial report.. This measure is calculated by dividing the total of Institutional Support expenditures for E&G, Designated, and Restricted current funds by the total expenditures for current funds, excluding Auxiliary. The resulting quotient is multiplied by 100 to yield a percentage. This measure indicates the proportion of the operating budget being spent on administrative costs. Page 8 of 16

The Coordinating Board's Educational Data Center maintains certified data relevant to this measure, but final certification may not take place in time for reporting deadlines. Data sources are TSTC's administrative computer database (COLLEAGUE) and This measure is calculated by summing the total contact hours for all courses each reporting period from certified CBM004 and CBM00C data and then summing for the fiscal year. This measure reflects the quantity of course work delivered in a fiscal year. Page 9 of 16

Goal 1: Strategy 1: Measure 2: Instruction and Administration Percent Contact Hours Completed Annually at the End of the Reporting Period Percent of Contact Hours Completed Annually at the End of the Reporting Period - Number of contact hours completed in a given reporting period in relation to the number of contact hours on the official census date of that reporting period during a fiscal year. The Coordinating Board's Educational Data Center maintains certified data relevant to this measure, but final certification may not take place in time for reporting deadlines. Data sources are TSTC's administrative computer database (COLLEAGUE) and data obtained directly from certified THECB reports (where This measure is calculated by dividing the number contact hours for which students are enrolled on the last day of the reporting period (CBM00S) by the number of academic contact hours for which students were enrolled on the official census date of that reporting period(cbm004 and CBM006). This measure provides an indicator of the course completion rate throughout the reporting period. Page 10 of 16
