FROSTBURG STATE UNIVERSITY THE SEARCH FOR THE DEAN OF THE COLLEGE OF LIBERAL ARTS & SCIENCES THE OPPORTUNITY Frostburg State University (FSU), a 5,400-student public, four-year university in Western Marylandand a member of the University System of Maryland, invites inquiries, nominations and applications for the position of Dean of the College of Liberal Arts and Sciences (CLAS). Reporting to Provost Elizabeth Throop, the Dean is responsible for providing leadership within the college and across campus. The preferred start date is January 2019 but is negotiable. Following the retirement of a long-serving dean, FSU is searching for the next Dean of the College of Liberal Arts and Sciences. The Dean is the chief academic and administrative officer for the College. The Dean provides oversight of and strategic leadership for the quality of undergraduate and graduate programs; student recruitment and retention; efficient use of resources, economic development and cultural outreach, effective use of technology; curricular and programmatic assessment, redesign, and innovation; P-12 outreach; space planning; professional development of the faculty; and assisting with fundraising for CLAS. Specific duties include: z Oversee and manage CLAS curricular offerings for efficiency and effectiveness, which incudes facilitating course redesign and developing new curriculum to meet emerging workforce needs. z Collaborate with faculty and staff to develop responsive new programs, revise existing programs, and work with faculty on academic prioritization. z Effectively manage the CLAS budget, based on a performance-based budgeting model. z Collaborate with other deans to create interdisciplinary and cross-college programs as needed. z Collaborate with faculty, staff, community members, and potential benefactors on issues of curriculum, experiential learning for students, career guidance, and potential sources of financial resources. z Work with faculty on continual improvement of tenure and promotion process (or, in the case of FTNTT and adjunct staff, annual evaluation); mentor chairs on management and leadership development. z Provide strong leadership in assessment of the General Education Program and all academic and co-curricular programs housed in CLAS, and institutional effectiveness. FROSTBURG S MISSION: Frostburg State University is a studentcentered teaching and learning institution featuring experiential opportunities. The University offers students a distinctive and distinguished baccalaureate education along with a select set of applied master s and doctoral programs. Frostburg serves regional and statewide economic and workforce development; promotes cultural enrichment, civic responsibility, and sustainability; and prepares future leaders to meet the challenges of a complex and changing global society. z Work with Advancement staff to develop and cultivate connections with potential donors for College-specific and university-wide financial needs. z Collaborate with respective offices on student recruitment and retention. z Support University s economic development and cultural outreach initiatives, z Work with students with academic disciplinary matters. z Other duties as assigned. The Dean oversees approximately 150 faculty and about 3,000 undergraduate and graduate students. Important functions include assuring a clear tenure and promotion process with appropriate constructive feedback given to department chairs, committee chairs, faculty, and staff; the Dean also is responsible for open conflict resolution and resolving issues at the lowest administrative level possible. The Dean will work in a data-rich environment to manage and lead existing and new programs; the Dean will also be able to assist faculty as they set academic priorities (based on valid data points). The Dean will be expected to support the efforts of faculty to integrate community engagement into their courses. CORE COMPETENCIES z Demonstrated knowledge and understanding of the principles, processes and requirements of planning, budgeting, financial planning and analysis for an organization of similar size and complexity of funding streams. z Proven ability to facilitate and reach consensus in committee structure with senior administration and with peers both internally and externally. z Demonstrated leadership ability with a proven record of success in communicating to and working with all levels of a rapidly changing organization. The University System of Maryland at Hagerstown The successful candidate will be prepared to meet frequently with the provost and colleague deans to address issues and concerns salient to the College and the University; she or he will also meet with colleague deans in the University System of Maryland regularly, as well as CLAS department chairs and a variety of advisory boards. The successful candidate will be eligible and willing to serve on regional and national boards.. 2

MINIMUM QUALIFICATIONS z A Ph.D. in a discipline represented within CLAS. z At least four years of experience at the department chair level or above. z Knowledge of performance-based budgeting. z A record of scholarship and/or creative activity. z Fierce commitment to resolving issues of inclusion and diversity z Ability to think with interdisciplinarity. z Demonstrated experience or clear potential for leadership in academic collaborations and collegial shared governance. z Excellent team skills in diverse environments z Ability to work in fast-paced and often-changing environment. z Strong organizational, writing, and presentation skills. z Experience with data-guided decision-making. PREFERRED QUALIFICATIONS: z Demonstrated excellence in strategic vision and action. z Expertise in program planning and execution in a variety of formats. z Experience with academic budgeting models, including performance-based. z Deep knowledge of contemporary issues in higher education.
