ex United Nations Educational, Scientific and Cultural Organization Executive Board Hundred and fiftyfourth Session 154 EX/22 PARIS, 5 March 1998 Original: English Item 6.2 of the provisional agenda INTERIM REPORT BY THE DIRECTORGENERAL ON THE UTILIZATION OF THE CONTRIBUTION OF THE UNITED KINGDOM OF GREAT BRITAIN AND NORTHERN IRELAND FOR THE PERIOD 1 JULY TO 31 DECEMBER 1997 SUMMARY The Executive Board, at its 152nd session, examined document 152 EX/59 containing the DirectorGeneral s proposals on the use of the contribution of the United Kingdom of Great Britain and Northern Ireland for the period 1 July to 31 December 1997. It approved the use of this contribution, amounting to $6,767,579 to finance projects within UNESCO priority programmes in favour of developing countries, especially the least developed countries (LDCs), taking account of the proposals contained in paragraph 4 of that document and also the comments made by Board Members during the debate on this item. The Board also requested the DirectorGeneral (a) to report to it on this subject at its 154th session; and (b) to report to it regularly on the status of implementation of these projects (152 EX/Decision 8.1 (Part III)). In accordance with this decision, the DirectorGeneral submits the present interim report, as of 27 February 1998, on the utilization of the contribution of the United Kingdom of Great Britain and Northern Ireland for the period 1 July to 31 December 1997. Decision required: paragraph 5.
I. BACKGROUND 1. Following the rejoining of the United Kingdom of Great Britain and Northern Ireland with effect from 1 July 1997, the 29th session of the General Conference examined document 29 C/64 and Addendum Recommendations of the Executive Board concerning the use of the contribution of the United Kingdom of Great Britain and Northern Ireland for the period 1 July to 31 December 1997. It invited the DirectorGeneral (i) to establish a Special Account for the contribution made by the United Kingdom for the period 1 July to 31 December 1997, for the purpose of financing projects within UNESCO priority programmes in favour of developing countries and especially the least developed countries; and (ii) to present project proposals with corresponding detailed cost estimates for approval by the Executive Board and to regularly report thereto on the status of implementation of these projects (29 C/Resolution 74). 2. Accordingly, in document 152 EX/59, the DirectorGeneral presented proposals, with corresponding cost estimates, to the Executive Board, which adopted the following decision (152 EX/Decision 8.1 (Part III)): The Executive Board, 1. Having examined document 152 EX/59, containing the proposals of the Director General concerning the use of the contribution made by the United Kingdom of Great Britain and Northern Ireland for the period 1 July to 31 December 1997, 2. Recalling 152 EX/Decision 8.1 adopted on 16 October 1997 and the resolution adopted by the General Conference at its 29th session under item 9.19 of the agenda, 3. Takes note of the establishment of the Special Account for the United Kingdom contribution to UNESCO for the period 1 July to 31 December 1997 and the Special Financial Regulations governing the operations of the Special Account, which are annexed to this decision; 4. Approves the use of the aforementioned United Kingdom contribution, amounting to $6,767,579, to finance projects within UNESCO priority programmes in favour of developing countries, especially the least developed countries (LDCs), taking account of the proposals contained in paragraph 4 of document 152 EX/59 and also of the comments made by Board Members when that document was examined; 5. Requests the DirectorGeneral: (a) (b) to report to it on this subject at its 154th session; and to report to it regularly on the status of implementation of these projects.
page 2 II. REVISED LIST OF PROJECTS AND STATUS OF IMPLEMENTATION 3. As stipulated in 152 EX/Decision 8.1 (Part III), the DirectorGeneral revised his proposals contained in paragraph 4 of document 152 EX/59 to take into account the comments made by Members of the Executive Board when that document was examined, as well as proposals subsequently received from Member States relating to activities to be funded from the United Kingdom contribution for the period 1 July to 31 December 1997. Annex I to this document contains the revised list of projects by major programme together with the corresponding and the status of implementation as at 27 February 1998. A breakdown of the projects by region and by country is given in Annex II. 4. It will be seen from Annex II that most of the funding (90 per cent) has been assigned for activities in the field. As of 27 February 1998, detailed work plans amounting to $1,601,500 had been received in respect of these projects, and expenditure incurred amounted to $615,400 or 9.1 per cent of the total allocation. Given the fact that the list of projects was finalized only at the end of 1997, sufficient time having been allowed for the receipt of proposals from Member States, the rate of execution during the short period that has elapsed could be considered satisfactory. Field offices and Headquarters units are taking the necessary steps to ensure timely implementation of the approved activities. III. DRAFT DECISION 5. The Executive Board may wish to adopt a decision along the following lines: The Executive Board, 1. Having examined document 154 EX/22, containing the interim report by the DirectorGeneral on the utilization of the contribution of the United Kingdom of Great Britain and Northern Ireland for the period 1 July to 31 December 1997, 2. Notes with satisfaction the revised list of projects submitted by the Director General which, in accordance with paragraph 4 of 152 EX/Decision 8.1 (Part III), takes into account the comments and proposals made by Member States, as well as the status of implementation of the projects at the end of February 1998; 3. Invites the DirectorGeneral to continue to report to the Executive Board on the status of implementation of these projects.
