Federal HQ requirements per NCLB no longer apply and the state now defines highly qualified as holding a NC Teaching in the area appropriate for the course taught. The Birth through Kindergarten Praxis II test is not required to hold the B-K license. Therefore, upon earning a B-K license, the teacher holding it is highly qualified to teach the birth through kindergarten child. Chart - State of Education Licensure ing Current State Licensure s / Date of Additional second language areas listed in NCSBE Policy LICN-003 that may be added based on achieving a proficiency level of at least Advanced Low on both ACTFL OPI and WPI include: Arabic, Chinese, Modern Greek, Hebrew, Hindi, Italian, Japanese, Korean, Portuguese, Russian, Swahili, and Turkish. Any other language areas not listed in LICN-003 may also be added as Other Foreign Language (585) based on achieving a proficiency level of at least Advanced Low where there is an ACTFL OPI and WPI (if available). **Although no test is required for the Academically Gifted (AIG) license if earned through a recognized educator preparation program, prospective AIG teachers may add the area by passing the Praxis Gifted Education test 5358 with a minimum qualifying score of 157 Passing Praxis II exam scores are required to qualify for the EC: Adapted Lateral Entry. Adding a teaching licensure area by testing requires passing scores on ALL Praxis,, or ACTFL exams that are currently approved by the SBE or ALL exams noted as being in phase out. If the phase out exam is used, it must have been passed during the window of time when the test was required for licensure. Current SBE approved tests and passing scores are required on/after the effective date noted to qualify for licensure.
