Scheduled Castes & Scheduled Tribes 473 SECTION - 10: SCHEDULED CASTES & SCHEDULED TRIBES This section depicts the levels of living of the socially disadvantaged sections through some selected indicators covering the demographic, economic and social sectors. The incidence of poverty among the social groups and also the outlays and expenditure figures under special programmes implemented for the welfare of these groups are also dealt with. 10.1 : State-wise SC and ST (rural) population data for 2011 are given. 10.2 : Data on percentage of SC and ST population in total rural population are shown for 2011. 10.3 : SC and ST (rural) population State-wise for 2001 are given. 10.4 : Size of SC & ST population in India along with decadal growth rates from 1971 to 2001, 2009-10 & 2011 are presented. 10.5 & 10.6 : The sex-wise literacy rates both among Scheduled Castes and Scheduled Tribes for 2001 & 2009-10 at All India level and in different States and UTs for the year 2009-10 are presented in these Tables. 10.7 & 10.8 : The social disparities in education are captured in these Tables though there has been impressive performance of the socially disadvantaged in the field of education over time. 10.9 : School enrolment ratios according to social groups for the year 2007-08 & 2013-14 are given in this Table. 10.10 : This Table provides data on social-group-wise drop-out rates at different stages for 2007-08 & 2013-14. 10.11 to 10.16 : The distribution of landholdings among Scheduled Castes and Scheduled Tribes according to size groups for the reference year 1990-91, 1995-96, 2000-01, 2005-06 & 2010-11 are presented respectively for each State and UT. 10.17 & 10.18 : The incidence of poverty among Scheduled Castes and Scheduled Tribes in rural & urban areas for the years 1983, 1993-94, 1999-2000, 2004-05 & 2009-10 are given. The State-wise incidence of poverty for 1993-94 and 2004-05 among SCs and STs are presented. 10.19 : The amounts released under the Special Central Assistance under Special Component Plan for Scheduled Castes for 2009-10 to 2011-12 in different States and UTs are shown. 10.20 : This Table contains data on number of villages under Pradhan Mantri Adarsh Gram Yojana. 10.21 : This Table contains the data regarding amounts released under Special Central Assistance under Tribal Sub-plan during 2006-07 to 2014-15 in respect of different States and UTs. 10.22 : The progress of MGNREGS for the years 2006-07 to 2015-16 is included in this Table. 10.23 : The status in regard to the number of Primary Health Centres, Sub-Centres and Community Health Centres established in tribal areas of different States as on March 2015 are shown in this Table.

474 Rural Development Statistics Highlights About 72 per cent of rural SC population reside in the seven States of Andhra Pradesh, Bihar, Madhya Pradesh, Maharashtra, Rajasthan, Uttar Pradesh and West Bengal. As far as STs are concerned, Chhattisgarh, Gujarat, Jharkhand, Madhya Pradesh, Maharashtra, Odisha and Rajasthan account for 70 per cent of the tribal population in rural India. The decadal growth rates of the all the social groups of SC and ST keep a declining pace from 1991 and the decline is more pronounced in SCs than others. The decadal growth rate of SC is less than the overall growth rate by about 2 percentage points while that of ST s from the overall growth rate by 3.66 percentage points. The gender differences in literacy levels have been still existing in all social classes. The literacy rate of females among SCs has been growing faster than that of STs. The backwardness of the States is also reflected in literacy levels. In States like Assam, Bihar, Kerala and Uttarakhand, the literacy rates among SCs and STs are very close. Though drop-out rates have been falling, they are still high. The gender disparity has reduced considerably at the primary stage. Gross enrolment rates for 2013-14 are higher among SCs than STs. At classes I-V (6-11 years) and VI-XII (11-14 years). The figures respective for these two classes are 111.5 and 110.2 and 94.8 and 86.1 (for SCs and STs respectively). The landlessness among various social groups has been reducing and there has been increase in the concentration of marginal holdings. The percentage of households with less than one hectare is relatively more among STs compared to SCs. The shares of marginal holdings in operated area for different social groups in various States are low which can be interpreted as an indicator of economic inequality within each group. The gender disparities in landholdings are conspicuous in all farm size categories. Poverty among SCs has declined almost at the rate of one per cent per annum during the last two decades ending 2011-12, while such decline among STs is about 0.8 per cent per annum. Poverty levels among STs have gone up in Gujarat, Kerala and Maharashtra during the period 1993-94 to 2011-12 while there is a decline in the incidence of poverty among SCs in all States. In the first year of the MGNREGS implementation, the share of STs was higher than that of SCs (36.4 and 27.4 in 2006-07) while in the succeeding year (2007-08) the share of two groups is almost same (27.4 for SCs and 29.3 for STs). But in 2015-16, there is a gap of about five percentage points in employment share of the two groups (22.3 per cent for SCs and 17.74 for STs).
