At the outset, the Hon ble Vice-Chancellor & Chairman extended a warm welcome to all the members for attending first meeting of the Executive Council. The Chairman expressed his happiness for having the 1 st Executive Council meeting to all the members. He extended a special thanks to all the members for sparing their valuable time to attend the meeting. The Agenda Items were taken up and after as per the following: EC/01/01 Progress Report of the University The progress report was presented by the Vice Chancellor, HVSU for the period 21 st January to 17 th September 2017 to the Executive Council (EC) for kind information. The whole journey from the joining of the Vice Chancellor, supports extended by department in aligning ITI, Gurugram for staff and financial support and HIPA further giving office space for smooth office functioning was informed to the Council. (i) Allotment of 82.72 acres Land in Village Dudhola, Palwal (ii) Temporary Office at HIPA Gurugram (iii) Initial Support of ITI, Gurugram to University for Finance and Staff (iv) Appointment of Vice-Chancellor of the University (v) Appointment of Dr. Sunil Gupta as Registrar of the University (vi) Designing and Development of University Website (vii) University Account Code The Gram Panchayat of Village Dudhola, District Palwal has provided 82.72 acres land on lease initially for 33 years. University is working from temporary office at Haryana Institute of Public Administration Sector- 18, Gurugram. ITI, Gurugram was requested for initial support to facilitate resources and petty expenses so that the office can start functioning smoothly and immediately. ITI, Gurugram supported in very efficient manner for the same. Sh. Raj Nehru appointed as first Vice Chancellor under section 12(2) of the act states and Section12 (1) of the act states. Sh. Nehru joined as Vice Chancellor on 21-01-2017 for a term of three years. Dr. Sunil Gupta has been appointed as first Registrar under the section13 (1) of the act. Dr. Gupta joined as Registrar on 22-05-2017. The University website was developed on a pro-bono basis by M/s. Amicus Infotech Pvt. Ltd for an initial period. Now, with the scope expansion the University shall further action to develop own website. The University is following the University Account Code as directed by Finance Department, Haryana has directed to the Registrar of all the Universities in Haryana for the implementation of the University Account 2

Code vide memo No.14/116/2009-3-F.A. dated 18.02.2010. (viii) Empanelment of Outsourcing Agency for Human Resource and Vehicles (ix) Vision Document, Master Plan and update of MoUs The University decided to hire services/activities from HIPA approved vendors as per terms and conditions and validity at HIPA rates till the finalization of the tenders of the University for the smooth running of the University works. Vision Document team was formulated headed by Col. Utkarsh Rathore, Joint Director. The team was engaged in conducting survey of 22 districts and 1597 respondents were approached. Saksham enrolled data of 14457 was analysed. The team had series of meeting with various stakeholders like NSDC, NSDA, SSC, state RMSA team, Shri Shardha Prasad, Subject Matter Experts, etc. The University connected with more than 100 industries during its various industries meet. Survey glimpses were shown to the Council during presentation. All-important SSCs were contacted, reports and findings by the Shardha Prasad committee were analysed. All activities and development were conveyed to Hon ble Chief Minister and Hon ble Governor of the State for their inputs and understanding. The analysis and meetings resulted into some of the programme launches like Saksham Skill Certification programme, Cyber Security course. Saksham programme was launched by organised a video conferencing with Hon ble Chief Minister Shri Manohar Lal and even students interacted with the Chief Minister. A Workshop was organised to validate the findings of the Vision Document. Before the workshop various committees like steering committee and working group committees were formed involving more than 50 professional from multi-faceted fields like industry, association, institution and academia who were involved in validating the findings of the Vision Document. A pre-workshop working group meetings and steering committee were organised to validate the findings and which was concluded during 25 th August 2017 workshop. The workshop had five sub-themes and the group members of each theme 3

presented recommendations which are included in the Vision Document. The University also launch its first dual education graduate programme in association with Hero MotoCorp. The two programmes that is B.Sc. Automotive Mechatronics and B.Sc. Automotive Manufacturing is launched with lot of salient features like provision of multi entry and exit, industry designed content and training plan, industry infrastructure utilisation for classroom and training, stipend of approx.. 10k per month per student, minimal charges on meals i.e. Rs. 70 per month which includes lunch and breakfast and subsidised hotel fee of Rs. 650. During the workshop the Vision Document was launched by Hon'ble Finance Minister of State Capt. Abhimanyu in presence of Guest of Honour, Shri T. C. Gupta, PS, SD&IT. The logo of the University was unveiled which was selected out of open competition. A soft copy of the Vision Document was shared with the EC members before meeting for consideration. During the workshop, 33 MoUs(15 with Company, 8 with Academia and 10 with Institution/ Association). The MoUs shall be conceptualised and converted into dual education mode. Academic partnership shall foster sharing of resources, technology, content and curriculum, etc. Institution and association shall help in connecting with industries. The University has targeted to have Club 100 MoUs with industries during next six months. The team is already in talks with companies like JBM, TRIM India, Concentrix, Whirpool, Roop Auto, Sohna Group, Schneider Group, Wns Global Pvt. Ltd., etc. This quarter, new age technology tool and die design, big data programmes are in pipeline. Outcomes of Vision Document Charm for Graduation is high. 59% respondents want to become graduates 69.8% respondents favoured "Earn While Learn" system of Skill Development 88% Respondents favour Skill Trainings through "On the Job Training method. 81.5 per cent students wished to enroll for communication skill and training 4

(x) Update on proposed Schools and Courses planning for Academic Year 2017-18 77.4% women respondents showed their readiness to relocate for Skilling or Employment, against 72.6% Men. 100% respondents claimed to possess more than 2 Skills, but only 32% are certified 89% drop out student respondents want to resume their studies Agriculture Sector figures in the bottom quartile of survey responses. Only 3.6 % respondents preferred to seek skill training in this area. Among Approximately 90% of Agri Graduates from Haryana, 50% of them are not going into agriculture Related Jobs. Haryana would need 1.3 million skilled, semi-skilled and minimally skilled workers. Priority Sector Sectors: - Sports - IT/ITeS - Automobile - Healthcare - BFSI - Construction - Security - Management - Entrepreneurship - Retail - Tourism & Hospitality - Apparel - Agriculture - Logistics - Textile - Green Jobs The University is in the stage of developing the Master Plan for the activities related to development of infrastructure, processes that need to be adopted to run different faculties, schools, centers, departments and the financial budget for smooth functioning. Proposed Schools and courses planning for Academic Year 2017-18 was informed to Council. A total of 18 courses with projection of 958 enrolments has been prepared and informed to the Council. The Council unanimously appreciated and complimented the Vice Chancellor of the University whose exemplary commitment and dedication, vision for the cause of building of India s first skill University. Sh. T. C. Gupta acknowledged the progress made by HVSU in a short span of time. 5

EC/01/02 Recruitment Process For Contractual / Deputation Positions under Advertisement Nos. HVSU/Estt./17/001, HVSU/Estt./17/002 and HVSU/Estt./17/003 The Council noted the sanctioned posts and recruitment process for contractual / deputation positions. EC/01/03 To Consider and Approve the Appointment of Dean on Deputation Basis The Council considered and approved the appointment of Dr. Navdeep Malhotra, Professor in YMCAUST, Faridabad under SFS as Dean on deputation basis for a period of three years. EC/01/04 To Consider and Approve the Recommendations of University Vision Document and Organization of Workshop. i) University Vision Document The Council considered and approved the Vision Document. The Council members suggested to go through the document and if any observations will be found the same can be communicated at the earliest. It was appreciated that the document is comprehensive and prepared in a short span of time. (ii) Organization of Work Shop Organization of Workshop on Skilling Haryana Connecting Aspiration, Potential and Opportunities was approved by the Council. EC/01/05 To Consider and Approve the Design of University LOGO and Common Seal of the University i) Design of LOGO The Council considered and approved the design of the Logo. The concept of the logo was described significantly by the Vice Chancellor, HVSU. The theme showcases youth connect, symbolises blend of traditional and new age technology with progression. The house appreciated the concept of the Logo. ii) Approval of Common Seal of the University The Council considered and approved the common seal of the University. EC/01/06 To Confirm and Consider the Programs Launched during 2017-18 i) Saksham Skill Certification Program The Council considered and approved the certification program. Sh. T.C. Gupta suggested to further extend the programme to remaining districts. 6

ii) Cyber Security The Council considered and approved the certification program. iii) Industry Integrated Graduate The Council considered and approved NSQF Programs Level-7 B.Sc. Automotive Manufacturing and B.Sc. Automotive Mechatronics. EC/01/07 To Consider and Approve the Action Taken for University Infrastructural Development (i) Constitution of Building Works Committee The Council considered and approved the constitution of Building Works Committee. (ii) Lease of Housing Board Building Sector-44, Plot No.147, Gurugram/Budget for Makeover/ rent of Housing Board Building as Transit Office. (iii) Development of University Campus at Village Dudhola, Palwal The Council considered and approved the same. It was informed to the house that the of shifting from HIPA to H. B Building is likely to be upto November 2017. The Council was informed about the Expression of Interest (EOI) that was floated inviting PSU/ CPSUs and PWD/ CPWD for campus development. Five PSUs applied against the EOI, after technical, presentation and financial bid analysis M/s IRCON Infrastructure & Services Pvt. Ltd. scored the highest. Letter of Intent will be issued shortly. The Council approved the process. (iv) Hiring of Hostel facility The Council has authorised the Vice Chancellor to take a decision on the matter. (v) Requirement of Technical Advisor (Civil) for University Civil works The Council considered and approved. EC/01/08 To Consider and Approve the Extension of Contractual Appointments The Council considered and EC/01/08(i) and(ii) respectively. approved the extension of contractual appointments at EC/01/09 To Consider and Approve the Creation of Additional Posts The Council considered and approved the proposed number of post. The Council suggested creating additional post of Pharmacist (one), Staff Nurse (one), and Medical Attendant (01). The Council authorised the Vice Chancellor to decide the qualifications and experience in line with UGC and State Government of Haryana. EC/01/10 To Consider and Approve the Expenditure Report of University up to 7 th September, 2017 7

The Council considered and approved the expenditure report of the University up to7 th September 2017 and provision of budget of Rs. 5 Crores for 2017-18. The Council also suggested to constitute a Finance Committee as per the Act to oversee the expenditure of the University with follow defined audit mechanisms. EC/01/11 To Approve the Budget Estimates for the Financial Year 2017-18 It was informed that an amount of Rs. 5.0 Cr was sanction and Rs. 2.25 Cr has been received in 1 st and 2 nd instalment and Rs. 45 Cr is sought for next year with projections of routine expenditure, make-over of rented building in Sector 44 Gurugram for University Transit Campus and Infrastructure Development of University Campus at Dudhola, Palwal. The Council also suggested putting a budget demand for 2018-19 as well considering the campus development and activities executives smoothly. EC/01/12 To Consider and Approve the Outreach Program Activities The Council considered and approved the budget of Rs 20.0 Lakh for outreach program activities and suggested to put up a plan of skill training in different areas as stipulated in the agenda. EC/01/13 To Consider and Approve the Reservation of Seats for the Domicile/Residents of Village DudholaPalwal The Council considered and approved the reservation of seats for the domicile/residents of Village Dudhola, Palwal, as per Government policy. EC/01/14 To Consider and Approve the Requirement of University Vehicles The Council considered and approved the purchase of vehicle for Vice Chancellor. The purchase requirement of vehicles for Registrar and Controller of Examination was approved. The Council approved the purchase of one bus for the University. It was advised to hire the remaining vehicles through outsource policy of government. Council also suggested to hire vehicles as per long lease agreement as per Government norms. EC/01/15 To Consider and Approve the Payment of Lease Rent for Residences of Vice Chancellor and Registrar The Council considered and approved the payment of lease rent for residences of Vice Chancellor and Registrar on actual basis subject to maximum limit of Rs 50000/- and Rs.35000/- per month respectively. EC/01/16 To Consider and Approve the Ordinances The Council considered and approved the ordinance with suggestions. The Council authorised Vice Chancellor to formulate a committee who will explore best practices national and international in online and offline examinations, bring innovation like MOOCs, SWAYAM program etc. 8

EC/01/17 To Consider the Amendment of the Statutes in Reconstitution of Executive Council and Skill Council in the Schedule of the University Act No. 25 of 2016 The Council considered and approved the amendments of the Statutes in reconstitution of Executive Council and Skill Council with a change of title from Skill Industrial and Development Training Department to Skill Development and Industrial Training Department. EC/01/18 To Consider & Approve the Requirement of IT infrastructure The Council considered and approved the requirement of IT infrastructure with specification and budget for the same. The entire students IT requirements needs to be specified. The Council has allowed laptop and other IT needs of the Faculty and Administration staff upto Assistant Registrar level. EC/01/19 To Consider and Approve the Faculty/ Staff Development Programs The Council considered and approved the faculty/ staff development programs.
