Vision The vision of the University of Jaffna is to be a leading centre of excellence in teaching, learning, research and scholarship. 101

Mission The mission of the University of Jaffna is to be a leading centre of academic excellence in producing intellectual, professionally competent and capable graduates to meet the emerging needs of the national and international community with special emphasis on social, economical and cultural needs of Northern Sri Lanka. 102

3. Vice Chancellor s Review a. Brief introduction The University of Jaffna was founded in 1974. Since its inception, the University has been enjoying steady growth and it has now six faculties operating in the main premises at Jaffna and a separate campus with two faculties operating in Vavuniya. Despite of severe constraints faced by the University in the last two decades by the unsettled conditions prevailed in the region, the University continued to fulfill the objectives and produced about 20, 000 graduates and 2500 postgraduates in various academic disciplines relevant to the National needs. b. Achievements In the current year of consideration, the much needed accommodation facility for the medical students was created by opening a new hostel building with the capacity of 384 at Jaffna town. Moreover foundation stone was laid by Hon. Minster of Higher Education for Allied Health Sciences building and Kuwait funded construction program is underway. Communication facilities were greatly improved among the departments and branches with the completion of SIDA funded project. Altogether 6561 meters length of fibre optic cable was laid networking the University for greater access with internet and intercom facilities. Annual Research Session was initiated and conducted by the university to foster and promote research activities in the University. Transport facility for the University students and staff was improved as three numbers of 17 seats buses was donated by the Indian Government and an ambulance was provided under Vadakin Vashantham Project. After a lapse of 5 years a grand convocation ceremony was held this year. A total of 5415 graduates were conferred degrees and diplomas and then existed backlog was cleared. Fifth International Conference on Information and Automation for Sustainability, a post conference Workshop was organized with collaboration of the Department of Computer Science on 21 st and 22 nd of December 2010 in this University. This was the first international event, ever organized by the Department of Computer Science. As a part of the academic responsibility, staff members actively participated in research related activities and contributed to the national and international development in their respective field, research publication is given in the annexure. Department of Fine Arts students participated in a street drama competition organized by University of Colombo and won first prize. 103

c. Failures & Justifications University could not fully utilize the allocated funds to accomplish capital projects in time due to lack of major contractors in the region. While the University managed to have remarkable achievements in the academic aspects during the year the above mentioned setbacks led to poor performance in infrastructure and capacity development. Faculty of Agriculture and Allied Health Science unit were operating in temporary/rented premises. This disadvantage caused serious problems in maintaining quality educational process in the respective academic disciplines. d. Future Plan (2011 2015) University is planning to have following strategies as envisaged in the corporate plan 1) To Provide Relevant and Quality Academic Programmes o To provide courses to meet the current and future needs and challenges o To create an appropriate academic atmosphere in the university for teaching o To Improve Students and Staff welfare facilities in University 2) To be a Center promoting studies relevant for global national needs o To Introduce suitable academic Programs o To inculcate high ethical and moral values in Students o To Formulate the accepted code of ethics and ensure compliance 3) Focus on producing graduates capable of adapting to changing environment o Designed courses to latest knowledge and theories in the respective field o Faculty to be continuously exposed and trained at latest development in their specific fields 4) Ensure a competent and committed academic staff and effective Administrative support staff o Providing best training for the faculty /staff o Upgrade support staff facilities o Ensure efficiency and effectiveness among staff 5) To Develop the Library as a main source of Information in the region o Strengthening and maintaining materials and facilitating easy access to them o Developing a global data based through electronically media 6) Dissemination Knowledge to community o Dissemination research findings through publications o Dissemination to community to improve their Capacity 7) Achieve excellence as a centre for higher learning in the Asia Region o Gaining National and International Recognition 104
