SCHEME OF FINANCIAL ASSISTANCE FOR HUMAN RESOURCE DEVELOPMENT PROGRAMMES IN DISABILITY REHABILITATION & SPECIAL EDUCATION IN NORTH-EASTERN REGION Introduction The Rehabilitation Council of India (RCI), a Statutory body under the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment has been entrusted with the responsibility to regulate training policies and programmes in the field of special Education & disability rehabilitation, to maintain Central Rehabilitation Register (CRR) for registered professionals & personnel and to promote Research in disability sector. As on date, the strength of RCI s approved training institutions is 530 who have been conducting 995 batches of training courses from certificate to Psy. D. level throughout the country. The total number of trained human resources enrolled in CRR of RCI is 1,04,428 as against the requirement of 8,76,270 persons as estimated by IAMR Report. It clearly indicates that, intensive effort is required to meet the demand of trained professionals to cater the specific needs of children with special needs (CWSN). Hence, it is essential to promote the potential institutions to conduct RCI s approved courses. The Section 29 of the Persons with Disability Act-1995 states that appropriate Governments shall set up adequate number of teachers training institutions and assist the National Institutes and other voluntary organizations to develop teachers training programmes, specializing in disabilities so that the requisite trained manpower is available for special schools and integrated schools for children with disabilities. This Scheme of financial assistance to institutions aims to facilitate promotion of Human Resource Development in the North-Eastern Region. OBJECTIVES OF THE SCHEME 1. To provide financial assistance to institutions for conducting RCI approved training courses/programmes in North-Eastern Region (NER). 2. To promote new organizations to undertake the human resource development in disability rehabilitation and special education. 3. To provide scholarship to students undergoing the RCI approved Courses in the approved Institutions in North-Eastern Region. 1

SCOPE Financial assistance under the Scheme would be provided to RCI approved institutions in NER for the academic session 2015-16 in the following States: Sl. No. States Sl. No. States 1. Assam 2. Tripura The number of institutions to be provided financial assistance would depend upon availability of funds for the financial year 2015-16. ELIGIBILITY (i) Institutions (a) Institutions/Organisations/NGOs/Universities, etc. in the North East Region already approved by RCI and offering courses in disability rehabilitation and special education for the academic session 2015-16. (b) New Institutions willing to offer RCI approved courses for the academic session 2015-16. (c) All things being equal; preference will be given be new/additional courses. (ii) Students (a) Students enrolled in the RCI approved institutions in North-Eastern Region for the academic session 2015-16 would be eligible for award of scholarship. (b) Students enrolled in these Courses/Programmes will have to furnish a bond that he/she will serve in North Eastern Region for two years after completion of the Course/Programme. EXCLUSION (a) Institutions/Organisations/NGOs/Universities, etc. in the North East Region receiving grant for the same purpose from any other source will not be eligible for financial assistance under the Scheme. (b) Students receiving grant/scholarship/financial assistance from any other source will not be eligible for the scholarship under the Scheme. Further, students 2

whose parents income exceeds Rs.3,00,000 per annum will also not be eligible for the scholarship. EXTENT OF ASSISTANCE Financial assistance will be given to the extent as mentioned in the Scheme. LEVEL OF PROGRAMMES Financial assistance will be provided to the approved Institutions for offering courses for Diploma and Degree courses as mentioned in the Scheme. The prescribed proforma, eligibility conditions, norms, etc. are available on RCI website: www.rehabcouncil.nic.in Only Institutions found eligible and approved by the Council for running RCI approved Courses for the academic session 2015-16 will be eligible for grant of financial assistance. SANCTION 70% amount would be sanctioned and released on receipt of application and approval of the Institution and acceptance of terms and conditions prescribed under 5

the Scheme. The balance amount of 30% will be released at the end of the financial year after receipt of the audited accounts, i.e. Receipt & Payment Account, Income & Expenditure statement and balance sheet along with utilization certificate duly signed and certified by a recognized Chartered Accountant. The organization shall maintain separate accounts for the assistance provided by the Council. These accounts may be subject to test check by the Comptroller and Auditor General of India or his authorized representative or by the Council or its authorized representatives. BOND An aided organization shall, before it receives assistance from the Council, execute a bond in prescribed proforma Annexure-II to the effect that in the event of its failure to abide by any or all of the conditions of the sanction of funds, it shall be liable to refund the whole or such part of the funds as the Council may decided with interest thereon. The organization will not divert the assistance for any purposes other than for which it is being sanctioned. EXPENDITURE It the expenditure on any item falls below the sanctioned amount it will be open to the Council to ask for refund or permit readjustment. No reappropriation can be made by the organization without prior approval of Council. However, 20% reappropriation in salary budget will be permitted on reasonable justification. The organization receiving financial assistance shall furnish a half yearly progress report to Council. It will also agree to furnish any information or clarification that the Council may require within reasonable period. The organization receiving financial assistance not only follow the syllabus prescribed by the Council but also abide by such other terms and conditions as decided by the Council from time to time. 6

ANNEXURE-II BOND Know all men by these present that (Govt. Institutions / NGO's a Societies registered under the societies Registration Act. 1960) and having its office at in the State of (hereinafter called the obliger) is held and firmly bound to the Rehabilitation Council of India (hereinafter called the Council) is in the sum of Rs. ) with interest thereon @ 6% (six percent) per annum will and truly to be paid to the Council on demand and without a demur for which payment the obliger firmly binds, itself and its successors and assigns by these present. SIGNED this day of in the year two thousand fifteen. Whereas on the obliger's request, the Council Letter No. dated (hereinafter referred to as the letter of sanction which forms integral part of these presents and a copy whereof is annexed (A') agreed to made in favour of the obliger a grant of Rs. (Rupees ) for the purpose out of which Rs. has been paid to the obirger. (both hereby admit and acknowledge) on the condition of the obliger executing a bond in the terms and conditions manner contained herein after which the obliger was agreed to do. Now the condition of the above written obligation is such that if the obliger duly fulfil and comply with all the conditions mentioned in the letter of sanction when the above written bond or obligation shall be void and of no effects but otherwise it shall remain in the full force, effect and virtue. a) The decision of the Council with the matter on the questions whether there has been breach or violation on the part of the obliger of any of the terms and conditions mentioned in the letter of sanction shall be final and - binding on the obliger. b) The obliger shall in the event of the breach of or violation of any of terms and conditions mentioned in the letter of sanction refund to the Council on demand and without demur the entire amount of assistance Rs. --------------------- (Rupees -------------------------------------------------------) or such part thereof as the Council may in its discretion mentioned in the notice of demand along with the interest therein at the rate of 2% (two percent) over and above prevailing GPG rate of interest per annum from the date of receipt of said amount by the obliger up to the date of refund thereof to the Council. However, in default the amount would be recovered as arrears of land revenue In witness whereof these presents have been executed on behalf of the obliger on the day and year therein above written and execute for and on behalf of the Rehabilitation Council of India by ------------------------------------------- on the day and year appearing against her/his signatures. 8
