He laid the foundation stone of the Dow Medical College in December 1945. 58 YEARS LATER Dr. Ishrat-ul-Ebad Khan Present Governor of Sindh. Established Dow University of Health Sciences Dr. Ishrat-ul-Ebad Khan took the initiative for the establishment of the Dow University of Health Sciences. He is a Dow Graduate.
