1. ADMISSION MODALITY # 1. Modality for admission to Diploma in Engineering Courses to Bachelor of Engineering and Technology Courses, under Gujarat Professional Technical Educational Colleges or Institutions (Regulations of Admission and Fixation of Fees) Act, 2007. 2. Definitions.- (1) In these rules, unless the context otherwise requires,- (a) Act means the Gujarat Professional Technical Educational Colleges or Institutions (Regulation of Admission and Fixation of Fees) Act, 2007 (Guj. 2 of 2008); (b) Admission means admission of candidates of Diploma in Engineering Courses to Second Year (Third Semester) of Bachelor of Engineering Courses; (c) Admission Committee means the Admission Committee for Professional Courses constituted by the State Government under section 4 of the Act, under Government Notification, Education Department No.GH/SH/7/2008/ PVS102003-639-S, dated the 5th May, 2008; (d) Bachelor of Engineering Courses means and includes the Bachelor of Engineering and Technology Courses, in the Professional Educational Colleges or Institutions of the State; (da) Course means one of the branches of learning in programme which shall include dual degree course and integrated course; (db) Engineering branch means various branches of Engineering and technology in the professional educational colleges or institutions in the state; (dc) Level means under graduate program in Engineering and Technology in professional educational colleges or institutions of the state; (e) Multi-Point Entry and Credit System (MPEC system) is a system under which a candidate is eligible for admission in the Diploma Course if he has, either,- (i) passed the Secondary School Certificate Examination (Standard 10th); or (ii) passed the Higher Secondary School Certificate Examination (Standard XII, 10+2 pattern); or (iii) appeared in the Higher Secondary School Certificate Examination (Standard XII, 10+2 pattern); or (iv) passed the two years certificate course conducted by the Technical Examination Board(TEB) (herein after called as Certificate Holder ); (f) Non-Multi Point Entry and Credit System (Non-MPEC system) means a system which makes a candidate eligible for admission in the Diploma Course who has passed the Secondary School Certificate Examination (Standard 10th); (g) Help Centers means the Centre notified by the Admission Committee for facilitation of the candidate for off campus online admission process; (h) Qualifying Examination means an examination of Diploma in Engineering Courses shown in column 2 of Schedule I, or an equivalent examination in Diploma Engineering Courses; (i) Schedule means the Schedule appended to these rules; 3

(j) (ja) Semester Theory Performance Index (STPI) means performance index based only on the marks obtained in theory subjects in qualifying examination conducted and evaluated by respective University; Sanctioned intake means intake sanctioned by registering or statutory body and/or recognized university; (jj) Supernumerary Seats shall have the meaning assigned to it in clause (ll) of section 2 of the Act. (k) Technical Examination Board (TEB) means the Technical Examination Board, Gujarat State established by the State Government under Government Resolution, Education and Labour Department No.ECT-1064/ 91813-GH, dated the 11th July, 1966; (l) Website means the official website of the Admission Committee to carry out off campus online admission process. (2) The words and expressions used in these rules but not defined shall have the meanings assigned to them in the Act. 3. Admissions to Bachelor of Engineering Courses.- The admissions to the Second Year (Third Semester) of the Bachelor of Engineering Courses on all the supernumerary seats shall be given on the basis of the merit list prepared by the Admission Committee. 4. Seats Available for Admission.- For the purpose of admission, available seats shall include,- (i) (A) Government Seats (1) (a) Twenty percentage (20%) seats of the sanctioned seats of the immediate previous academic year, and (b) All seats of institute having AICTE permission of separate division (if applicable) for lateral entry for corresponding academic year of each Bachelor of Engineering Course, in the Government Colleges or Institutions of the State. (2) (a) Twenty percentage (20%) seats of the sanctioned seats of the immediate previous academic year, and (b) All Seats of institute having AICTE permission of separate division (if applicable) for lateral entry for corresponding academic year of each Bachelor of Engineering Course in the aided Colleges or Institutions of the State. (3) (a) Twenty percentage (20%) seats of the sanctioned seats of the immediate previous academic year, and (b) Seventy Five percentage (75%) seats of institute having AICTE permission of separate division (if applicable) of institutions having AICTE permission to separate division for lateral entry for corresponding academic year of each Bachelor of Engineering Course in the unaided Colleges or Institutions of the State. (B) Management Seats: (1) Twenty-five percent seats of the total sanctioned seats of the Engineering and Technology to institute having AICTE permission of separate division (if applicable) for lateral entry for corresponding academic year of each Bachelor of Engineering Course in the unaided Colleges or Institutions of the State. 4

(2) The intimation received, in respect of sanction of seats, by the Admission Committee three days prior to the commencement of the first counseling program, shall be considered as available seats, and (3) If any unaided College or Institution requests to fill up the Management Seats by the Admission Committee, three days prior to the commencement of the counseling program, such Management Seats shall also be considered as available for giving admissions. (4) The unaided college or institution shall fill up the Management Seats up to 5% of the sanctioned intake from the students of the out of the State and inter-se-merit prepared as per rule 12 irrespective of whether such candidate have applied to the Admission Committee or not, subject to the conditions that the student fulfils the eligibility criteria for admission prescribed under these rules and has passed the qualifying examination from recognized University/ Institute. (ii) (a) (iii) (b) the seats remained vacant in the previous year, or the seats fallen vacant for any reason during previous year in the first year engineering courses; duly intimated by the concerned university or institute latest by date of start of registration for admisssion: and 5% of available seats as per clause (i) shall be allotted to the candidates belonging to Tuition Fee Waiver category as per guidelines issued by the All India Council for Technical Education (AICTE), New Delhi. 5. Eligibility for Admission.- For the purpose of admission, a candidate, (i) shall have passed the qualifying examination with minimum aggregate marks as prescribed in rule 6 in immediate previous academic year in the relevant discipline as mentioned in column 2 of Schedule I from the Technical Examination Board (TEB) or a recognized Board/University or institute approved by AICTE and situated in Gujarat State, and (ii) who have passed qualifying examination with minimum aggregate marks as prescribed in rule 6 in immediate previous admission year in the relevant discipline as mentioned in column 2 of Schedule I from the Technical Examination Board (TEB) or a recognized University or institute approved by AICTE and situated in Gujarat State, and who could not admitted in immediate previous admission year due to late declaration of results by the respective Board/University with minimum aggregate marks as prescribed in rule 6. 6. Minimum aggregate marks.- For the purpose of admission, the minimum aggregate marks which a candidate shall have obtained in qualifying examination shall be as per norms and requirements prescribed by the AICTE, New Delhi for lateral entry to the Second Year Under Graduate Development Programs for the current academic year. 7. Name of Eligible Bachelor s Course in which Admission may be granted.- Subject to the fulfillment of eligibility criteria and such other conditions as prescribed under these rules, a candidate who has passed the qualifying examination as shown in column 2 of the Schedule I shall be eligible for the admission as per the courses respectively shown against it in column 3 of the said Schedule I. 5

8. Reservation of Seats.- (1) For the purpose of admission, the seats shall be reserved for the candidates who are origin of Gujarat and falling under the following categories, namely:- (a) Scheduled Caste : 7 % (b) Scheduled Tribe : 15 % (c) Socially and Educationally Backward Class, including Widows and Orphan of any caste : 27 % (d) deleted (2) A candidate seeking admission on reserved seat shall be required to produce a Certificate of inclusion in the concerned category, Provided that the candidate belonging to Socially and Educationally Backward Classes shall be required to produce a certificate to the effect of noninclusion in Creamy Layer in addition to the caste certificate. (3) No caste certificate shall be valid unless it is duly stamped, signed and issued by the authority empowered by the Government of Gujarat. (4) No certificate to the effect of non-inclusion in Creamy Layer shall be valid, unless it is duly stamped, signed and issued by the authority empowered by the Government of Gujarat. The validity of such certifitcate shall be as per the prevailing government rules/norms. (5) If a candidate fails to submit the certificates as required under sub-rule (2) within the stipulated time, his candidature shall be considered for admission under unreserved category. (6) If a candidate of reserved category gets admission on unreserved seat in order of merits, he may be given admission on the unreserved seat according to his preference. (7) The admission of a student of a reserved category on a reserved seat shall be valid subject to the verification of cast certificate by the authority empowered by the State Government in this behalf. In case the caste certificate is found invalid on verification, he shall not have right to claim his admission on reserved seat and if he has been already granted admission, such admission shall be cancelled. (8) After granting admission to all the students of reserved categories on reserved seats, the reserved category seats remaining vacant shall be transferred to the unreserved category seats. 9. Reservation For Physically Disabled Candidates.- Three percentage of the available seats in each category shall be reserved, in accordance with the provisions of the Persons With Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 (1 of 1996), for the person with disability who can perform the academic activities in the course. A candidate with disability shall have to submit certificate of disability issued and duly signed by the Civil Surgeon. Explanation.- person with disability means a person suffering from not less than forty per cent of any disability as certified by a medical authority. 10. Reservation for the Children of Defence personals and Ex-Servicemen.- (1) One percentage of available seats shall be reserved for the children of Defense personals and Ex-Servicemen, for admission. (2) A candidate claiming admission against the Ex-Serviceman category shall required to submit a certificate to that effect duly issued by the Director, Sainik welfare board, Gujarat state or by the District Sainik Welfare Officer. In - Service Defence Persons / retired defence persons notified by the Ministry of Home Affairs, Police Division-II, Government of India shall required to submit certificate to that effect duly issued by the commanding officer of the respective unit in which they are serving or were serving just before the retirement respectively. 6

(3) The seats remaining vacant against the category of Defense personnel and Ex-Servicemen shall be filled up from the merit list of unreserved category candidates. (4) The children of Defense personnel and Ex-Servicemen of Gujarat origin shall be included under the reserved category specified in this rule, if they have passed the qualifying examination from the institute located outside the Gujarat State. (5) The admission on such reserved seat shall be valid subject to the veracity of certificate being confirmed by the authority by whom the certificate is issued. 11. Distribution of Seats.- (1) For the purpose of admission, the available seats shall be distributed on the pro-rata basis among the respective Boards/Universities on the basis of number of eligible candidates of such Boards/ Universities who have applied for admission and obtained minimum aggregates marks in qualifying examination conducted by Technical Examination Board (TEB), Gujarat State or by any professional educational college or institute situated in the State of Gujarat. (2) Where the candidates of more than one Diploma courses are eligible for admission in a particular Degree Course, then seats shall be distributed on pro-rata basis for respective diploma courses as prescribed in sub-rule (1). (3) Notwithstanding anything contained in sub-rule (1), if any seat remains vacant, such vacant seat shall be offered to and filled up by the candidate falling under sub-rule(1) and vice-versa. 12. Preparation of Merit List.- (1) Separate course wise and Board/University wise merit lists of the eligible candidates who have applied for admission in the prescribed form and within the prescribed time limit shall be prepared in the following manner, namely:- (i) on the basis of theory marks obtained in the best of ten subjects by the candidates who have passed the diploma under MPEC system; (ii) on the basis of theory marks obtained in the subject of last two semesters by the candidates who have passed the diploma course under Non-MPEC/semester system or the STPI system of the last two semesters, as the case may be: Provided that a candidate who has passed the qualifying examination having project/ training in the last or preceding semester or both then the marks/stpi obtained by such candidate in such semester/semesters shall not be considered for the purpose of merit list and the theory marks/stpi obtained in those last two semesters having theory subjects only shall be considered for the purpose of merit list. (2) The criteria for deciding merit order in case of students having equal merit marks shall be in the following sequence, namely:- (a) The candidate who has passed the Higher Secondary School Certificate Examination (Standard XII, 10+2 pattern) passed in the Science Stream or equivalent examination shall be given priority, (b) Total theory marks obtained in the subjects of Physics, Chemistry and Mathematics of the Higher Secondary School Certificate Examination, (Standard XII, 10+2 pattern) passed in the Science Stream or equivalent examination, (c) Total marks obtained in the compulsory subjects of the Secondary School Certificate Examination, (Standard X). (d) Date of Birth (Candidate who is older in age shall be given priority). 7

13. Correction of Marks. (1) In case of change in marks of a candidate in the Qualifying Examination, such candidate shall produce a letter to that effect issued by the competent authority or the corrected mark sheet issued by the Board or University, before the Admission Committee at least one day before the commencement of admission process (counseling program) but not later than seven days from the receipt of letter or, as the case may be, corrected mark-sheet. In such case he shall be placed at an appropriate order in the merit list. (2) The candidate who was declared failed initially in the Qualifying Examination, but later on declared passed after rechecking of marks by the Board or University, such candidate shall, notwithstanding any time limit prescribed, be allowed to apply for the admission, provided he produces a letter to that effect issued by the competent authority or the corrected mark sheet issued by the Board or University, within seven days of the receipt of letter or, as the case may be, corrected mark-sheet. In such case he shall be placed at an appropriate order in the merit list. 14. Registration for admission.- (1) A candidate seeking admission shall apply on-line, for the registration of his candidature, on the web-site, within the time limit specified by the Admission Committee. (2) The Admission Committee shall, by advertisement in the prominent newspapers widely circulated in the State, by web-site and by such other means, as it may consider convenient, publish the date of registration, the list of Help Centers, last date for submission of registration form, courses offered and such other information as may be necessary in this behalf. (3) For the purpose of registration in any mode of admission either through Admission Committee or at Institute level, the candidate shall be required to make payment of such sum towards the Registration fee etc. as determined by the Admission Committee. (4) Where a candidate has made more than one registrations, the registration made at the later stage shall be taken into consideration for admission purpose and the other registration shall be treated as cancelled. (5) A candidate shall be required to obtain the print out of the registration form and shall sign and submit the same, along with the self-attested copies of the requisite certificates and testimonials as specified in the registration form, at the Help Centre. The candidate shall have to produce for verification, the original certificates and testimonials of the documents attached with the registration form, at the Help Center, within time-limit as may be specified by the Admission Committee. An acknowledgement receipt for the same shall be given by the person authorized by the Admission Committee. (6) The Help Center may retain any original certificate or testimonial and issue the receipt of the same, which it considers necessary until the admission process is completed. Such Help Center shall return the original certificate or testimonial to the candidate after completion of the admission process. (7) The candidate who is unable to produce original certificates and testimonials necessary for the purpose of admission at the time of registration within the time-limit prescribed in sub-rule (5), may be registered for admission, subject to following conditions, namely:- 8

(i) (ii) On payment of Rs.5,000/- (Rupees five thousand) to the Admission Committee as security deposit by the candidate. If the candidate submits the required documents within a period of five working days, the remaining amount of the security deposit shall, after deducting Rs. 500/- (Rupees Five hundred) towards the administrative expenditure, be refunded. In the event of failure to submit original certificates and testimonials within the time limit as aforesaid, the registration may be cancelled and the security deposit may be forfeited. 15. Admission Procedure.- The admission procedure shall be off-campus on line in the following manner, namely:- (1) The Admission Committee shall prepare merit lists of the eligible candidates under rule 5 and who have applied under sub-rule (1) of rule 14 and after verification of the documents submitted under sub-rule (5) of rule 14. (2) The merit lists shall be displayed on the web-site of the Admission Committee and by such other means, as the Committee may consider convenient. (3) The Admission Committee shall publish the schedule of online counseling program on its website, by advertisement in the prominent newspapers widely circulated in the State, and by such other means, as the Committee may consider convenient. (4) The candidate shall be required to give his order of choices of colleges or institutions, online. Allotment of seats shall be made on the basis of merit, category of the candidate and availability of seats. The allotment shall be published on the web-site of the committee. The candidates are required to obtain the print out of the allotment offer letter and bank fee receipt copies from the website. (5) The candidate shall be required to pay such fee as may be determined by Admission Committee. (6) On payment of tuition fees as required under sub-rule (5), either online payment or in the branches of banks as specified, the admission allotted to the candidate shall get confirmed. The candidate shall be required to login to his account to get the printout of the Admissions Slip. In case, the candidate fails to pay the tuition fees within the prescribed time limit as aforesaid, the admission offered to him shall be treated as cancelled. However, such candidate shall be eligible to participate in the successive up gradation/reshuffling round of counseling provided the candidate has given consent for the same, but shall not be eligible for admission on the seat already allotted to him in previous rounds (7) Where considerable number of seats falls vacant and it appears to the Admission Committee to fill the vacant seats, it may conduct the on-line admission process for up gradation/reshuffling of seats. The candidate, who opts to take part in such process by giving online consent, shall be considered for such admission. The candidate may up graded by the choices he already given under sub-rule (4). If the candidate gets the admission on the basis of up-gradation, then his earlier admission shall be treated as cancelled. 16. Fee.- (1) A candidate who gets admission in the Government or aided college or institution shall have to pay such fees, as may be determined by the Government, at such stages, as may be determined by the Admission Committee. 9

(2) A candidate who gets admission in unaided colleges or institutions shall have to pay such fees, as may be determined by the Fee Regulatory Committee constituted under section 9 of the Act, for unaided colleges or institutions, at such stages, as may be determined by the Admission Committee. (3) If a candidate, who has paid the fees after getting admission, gets his admission cancelled within time limit specified by the Admission Committee, his fees shall be refunded after completion of the admission process, provided that the seat vacated by him is filled by another candidate. (4) If a candidate who has paid the fees after getting admission and gets his admission changed in another course and/or college or institution in the readjustment process, he shall pay the difference of fee, if any paid to Admission Committee will be adjusted. He shall pay the difference of fees, if any, at the time of getting admission or, as the case may be, fees shall be refunded after the completion of admission process. 17. Change of Course or Institution.- Except as provided in these rules, no candidate shall, after getting admission, be allowed to change his course or, as the case may be, college or institution in any circumstance. 18. Documents to be attached with the application:- The candidate shall submit the self-attested copies of the following documents along with the print out of the registration form at the Help Center, namely:- (i) Mark sheet of Secondary School Certificate Examination (Standard10th), (ii) Mark sheet of Higher Secondary School Certificate Examination (Standard XII, 10+2 pattern), (iii) School Leaving Certificate or Transfer Certificate, (iv) Top Ten or final year mark sheet/cgpa result based on which the Class or Grade or diploma or degree (for B.Sc) awarded by the Technical Examination Board (TEB) or the University. (v) Caste certificate for a candidate belonging to the Scheduled Castes (SC), Scheduled Tribes (ST) and Socially and Educationally Backward Classes (SEBC), issued by the authority empowered by the State Government in this behalf, (v-a) deleted (vi) Non-Creamy Layer (NCL) certificate of the family, as per the prevailing government rule issued by the authority empowered by the State Government in this behalf, (vii) Certificate of Physical Disability, issued and duly signed by the Civil Surgeon/ competent Medical Authority, in case the candidate is a Physically Handicapped, (viii) Certificate of Ex-Serviceman, duly issued by the Director, Sainik Welfare Board, Gujarat State or by the District Sainik Welfare Officer, (ix) A copy of certificate of In-Serviceman duly issued by the Commanding Officer of the respective unit in which he is serving, (x) A copy of certificate of income issued by the authority empowered by the State Government in this behalf, if applicable, (xi) Photograph of candidate of other Board/Universities situated outside Gujarat, (xii) Such other certificates as the Admission Committee deems necessary. 19. Ineligibility for admission on production of false documents.- During verification of documents or subsequently, if the Admission Committee/Help Centers finds any certificate or testimonial or information submitted by any candidate, incorrect or false, the candidature of such candidate shall be cancelled for that year and he shall be disqualified for admission for the period of next two years. 10

20. Cancellation of Admission and Refund of Fee.- (1) In case of cancellation of admission or transfer of candidate by the Admission Committee, due to administrative reasons, the college or Institution in which the candidate was granted admission shall refund the amount of fee collected by it, to such candidate. (2) (a) In case of a candidate withdrawing his candidature before completion of admission process, for any reason whatsoever, he may login to his account on the web-site of the Admission Committee for online admission process and put the request for cancellation of admission within the time limit specified by the Admission Committee. In such case, the fee collected, if any, by the admission committee shall be refunded to such candidate, subject to the condition of such vacated seat being filled up by the Admission Committee. (b) After completion of online admission process and before declaration of schedule of admission on vacant seats, if any candidate who has withdrawn his candidature in the manner as provided in para (a), the fees paid by him shall be refunded, subject to the condition of such vacated seat being filled up by the institution, as per the directions of Admission Committee and prevailing rules of AICTE. (c) A candidate desirous to withdraw his candidature after completion of admission on vacant seats, for any reason whatsoever, shall have to request in writing in person to the college or institution in which he is granted admission but he shall not be entitled to get refund of the fees paid by him for getting admission. (d) In case of cancellation of admission at college or institute level on the request of the student, he shall liable to pay the fees for the current semester and no college or institution shall demand fees for further semesters. 21. Vacant Seats.- (1) After offering admission to all the candidates whose names appear in the merit list or after completion of the online admission process, if the seats remain vacant, such vacant seats shall be filled by the college or institution by preparing common merit list, in accordance with the directions of the Admission Committee and in the manner prescribed in sub-rule (2). (2) (a) The Admission Committee shall, by an advertisement in the prominent newspapers widely circulated in the State, by web-site and by such other means, as it may consider convenient, display the details of vacant seats and schedule for admission to the vacant seats. The candidates who are already in the meritlist of the admission committee shall have to sumbit copy of his registration form to participate for the vacant seats round. While, the eligible candidates who have not registered earlier shall have to register online as per the schedule declared by the admission committee. (b) A candidate who has newly registered or having the merit number as per clause-(a) shall have to take the print out of the registration form and approach to unaided college or institution of his choice for admission on the vacant seats. An acknowledgement shall be given to the candidate by the concerned unaided college or institution. (c) A candidate who has merit number or who is newly registered shall be allowed to participate in the admission procedure for the vacant seats. The concerned unaided college or institution shall process the filling up of vacant seats among such eligible candidates who have submitted the copy of registration form by prepering common intra-se meritlist in the following order and the guidelines issued by the Admission Committee from time to time, namely :- (i) A candidate shall have passed the qualifying examination with minimum aggregate marks as prescribed in rule 6 in immediate previous academic year in the relevant discipline as mentioned in column 2 of Schedule I from the Technical Examination Board (TEB) or a recognized University or college or institution approved by AICTE and situated in Gujarat State but in the result of the 11

qualifying examination is not declared by the concerned University or Board before the last date of registration as declared by the Admission Committee, the candidate shall be eligible for admission only after completion of first round and before the completion of the admission process declared as such by the Admission Committee. (ii) A candidate shall have passed the qualifying examination with minimum aggregate marks as prescribed in rule 6 in any previous academic year in the relevant discipline as mentioned in column 2 of Schedule I from the Technical Examination Board (TEB) or a recognized University or college or institution approved by AICTE and situated in Gujarat State, shall be eligible for admission only after the completion of first round and before the completion of the admission process declared as such by the Admission Committee, provided the seats remain vacant under sub-rule (1). A Branch wise common merit list of such students shall be prepared as provided in rule 12. (iii) A candidate who has passed B.Sc Degree examination with Mathematics as one of the subjects in HSC, from a recognized University, situated in the Gujarat State, in the any previous academic year shall also be eligible if seats remain vacant after granting admission under sub rules (1) and (2) on the basis of theory marks secured in the subject of Mathematics, Physics, Chemistry in HSC examination. The criteria for deciding merit order in case of students having equal merit marks shall be in the following sequence, namely:- (a) On the basis of theory marks secured in the subject of Mathematics, Physics, Chemistry in HSC examination, (b) Marks obtained in mathematics in HSC Examination. (c) Marks obtained in English in HSC Examination. (d) Total marks obtained in compulsory subjects of the Secondary School Certificate Examination (Standard X), (e) Date of Birth (Candidate who is older in age shall be given priority) (iv) A candidate eligible as per rule 5 and who has passed the qualifying diploma examination from a recognized University or a college or institution approved by AICTE, from other States, if seats remain vacant after granting admission under sub-rules (1), (2) and (3). 21A. Admission to Unaided colleges or Institutions.- (1) The Management Seats may be filled, by the management of the respective unaided colleges or institutions based on the inter-se merit list of the candidates whose names appeared in the merit list prepared by the Admission Committee: Provided that no candidate shall be admitted against the management seat unless his name appears in the merit list prepared by the Admission Committee. (2) The admission process for filling up of Management Seats shall be carried out by the management of the respective unaided colleges or institutions in accordance with the procedure as may be determined by the Admission Committee. (3) The unaided colleges or institutions shall collect the fees, as may be determined by the Fee Regulatory Committee, constituted under section 9 of the Act and such other fees as provided under the provisions of the act. (4) No college or institution shall retain the original documents or testimonial of the candidate. In case of breach of such provision, the college or institution shall be liable to penalty as specified in rule 22 22. Penalty.- Any breach of any of the provisions of the Act, these rules and any directions issued by the Government, the Admission Committee, or as the case may be, the Fee Regulatory Committee, by any person, shall be liable for penalty as provided in the Act. 23. Interpretation.- In implementation of the provisions of these rules, if any difficulty or question arises as to the interpretation of any provision, the decision of the Government shall be final. 12

24. Supernumerary Seats.- (1) The supernumerary seats shall be filled in accordance with the directions of the All India Council for Technical Education, New Delhi and the Ministry of Human Resources Development, Government of India. (2) (i) The Tuition Fee Waiver Scheme shall be applicable to seats as per sub-rule (i) of rule 4 for the engineering and technology courses; (ii) The supernumerary seats not exceeding five percent of seats as per sub- rule (i) of rule 4 of the colleges or institutions shall be filled on the basis of merit of the candidate, whose parent s annual income is less than Rs. 6.00 lakhs from all sources of income. These supernumerary seats shall be available only to such courses in the colleges or institutions, where a minimum of 30% of sanctioned seats are filled up. (iii) No supernumerary seat which remains vacant shall be offered to any category other than the category to which the supernumerary seat belongs; (iv) The Tuition Fee Waiver Scheme shall be for the complete duration of the course and the candidate admitted under this scheme shall not be allowed to change the institution or the course in any circumstances. # Note : 1. The admission modalities and all other information provided in this booklet are purely for reference, information and guidance only for aspiring candidates. 3. GUIDELINES FOR ONLINE ADMISSION 2016-17 (User ID and PIN can be obtained by the candidate by paying Rs. 350/- cash, from any of the designated branches of Kotak Mahindra Bank. The details of the branches of Dena Bank, from which User ID and PIN can be obtained, are given in Chapter 11 List of Bank Branches. 3.1 PROCEDURE FOR ONLINE REGISTRATION: 1. Candidates who have passed the Diploma Examination in Nov-Dec 2016 or May-Jun 2017 from University or Institution situated in Gujarat State and approved by AICTE / recognized university with at least 45% marks or equivalent CGPA (40% marks or equivalent CGPA in case of candidate belonging to reserve category) in appropriate branch of Engineering/Technology are eligible for registration. Eligible Students have to log on to the website www.gujacpcadm.nic.in from anywhere on the internet for Online Registration. The window as shown in Fig 3.1 will appear on the computer screen. By doing so, New Registration window will be displayed on the computer screen as shown in Fig. 3.2. 16

The candidate has to choose his course name by selecting the option of choice for Diploma to Degree Engineering discipline from the combo and wait till the other details appear on the computer screen. 4. After that, select your Diploma passing Board/ University, Enter Enrolment/Reg/Seat No.,user ID, 14 digit PIN, Name according to Diploma Passing mark sheet and other details in appropriate box. Verify the details entered and if every detail entered is correct, click SUBMIT button. Then, the Candidate Registration window will be displayed on the computer screen as shown in Fig. 3.4 Fig. 3.3 Screen of New Registration Window 17

5. The candidate has to fill up personal details in the required format as displayed in Candidate Registration Form. After that, the candidate has to enter a password by entering with at least 6 (six) and maximum 12 (twelve) alphanumeric characters with atleast one special character and one capital letter. Re-enter the same password at the space marked as Confirm Password. For future transaction the candidate has to use the same User ID and password only. So candidate has to remember the password for subsequent login. Caution : Please do not share your password, USER ID and PIN with anyone. Fig. 3.5 Screen of Registration Details 19

6. Verify the entries made and if every detail found correct then choose I accept option at the bottom of the form, if the declaration is acceptable. If the candidate selects I accept option, he will be allowed to click the SUBMIT button. In case any mandatory information not filled then registration will not be completed. In such case the incomplete fields will be highlighted by * with red colour or message will be displayed. Provide the incomplete information and click SUBMIT button. 7. By doing so, a Registration Details will be generated as shown in Fig. 3.5. If any corrections are required then press Edit Registration Details button. The Online Registration Form will appear with already filled details which can be edited by the candidate. After editing, the candidate has to verify the details entered and if every detail found correct, click Confirm Registration Details button. No changes to registration details will be allowed after this. 8. The candidate will be able to take printout of the Registration Details only after pressing Confirm Registration Details button. The candidate can click the Print Your Details button for printing Registration Details page, refer Fig. 3.5 9. For the confirmation of registration at Help Center, all candidates have to take printout of the Registration Details (two copies). Self- attested copies of all relevant documents (as per the list mentioned at the bottom of the Registration Details) should be attached with the Registration Details. Both candidate as well as parent/guardian of the candidate has to compulsorily sign the Registration Details at the space provided. 10. The candidate then has to reach at any Help Center with Registration Details and its attachments, to submit at Help Center and to take Registration Slip. He has to carry original documents for verification at Help Center. 11. The officer at the Help Center will verify the Registration Details and photocopies of relevant documents with originals. The officer will retain Registration Details and set of self attested documents, and issue the Registration Slip with signature and seal to the Candidate. It is mandatory for all candidates to confirm the registration at Help Center and obtain Registration Slip, without which candidate shall not be eligible for the further admission process. 12. After successful completion of registration process, provisional merit number (rank) will be allotted on a stipulated date. Candidate will be able to view provisional merit number (rank) with his user ID on website www.gujacpcadm.nic.in under Registration Details button OR can also view on website www.jacpcldce.ac.in. 3.2 PROCEDURE FOR ONLINE CHOICE FILLING: 1. Result Information Letter After the final allotment of seats to candidate, he can see the details of allotted course and institute and can get print of the Information Letter. Admission Details Admission Cancel To cancel the confirmed admission in respective rounds of admission Print Admission To print the receipt of the admission cancellation Cancel Slip Re-admission To re-instate the cancelled admisision in respective round of admission Print Admission Slip To print Admission Slip Upgradation The candidate who wishes to take part upgradation of admission, has to give consent by clicking Yes button. (This button will be visible after completion of first actual round of admission.) Complaint History To lodge complaint/grievances during the admission process. Candidate can view his previous login details and activities performed at any time. 2. For filling up of the choices of courses and institutes the candidate has to login to the website www.gujacpcadm.nic.in by using login ID and password within the time limit as prescribed by Admisison Committee. After login, the candidate can see all available choices according to his eligibility (Branch, Category, Subcategory, Gender, TFWS etc). There will be so many options of available choices for candidate. The candidate can sort his choices according to institute name and/or course name, district wise etc. (Fig. 3.6 & 3.7). 3. The candidate can fill single choice at a time. 4. For filling up single choice, by clicking on ADD button in first grid, one can fill single choice at one time and the choice will be displayed in second grid after the previously selected choices as shown in Fig. 3.8 21

As shown in Fig. 3.8 in Move Choice Function, the candidate, by entering the current choice number [4] in the box and the choice number to which it is to be shifted [2] in the box, can get the current choice number [4] inserted between choices 1 and 3. 6. Using Swap Choice Function, candidate can interchange any two choice priorities. For this candidate will have to enter choice numbers which are to be interchanged in the boxes provided. As shown in Fig. 3.9, choice number [1] will be shifted to choice number [5] and the previous choice number [5] will be shifted to choice number [1]. 7. The candidate has to click on Save choices button for saving the filled choices at regular interval. After filling all choices he has to click on Save and exit button then window will open as Shown in Fig. 3.10, which will show the filled choices in order of preferences. 8. If the candidate wants to modify choices, he should click on Modify Choices button then he will be redirected to choice submission page (Ref. Fig. 3.8). 9. The candidate has to lock his final choices within the stipulated time limit. On clicking Lock Choices button a message Enter your 14 digit PIN will be displayed as shown in Fig. 3.11. After entering your PIN, choices will be locked. If he wants to modify the locked choices, he may do so by clicking on Unlock Choices button. By entering your 14 digit PIN you can unlock the filled choices. Repeat the same procedure of locking of choices mentioned earlier. 24
