Item No. 1: Confirmation of Proceedings of the 13 th meeting of Haryana Kisan Ayog held on 28.05.2014 The proceedings of the 13 th meeting of Haryana Kisan Ayog, were circulated vided letter No. HKA/285-88, dated 30 th May, 2014. A copy of the same is placed at Annexure-1 for confirmation 1

Item No. 2: Action Taken Report on the decisions taken in the 13 th meeting of the Haryana Kisan Ayog. The action taken report is given below in tabular form: Sr. Agenda Decision Action Taken No. 1. It was suggested by Dr. Khokhar, Vicechancellor, CCSHAU that Dr. A.M. Narula, former Zonal Project Director may also be included in the working group constituted on Agricultural Extension. This suggestion was agreed. The details concerning progress made so far were noted with satisfaction The Ayog expressed happiness on the establishment of the Research and Development Fund and the process being adopted as per guidelines already approved. It was also felt that 2 Important recommendations have been conveyed to the respective departments for needed follow up. The WG on Agril. Ext. has been reconstituted, including Dr. A.M.Narula in the group Chairman,HKA has sent a DO letter to CA, HSAMB for release of funds which are awaited.. All the projects were processed by the Ayog, however, no fund has released by HSAMB

Renovation of Office Building of Haryan Kisan Ayog sanction of schemes be regulated in such a way that in any given year the total amount for the project does not exceed Rs. 6 crores to be released annually by HSAMB. It was also suggested that priority be given to short term projects, which could be completed within three years and with no extension beyond six months. After detailed deliberations and considering the importance of attracting experienced/capable experts as Consultants. It was decided to pay an additional amount of Rs. 10,000 per month to the Consultants to cover the cost on telephone, housing and conveyance etc. w.e.f. 1 June, 2014. Hence, the revised honorarium to the Consultants of Ayog be now Rs. 50,000 per month Not considered since same is not permissible under government rules. Item No. 3: Status of Working Groups Thirteen Working Groups have been formed by the Haryana Kisan Ayog so far. The following eleven working groups have submitted their reports. The last two reports were submitted in the current year 2015. These reports have been circulated to all departments & officials concerned for their information and necessary action. 1. Draft on Haryana State Agriculture Policy. 2. Working Group Report on Conservation Agriculture 3. Working Group Report on Natural Resource Management in Haryana 4. Working Group Report on Fisheries Development in Haryana. 5. Working Group Report on Development of Horticulture in Haryana 6. Working Group Report on Development of Protected Cultivation in Haryana 7. Working Group Report on Development of Animal Husbandry in Haryana 8. Working Group Report on Productivity Enhancement of Crops in Haryana 9. Working Group Report on Rainfed Area Development in Haryana. 10. Working Group Report on linking farmers to market in Haryana. 11. Post harvest Technology and value addition for Haryana. The reports of the following working groups are awaited, which are under finalization: 1. Promotion of Honey bee keeping in Haryana. 2. Agricultural Extension in Haryana. It is now proposed to constitute a working group on, Promotion of Mushroom Cultivation in Haryana. Above status of working groups is placed before the Ayog for information. 4

Item No. 4: Procedure for Publication Work. The Haryana Kisan Ayog has a major task of bringing out Technical reports and publish them as well as proceedings of seminars, workshops etc. The Ayog also brings out its quarterly newsletter in English and Hindi, besides other useful publications for specific benefit to farmers. This job was carried out through printers on competitive rates by calling quotations, when the office was at Hisar. At Panchkula, it was learnt that a Samvad society has been established by the Government that takes up publications work of different departments. The first issue of our Newsletter in 2014 and a report were got printed through Samvad. The Samvad society was reluctant to take up Ayog printing work, as the number of copies required by us is usually less than one thousand, whereas they are printing copies in lakhs. Some publication work of the Ayog got delayed for more than a month, therefore the matter was reported in the last meeting of the Ayog held on 28 May, 2014 and it was decided that the Ayog may directly obtain quotations from the printers empanelled by Samvad for getting our job done on priority and without delay. This experience has also not been very good. Firstly, the empanelled printers also do not respond to our call for quotations as our volume of job is small. We had to personally collect the quotations from them after persuasion. Being big printing houses, our job is ignored or delayed and some times of poor quality. It is proposed that in future Ayog may directly call quotations from the market and give work order for printing through open competition. This will save time and bring about efficiency in our publication work, simultaneously ensuring good quality. approval. The above proposal is placed before the Ayog for consideration and 5

Item No.5: Revision of emoluments of Research Fellows. An agenda was placed before the Ayog in its 4 th meeting held on 18.04.2011, for revision of emoluments of Research Fellow. While considering the agenda the Ayog has decided that: The Ayog approved that the total amount payable to Research Fellows be on ICAR pattern i.e. consolidated salary of Rs.25,300 for M.Sc. and Rs.26,400 for Ph.D as also being paid by CCSHAU. While shifting of the Ayog at Panchkula, the HRA has been revised accordingly in its 12 th meeting held on 22.11.2013. Therefore, at present the consolidated salary of Research Fellow for M.Sc. candidate is Rs.27,600/- and Rs. 28,800/- for Ph.D candidates. Now the ICAR vide letter No. Edn/ 6/ 27/ 2014/ HRD dated 1 st July, 2015 and revised letter No. Edn./6 /27/2014/ HRD dated 13 th July, 2015 (Annexures 2 & 3), Department of Science and Technology (DST), Govt. of India Vide letter No. 184685/14 dated 15 th October, 2014 (Annexure 4) and CCSHAU, Hisar (same as ICAR) Vide letter No. CAUH.B.V/2015/M-3/6836-6886 dated 18 th December, 2015 (Annexure 5) has revised the rates of Research Associates with effect from 01.10.2014 as under: Sl. It may also be decided if the pattern of ICAR is to be followed or that of DST is to be followed. At present four Research Fellows are in position in the Ayog. Their qualifications, Specialization and experience details are given in Annexure-6. The matter is placed before the Ayog for consideration and approval. 7

Item No. 6: Programme of Skill Development of Extension Officers and Farmer Producer Companies The Tata Institute of Social Sciences, Mumbai has introduced training programmes in various sectors and shall be imparting trainings across the country through a network of training hub partners. Its partner in Haryana is OD Skill Development Academy Pvt Ltd. Gurgaon. Placed below is a communication from OD Skill Development Academy, Gurgaon for organising skill development training programmes (Annexure-7). It is proposed that we may organise a week long skill development programme for representatives of the Farmer Producer Companies established in the state. The focus of the training will be capacity building in marketing. This training may be organised at HTI, Karnal or ATI, Jind. The expenses for this programme could be met by the Haryana Kisan Ayog. Similarly, a Skill development programme could be organised for middle level functionaries of the departments of Agriculture, Horticulture and Animal Husbandry. If approved, we may request Tata Institute of Social Sciences, Mumbai and OD Skill Development Academy, Gurgaon to organize above two courses on a pilot basis. These could be extended in partnership with HTI/ATI on the basis of experience and utility. The expenditure on each course would be around Rs. 4.5 lakhs as per the following details: This training will be organized at Horticulture Training Institute, Karnal(HTI) or ATI, Jind and around 25-30 persons will participate in each training course. This will be 30 hours module (five days) and expenses for the training are given below:- A. Fees of the OD Skill Development Academy The fee for the programme is Rs.15000/- per participate inclusive of Service Tax i.e 15000 x25=3,75,000/- B. Expenses of lodging and boarding at HTI,Karnal Rs.500/- per person per day i.e 500 x25x5 =62,500/- 8

C. Miscellaneous Expenses=12,500/- Total (A+B+C)=4,50,000 For 30 persons it would be Rs 5.50,000 The matter is placed before the Ayog for consideration and also according financial sanction of Rs. 10 lakhs for this purpose. 9

Item No.7: Appointment of Consultants The Haryana Kisan Ayog decided as under in its 1 st meeting held on 10 September, 2010, vide Agenda Item No.7. A copy of the agenda and proceedings is placed at Annexure- 8 Consultants may be appointed on regular basis for a specific period by a Committee as under, based on specific requirements and availability of suitable experts for the proposed assignment, keeping in view the needs and objectives of the Commission: 1. Chairman 2. Member-Secretary 3. One Expert to be nominated by the Chairman. The committee may like to invite the perspective experts for personal discussion, if necessary. The consultants so selected may be paid a consolidated honorarium of Rs. 30,000/- per month. It was further decided that the number of Consultants to be appointed may be five. In subsequent meetings there were upward revisions in the honorarium which was last revised to Rs 50,000 per month w.e.f. June, 2014. The list of persons who have worked as Consultants with the Ayog is given in Annexure- 9. It may be seen from the list that eminent scientists have worked with the Ayog. At any given time 4 persons have worked as Consultants with Ayog. However, at present there is no Consultant with the Ayog and therefore Consultants need to be appointed. The Chairman, HKA desired that the procedure for appointment of Consultants be reviewed so that a transparent way of engaging them is followed with well-defined job content, eligibility, emoluments etc through public advertisement. Accordingly, it is proposed that the following details/procedure may be approved for appointment of Consultants: a) Consultants may be appointed by the Ayog in the following broad areas and their subject areas: i) Crop Improvement ( Ph.D. in Plant Breeding/Agronomy/Soil Science) ii) Crop Protection ( Ph.D. in Entomology/Pl. Paphology/Nematology) 10

iii) Horticulture (Ph.D. in Horticulture/Vegetables/Flauriculture/Forestry) iv) Agriculture Engineering (Ph.d. in Agri. Engg./Environment/Energy) v) Social Sciences (Ph.D. in Agril. Economics/Extension/Home Sc.) vi) Animal Husbandry ( Ph.D in Veterinary/Animal Sc/Dairying) vi) Fisheries (Ph.D. in Fisheries/Zoology) b) At any given time, four Consultants may be appointed depending on the need and activities of the Ayog. c) The requirement may be advertised in atleast two newspapers and the Ayog website d) A Screening committee consisting of the Chairman, Member Secretary and an expert nominated by the chairman will short list the applicants on the basis of qualification and relevant experience. e) The short listed candidates will be called for an interview by a Selection committee consisting of the Chairman, Member Secretary and an expert nominated by the chairman. f) General Conditions: The Consultants will be paid a fixed consolidated amount of Rs. 50,000 only per month. Not more than two persons (out of four) at any given time may be appointed as Senior Consultants, who will be paid a consolidated sum of Rs. 75,000 per month. However, persons who have experience of working as Dean/Director/equivalent in a university or Additional Director/equivalent in the state department can only be appointed as Senior Consultant. g) The Consultants/Senior Consultants will not be entitled to any kind of leave except public holidays and casual leave subject to a maximum of 20 days in a calendar year. They will be paid TA/DA as per entitlement of Grade-1 officers, when on official tour. h) Duties of Consultants/Senior Consultants: The Consultants/Senior Consultants will provide technical advice with respect to the broad area of their respective specialisation. He will assist the working groups in his broad area and attend to farmers in rendering appropriate advice. He will also suggest areas and problems for conducting studies/forming working groups. They may be assigned the jobs related to organising meetings with farmers, 11

seminars, workshops etc. and may be assigned any other assignment by the Chairman or Member Secretary. i) A person nominated as external Expert member of the screening committee shall be paid an honorarium of Rs. 2500 for screening work, if the number of applicants is upto 10. He/she will be paid Rs. 2500 for each block or part thereof for each block of 10 applicants, subject to a maximum of Rs. 10,000. j) A person nominated as external Expert member of the selection committee shall be paid an honorarium of Rs. 2500 for conducting the interviews, if the number of candidates is upto ten and Rs. 5000 in case the number of candidates is more than 10. k) The external expert members of screening/selection committees will be paid travel expenses on actual basis and extended local hospitality. The matter is placed before the Ayog for consideration and decision 12

Item No. 8: Establishment of Haryana Agriculture Innovation Fund and a Research and Development Grant The Haryana Kisan Ayog had initiated a proposal for establishment of Haryana Agriculture Innovation Fund. The proposal was agreed in principle by the Hon ble Chief Minister and announced its establishment on December 23, 2011 at Hisar, while addressing the Kisan Diwas function at CCSHAU, Hisar. Detailed guidelines for operation of the fund were prepared by the Ayog. These were thoroughly examined by the Department of Agriculture and based on discussions it was decided to create a, Haryana Society for Promotion of Agriculture Innovations. The Haryana State Agriculture Marketing Board (HSAMB) earmarked a sum of Rs. 3 crores for this purpose. The HSAMB also decided to provide an additional non lapsable sum of Rs. 1 crore annually for this purpose in its meeting held on 3 April, 2013. Approval of the Government for transfer of these funds by HSAMB is placed at Annexures-10 and 11. Government s approval for the creation of, Haryana Society for Promotion of Agriculture Innovations is placed at Annexure-12. Subsequently, the society has been registered with the District Registrar of Firms and Societies, Panchkula with the society s registered office in the Haryana Kisan Ayog, Anaj Mandi, Sector-20, Panchkula. A copy of the Registration certificate is placed at Annexure - 13. Two meetings of the General Body of the society have been held under the chairmanship of the Agriculture Minister. The HSAMB has been requested to release the grant approved for the society. A copy of DO letter sent by the Chairman, HKA in this regard is placed at Annexure-14. No funds have been released by the HSAMB. The Haryana Kisan Ayog had also recommended establishment of a Research and Development Fund by HSAMB to meet research needs of local and regional problems on a competitive grant basis. The Haryana State Agriculture Marketing Board (HSAMB) approved a sum of Rs.6 crores for this purpose on annual basis. Detailed guidelines for operation of the fund have also been approved by the government. Accordingly, Ayog had invited proposals to 13

fund some short term result-oriented ad-hoc research schemes addressing critical gaps for solving important problems relating to production, processing and marketing of agricultural produce including animal and fish products. In response to an open advertisement, the Ayog received over 65 proposals from nineteen institutions such as: NDRI, IARI, CIRB, CSSRI, DWR, CCSHAU, ICRISAT, MDU, LUVAS, DCRUST, KUK, GJUS&T, besides, some from private institutions and NGOs. The focus of the projects was on out-scaling of innovations, promotion of adaptive and applied research that can directly benefit the small holder farmers by increasing both production and quality of agricultural produce. Maximum number of projects were received in the area of dairy and veterinary sciences, followed by resource conservation technology, economics and management studies, soil science, water technology and crop improvement etc. The projects were screened and evaluated internally by the consultants of the Ayog, external reviewers and by various Technical Expert Committees as per the guidelines approved by the government. HSAMB was requested to release the project wise grants. However, no funds have been released by the Board for this purpose. Above details are placed for kind information of the Ayog and taking a decision on continuation of these two initiatives of the Ayog. 14

Proceedings of the 13 th meeting of Haryana Kisan Ayog held at Panchkula on 28 May, 2014 at 12 Noon The 13 th meeting of Haryana Kisan Ayog was held on 28 May, 2014 at 12 Noon, in the office of the Chairman, Haryana Kisan Ayog, Anaj Mandi, Panchkula. Paroda, Chairman welcomed the members and appreciated their support to the Ayog. He also shared his happiness that the state Cabinet has adopted the Haryana State Agriculture Policy. The agenda items for the meeting were taken up, as proposed, and the following decisions were taken: Item No 1: Confirmation of Minutes of 12 th Meeting of Haryana Kisan Ayog The minutes of the meeting were duly confirmed. Item No 2: Action Taken Report on the decisions taken in the 12 th meeting of the Haryana Kisan Ayog. Action taken on all previous decisions was noted with satisfaction. Item No. 3: Status of Working Groups The progress of working groups was noted with satisfaction. It was suggested by Dr. Khokhar, Vice-chancellor, CCSHAU that Dr. A.M.Narula, former Zonal Project Director may also be included in the working group constituted on Agricultural Extension. This suggestion was agreed. Item No 4: Establishment of Haryana Agriculture Innovation Fund The details concerning progress made so far were noted with satisfaction. 17

Item No. 5: Establishment of Research and Development Grant by HSAMB The Ayog expressed happiness on the establishment of the Research and Development Fund and the process being adopted as per guidelines already approved. It was also felt that sanction of schemes be regulated in such a way that in any given year the total amount for the projects does not exceed Rs. 6 crores to be released annually by HSAMB. It was also suggested that prioirity be given to short term projects, which could be completed within three years and with no extension beyond six months. Item No.6: Emoluments for Consultants working in HKA After detailed deliberations and considering the importance of attracting experienced/capable experts as Consultants, it was decided to pay an additional amount of Rs. 10,000 per month to the Consultants to cover the cost on telephone, housing and conveyance etc. w.e.f. 1 June, 2014. Hence, the revised honorarium to the Consultants of Ayog be now Rs. 50,000 per month. Item No. 7: Shifting of Ayog to Panchkula Payment of Transfer TA Not considered since same is not permissible under government rules. Item No. 8: Procedure for Publication Work. Annexure 8 Copy of Agenda Item No. 7 of the First Meeting of Haryana Kisan Ayog held on 10 September, 2010 at 3 p.m. in the office of Vice-chancellor, CCSHAU, Hisar Item No. 7: Rules and Procedures. a) For Undertaking Studies: As per para 6 of the guidelines/instructions for governing the functioning of the Haryana State Farmers Commission issued vide Memo. No. 2028-Agri.II(1)-2010/10694 dated 5-8- 2010 (Copy at Annexure -3), the following provision exists: The Commission may get studies conducted on the issues mentioned in the terms of reference of the Commission, which may involve financial outlay upto Rs. 15 lacs. It is proposed that the Chairman may have the financial powers to sanction specific studies/pilot projects related to the mandate of the Commission to be conducted by SAUs, ICAR Institutes, other advance research or development organizations or individual experts or reputed NGOs/Pvt. Sector institutions, for an amount upto Rs. 15 lacs in each case through an agreement with concerned organization. b) Appointment of Consultants and Research Fellows: As per para 5 of the guidelines/instructions for governing the functioning of the Haryana State Farmers Commission issued vide Memo. No. 2028-Agri.II (1)-2010/10694 dated 5-8- 2010, the following provision exists: The Commission may appoint Consultants/Research Fellows on contract as per terms of reference of the Commission and shall pay them remuneration as decided by the Commission. 37

(i) Consultants: It is proposed that consultants may be appointed on regular basis for a specific period by a Committee as under, based on specific requirements and availability of suitable experts for the proposed assignment, keeping in view the needs and objectives of the Commission: 1. Chairman 2. Member-Secretary 3. Two Experts to be nominated by the Chairman. The committee may like to invite the perspective experts for personal discussion, if necessary. The consultants so selected may be paid a consolidated honorarium of Rs. 30,000/- per month. (ii) Research Fellow: It is also proposed to appoint Research Fellows as per requirement of the Commission. The Research Fellows shall be appointed on a fixed contract with consolidated emoluments at par with ICAR rates (currently Rs. 18,500 per month for M.Sc and Rs. 20,000 for Ph.D. degree holders). The Research Fellows be appointed through a walk-in-interview to be conducted by the committee mentioned above for the appointment of consultants. The experts called for conducting interview will be paid TA on actual basis and an honorarium of Rs. 1000/- for each sitting. Note: The quorum of the committee for appointment of Consultants and Research Fellows shall be three. In case the chairman is not available, the senior most expert will chair the meeting. Further, a contract agreement shall be signed between the Ayog and the appointee on the format being used by the university, incorporating the general terms and conditions of service. The agreement may also be got vetted by a legal counsel before its execution. 38
