-1- Item No.1: Confirmation of the proceedings of the 8 th meeting of Haryana Kisan Ayog held on 30.03.2012. The proceedings of the 8 th meeting of the Haryana Kisan Ayog, were circulated vide letter No. HKA/2012/2079-81 dt. 08.08.2012. A copy of same is placed at Annexure-1 for confirmation by the Ayog.

-2- Item No. - 2: Action Taken Report on the decisions taken in the 8 th meeting of the Haryana Kisan Ayog. Meetings may also be held sector wise i.e. Rice Cultivators etc. Besides periodic meetings with Kisan Clubs. 8. Imprest money It was decided to create an imprest amount of Rs. 50000/- for Hisar office & to increase the imprest amount to Rs. 20000/- for Camp office, Gurgaon. The remuneration has been revised w.e.f. 1.08.2012. The decision has been implemented. The decision has been implemented regarding holding of meetings. The decision has been implemented.

-3- Item No 3 : Terms and conditions for the engagement of Consultants & Research Fellows. As per para 5 of the guidelines/instructions for governing the functioning of the Haryana State Farmers Commission issued vide Memo. No. 2028-Agri11 (1) -2010/10694 dated 05.08.2010 (copy at Annexure-2), the following provision exists: The Commission may appoint Consultants/Research Fellows on contract as per terms of reference of the Commission and shall pay them remuneration as decided by the Commission. The rules and procedure and remuneration were decided by the Commission in its 1 st Meeting held at Hisar on 10 th Sep. 2012 (copy at Annexure-3). While deciding the procedure of appointment neither any age limit nor maximum tenure period were prescribed for the Consultants. Presently, seven Consultants are working there whereas in this Ayog four Consultants & Four Research Fellows are working. Therefore, the matter is placed before the Ayog to take a view regarding the number of Consultants & Research Fellows to be engaged and fixing of age limit & period of tenure for engagement of Consultants.

-4- Item No.:4 Revision of rates of translation work Remuneration thereof. In the 4 th meeting of Haryana Kisan Ayog held on 18th April, 2012, the following rates of remuneration for translation jobs from English to Hindi and vice versa including editing & typing jobs were fixed (copy at Annexure-8) i. Rs. 200/- per page for 1 st 10 pages ii. Rs. 100/- per page subsequent pages. The remuneration was fixed higher than the ICAR rates considering that the latter were fixed in 2007. However, during Feb. 2012 the ICAR rates have been revised vide letter No. 14-2/2012- GAS (DKMA) dt. 28.02.2012 as under (copy at Annexure-9) S.No. Description of the Work 1. Rs. 875/ 1000 words upto 50,000 words Rs. 825/ 1000 words for more than 50,000 words Rs. 125/100 words. In the ICAR rates, 300 words are taken as a standard page. Thus, the Ayog may revise the translation job (including editing and typing) rates as per the rates of ICAR.

-5- Item No:5 Status of Working Groups. status is as under: Ten Working Groups have been formed by the Haryana Kisan Ayog so far and their S.No. Name of Working Group Status 1. Working Group on Linking Farmers to Market in Haryana. The Working Group has submitted its report and the same has been submitted to the Government. Same as above. The Working Group has submitted its report. The Report is in advanced stage of finalization and will be submitted soon. Same as above. Same as above. Same as above. Same as above. The work of the group is in progress. Two meetings have been held on 19 th July, 2012 with State Officers of Agriculture & allied subjects and on 19 th Oct., 2012 with Scientists. Further, meeting on 23 rd Nov., 2012 is to be held with Agri-Processors, Exporters & Contact Farmers. It is seen that out of ten working groups, three have submitted their reports. Two of these reports have also been submitted to the government. Five groups are in a final stage of report writing and will be submitting them shortly. Work of two groups is in progress. The status is placed before the Ayog for information. The Ayog may also decide on the follow-up work to be taken up on the reports already submitted to the government.

Item No:6 Strengthening of Kisan Clubs. The department of Agriculture had established Kisan Clubs in each district with the objective of using it as a platform to bridge extension gaps and receive feedback on government programmes. Eventually, many of the clubs became non functional. Some continued their good activities and worked as change agents by their own initiative. In meetings of the Ayog with the farmers, representatives of Kisan Clubs highlighted some problems in their functioning. It was felt that these Kisan Clubs could play an important role as change agents and also provide feedback on various schemes of the government. Accordingly, a meeting of the Presidents of District Kisan Clubs was organised on 8 August, 2012 at Panchkula to know their problems and activate their functioning. The meeting was chaired by Dr. R.S.Paroda, Chairman, Haryana Kisan Ayog and attended by Principal Secretary, Agriculture besides senior officers of the state departments of Agriculture, Animal Husbandry, Horticulture, Fisheries and HSAMB. It was decided in the meeting that meetings of the Kisan Clubs will be facilitated by HSAMB by providing space for this purpose.. Farm magazines and literature will be provided to them. Study tours would also be organised for members of the clubs. The matter is placed before the Ayog, to discuss activities that could be taken up with the Kisan Clubs and the mechanism to support them. Similarly, the Ayog had submitted a proposal for creation of an Agriculture Innovation Fund to promote farmer led innovations by rewarding them and further supporting them in refining, patenting and up scaling useful innovations. The proposal was approved by the Hon ble Chief Minister in December, 2011, but the same is yet to take off, as formal approval by the government is still awaited. The matter is placed for information of the Ayog.

Proceedings of the 8 th meeting of the Haryana Kisan Ayog held at Kisan Bhavan, Panchkula on 8 August, 2012 at 2.00 p.m. ANNEXURE-1 The following were present:- 1. Dr.R.S.Paroda, Chairman, Haryana Kisan Ayog. 2. Mr. Roshan Lal, IAS, Principal Secretary, Agriculture. 3. Dr.K.S.Khokhar, Vice-Chancellor, CCS HAU. 4. Dr.R.S.Dalal, Member Secretary, Haryana Kisan Ayog. At the outset, Dr. Paroda, Chairman welcomed the members. Mr. Roshan Lal briefed on various issues concerning Ayog. He informed that the proposal for establishment of an Agriculture Innovation Fund has been approved by the government. Further, the draft policy on agriculture submitted by the Ayog has been circulated to all concerned for comments and suggestions. The agenda items were discussed in detail and the following decisions were taken:- Item No 1: Item No 2: Item No 3: Item No 4: Item No 5: Item No 6: Item No 7: Item No 8: Confirmation of Minutes of 7 th Meeting of Haryana Kisan Ayog The minutes of the meeting were confirmed. Action Taken Report on the decisions taken in the 7 th meeting of the Haryana Kisan Ayog. Noted with satisfaction. Under agenda item no. 6 of the 7 th meeting it was decided to request the university (CCSHAU) to take up the renovation work of the Ayog premises on priority basis for which an advance of Rs. 9.18 lacs has been deposited with the university. Development of sustainable Land Use Plan for Haryana Study to be conducted by HARSAC. The proposal was approved as proposed, with total outlay of Rs. 50 lacs for a period of 18 months. Status of Working Groups The status and progress of the working groups was noted with satisfaction. It was decided to constitute three more expert working groups in the following areas: a) Women and Youth in Agriculture b) Agriculture Credit c) Agricultural Research and Education Revision of remuneration of Consultants. After detailed deliberations, it was decided to revise the fixed honorarium of Consultants to Rs. 40,000 per month w.e.f. August, 2012. Payment of lodging and boarding charges for working group members The proposal was approved as proposed. Interface with Farmers It was felt by all members that Division wise meetings again may not be useful. The Ayog may prepare a list of progressive and award winning farmers for consultations. Meetings may also be held sector wise viz. Rice cultivators, cotton growers, mushroom farmers, fish farmers, poultry farmers etc. besides periodic meetings with Kisan clubs. Imprest amount The proposal for increasing the imprest amount for Gurgaon office to Rs. 20,000 was approved, whereas for Hisar office, an imprest amount of Rs. 50,000 was approved to be maintained by the Member Secretary. Memo.No.2028-Agri.II(1)-2010/10694 Chandigarh, dated 5-8-2010 Annexure-2 Subject:- Guidelines/instructions for governing the functioning of the Haryana State Farmers Commission. ---- The State Government has approved the following guidelines/ instructions to govern the functioning of the Haryana State Farmers Commission:- 1-Name: The Haryana State Farmers Commission hereinafter referred to as HSFC means the Haryana State Farmers Commission constituted by the Government of Haryana. 2- Address: The headquarter of the Commission shall be situated at CCS, HAU Hisar. However, the Chairman can maintain a camp office at Gurgaon. 3-MEMBERS OF THE COMMISSION: The Commission shall consist of the following members:- 1 Dr. R.S. Paroda S/o Late Shri R.K. Singh Paroda. Chairman J-8, Pusa Apartment, Sector 15, Rohini, New Delhi - 110085 2 Financial Commissioner & Principal Secretary to Member Govt. Haryana, Agriculture Department. 3 Vice Chancellor,CCS HAU, Hisar Member 4 Two non official Members (to be nominated later on) 5 Prof. R.S. Dalal, Associate Director, Directorate of Human Resources Management, CCS HAU, Hisar. Non official Members Member - Secretary 4. The Member Secretary will be a full time employee of the Commission. His services may be taken on deputation from Choudhary Charan Singh Haryana Agricultural University, Hisar on

standard terms and conditions. However, Choudhary Charan Singh Haryana Agricultural University, Hisar will continue to provide him the accommodation and the telephone for which the bill would be paid by the Haryana State Farmers Commission. 5. ENGAGEMENT OF CONSULTANTS The Commission may appoint Consultants/Research Fellows on contract as per terms of reference of the Commission and shall pay them remuneration as decided by the Commission. The Commission may constitute an Advisory Committee of farmers from different fields of activity and may pay them honorarium or TA/DA as decided by the Commission for attending the meetings of the Commission. 6-CONDUCT OF STUDIES The Commission may get studies conducted on the issues mentioned in the terms of reference of the Commission, which may involve financial outlay upto Rs.15 lacs. 7-MEETINGS OF THE COMMISSION: Meetings of the Commission shall be held as and when required. Member Secretary of the Commission in consultation with the Chairman shall call the meetings of the Commission. Any three members of the Commission shall form a quorum for the meeting of the Commission. As far as possible the issue in the Commission shall be decided unanimously but where there is difference of opinion amongst the members of the Commission, decision on the same shall be taken on the basis of the opinion of the majority of the members present. The Chairman shall have a casting vote. The Commission may from time to time constitute smaller committees for undertaking specific functions or discharging specific duties as authorized by the Commission. The decisions taken by the smaller committees shall be brought before the commission for its information. The proceedings of the meeting shall be signed by the Chairman and the Member Secretary. 8-FUNDS: Funds of the Commission will be provided by the State Government in the Agriculture Department. 9. DUTIES AND POWERS OF MEMBER SECRETARY: (i) To administer day to day affairs of the Commission and supervise and manage the day to day functions of the Commission and issue directions, orders or instructions to the employees of the Commission.

(ii) to make arrangements for proper maintenance and custody of all records, securities, cash and the properties of the Commission. (iii) to endorse and transfer promissory notes, Government and other securities and to endorse, sign, encash, cheques and other negotiable instruments on behalf of the Commission. (iv) to sign deposit receipts and operate the accounts of the Commission with bank and financing agencies. (v) to institute, conduct, defend, compromise, refer to arbitration, legal proceedings in favour of or against the Commission or its officers or employees through any officer or employee of the Commission or otherwise through legal practitioner or any other person authorized by him in this behalf. (vi) to determine powers, duties and responsibilities of the employees of the Commission. (vii) to enter into negotiations and contracts and rescind and make such notes, deeds and instruments as may be necessary on behalf of the Commission in relaxation to any of the object of the Commission or otherwise in the interest of the Commission. (viii) to take necessary steps as may be necessary to avoid any loss or to prevent damage or loss to the assets, properties and interests of the Commission. (ix) to appoint custodians of books and records and other properties of the Commission. (x) to exercise all such powers as may be delegated to him by the Commission or by the Chairman. (xi) The Members and Member Secretary of the Commission will be paid TA/DA etc. equivalent to what is drawn by an Administrative Secretary to the Government of Haryana. (xii) Members and Member Secretary and all employees and their dependents of the Commission will be provided medical facilities at par with their parent department for deputationists and for the remaining staff it would be as per Haryana Government instructions. The Member Secretary may delegate any of his powers to an officer of the Commission for effective and efficient functioning of the Commission. 10-POWERS OF CHAIRMAN: i) Chairman of the Commission will be the Chief Executive Officer of the Commission.

ii) iii) All the employees of the Commission shall perform their duties under the administrative control of the Chairman. He shall preside over all the meetings of the Commission. 11- ACTS DONE IN GOOD FAITH The Chairman and Member Secretary stand indemnified for all actions if the same are taken in good faith and in the interest of the activities of the Commission while discharging their duties. 12- FINANCIAL POWERS: i) The Member Secretary of the Commission shall be authorised to defray statutory expenses such as wages, bill etc. to any limit. ii) He shall be authorised to sanction contingent and miscellaneous expenses to the tune of Rs. 50,000/-(fifty thousand). iii) Chairman of the Commission shall be authorised to sanction contingent and miscellaneous expenses upto a sum of Rs. 2,00,000/-(Rs.two lacs only). iv) All the expenses above a sum of Rs.2,00,000/-(Rs.two lacs).shall be authorized / sanctioned by the Commission. 13- MISCELLANEOUS: i) The Chairman and Member Secretary shall be entitled to traveling and entertainment expenses on actual basis. ii) The employees and officers of the Commission shall be entitled to claim TA/DA on the pattern of Haryana Government employees. iii) The staff shall be employed by the Commission on deputation from the Department of Agriculture and other Departments of the State Government or on contractual basis. No employee of the Commission shall be paid remuneration, which is higher than the same paid by the Haryana Government to its employees at the equivalent level. iv) The Chairman, Members and Member Secretary shall be entitled to staff car. The expenses on communication i.e. telephone, internet, fax, photostat, post etc. shall be paid on actual basis. v) The Commission shall be authorised to give grant/advance for the purpose of conducting any research/study relating to the areas/ issues mentioned in its terms of reference. It shall also be entitled to incur expenditure for helping introduce new technology in

agriculture and allied activities and also for the purpose of encouraging the cultivation of a specific crop or undertaking a specific project on pilot basis. vi) The Commission may appoint Research Fellow on contract basis for conducting various studies/activities relating to the terms of reference of the Commission. vii) The Commissions may purchase equipments, machines, furniture, fixtures, vehicles, audio-visual aids, computers and other I.T. equipments, stationary etc. for its smooth functioning as and when required. viii) The Commission shall be free to give the maintenance service of the office of the Commission on contract. ix) In the absence of Member Secretary, the Chairman shall be empowered to exercise all the powers of the Member Secretary. 14- EMPLOYEES: The Commission shall have following employees purely on contract/ deputation ba- sis:- i. a) Appointment of Consultants and Research Fellows: As per para 5 of the guidelines/instructions for governing the functioning of the Haryana State Farmers Commission issued vide Memo. No. 2028-Agri.II (1)-2010/10694 dated 5-8- 2010, the following provision exists: The Commission may appoint Consultants/Research Fellows on contract as per terms of reference of the Commission and shall pay them remuneration as decided by the Commission. (i) Consultants: It is proposed that consultants may be appointed on regular basis for a specific period by a Committee as under, based on specific requirements and availability of suitable experts for the proposed assignment, keeping in view the needs and objectives of the Commission: 1. Chairman 2. Member-Secretary 3. Two Experts to be nominated by the Chairman. The committee may like to invite the perspective experts for personal discussion, if necessary.
