Principal finance Officer (CASB 4 one position) Reporting to the Clerk of the County Assembly, the job holder will be responsible for the following: i. Supervise and coordinate the Finance, Accounts and Procurement sections of the County Assembly; ii. Co-ordination of budget preparation of the Assembly including preparation of the annual estimates and control of expenditure; iii. iv. Monitoring expenditure on programs and projects; Preparation of expenditure reports and forecasts as basis for release of funds from the County Revenue Fund; v. Control and co-ordination of both routine and non-routine accountancy matters; vi. vii. viii. Interpretation of Financial policies, budgeting controls, management accounting methods and financial returns; Ensuring timely preparation of statutory reports from the four departments; Ensuring compliance with the laws on Financial management and procurement; and For promotion to this grade, i. An officer must have satisfactorily served as Senior Finance Officer or Senior Accountant or in a comparable position for a minimum period of three years; ii. A Master s degree in Finance, Accounts, Economics or equivalent qualification; iii. Bachelor s degree in any of the following disciplines:- Commerce (Finance Option), Economics, Business Administration, Business Management or any other equivalent qualification from a recognized institution; iv. A Qualified accountant with CPA (K), ACCA Final or equivalent position and a registered Member of ICPAK; v. Attended a senior management course in a recognized institution; vi. Clearances from the Directorate of Criminal Investigations, Kenya Revenue Authority, Higher Education Loans Board and the Ethics and Anti-Corruption Commission.
For direct appointment, a candidate must have: i. A Master s degree in Finance, Accounts or Economics or equivalent qualifications; ii. Bachelor s degree in any of the following disciplines:- Commerce (Finance Option), Economics, Business Administration, Business Management or any other equivalent qualification from a recognized institution; iii. A Qualified accountant with CPA (K) or ACCA Final and a registered Member of ICPAK; iv. Served in the position of Finance, Accounts, Economics officer or a comparable position for a minimum period of ten (10) years, three (3) of which must have been in senior management; v. Good understanding of Government Financial Procedures; vi. Attended a senior management course in a recognized institution vii. Knowledge of IFMIS; viii. Clearances from the Directorate of Criminal Investigations, Kenya Revenue Authority, Higher Education Loans Board and the Ethics and Anti-Corruption Commission. 2. Principal Human Resource Management Officer (CASB 4 one position) Reporting to the Clerk of the County Assembly, the officer will be responsible for the following: i. Co-ordination and advising on all matters and systems relating to human resources in the areas of placement, deployment, discipline, staff remuneration, succession and separation in the County Assembly; ii. Providing direction on strategic human resource planning, organization and development; iii. Establishing Human Resource Systems, structures and procedures; iv. Establish proper Human Resource planning and management policies and procedures; v. Facilitate job analysis and evaluation; vi. Coordinating training and development; vii. Ensure proper application and interpretation of Human Resource Management policies, regulations, procedures and systems; viii. Offer guidance on staff and Members wages and benefits, allowances and reward management; ix. Managing staff pension scheme, gratuities, medical, staff welfare and statutory deductions. And x. Job analysis and job description and overseeing performance Management. For promotion to this grade, an officer must have: i. Served as a Senior Human Resource Management Officer for three (3) years in public or private sector; ii. 7 years working experience in the public or private sector; iii. A Bachelor s degree in Social Sciences and a Higher Diploma in Human Resource Management; iv. A Master s degree in Human Resources Management or Master of Business Administration (MBA); v. Attended a Strategic Leadership course lasting not less than four (4) weeks from a recognized institution; vi. Be a registered member of the Institute of Human Resource Management; and vii. Clearances from the Directorate of Criminal Investigations, Kenya Revenue Authority, Higher Education Loans Board and the Ethics and Anti-Corruption Commission.
For direct appointment to this grade, a candidate must have: i. Ten (10) years working experience in the public or private sector; ii. A Bachelor s degree in Social sciences and a Higher Diploma in Human Resource Management; iii. A Master s degree in Human Resources Management or Master of Business Administration (MBA) iv. Attended a Leadership course lasting not less than four (4) weeks from a recognized institution; and v. Be a registered member of the Institute of Human Resource Management; vi. Clearances from the Directorate of Criminal Investigations, Kenya Revenue Authority, Higher Education Loans Board and the Ethics and Anti-Corruption Commission. 3. Principal Clerk Assistant (CASB 4 one position) i. Advise the speaker, other presiding officers and members of the county assembly on legislative procedures and practices; ii. Research on matters pertaining to parliamentary practices and procedures by consulting appropriate sources like documents or persons; iii. Coordinate operations and functions of the legislature such as activities pertaining to seminars and conferences for Members of County Assembly and staff; iv. Drafting and processing of Order Papers, Statements and Motions in the Table Office; v. Coordinating preparation of and maintenance of a Bills Tracker and a Motions Tracker; vi. Offering administrative services to various types of assembly committees including the County Assembly Service Board;5+ vii. Assisting in coordination of activities pertaining to seminars and conferences for the Members of the County Assembly and staff; viii. Plan and coordinate functions and operations of the table office, Legislative and procedures research and various committees; and ix. Organize conferences for MCAs, develop and manage induction program for MCAs and oversee Exchange programs. i. Should have served satisfactorily in the grade of Senior Clerk Assistant for at least three (3) years; ii. A Master s degree and a Bachelor s degree in a relevant discipline from a recognized university; iii. Proven commitment to, and timely execution of duties and responsibilities in the assigned section; iv. Been on attachment to various parliaments; v. Attended at least four (4) weeks Strategic Leadership course from a recognized institution; vi. Clearances from the Directorate of Criminal Investigations, Kenya Revenue Authority, Higher Education Loans Board and the Ethics and Anti-Corruption Commission For direct appointment, a candidate must have: A Masters degree and a Bachelor s degree in a relevant discipline from a recognized university and served in senior management within public service/parliament for seven (7) years.
4. Senior Procurement Officer I (CASB 5- one position) (a) Duties and responsibilities i. Head the Procurement unit and report to the Principal Financial Officer; ii. Updating, interpreting and implementing existing procurement laws, regulations, policies and procedures; iii. Preparing procurement plans in accordance with the budget; iv. Procurement of stores and supplies; v. Assessing the performance of suppliers and contractors; vi. Coordinating the preparation and the implementation of procurement manual; vii. Recommending disposal of unserviceable/obsolete stores; viii. Ensuring goods delivered by suppliers are of the right quality and quantity; and ix. Training and development of supplies personnel. For promotion to this post, an officer must have: (i) Served as Senior Procurement officer II for at least three (3) years; (ii) A Master s degree and a Bachelor s degree in Economics or Bachelor of Commerce or Business Administration-BBA (Procurement/Supply Chain Management) from a recognized university; (iii) A Post graduate diploma in procurement/supplies management; (iv) Shown merit in job performance; (v) Membership to Kenya Institute of Supplies Management; (vi) At least a four week Senior Management course; and (vii) Clearances from the Directorate of Criminal Investigations, Kenya Revenue Authority, Higher Education Loans Board and the Ethics and Anti-Corruption Commission For direct appointment to this post, a candidate must have: i. A Master s degree and a Bachelor s degree in Commerce or Business Administration- BBA (Procurement/Supply Chain Management) from a recognized university. ii. Post graduate Diploma in Procurement / Supplies Management; iii. Membership to Kenya Institute of Supplies Management; iv. Work experience of ten (10) years in a senior position in public procurement; v. Attended a senior management course; and vi. Clearances from the Directorate of Criminal Investigations, Kenya Revenue Authority, Higher Education Loans Board and the Ethics and Anti-Corruption Commission 5. Legal Counsel II (CASB 8 one position) (a). Duties and Responsibilities i. Drafting Bills and amendment to the Bills to be proposed to the Assembly by any Member of the Assembly or any committee of the Assembly; ii. Giving legal interpretation of Acts and bills and generally giving legal advice on matters relating to the County Assembly business; iii. Providing legal advice to the County Assembly, Assembly committees, the speaker, the County Assembly Service Board, individual members and the Clerk; iv. Ensuring that the Bills passed by the County Assembly comply with the Constitution; and v. Legal representation of the County Assembly and the County Assembly Service Board in court proceedings.
(b). Requirements for Appointment i. Have a Bachelor s Degree in Laws from a recognized institution; ii. Be admitted as an Advocate of the High Court of Kenya; iii. Be in possession of a current practicing certificate; iv. Have proficiency in use of basic computer applications; 6. Supply Chain Management Officer II (CASB 9 - one position) (a). Duties and Responsibilities i. Purchasing, Receiving requisitions and specifications from users, doing tendering and acquiring of goods and services; ii. Storage, documentation, of goods/services and custody of documents and goods; iii. Commissioning of procured services, issuing of goods and retiring of boarded goods; iv. Control of supplied goods, stores control and issue of goods from the stores; v. Preparation of LPOs, verification of goods and services received and verification of invoices against supplied goods and services; vi. Disposal of obsolete and unserviceable stores/goods; and vii. Offering secretarial services to tender processing committees. (b). Requirements for Appointment i. Bachelor s degree in any of the following disciplines:- Supply Chain Management, Commerce (Supplies Management option), Procurement or any other equivalent qualification from a recognized institution; and ii. Served in a comparable position for a minimum period of two (2) years; iii. Proficiency in computer applications. 7. Internal Auditor II (CASB 9- one position) Reporting to the Senior Internal Auditor, the Internal Auditor II will undertake the following; i. Ensuring compliance with organizational procedures and regulations and physical tallying of assets with records; ii. Assessment of effectiveness of existing systems and safeguards (standards), review of such safeguards and preparation of reports on such assessment and reviews. iii. Ensuring expenditures are in accordance with the law; iv. Advice on financial systems and procedures and procurement systems; and v. Developing internal controls and strengthening such controls. i. Bachelor s degree in any of the following disciplines:- Commerce (Accounting/Finance/Audit option), Economics, Mathematics, Information Technology, Statistics or its equivalent qualification from a recognized institution; OR ii. Certified Public Accountants (CPA)K or Certified Internal Auditors (CIA) Part IV from a recognized institution; iii. Membership to Institute of Internal Auditors will be an added advantage; iv. Proficiency in computer application skills; and v. Demonstrated professional competence.
8. Hansard Reporter II (CASB 9 - one position) Duties and Responsibilities i. Ensuring timely and accurate transcription of hansard reports; ii. Undertaking independent verbatim reporting of County Assembly proceedings and those of relevant committees/functions within or outside County Assembly; iii. Assisting in drafting duty schedules for Hansard Reporters; iv. Preparing transcripts for editing; v. Sorting, checking transcripts from junior officers and amending as necessary; vi. Assisting in classification, custody, archiving, retrieval and cross-checking of documents against references and; (a) Requirements for Appointment i. Served satisfactorily for a minimum period of three (3) years in the grade of Hansard Reporter II; ii. Bachelor s degree in any of the following disciplines:- Mass Communication, Degree in Linguistics, majoring in English and Kiswahili or any other equivalent qualification from a recognized institution; iii. Diploma in Journalism / Mass / linguistics; iv. Minimum of C+ in English and Kiswahili in Kenya Certificate of Secondary Education. v. Proficiency in computer application skills; and vi. Demonstrated professional competence as reflected in work performance. Application Criteria 1.
