Carroll County Board of Education Minutes of Board Meeting July 21, 2016 The Carroll County Board of Education met in Executive Session in the J. M. Gammon Board Room in the Administrative Building, 164 Independence Drive, Carrollton, GA at 6:00 p.m. on Thursday, July 21, 2016. The following members were present: Dr. Jon Anderson, Chair; Mrs. Sandra Morris, Vice Chair; Mr. Chris Gammon, Mr. Donald Nixon, Mr. Bart Cater, Mrs. Denise Askin and Mr. Rob Cleveland. I. The Board voted to meet in Executive Session at 6:00 p.m. to discuss the future acquisition of real estate, personnel and pending or threatened litigation. Motion by Mrs. Denise Askin seconded by Mrs. Sandra Morris. The members were polled: II. The Board voted to exit Executive Session at 6:59 p.m. Motion by Mrs. Sandra Morris, seconded Mrs. Denise Askin. The members were polled: III. Motion by Mr. Rob Cleveland, seconded by Mrs. Denise Askin, to approve the personnel action recommendations as presented by the Superintendent. The members were polled: IV. Dr. Jon Anderson called the Public Meeting to order at 7:00 p.m. The Carroll County Board of Education met in the J. M. Gammon Board Room in the Administrative Building, 164 Independence Drive, Carrollton, GA at 7:00 p.m. on Thursday, July 21, 2016. The following members were present: Dr. Jon Anderson, Chair; Mrs. Sandra Morris, Vice Chair; Mr. Chris Gammon, Mr. Donald Nixon, Mr. Bart Cater, Mrs. Denise Askin and Mr. Rob Cleveland. I. The meeting was opened with the pledge of allegiance to the flag and the invocation by Dr. Jon Anderson. Dr. Jon Anderson welcomed the visitors. The hosts for the Board Meeting were: Mr. David Turner, Principal at North College & Career Academy and Mrs. Heather Entrekin, Assistant Principal at Mt. Zion Elementary School. II. Dr. Christi Teal, Assistant Superintendent of Human Resources & Student Services, and Mr. Scott K. Cowart, Superintendent, recognized the Modern Woodman of America Award Winner. Mr. Scott Estes was presented with a certificate of recognition.
III. Dr. Christi Teal, Assistant Superintendent of Human Resources & Student Services, and Mr. Scott K. Cowart, Superintendent, recognized the following (see attached): American Heart Association Partnerships IV. Dr. Christi Teal, Assistant Superintendent of Human Resources & Student Services, and Mr. Scott K. Cowart, Superintendent, recognized the A.P.P.L.E. Award Winner for Special Recognition. Mr. Duane Harris, Media Specialist at Sand Hill Elementary School, was the recipient of the award. Mr. Harris was presented with a certificate of recognition. V. Motion by Mr. Rob Cleveland, seconded by Mr. Chris Gammon to approve the agenda. Members were polled. VI. There was no Public Input. VII. Motion by Mrs. Denise Askin, seconded by Mrs. Sandra Morris to approve the minutes as recommended by Superintendent Scott K. Cowart for the Minutes of the Board Meeting on June 16, 2016 and the Work Session on July 18, 2016. The members were polled: VIII. Motion by Mr. Rob Cleveland, seconded by Mr. Chris Gammon to approve the consent agenda as recommended by Superintendent Scott K. IX. In his monthly report, Superintendent Scott K. Cowart spoke on the following: Whitesburg Elementary School will be implementing an engineering curriculum. Bowdon High School FBLA received national recognition. Sand Hill Elementary teachers, Alyssa Cook and Jennifer Earnest, participated in summer science program. Temple Middle School teachers participated in the Cherokee Rose summer writing project. Carroll County High School principals participated at the model schools conference in June. Carroll County teachers attended a professional development seminar. The First Annual CCEC Summit. Central High School hosted a real estate professional s breakfast. Property reassessment notices and digest values. Boys home potentially coming to Carroll County. X. Mr. Terry Jones, Assistant Superintendent of Administrative and Support Services, reviewed the field trip requests and asked for the Board's approval. Discussion followed. Motion by Mr. Chris Gammon, seconded by Mr. Rob Cleveland to approve the FY16 field trip requests as presented by Mr. Terry Jones. Discussion followed. The members were polled: XI. Mr. Scott Cowart recommended that the Board approve the intergovernmental agreement with the City of Villa Rica for the transfer of the portion of right-of-way on Midway Street over to the Carroll County Board of Education. Discussion followed. Motion by Mr. Rob Cleveland, seconded by Mr. Donald Nixon to approve the intergovernmental agreement with the City of Villa Rica. The members were polled: XII. Mrs. Tracy Harris asked to make a correction on the date for the Work Session on July 18, 2016 minutes for an amendment of the motion on VII. Board members agreed to the amendment for the correction on the date. Mr. Scott Cowart shared important dates to remember. Mr. Rob Cleveland revised his request from Monday s work session and requested a list of paraprofessionals that have been cut over the last several years and divide the positions by Elementary, Middle and High Schools. Board Members made comments at this time. XIII. Motion by Mrs. Denise Askin, seconded by Mr. Rob Cleveland to adjourn the meeting at 7:24 p.m. The members were polled:
