POLICE RECRUITMENT AND TRAINING State Wise Data on : Police Personnel Recruited Police Personnel Trained Information on IPS Officers This chapter depicts the information /data on State/UT in respect of number of police personnel (Constables, S.Is, Sergeants, ASIs, etc.) recruited during 2008; number of newly recruited police personnel trained and number of police personnel given in-service training during 2008. Police Personnel Recruited A total of 68,016 police constables were recruited fresh during 2008 as against 56,507 in 2007 in the country. At state level the maximum of 10,596 recruitments were made in Maharashtra State followed by 9,852 in Andhra Pradesh and 7,575 in Jharkhand. The number of Sub. Inspectors (SIs)/Assistant Sub. Inspectors (ASIs) recruited during 2008 were 3,226 whereas this figure was 1,494 during 2007. At state level the maximum of 656 SIs/ASIs were recruited in Andhra Pradesh followed by 641 in Delhi and 380 in Chhatisgarh. Details are given in Table - 8.1. (Page No. 98) Police Personnel Recruited Year Constables SIs/ASIs/Surgents/ Jamadars 2007 56,507 1494 2008 68,016 3,226 Training of newly recruited Police Personnel A total of 72,927 newly recruited police personnel from the rank of Dy. SPs to constables (civil & armed police) were trained during 2008 in the State Police Training Institutes. 234 Dy. SsP, 6,100 SIs/ ASIs/Seargents, and 66,593 Constables of police force were trained during the year 2008. At state level the maximum of 41 Dy.SPs of Chhatisgarh Police, followed by 32 Dy.SPs of Maharashtra and 31 of Manipur got training during 2008 while 1,416 SIs/ASIs from Gujarat Police Force, 1,380 from Maharashtra and 739 from Tamil Nadu Police were trained during this period. The maximum of 9,852 constables of Andhra Pradesh Police Force, 5,180 from Orissa and 5,079 from Tamil Nadu Police were trained during the year 2008. Details are given in Table - 8.2. (Page No. 99) Police in-service training A total of 97,614 police personnel from States/UTs police forces were given in-service training during the year 2008 in the country. Of these, 819 IPS, 1,897 Dy.SsP, 25,162 SIs/ Seargents/ASIs and 69,736 constables were given in-service training during 2008. Details are given in Table - 8.3. (Page No. 100) At state level the maximum of 92 IPS Officers from Tamil Nadu followed by 80 from Uttar Pradesh and 72 from Madhya Pradesh (including some officers having undergone training more than once), were given in-service training during 2008. During this period Rajasthan Police has given inservice training to 266 Dy.SsP followed by 251 in Kerala and 231 in Tamil Nadu. At SIs/Seargents/ ASIs level the highest of 8,880 police personnel from Tamil Nadu, 3,885 from Haryana and 2,609 from Delhi were given in-service training during 2008. Some officers, out of all those trained in service, did get training exposure more than once in different programmes. Out of a total of 69,736 constables who were given in-service training, the maximum of 30,752 were from Tamil Nadu, followed by 5,961 from Punjab and 3,024 from Jammu & Kashmir Police. Details are given in Table - 8.3. (Page No. 100) Information on IPS Officers Data relating to IPS Officers has also been collected & complied for as on 1.1.2009. The sanctioned strength of IPS officers excluding Maharashtra who has not supplied the information was 3,567 at All India level. Out of 3,567, only 2,987 were in position. At National level only 20 officers got training Abroad during 2008. 265 officers were on under the State Governments, 19 officers were on from state to state govt. and 410 officers were on to Central Govt.
