KURUKSHETRA UNIVERSITY KURUKSHETRA (Established by the State Legislature Act XII of 1956) ( A Grade, NAAC Accredited) Agenda for the meeting of the Academic Council of the Kurukshetra University to be held on Tuesday, the 21 th October, 2014 at 3.00 p.m. in the Senate Hall, Bhagvadgita Sadan, Kurukshetra University, Kurukshetra. 1. To confirm the minutes of the last meeting of the Academic Council held on 21.04.2014; and to note the follow up action as per Annexure pages 1(1-4). 1

2. To consider the action taken by the Vice-Chancellor in anticipation of the approval of the Academic Council in allowing admission to Ms. Manju Turan D/o Sh. Krishan Chand in M.A. (Final) English in the Directorate of Distance Education and appearing in M.A. (Final) English Examination to be held in May/June, 2014 ot complete her M.A. Degree, as a special case, with some appropriate extra fee in addition to normal fee/late fee etc. for permitting her extension of one chance beyond 4 years which is stipulated period for passing M.A. Degree course. STATEMENT OF THE CASE : As per clause 8.3 of the Ordinance for M.A. Examination, appearing at page 131 of K.U. Cal. Vol.II, Part-A 2003, a candidate who fails to pass M.A. Examination within a period of four years of his/her admission to the course shall be required to pursue the course ab initio if he/she desires to pass the course after the time-limit. In the instant case Ms. Manju Turan took admission in M.A. English Part- II in Dayal Singh College as a regular student in 2011 and was required to pass the M.A. Examination upto May/June, 2012. But, due to the reason, she get attacked by chicken pox, she could not complete her M.A. Degree within the stipulated period i.e. upto May/June, 2012. Now, she has requested to allow her to take admission in M.A. English Part-II in the Directorate to complete her M.A. Degree course. She is ready to pay extra fees which may be levied by the Academic Council. The Academic Council vide its Res.42 dated 11.03.2010 has already allowed admission to the below mentioned candidate to complete her Degree course, as special case on one or the other ground with the penalty, as mentioned against her in addition to normal fee/dues for permitting her extension of one chance beyond 4 years which is the stipulated period for passing M.A Degree course: Ms. Surekha D/o Sh. Jagbir Singh M.A. (Final)English Rs. 5000/- Since meeting of the Academic Council was not being held shortly, the Vice-Chancellor took the action. (REF:DDE) 2

To consider the action taken by the Vice-Chancellor in anticipation of the approval of the Academic Council/Executive Council in approving the following amendment/addition in the eligibility condition for admission to M.Tech. Computer Science & Engg. w.e.f. the session 2014-15: EXISTING 3. A person who has passed one of the following examination of this University or an examination recognized as equivalent thereto with atleast 50% marks in aggregate (45 % marks SC/ST candidates) shall be eligible to join the First Semester of the Course:- (i) M.Sc in Computer Science/ Computer Science Software / Mathematics/ Applied Mathematics/ Physics/ Applied Physics/ Statistics/ Operational Research / Electronics / Information Tech. OR (ii) M.C.A./M.Tech. in Geophysics. OR (iii) B.E./B.Tech. in any discipline. OR AMENDED 3. A person who has passed one of the following examination of this University or an examination recognized as equivalent thereto shall be eligible to join the First Semester of the Course:- M.Sc. in Computer Science/Computer Science (Software)/Information Technology with atleast 50% marks (45% marks for SC/ST) in aggregate. OR MCA with atleast 50% marks (45% marks for SC/ST) in aggregate. OR B.E./B.Tech. in Computer Engineering/ Computer Science & Engineering/ Information Technology with atleast 50% marks (45% marks for SC/ST) in aggregate. (iv) Candidates with AMIE examination in the relevant discipline. or Teaching or Professional experience. DELETED PROCESS OF ADMISSION; A candidate should have qualified as mentioned in (i) above. xxx xxx xxx xxx xxx xxx STATEMENT OF THE CASE : Above change in the minimum eligibility conditions has been made on the recommendations of the Staff Council of the Department of Computer Science & Applications dated 31.03.2014 and the Dean, Faculty of Sciences and Engg. & Technology. It has been felt that the M.Tech. Course in CSE is specialized one and in industry and in placement, the candidates with B.Tech. CSE and M.Tech. CSE are preferred. Earlier such candidates could get benefit due to entrance test but now the admission to M.Tech. CSE will be on the basis of Merit only. Since the meeting of the Academic Council was not being held shortly and above change was to be notified to all concerned for implementation w.e.f. the session 2014-15, the Vice-Chancellor took the above action. 4. To consider the action taken by the Vice-Chancellor in anticipation of the approval of the Academic Council/Executive Council in approving the new Ordinance for Bachelor of Commerce (B.Com.) (Honours) Examination (Semester System), w.e.f. the session 2013-14 as per Annexure Pages 4(1-5). STATEMENT OF THE CASE: The B.Com.(Hons.) course has already been allowed to be introduced in various Colleges, w.e.f. the session 2013-14. The standing Ordinance Committee has examined and recommended the above mentioned new Ordinance, as proposed by the Chairperson, Department of Commerce. Since the meeting of the Academic Council was not being held shortly and the new Ordinance was to be notified to all concerned for implementation, the Vice-Chancellor took the above action. To consider the action taken by the Vice-Chancellor in anticipation of the approval of the Academic Council/Executive Council in approving the following minimum eligibility conditions for admission to BBA 3 rd Semester Course under Lateral Entry Scheme, w.e.f. the session 2014-15 with intake of 20% of the sanctioned seats, on the recommendation of the Committee made in its meeting held on 22.04.2014 keeping in view the letter No.8447/HSBTE dated 20.08.2013 from the Director-General-Cum-Secretary, Haryana Panchkula:- State Board of Technical Education, Passed 3 years Diploma in Business Management (DBM/DBM (IPM) with at least 40% marks STATEMENT OF THE CASE: While considering the above mentioned letter of the Director General- Cum-Secretary, Haryana State Board of Technical Education, Panchkula for allowing admission to passouts of Diploma in Business Management in second year BBA course under Lateral Entry Scheme on the pattern of Diploma Engg. students getting admission in B.E./B.Tech., the Committee constituted by the Vice-Chancellor recommended that the students of Diploma in Business Management (DBM/DBM (IPM) (3-years) passouts with 40% marks, may be allowed in 3 rd Semester of BBA course under Lateral Entry Scheme, w.e.f. the session 2014-15, with intake of 20% of sanctioned seats. According to these recommendations, the Vice-Chancellor has approved the above minimum eligibility conditions in anticipation of the approval of the Academic Council/Executive Council for implementation of these w.e.f. the session 2014-15. To consider the action taken by the Vice-Chancellor in anticipation of the approval of the Academic Council/Executive Council in approving the following amendment/addition in the eligibility condition for admission to M.Sc. Microbiology w.e.f. the session 2014-15: EXISTING AMENDED B.Sc. with Biological Sciences with at least 50% marks B.Sc. with two main subjects from Microbiology, Biochemistry, Biotechnology, Botany, Zoology & Genetics with at least 50% marks in aggregate. STATEMENT OF THE CASE: Above change has been made on the recommendations of the Staff Council of the Department of Microbiology and dated 16.04.2014 and the Dean, Faculty of Life Sciences. Since the meeting of the Academic Council was not being held shortly and above change was to be notified to all concerned for implementation w.e.f. the session 2014-15, the Vice-Chancellor took the above action. STATEMENT OF THE CASE: In terms of Clause-6 of Ordinance-III printed at page 592 of K.U. Calendar Vol.-II the Academic Council is to appoint Committees, every year, to deal with all Unfair Means Cases (UMC) detected during examinations. The Vice-Chancellor constituted the eight such Committees. Two appellate Committees and appointed additional teachers to complete the quorum, vide his orders dated 17.07.2013, in anticipation of approval of Academic Council, to decide the cases expeditiously. Hence, the above proposal. (Ref:Conduct(UMC)) 9

8. To consider amendment/addition to Clause 5 of the Ordinance Master of Computer Application (MCA 3-year) Examination (Annual System), appearing at page 369 of K.U. Cal. Vol.II, 2003 as per Annexure Pages 8(1-5), w.e.f. the session 2014-15, regarding eligibility condition for admission to MCA-II year course in the Directorate of Distance Education under Lateral Entry Scheme. STATEMENT OF THE CASE: A meeting of the Committee constituted by the Vice-Chancellor held on 19.07.2013 unanimously recommended that affiliated Institutes/Unversity Department running MCA course may be allowed to make admission in MCA-2 nd year under Lateral Entry w.e.f. the session 2013-14. In view of this, on the recommendation of the Chairperson/Course Coordinator, the Vice-Chancellor has also allowed the Directorate of Distance Education to make admission in MCA-II year course under Lateral Entry Scheme w.e.f. the session 2014-15. To consider :- (i) (ii) The recommendations made by the Deans Committee in its meeting held on 21.08.2014 (as per Annexure Pages 9(1)) in the wake of Academic Council s decision dated 21.04.2014 vide Res. No. 16 while considering the issue of special re-evaluation of answer-books. And Consequential additions of Clause 18.4(a) 18.4(b) in the rules for re-evaluation of answer-books, provided under Clause-18 of Ordinance-IV Paper setting and evaluation appearing at pages 601-605 of K.U. Calendar Vol.-II(B), 2003. Existing Recommended/Proposed 18.1(a) to 18.4 XXX XXX ------NO CHANGE------ 18.4 (a) The interested students will submit a request for special re-evaluation within 21 days from the date of dispatch of No Change letters issued by the Re-evaluation Branch or the date of dispatch of DMC by the Result Branches after re-evaluation. On the recommendation of the Committee, consisting of Dean of Faculty Concerned and Chairperson/Director of University Teaching Deptts./Institutions concerned the student will be required to remit fee of ` 1000/- per answer-book for special re-evaluation within 15 days from the date of intimation by the Reevaluation Branch. The result of such student(s) will be decided on the basis of the marks obtained by him/her in special re-evaluation and the marks obtained by the student(s) in earlier evaluation and reevaluation will not be taken into consideration or carrier forward in any case. Condition of increase/decrease of 20% marks will not be applicable in special re-evaluation. Special reevaluation of answer-books will not be allowed in any case after one year of the examination. 18.4(b) A standing Committee consisting of (1) Dean of the Faculty Concerned as convener of the Committee (2) Chairperson/Director of the Deptt./Institute concerned (3) Controller of Exams. (4) Subject expert, if needed, may consider and suggest some action against the evaluators/re-evaluators/concerned officials if difference in marks is more than 20% or any serious anomaly is observed by the Committee. 11

STATEMENT OF THE CASE : The Academic Council in its meeting held on 21.04.2014 vide extract No. 16 has resolved that the Deans Committee will examine the matter of special re-evaluation of answer-books and it was desired that some action should be taken against the evaluators/re-evaluators if difference in marks is more than 20%. Accountability must be fixed. Interest of the students must be taken care of. Accordingly, the Deans Committee examined the whole issue regarding special re-evaluation of answer-book(s) in its meeting held on 21.08.2014 and proposed additions of Clause 18.4(a) & 18.4(b) in Clause-18 for re-evaluation of answer-books. Recommendations of the Post Graduate Board of Studies in Management vide Res. 5 in its meeting dated 17-09-2014 has approved the nomenclature,scheme and syllabi of Post Graduate Diploma in Marketing Management (1year-semester system) w.e.f. session 2014-15. As per Annexure Pages 10B (276-289) 4. Recommendations of the Postgraduate Board of Studies of Commerce the grouping of optional papers and change in the code numbers of MCom 3 rd and 4 th Semesters. All the changes will be applicable to the students who are currently admitted in the M.Com 1 st semesters i.e. batch 2014 to 2016. There will be no change for the students who are already studying in M.Com (Final) in the batch 2013 to 2015. Change of syllabi of M.Com course w.e.f. the session 2014 to 2016. As per Annexure Pages 10B (290-342) The Post Graduate Board of Studies in Management meeting held on 17-09-2014 has approved the above-said nomenclature, scheme and syllabi of Post Graduate Diploma in Marketing Management w.e.f. the session 2014-2015. Since meeting of the Faculty of Commerce and Management was not going to be held soon and the above-said syllabi/nomenclature of the courses under reference were to be implemented w.e.f. the session 2014 2015. The Postgraduate Board of Studies in Commerce meeting held on 15/09/2014 as per annexure pages. The grouping of optional papers and change in the code numbers of M.Com 3 rd and 4 th Semesters. All the changes will be applicable to the students who are currently admitted in the M.Com 1 st semesters i.e. batch 2014 to 2016. 11. To consider the action taken by the Vice-Chancellor in anticipation of the approval of the Academic Council, in allowing enter into an MoU as per Annexure Pages 11(1-2) with Dr. Y.S. Parmar University of Horticulture & Forestry, Nauni, Solan as per recommendation of a Committee constituted by the Vice-Chancellor in order to share the facilities and expertise available in each other institution. STATEMENT OF THE CASE : The Vice-Chancellor constituted a Committee to examine & finalize the terms and conditions of the proposed MoU with Dr. Y.S. Parmar University of Horticulture & Forestry, Nauni, Solan. The Committee observed that some modifications are required in the draft MoU and accordingly vetted the draft MoU. The Committee recommends that the MoU may be entered with Dr. Y.S. Parmar Univeristy of Horticulture & Forestry, Nauni as per draft approved by the Committee as per Annexure Pages 11(3). If a candidate fails to submit his/her thesis with in a period of four years and does not apply for the extension before the expiry of his/her period, his/her registration will stand automatically cancelled. However, the candidate may apply for restoration of his/her registration for Ph.D. with the restoration fee of Rs. 1,000/-with in the period of three months, Rs. 2,000/-with in a period of six months, Rs. 5,000/-with in a period of one year where after no application shall be entertained. In case his/her application is recommended by the Supervisor and Department Ph.D. Committee, the Vice-Chancellor may allow such restoration if he is satisfied with the reason given by the candidate for not seeking extension in time. The period of four years for submission of Ph.D. Thesis may be extended in exceptional cases, by a maximum of two years, on yearly extension basis by the Vice-chancellor on the recommendation of the Supervisor(s) and the Departmental Ph.D. Committee. The Academic council had accepted in the past such cases with an extra fee of Rs.15,000/- per year for the delay, in addition to payment of normal dues. (Ref: Regn.(Ph.D.)) 21

To consider the action taken by the Vice-chancellor approving the following recommendations of the Deans Committee dated 26.06.2014 and 03.09.2014 relating to issues of Ph.D. programme in anticipation of the approval of the Academic Council and The consequential amendment in clause-5, 7.8 (b), 8.4, 9 (a) and 12 of Ph.D. ordinance and Fee Structure for Ph.D. course as per Annexure Pages 15(1-5). STATEMENT OF CASE The Vice-Chancellor has approved the following recommendations of the Deans Committee dated 26.06.2014 regarding Ph.D. programme: The committee discussed the demand in details in the light of clause- 12 of the Ph.D. Ordinance that the distribution of seats has already been done in the above said clause. Therefore, the committee recommends that status quo may be maintained. However, clause-12 of Ph.D. Ordinance may be amended to clarify the provision as per Annexure Pages 15(1-5) The Vice-chancellor has approved the following recommendations of the Deans Committee dated 03.09.2014 regarding amendments in Ph.D. Ordinance: The Deans Committee discussed the various issues related to the Ph.D. Ordinance for Ph.D. admission 2014-15 and made the following recommendations: The Schedule for admission to Ph.D. course, 2014-15 and consequential amendments in the relevant Clause-8.4 of the Ph.D. Ordinance as per Annexure Pages 15(1-2). Further, this schedule of admissions be printed on inner cover of the Ph.D. Ordinance. Amendments in Clause- 5, Clause-7.8 (b) and Clause-9 (a) of the Ph.D. Ordinance as per Annexure Pages 15(3-4). The Committee recommends that status quo be maintained in the existing fee structure for all the Ph.D. courses except Pharmacy as per Annexure Pages 15(5) Therefore, the amendments in above mentioned Clauses of the Ph.D. Ordinance and Ph.D. fee structure have been approved by the Vice-Chancellor in anticipation of the Academic Council to make provisions more clear for Ph.D. admissions 2014-15.
