VISION The JET Library is committed to the provision of relevant, timely and high quality information for the purposes of service improvement, continuing professional development and patient care. We aim to promote evidence based practice as the foundation of quality service delivery within MCHFT, associated stakeholders and partner organisations. AIMS OBJECTIVES Ensuring the service is aligned to strategic vision of the parent organisations, funding bodies and national priorities. Working in partnership to provide high quality library services. Equity of service across all employment groups and library partners. Provision of resources and support to enhance teaching programmes, research and practitioners in the work-place. To be responsive to the needs of users, by listening to feedback, and continuous monitoring and evaluation of library service provision. Working with the Chief Knowledge Officer (CKO) to help raise the library profile within the Trust and embedding evidence based practice within the service. Committed to staff development to support library users and service improvement. Commissioning & Policy Making Service Efficiencies Research Ensure the Library continues to maintain resources suitable for supporting managers and leaders. Monitor and promote national horizon scanning and current awareness projects. Promotion of the Health Management databases and specialist libraries dedicated to supporting commissioning and health management. Promote energy saving solutions amongst Library users and staff both during Library staff hours and out of hours access. Promote recycling and use of recycled materials in line with MCHFT and University policies. Consult with supplies regarding streamlining and areas of duplication with journal purchases. Improve links with neighbouring libraries to maximise use of local exchange of resources i.e. book requests and journal article requests. Review inter-library request procedure to ensure value for money. Participate in national library service costing and benchmarking exercises. Redesign of Library office to create a more efficient work environment. Adopt lean management approach to daily decisions. Work with computer services at University of Chester and MCHFT regarding improved print solutions for the Library. Liaise with the research department regarding how best to support researchers. Review current MCHFT wide practices for current awareness techniques and monitor national and local provision of current awareness service with view to promote or establish new service. Liaise with CKO to review and promote knowledge management within the MCHFT. Education & Training Develop close working with Learning and Development, providing equity of access to all NHS staff and ensuring suitable acknowledgement of linkage to the Knowledge and Skills Framework (KSF). Develop a training policy which is sensitive to the needs of all Library stakeholders. Consult with users through outreach promotion and needs analysis to identify training gaps and improve current training provision. Monitor developments in e-learning and promote relevant packages. Ensure support is available and tailored to an individual s needs where appropriate. Continue working with University of Chester to improve information literacy transition between Higher Education and resources available within the NHS. Work with PGMC to support and enhance medical education through participation in educational programmes. Review course evaluation and assess impact of training to improve service quality and value. Develop further library based courses on the Map of Medicine, Cochrane Library and Critical Appraisal. Make provision for and encourage library staff attendance at training in the latest resources and technologies. Facilitation and support the work of journals clubs within MCHFT through provision of meeting location, access to articles, provision of copyright advice, assistance with literature searching and appraisal of topics. Increase purchase of electronic resources over print resources, where appropriate, to promote flexible access to resources, both at work and outside of the work place. Improve links with public library service to promote public library staff training on health resources. Continue to work closely with Patient Experience Team to promote and educate on new recommended resources of information for the patients and public. 1. Introduction Recent times have brought unprecedented change to Library Services within the Health Sector. The rise of the Internet in particular has created a range of new information formats and increased accessibility to information. There has been a gradual move of library function from a book depository, to the creation of a functional study space, teaching of information literacy skills and specialisation in information consultancy. The role of the Library within the modern NHS has been clearly defined in Hill Review (2008) with further emphasis from the Darzi Review (DH 2009). The Hill Review identifies purposes for library and knowledge services around which this document is based: Clinical decision making by patients, their carers as appropriate, and health professionals Commissioning decision and health policy making Research Lifelong learning by health professionals. The importance of quality information and evidence based practice has been further highlighted by the Government white paper Equity and excellence: Liberating the NHS (DH, 2010) which states that Information, combined with the right support, is the key to better care, better outcomes and reduced costs. Since the appointment of two new Mid Cheshire Hospitals NHS Foundation Trust (MCHFT) employees in December 2009, a number of key developments have been achieved to align the service to these purposes: Development of the Library pages on the Trust Intranet and Internet Re-introduction of the library information literacy training service Streamlined and increased access to electronic resources purchased on national, regional and local basis. Introduction of a mediated literature search service Redesign of the library to accommodate different user requirements, including comfortable quiet reading area, new group study desks, new computing area with additional new NHS and new University of Chester computers. Improvement library stock management practices Installation of energy saving lighting and promotion of the green agenda Provision of new collection of online books for undergraduates, leadership and management. This document will ensure that the Library has an agreed framework to continue the momentum of service development, ensure that quality and stakeholder consultation is key in the process and raise awareness of changes in service provision. 2. Purpose The purpose of this Strategy is to provide a framework for the delivery and development of library and information services for the Joint Education and Training Library (JET Library), MCHFT. The Library Quality Assurance Framework (LQAF) England (SHALL 2010) requires that all NHS funded library/knowledge services implement a Library and Information Strategy which has been formally approved by the Trust Board. Strategic planning provides a framework for delivery of a quality service. This strategy has been developed following considerations taken from the Equity and excellence: Liberating the NHS (DH, 2010 which emphasizes the importance of quality information provision for evidence based care, commissioning and management decisions. National Service Framework for Libraries (NIII, 2008) outlines quality service management within the NHS and, in agreement with the Hill Review (2008) which integrates the library within the quality structure of the Trust. Additional guidance has been taken from the NHS Quality, Innovation, Productivity and Prevention Challenge (QUIPP) (2010), in conjunction with the Darzi (DH 2009) and Tooke (2008) reports. Strategic alignment has also been made with the North West Health Care Libraries Unit s Strategy (HCLU 2009). The importance of this strategy is reflected in the fact that it encompasses the key aims and objectives of the MCHFT, as outlined in Our Hospitals, Our Future (2007), MCHT Workforce Plan (2007) and the MCHFT Nursing and Midwifery strategic objectives (2008). This is in line with the Hill Review (2008) which places the Library as core to Trust business. The Library Service aims to provide support, through the promotion of evidence based practice, in the following areas: putting patients at the heart of everything we do improving the quality of clinical services supporting departments to meet standards helping through quality to sustain the Trust position as provider of choice ensuring public money is well spent by ensuring accessibility and provision of a centralized service to reduce duplication of departmental journal purchases. working with Learning and Development to support staff in continuing professional development and lifelong learning working in partnership with University of Chester and North West NHS Health Libraries to improve resource access, value for money, service development and quality of service. The National Health Service Constitution for England (2010) suggests that it is a right of all staff to have the tools, training and support to deliver care and the opportunities to develop and progress. In his recommendations, Lord Darzi (DH 2009) highlights the importance of providing high quality patient care by the provision of a skilled workforce. The Library will work with other members of the Division, namely Learning and Development to help the Trust to achieve this requirement. Darzi also recommends that there should be easy access for NHS staff to information about high quality care. To facilitate this, the Darzi report provided for the creation of a new NHS Evidence Service overseen by the National Institute for Clinical Excellence (NICE). The JET Library, in line with the recommendations of Darzi will promote and provide access and training to this new Evidence Service. This strategy details the current services provided by the JET Library and sets out its vision, aims and objectives for the years 2010 2015. Page 5 of 18

3. Duties 3.1. Trust Board The Board of the Trust is responsible for the approval of the JET Library Strategic Plan. This responsibility can be delegated to sub-committees of the Board. Board sub-committees approving documents must record discussion and approval in the minutes of the meeting. In this case the relevant committee chair person will make the Board aware that approval has been granted and that documents follow the Development and Approval Documents Policy (MCHFT 2008). Minuted approval of the Library Strategic Plan is essential for compliance to LQAF (SHALL 2010). 3.2. JET Library Steering Committee The JET Library Steering Committee (JLSC) is responsible for nomination of the document author and overseeing the development and adherence to the subsequent objectives. Review of library objectives will be a standing point in the agenda of subsequent meetings. In accordance with LQAF (2010), the Committee must ensure that the Library Strategic plan is developed in consultation with JET Library staff. The Committee will advise on an agreed joint vision for the strategic development of the Library, and will ensure that the Library Strategic Plan is sympathetic to all partner members. Document approval and discussion must be recorded in the minutes of the meeting. 3.3. Document author Staff delegated to develop the JET Library Strategic Plan are responsible for: Ensuring they have been given the authority to act as author by the JET Library Steering Committee. Liaising with Information Governance to ensure that documents comply with The Development and Approval of Trust Documents Policy. Ensuring that the document is aligned to strategies and policies on a local level implemented by partner organisations and the MCHFT, at regional level by HCLU and on a national level. Adhering to guidance provided in the Guidance for producing a library strategy, implementation plan and annual report (LHL 2006). Consulting stakeholders to ensure that the library service remains appropriate to the needs of the user. Updating and reviewing documentation which they develop. Informing the Document Approval Group via governance-policies@mcht.nhs.uk when a review is under way. Page 6 of 18

Ensuring the appropriate circulation and accessibility of the document to all stakeholders via the Intranet, public access and circulation lists. Submission of evidence regarding the acceptance of the document and the subsequent evaluation and impact as part of LQAF. Implementing a continual evaluation of the plan and monitoring impact on Library customers. 3.4. Library staff University of Chester and MCHFT staff employed at the JET Library. Library staff will be responsible for: Feeding back comment and queries regarding the Library Strategic Plan and its implementation. Ensuring they read and familiarise themselves with the document and will complying with guidance for decision making in the absence of the Senior Librarian. Ensuring a copy of the library strategic plan is available in the Library for consultation by all Library users and ensuring all comment and feedback is forwarded to the Senior Librarian. 3.5. Trust Document Approval Groups Provide a source of expertise to assist in the development of the Library Strategic Plan. Ensuring all documents submitted for approval meet The Development and Approval of Trust document Policy. Entering all policies on to the Trust Intranet in a PDF format. Ensuring archiving of previous documents. Endorsing Library Strategic Plan prior to Board approval. 4. Definitions Customer: the existing users and potential users of the service i.e. an organisation s whole workforce. This includes the hard to reach customers. Evidence-based medicine: the conscientious, explicit and judicious use of current best evidence in making decisions about the care of individual patients (Sackett 1996). Information literacy: knowing when and why you need information, where to find it, and how to evaluate, use and communicate it in an ethical manner (CILIP 2010). Partner organisations: organisations which have a formal service level agreement with the JET Library and have representation on the JET Library Steering Committee. Stakeholder: the funders and customers of the service. Page 7 of 18

User: a customer who chooses to access the library/knowledge service and make use of some/all the services offered. 5. General document principles 5.1. JET Library vision The JET Library is committed to the provision of relevant, timely and high quality information for the purposes of service improvement, continuing professional development and patient care. NHS North West Health Care Libraries Unit vision All NHS staff and students in the North West (NW) have access to, and the ability to evaluate, best evidence is recognised by all organisations. Best evidence underpins all effective and efficient clinical, commissioning and policy decision making. 5.3. Strategic aims Ensuring the service is aligned to strategic vision of the parent organisations, funding bodies and national priorities. Working in partnership to provide high quality library services. Equity of service across all employment groups and library partners. Provision of resources and support in their use to enhance teaching programmes, support research and practitioners in the work-place. Education and training (Life long learning for all NHS staff and associate members) Aims To help staff remain current with changes in information literacy. Support all staff involved in continual professional development and life-long learning. Offer a training service which is reactive to the needs of the user. Objectives Continue to work closely with Learning and Development, providing equity of access to all NHS staff and ensuring suitable acknowledgement of linkage to the Knowledge and Skills Framework (KSF). Develop a training policy which is sensitive to the needs of all Library stakeholders. Implementation The document will be presented to the JLSC, for approval, before being presented to the MCHFT Trust Board for approval. Board minuted approval will be submitted as evidence of compliance in the LQAF Domain 1, point 1.1b. The JLSC will be responsible for the nomination of individuals to implement specific objectives and set specific target dates for project completion. All implementations will be made in consultation with the Senior Librarian, and additional matters relating to the physical library and areas identified in the Partnership Agreement will require further consultation with a Senior University of Chester Librarian. The strategy will be circulated and discussed with all Library Staff at the JET Library 3 monthly meeting. Public availability will be through the JET Library pages of the Trust Intranet or print copy will be held in the JET Library for consultation. 8. Monitoring and review The Senior Librarian will be responsible for objective evaluation and reporting under the guidance of the JLSC. Library evaluation and impact surveys will be carried out periodically as and when required by individual objectives. Library stakeholders will be consulted through surveys, newsletters, presentations, meetings and focus groups prior to the development of any new service as appropriate. Services will be reviewed on a minimum biennial basis to ensure alignment with stakeholder requirements, partner organisation policies and best practice. Page 11 of 18
