The Department makes serious efforts to develop skills related to research, training and development and capacity building by providing platform to both faculties. About the National Seminar: Mahamta Gandhi dreamt of Gram Swaraj, an India where each and every village would be self sufficient and effectively manage its own affairs. Panchayati Raj is a reflection of this dream and is an important pillar of democratic India that focuses on last mile delivery to its citizens. Today, along with PanchayatI Raj, an equally important concept in the context of transforming rural India is to achieve rural development. In this era, rural development is essentially synonymous with inclusive development, where rural areas are no more isolated from emerging towns and cities. The term basically encompasses: development of infrastructure social or otherwise, livelihood creation and promotion and decentralized governance in the rural areas. Rural India in the past decades has seen major changes. The idyllic village has given way to a dynamic one which is a birth place for innovation and progress. With 68% of population of India still living in villages, by sheer number they determine the future of the nation. In this context, rural governance becomes very important and it is necessary to provide all the facilities and amenities to the rural people. In fact, the focus should now be on providing urban-like facilities in rural areas. Government of Odisha has given birth to many novel schemes declared in the recent years. It was one of the pioneers in putting in place a three-tire Panchayati Raj with adequate devolution of powers and reservations. Its latest success is the Mission Shakti scheme which has shown the way to empower rural women, make them entrepreneurs and bring about rural transformation. At present, most of the schemes implemented at the grass-root level either centrally sponsored or state sponsored. However, there is little independence of the local governments to raise their own resources and have their own scheme. Today, the globalised world requires stakeholders to adopt multipronged approach towards rural India. Continuous up-gradation of policies and constant learning has become indispensable for both policy makers and academicians to stay abreast with the ever changing rural Indian scenario. Rural India as a whole is stepping towards a brighter future. Along with its prosperity, new challenges have also emerged which have to be tackled and overcome. The National Seminar on Panchayati Raj Institutions and Rural Management will be the ideal platform to study

global trends, understand best practices, share success stories and brainstorm together to find solutions for the challenges that modern rural India has to face. OBJECTIVE: National Seminar on Panchayati Raj Institutions and Rural Management (NSPRM-2014 has been organized to observe Panchayati Raj Day in Odisha on 5 th -6 th March, 2014. It has following objectives: Aimed at academicians, government agencies, beneficiaries, NGOs and PANCHAYATII raj members from all over the country Evaluate schemes. Policies and the current rural scenario in areas of Employment generation, livelihood promotion, people participation and women empowerment for rural development Examine the role of Panchayati Raj Institutions in Natural Resource Management Identifying challenges, opportunities and risks for sustainable development Opportunities for both paper presenters and participants to disseminate new research findings to be used in future policy making THEMES: Papers submitted may either be on theoretical issues, new ideas, thoughts and empirical studies or case studies on Panchayati Raj institutions and Rural Management. Research papers submitted to the NSPRM-2014 may include the following sub-themes: Panchayati Raj and Rural Governance Panchayati I Raj and Women Empowerment Panchayati Raj and Devolution of Financial Resources Panchayati Raj and Common Property Resources EXPECTED OUTCOMES: 1. Selected papers will be published in an edited book with ISBN after the peer review process. 2. In addition, a brief policy document will be prepared and sent to government agencies. TECHNICAL SESSION The seminar will propose to have an inaugural address by the Honourble Vice-Chancellor, Berhampur University, key notes by the eminent personalities and subject experts like Director of SIRD, sharing of practical experience of peoples involved in Panchayati Raj Institutions. The inaugural session will be followed by the deliberations on different subjects in the two technical sessions stretching on 5 th and 6 th March, 2014. The proposed Valedictory session will be graced by Mrs K. Madhabi, Mayor, Berhampur Municipality Corporation. End of the

The authors may kindly send the papers in MS word, double space, Font Times New Roman, Size 12. Two hard copies, along with a soft copy (CD) of the papers should be sent to Convener at the mentioned address latest by, 28 th February, 2014.
