ADMISSION INFORMATION FOR DIPLOMA IN ELEMENTARY EDUCATION (D.El. Ed) 1. INTRODUCTION: The District Institute of Education and Training (DIETs) have been established in Arunachal Pradesh for meeting the needs of professional growth of Elementary Level Teachers of the state. The Bunyadi Shiksha Bhawan (BSB) Changlang was converted into DIET in 1989. After the DIET Changlang, the different DIETs of the State were made operational during 2000. The main programmes and activities, which are to be organized in a DIET, could be listed as follows: Pre- Service Teacher Education Programme. In- Service Programmes of Elementary Teachers, Headmasters, Heads of School complexes and Block Level Officers, RMSA of Education Department. 2 Years Diploma in Primary Education of in- service teachers, through distance mode from IGNOU, has also been undertaken. Field Interaction including extension work. Training programmes for personnel of Adult and Non- Formal Education. Workshop for development of curricula, teaching learning materials, testing and evaluation tools and techniques, low cost teaching aids etc. Orientation programmes for members of DBE, VECs, Community teachers, youth as well as other educational activities. Field studies, Action Research and Experiences. 2. DIPLOMA IN ELEMENTARY EDUCATION (D.El.Ed.) From the session 2003-04 onwards, as per directions and guidance of Director of Elementary Education, Govt. of Arunachal Pradesh, Itanagar, DIETs are running a 2(two) years Diploma in Elementary Education (D.El.Ed.) as Pre- Service Teacher Education (PSTE) programme for producing teachers of high quality, competence and high character for the state for which recognition has been granted by Eastern Regional Committee (ERC) of the National Council for Teacher Education (NCTE), Bhubaneswar through the Govt. of Arunachal Pradesh. 3. DURATION OF THE COURSE: 2 (Two) Years 4. ACADEMIC SESSION: Starts from mid- July each year 5. NUMBER OF SEATS: As announced by individual DIETs each year 3
6. RESERVATION OF SEATS: APST 80% and 20% Non- APST. 7. ELIGIBILITY: 7.1 Minimum qualification: Class XII pass with 45% marks for APST &50% marks for Non- APST candidates in aggregate as per NCTE norms. 7.2 In case of APST candidates, permanent residents of catchment districts only are eligible. The Permanent Residential Certificate (PRC) is to be produced by the APST candidates in support of this. 7.3 Age Limit: Age of the candidates should not be less than 17 years and more than 25 years on 1 July of the year of admission. However, five years upper age relaxation for APST candidates will be allowed. 8. LAST DATE OF SUBMISSION OF THE APPLICATION FORM: Duly filled in application form should reach the office of the Principal of the concerned DIET as per date announced each year, with the following documents/testimonials. 1. Attested copy of the Mark sheet of Class X & XII Examination 2. Attested copy of the Certificate of Class X & XII Examination 3. Attested copy of the Conduct/Character Certificate from the Head of the Institution last attended or Nearest Police Station. (Latest Certificate will only be accepted) 4. Attested copy of ST Certificate from the competent authority 5. Attested copy of PRC from the competent authority (In case of APST candidate only) 6. 2 (Two) recent passport size photographs attested by a Gazetted Officer. 1.1 Scrutiny of the application forms: All the filled in application forms for the course received on or before the due date will be scrutinized by a board on a date specified for the purpose. 1.2 Selection: Candidates whose application will be found in order after scrutiny shall be selected for admission strictly on the basis of merit by a board constituted for the purpose at the district level. 1.3 The list of selected candidates for admission to the diploma course including the waiting list candidates shall be notified on the notice board of the DIET. Admission will commence thereafter till the last date for admission as announced. Delay in reporting for admission due to any reason will not be considered. 4
10. ADMISSION PROCEDURE: a) The candidates selected for admission must get him/her self- admitted on or before the stipulated date by paying all dues/fees, failing which his/her seat shall be forfeited. The seats so available shall immediately be allotted to the candidates in order of merit in the waiting list and they (Waiting List Candidates) shall have to get themselves admitted on dates as announced each year. b) Selected candidates for admission to the course shall have to produce all the original certificates as listed at 8 from serial (1 to 6) and the original Migration Certificate as well as Original Transfer/School Leaving certificate from the Institute last attended, at the time of admission for verification purpose. The original certificate except the Migration certificate, Conduct/Character Certificate and the Transfer Certificate will be returned after verification. However, the original Migration Certificate will be returned to the candidate after completion of the course. 11. IDENTITY CARD: After the admission is confirmed, each student teacher will be issued an identity card by the Principal DIET, which he/she has to keep safely, till the completion of the course. 5
13. REGISTRATION: Candidates admitted to the Diploma course, shall have to register their names at the Directorate of Elementary Education, the examining body, before the commencement of the 1 st semester examination. For this, every student teacher has to apply to the Director of Elementary Education, Government of Arunachal Pradesh, Itanagar through Principal, DIET in prescribed application form, consequent upon which a registration number will be allotted to him/her by the Directorate. 14. COURSE STRUCTURE: The two years Diploma course in Elementary Teacher Education is divided into four semesters of five and half month s duration each. While the 1 st and 2 nd semesters cover the pedagogical courses of the primary level; the 3 rd and 4 th semester cover the pedagogical courses of the upper primary level. SEMESTER BREAK: A fifteen- day semester break is provided to the candidates after the completion of each semester examination. 16. STIPENDS AND BOOK GRANT: All APST candidates admitted to DIET for PSTE course are awarded a stipend @ Rs. 380/- per month and Book Grant @ Rs. 300/- per annum (for 1 st year) and @ Rs. 150/- per annum (for the 2 nd year). 7
17. DISCIPLINE: Every candidate has to maintain a high standard of discipline and follow all the rules and regulation of DIET as in experience and modified by DIET and the Govt. of Arunachal Pradesh from time to time. Disciplinary action will be taken against defaulters as per rules. 18. LAB AREA ACTIVITIES: Schools of the vicinity under the DDSE are used as lab area schools, where trainees along with the DIET faculty carry out survey work, action research activities and innovative practices as a part of academic activities of DIET. 19. DEMONSTRATION SCHOOL: DIETs also have demonstration schools, where the trainees take practice teaching classes under the supervision of DIET faculty and experienced teachers. 20. DIET LIBRARY: DIETs have their own Library with books on various areas of education for use by the trainees and the faculty members. 21. LABORATORY: Most DIETs have their own Science Laboratory, where the trainees are acquainted with the use of various types of scientific apparatus, Science and Mathematics kits etc. for conducting classroom activities. Besides, suitable tools and equipment are also available in the institutes for conducting practicals in Psychology and Geography. 22. EDUCATIONAL TECHNOLOGY: All DIETs have equipment and apparatus related to educational technology for use during the teaching- learning process. 23. WORK EXPERIENCE ACTIVITIES: There are also workshops for wood, cane and bamboo craft and horticulture- cum- vegetable garden, where work experience related activities are conducted.
24. HOSTELS: Some DIETs have limited hostel facility. The boarders will have to follow the daily routine and the rules and regulations of the hostel, as well as the instructions issued by the Principal and the Hostel Superintendent from time to time. 25. SYSTEM OF EXAMINATION A. Examination Body: The State Council of Educational Research and Training (SCERT) in collaboration with the Directorate of Elementary Education, Govt. of Arunachal Pradesh, Itanagar conducts each semester examination. B. Tentative Dates of Examination: I & III Semester Examination: Second fortnight of December every year. II & IV Semester Examination: Second fortnight of June every year. C. Examination Rules I. A candidate with less than 80% attendance during a semester shall not be allowed to appear in that semester examination. II. Shortage of attendance, due to serious illness on the part of a candidate may however be condoned by up to 15% (5% by the Principal of the Concerned DIET and 10% by the Director, Elementary Education, on recommendation of the Principal) depending on the merit of the case. III. All candidates who fall shortage of attendance in any semester will have to take re- admission. IV. A candidate must complete the practical works in each semester satisfactorily. V. A candidate is required to secure pass marks in internal and external examinations separately as follows: a. External examination (written): 40% in each subject b. School Experience Programme & Internship (Internal): 50% c. Practicum (internal): 50% D. Re- appearing in Examination I. A candidate failing to secure the pass mark in particular papers in a semester shall be allowed to reappear in that paper in the subsequent examination of that semester. II. Only two chances will be given to clear the back papers. After availing these two chances, if a candidate fails to secure pass marks, he/ she will not be eligible for award of Diploma. III. A candidate required to reappear, due to failure, in particular paper(s) in a semester has to apply for reappearing in the examination within thirty (30) days of the declaration of the results of that semester along with a Draft of Rs. 200/- for each paper drawn in favour of the Principal, DIET.
IV. No fees will be charged from a candidate who is compelled to abstain from appearing in an examination due to his/her illness. In such case, a medical certificate from the District Medical Board has to be produced for seeking such fee exemption. 26. IMPROVEMENT IN EXAMINATION: A candidate can improve percentage marks (maximum two papers) in a semester by making payment of fees indicated at 25.D.III above. However, only one chance will be given for such improvement. The marks secured in the improvement examination will be final, irrespective of decrease or increase of marks. There is no provision for improvement in School Experience and Practical Work. 27. RE- ASSESSMENT: After the declaration of the results of a semester, a candidate, if so desires, may apply for re- assessment within thirty days by paying Rs. 100/- per subject in the form of a Draft drawn in favour of the Principal, SIE/SCERT payable at SBI Itanagar. 28. CERTIFICATION: i) Separate statements of marks will be issued for each semester examination. ii) The Directorate of Elementary Education will issue the certificate for Diploma in Elementary Education to only those successful candidates who pass in all the courses separately, in all the semesters. a b
