Speech by the Chief Guest THIRD CONVOCATION OF NATIONAL INSTITUTE OF TECHNOLOGY, ARUNACHAL PRADESH September 14 th (Wednesday) 2016 VENUE : YUPIA 1

ADDRESS: Chairman, Board of Governors and Director Prof. C.T. Bhunia, Distinguished Guests, Members of Board of Management and Senate, Deans, Heads of Departments, Faculty Members, Registrar, Staff Members of the Institute, beloved Students and ladies and gentlemen. A very Good Afternoon to all. At the very outset, I consider it privilege to be amongst you on this 3 rd Convocation Ceremony of National Institute of Technology, Arunachal Pradesh, one of the ten NITs established after 2010. NIT Arunachal Pradesh was set up in the year 2010. Since then, it has progressed swiftly, overcoming the difficulties that crop up in the nascent stage. With about 50 faculty members and 600+ students enrolled in programmes ranging from under graduation to PhD levels, it offers mainstream engineering disciplines as well as emerging fields. Despite operating from a temporary campus, this Institute has made best efforts to maintain the quality of instruction. I compliment the management and faculty members of NIT Arunachal Pradesh for their energy, dynamism and commitment in steering this Institute most admirably in its formative years. I am glad to mention that NIT Arunachal Pradesh took a bold initiative to approach National Assessment and Accreditation Council (NAAC) for its accreditation. And also delighted to know that the Institute has been ranked at grade B out of the existing A, B, C, grade of accreditation. These achievements placed the NIT-AP at a high national rank of 19 in the NIT ranking system among 31 NITs in the country. The Institute under the dynamic leadership of the Director Prof. C.T. Bhunia deserves appreciation. 2

Friends, my dear students: This Institute has reached a major milestone today as the third batch of students has been awarded their degrees. I wish, your own personal and professional lives take some mount to build the best. The glorious nation of ours is on your shoulder; grab the future of the country. You are those young stars who should inspire other young stars like you to be a teacher of tomorrow, a leader of the nation and global missionaries in the fields of science, engineering and technology in particular. IITs /NITs are centers of creative excellence, which have always believed in promoting entrepreneurship. Students must make best use of the resources here and come up with innovations through Research & Development activities, which leave behind a deep imprint in the annals of history. A young graduate must live his / her own dream and not to succumb to expectations and pressures of others, including family and peers. Prof. CV Raman started as an auditor and rose to get a Nobel in Physics. This was because he listened to the voice of his heart and got the right support and environment. If there are industrious students among you, I request to start up and stand up now as IITs / NITs always lay emphasis on academic excellence and innovation. I encourage all of you to take advantage of the Start Up India, Stand Up India scheme. Qualified engineers need to take up entrepreneurship on the basis of innovative ideas acquired in the premier Institute. I am confident that all of you are aware about Prime Minister Shri Narendra Modi s call for Start Up India. IITs / NITs are known to encourage new ideas, innovations and converge them with good business plan. Centre s Mudra Bank 3

Yojana provides funding to do business from Rs. 50,000 up to Rs.10 lakh without any collateral security and a new business opportunity has been created in the country and IIT / NITians need to take advantage of the available opportunities. I appeal Technical students to undertake new ventures with innovative programmes, choose their own path of dream with a little bit of imagination, hard work, perseverance and total commitment. I congratulate the new graduates, who by their dint of labour and perseverance have reached this culminating stage. You are now ready to step into the world, outside your academic institution. I am sure you will make the best use of the knowledge you have gained here to attain professional success. Remember that you will have the occasion to learn at every stage of life and never miss this opportunity. Mahatma Gandhi had said and I quote: Live as if you were to die tomorrow, learn as if you were to live forever. (Unquote). Also take by heart the saying that learning is a life-long process. As Hellen Keller said every person you meet everyday knows something more than you, so learn from others what you do not know. Students who graduate from NIT, Arunachal Pradesh, I wish you all the best and pray for your future success and I am absolutely confident that a new NIT- AP will prosper forever. My hearthy congratulation to all the passing out students and to the parents and families who have made day and night together to provide for your needs and education so that you can lead a better, healthier and more prosperous life. You are going to be a part of the country s scientific, engineering and technological manpower, which is a crucial constituent of our developmental framework. It is incumbent on you to lend your hand in meeting the 4

challenges of growth and industrial development. I am confident that you will more than fulfill the responsibilities entrusted upon you, provided you continue to work with dedication, perseverance, hard work and imagination. A great responsibility is also on our engineering institutions, most notably the llts and NlTs, to produce socially conscious and professionally competent personnel who can take an aspirational India to greater heights. They would do well to not only equip our budding engineers and scientists to address contemporary issues with innovative solutions, but also inculcate in them an understanding of our society. Beyond the academic domain, our higher educational institutions including the NlTs have a larger role to play in society; in the progress of the regions in which they are based. They have to establish connection with stakeholders, identify problems hindering the development of the regions, and use their academic and research expertise to find solutions. In a State like Arunachal Pradesh, with extremely poor road conditions due to heavy rains, difficult terrains, landslides and erosion due to flooding of rivers, inadequate quality control and supervision mechanism, technological bottlenecks, earthquake impact etc., the NITAP and other such Institutes located in the region have to play an active role in advisory capacity. I am confident that central institutions like NlTs will spur the development of our nation through the collective development of her regions. I was also apprised that in the meetings of the Council of National Institute of Technology, Science Education and Research at Warrangal last year, it was stressed upon that the NlTs/IISER/IIEST to adopt five villages each and convert them into model villages in line with the Unnat Bharat Abhiyan developed recently. It is further emphasized that each of the institutions 5

should be an island of excellence in Innovation, Design, and Research in specific areas, but these islands should have synergized strategy to collaborate and grow together. I am also apprised that common counseling was implemented for NITs, IITs, IIITs, IIEST and other Government Funded Technology Institutes (GFTIs) for the admissions in above institutions and CSAB (Central Seat Allocation Board) team deserves congratulations for the achievement. It is essential to constitute a Student Grievance Redressal Cell at the Council level in coordination with Directors of institutions to address them effectively. I took stock of the progress made by NITs under flagship programme of GIAN, Unnat Bharat, MOOCs, and Digital Library. I also expect that performance of the institutions would be monitored critically. The performers will be rewarded while non-performers will be evaluated critically. I am confident that central institutions like NlTs will spur the development of our nation through the collective development of her regions. Friends, While we have a few reputed engineering institutions, out of which many students leave the country to pursue higher education in abroad. We can t lose our talents. A few intuitions have made international standard according to QS World University ranking in 2015 which is less as per our expectation. Shortage of faculty members, infrastructure, and competency in domain areas are reportedly the main reasons. Research and innovation in NITs have to be given preference in academic development. I feel that required renewed focus are inter-disciplinary approach in course curricula and research, identifying the areas of core competency and nurturing centres of excellence, strengthening under- 6

graduate research, and making research an integral part of the teachinglearning process. MOUs for research collaboration executed with foreign institutions have to be tracked regularly to ensure their efficacy. My Special thanks to all the parents who have come from across the country to put their children with lot of hopes and trust. I am sure that family of NIT-AP returns that trust and on behalf of NIT family in Arunachal Pradesh, we are proud to share a part of journey of your children. We are sending them out for scaling new heights, as graduate engineers and in the Global market, we want to show, that our NIT-AP students are ready to give their best service to the global community. Friends, Our govt under the leadership of young dynamic Chief Minister, Shri Pema Khandu is according top priority on education sector, especially in higher and technical education for human resource development. Our govt do invite and I hope that more such Educational Institutions will come up in the state which shall provide employment opportunities to the educated youths besides imparting quality education and skill development training to make them selfreliable. I once again complement this Institute for their endeavor so far and wish them good luck for the future. I also wish the graduating students a bright career and fulfilling life ahead. Thank you. Jai Hind. 7
