GOVERNING BOARD OF THE LUCERNE ELEMENTARY SCHOOL DISTRICT Minutes of the Regular Board Meeting Wednesday, February 10, 2016 5:30 p.m. Regular Session Room C-8 Call to Order called the meeting to order at 5:30 p.m. Those present included,, and Mike Brown. Quorum established. Closed Session The Board adjourned to Closed Session at 5:31 p.m. Personnel A. Certificated Personnel Superintendent/Principal Evaluation and Contract Extension B. Classified Personnel 1. Public Employment (Section 54957) Student Matters Negotiations Reconvene to Regular Session The Board reconvened to Regular Session at 6:00 p.m. Pledge of Allegiance led the Pledge of Allegiance. Introduction of Guests Lisa Cockerton, Jen Wangberg, Megan Grant Approval of Agenda MOTION: motioned, seconded by to approve the regular agenda as presented; Action Items From Closed Session No Action Taken Public Hearing Session No Comments Announcements, Correspondence, & Reports LCAP Parent/Student Survey Results Megan Grant presented the student survey results to the Board. As a requirement of the LCAP for stakeholder input, a student survey was given to grades K-8. In grades K-3, the Leadership students surveyed students on their recess time. K-3 students overall felt positive about school. Students in grades 4-8 were given the survey in class. Megan reported a large increase of students enjoying the afterschool activities over last year.

California Physical Fitness Report Mike Brown reported that all students in grades K-8 are given the physical fitness test. Only students in the 5 th and 7 th grades are required to be reported to the State of California. Students are tested in aerobic capacity, body composition, abdominal strength, trunk extension, upper body strength and flexibility. AVID Update Mike Brown reported on the AVID family night that is scheduled for March 2 nd from 6:00p.m.-7:30p.m. Representatives from Mendocino College, Upward Bound and Marymount College will present information to parents and students in grades 4-8. Technology Update Jen Wangberg reported on the Lexia Core 5 and Read Naturally Live programs. Lexia Core 5 is a reading skills learning program with teacher supported lessons and will be used in grades k-5. Read Naturally Live is an online version of a program we currently use in the school. Read Naturally Live will be used during SES tutoring. Discussion & Action New Board Policy Updates The Board held a second reading to discuss and consider approval of the following board policies; AR5131.2 Bullying AR4301 Sexual Harassment AR5145.7 Sexual and Gender-Based Harassment BP5145.7 Sexual and Gender-Based Harassment MOTION: motioned, seconded by to approve new board policy updates. New Board Policy Updates The Board held a first reading to discuss and consider approval of the following board policies; AR4112.23 Special Education Staff BP5111.1 District Residency Obsolete Board Policies The Board discussed and considered approval of deleting the following obsolete board policies; AR4031 Complaints Concerning Discrimination in Employment (incorporated into AR4030) BP4112.23 Special Education Staff (incorporated into AR4112.23) AR5111.12 Residency Based on Parent/Guardian Employment (incorporated into BP/AR5111.1) MOTION: motioned, seconded by to approve deleting the following obsolete board policies. MOTION: motioned, seconded by to approve board policy E(46)2300 School Climate Coordinator and Job Description Index The school climate coordinator will work with curriculum, small groups, parent involvement, bullying prevention, and AVID. MOTION: motioned, seconded by to approve board policy School Accountability Report Card The Board reviewed and considered approving the 2014/2015 School Accountability Report Card prepared by School Innovations & Achievement. MOTION: motioned, seconded by to approve board policy 2016/2017 School Calendar The Board discussed and considered approval of the 2016/2017 school calendar. The 2016/2017 school calendar was approved by the School Site Council and teachers. 3

MOTION: motioned, seconded by to approve the 2016/2017 school calendar. 2015/2016 Supplemental Educational Services Proposed Budget The Board discussed and considered approval of the 2015/2016 SES proposed budget. MOTION: motioned, seconded by to approve the 2015/2016 SES proposed budget. Consolidated Application Winter Release The Board discussed and considered approval of the consolidated application winter release. The consolidated application completed bi-annually, reports the expenditures of federal funding. MOTION: motioned, seconded by to approve the consolidated application winter release. Comprehensive School Safety Plan - The Board reviewed for approval any revisions to the Comprehensive School Safety Plan. Revisions made to the comprehensive school safety plan include changes to Board membership, suspension and discipline rates. The comprehensive school safety plan was reviewed by the School Site Council on February 4, 2016. MOTION: motioned, seconded by to approve the comprehensive school safety plan. School Wellness Policy BP5030 The Board reviewed for approval any revisions to the school wellness policy. School Site Council reviewed the school wellness policy on February 4, 2016. No revisions were made to the policy. MOTION: motioned, seconded by to approve the school wellness policy. 4

School Wellness Policy Evaluation The Board discussed and considered approval of the school wellness policy evaluation. The evaluation is completed and presented to the Board annually. MOTION: motioned, seconded by to approve the school wellness policy evaluation. Single Plan For Student Achievement And LEA Plan The School Site Council reviewed the plan on February 4, 2016. Revisions to the plan include budget revisions, CAASPP testing results and changes in program activities. MOTION: motioned, seconded by to approve the Single Plan for Student Achievement and LEA Plan. Personnel Order #13 2015/2016; Hiring of.40 FTE Certificated Resource Teacher Position MOTION: motioned, seconded by to approve Personnel Order #13 2015/2016; Hiring of Kristen Halverson Muenzer.40 FTE Certificated Resource Teacher Position. Personnel Order #16 2015/2016; Resignation of Certificated Resource Teacher Position MOTION: motioned, seconded by to approve Personnel Order #16 2015/2016; Resignation of Doreen Walstad Certificated Resource Teacher Position. Personal Beliefs Exemption Deadline and Implementation of SB277 The Board discussed and considered a request from A Voice for Choice, adopting a resolution for moratorium of SB277 MOTION: No Motion was made. Consent Agenda MOTION: motioned, seconded by to approve the Consent Agenda. Superintendent s Report Mike thanked Mrs. Grant s class for the Board room artwork. Mike thanked Laura Barnes for organizing the family math night. Mike thanked Laura Barnes, Suzanne Freeman and Stella Winckler for the production of Aesop s Foibles. Softball season will begin at the end of February. Mrs. Todd will be coaching the softball team this year. Lonnie Krohn will be training to become a substitute bus driver for our district. Board Member s Comments Stacia thanked the guests for attending the school board meeting. Bruce welcomed Kristen Halverson Muenzer to the staff of Lucerne Elementary School. He thanked Doreen Walstad for her years of service to the district and job well done. Bruce hopes she enjoys her retirement and commented she will be missed. Dawn thanked Mr. Grant s class for the board room artwork. She congratulated the students on the spring play. Dawn commented the students did an amazing job. She thanked Laura Barnes, Suzanne Freeman and Stella Winckler for all the work they put in on the production of Aesop s Foibles.
