CONTEXT 1 The Education Reform Initiative of South Eastern Europe (ERI SEE) was established on 2010 by Memorandum of understanding on the role and organisation of ERISEE ERISEE Mission: Support sustainable reform on national levels through regional and international cooperation act as an interface to development in relevent Europeanm and national initiatives Support capacity building for increased use of European cooperation instruments In 2011, under the ERISSE work programme, 3 Clusters of knowledge were set up: VET Romania NQF Croatia Evidence based policy - Serbia

CONTEXT 2 The Cluster of Knowledge Modernizing VET system improving performance, quality and attractiveness of VET (VET CoK) : was organised between 2011 2012, with the participation of ERISEE member countries: Albania, Bosnia and Herzegovina, Croatia, Kosovo, Republic of Moldova, Montenegro, Republic of Macedonia, Serbia and of Bulgaria and Romania, with the support of ETF and Kulturkontakt Austria has developed a Compendium of good practices mainly at system level with examples collected from the different countries involved In March 2013, during the ERI SEE Governing Board and Consultative Body, the VET CoK results were highly appreciated and it was stated the intention to continue the VET cluster s activities in the next period This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo Declaration of Independence

CONTEXT 3 EU Strategy for the Danube Region (EUSDR): 2009 - the European Council requested the Commission to prepare an EU Strategy for the Danube Region (EUSDR) 8 December 2010 - The Commission responded to the Council request in its Communication April 2011 - the Council endorsed the Communication with its annexed Action Plan, which identifies concrete actions and examples of projects in 11 thematic Priority Areas. It follows the approach pioneered by the EU Strategy for the Baltic Sea Region. EU Strategy for the Danube Region (EUSDR): provides framework for countries and regions to address issues that require transnational strategic approaches, projects and networking allows for better cooperation to improve the effectiveness, leverage and impact of policies, at EU, national and local level creates synergy between isolated initiatives

CONTEXT 4 EUSDR Priority Area 9 To Invest in People and Skills Wg4 - To support lifelong learning and expand learning mobility: EUSDR participating countries in PA9: Austria, Bulgaria, Czech Republik, Croatia, Germany, Montenegro, Republic of Moldova, Romania, Serbia, Slovakia The Steering Committee of PA9 decided to set up working groups on the following areas: Work area 1 To enhance performance of education systems through closer cooperation of education institutions, systems and policies Work area 2 To foster cooperation between key stakeholders of labour market, education and research policies in order to develop learning regions and environments Work area 3 To support creativity and entrepreneurship Work area 4 To support lifelong learning and expand learning mobility

Current proposal for the ERISEE CoK / EUSDR PA9 WG4 2013 2014 Overall objective: support the regional cooperation in VET in accordance with the diversified needs of both VET systems and providers, for mutual learning, regional exchange of experience and good practice and for encompassing the specific phases of national reforms in VET Specific objectives knowledge transfer on the national developments on: networking VET providers to foster inter institutional cooperation providing opportunities for VET providers on specific sectors to develop common tools and instruments promoting VET excellence disseminating examples of good practice develop regional policy and practice exchange in the area of promoting partnerships and networking in VET supporting intra-country and inter-country co-operation on VET at regional level

Current proposal for the Cluster of knowledge / EUSDR PA9 WG4 2013 2014 Key outputs a common approach on developing VET schools networks on specific sectors at national level a set of tools to facilitate the setting up of the VET schools networks at national level a Compendium of good practice at VET providers level, to facilitate the exchange of information and dissemination of good practice at international level

Current proposal for the Cluster of knowledge / EUSDR PA9 WG4 2013 2014 ACTIVITY DATE AND PLACE Kickoff meeting to agree upon the ERISEE CoK and the EUSDR PA9 WG4 s objectives and timeline and to decide on the outputs Bucharest, 14 th - 15 th of June 2013 Workshop for mutual learning and exchange of good practices in: the area of promoting partnerships and networking in VET March April 2014 Development of a Compendium of good practice at VET providers level To be decided Meeting for concluding on the ERISEE CoK and the EUSDR PA9 WG4 s outputs and for identifying priorities for further development of VET policy in region,
