The main aim of education is the 'holistic' development of the child. Each child has the potential to excel in one or the other field. Some of the children, apart from academics, may do very well in other spheres of life. As educators, it is our duty to locate that latent capacity and provide it with congenial atmosphere and abundance of opportunities to grow to its fullest strength. This objective of all round growth can be achieved only if the child is given plenty of exposure to fields like dance, music, theatre, fine arts, crafts etc and imparting proper training thereto so that he/she can explore and realize his/her innate inclination and abilities. It is a proven fact that once a child gets proper training, it not only improves the playing ability of the child but also brings inner confidence in him/her which leaves a charismatic effect on his/her overall personality. Moreover, imparting of proper training in art and culture programme would give a child the right perspective to see the world around and allow them to participate in various national and international art and cultural exchange programmes and also endow them with emotional equilibrium. With these ideas, the Directorate of Education has prepared a scheme to give opportunity to interested Private academies / Individuals / NGOs to impart training in their respective creative field i.e. Dance, Theatre, Music, Fine Arts & Crafts etc. in the Government schools of Dte. of Education. The scheme is attached herewith at Annexure I for perusal. In order to operationalize the scheme, the Directorate has decided to invite applications, through ONLINE module only. The indicative list of activities in each form of activity has also been given in the scheme. The module is available on www.edudel.nic.in. The desirous Pvt. Academies / Individual trainers / NGOs may apply ONLINE only in the prescribed MODULE by 23 rd April, 2018. "Involving Pvt. AcademieslIndividual/NGO in development of Dance. Music. Theatre and Fine Arts & Crafts in Schools of Dte. of Education. GNCTof Delhi" A. Scheme 1. Directorate of Education, GNCT of Delhi intends to develop and promote Dance, Music, Theatre and Fine Arts & Craftsactivities among the students in Delhi by involving reputed and experienced Individuals/Pvt. Academies /NGOs of these fields. The indicative list of activities in each form of extracurricular activity is as follows: S.No. Dance Music Theatre Fine Arts Crafts 1. The timing of classes for the training of Dance, Music, Theatre, Fine Arts K Crafts etc. provided by the Individuals/Pvt. Academies/NGOs will be flexible and decided by the concerned Head of the school. -1-

~ 4. Individuals/Pvt, Academies/NGOs will have to provide free of cost training to students of the schools of Directorate of Education. However, they can impart training to private students on chargeable basis but the ratio should be maintained at 50:50 i.e. at least 50 percent students undergoing training must be from the Government schools of Directorate of Education and 50 percent of students may be students enrolled on chargeable basis from non-government schools. However, quality of training for Government school students will be at par with the non-government school students. 5. Under this scheme, only minimum basic infrastructure available in schools will be provided to the eligible and shortlisted Individuals/Pvt, Academies/NGOs. There should not be any defacement / damage/alteration/rnodiflcationto the property of school. If at any stage during the course of agreement, it is found that the government school property is defaced / damaged, then the suitable recoveries will be made from the Pvt. Academies / Individuals /NGOs, after assessing the loss to the property / cost of restoration. 6. In the field of Dance, Music and Theatre, the Individuals/Pvt. Academies/NGOs will be selected by Sahitya Kala Parishad, GNCT of Delhiafter considering the experience and work done in the respective field. In the field of Fine Arts & Craft, the selection will be made by a Selection Committee comprising of Experts from the Directorate and specialized institutes. 7. Directorate of Education will provide access to school to the Individuals/Pvt. Academies/NGOs selected under this scheme and only available infrastructure will be provided/shared. No school will allot, assign or lease or license or sub-let the building to the Private Academies / Individuals / NGOs. The selected Private Academies / Individuals / NGOs will be allowed only to use the premises with the approval of the Competent Authority to train the students. The Private Academies / Individuals / NGOs will have no right of the premises. -.2. -

~.8. Individuals/Pvt, Academies/NGOs will be allotted a school initially for a period of 2 years which can be further extended to another 1 year subject to satisfactory performance. The performance of the allottee will be evaluated on criteria decided in due course of time after consultation with Sahitya Kala Parishad, GNCT of Delhi. 9. Individuals/Pvt, Academies/NGOs will have to bring their own equipment/ instruments and other related accessories required for training. 10. Each applicant may apply for any number of schools in order of preference. However, onlyupto 5 schools per eligible Individuals/Pvt. Academies/NGOs will be allotted. However, if any IndividualJPvt. Academy/NGO exhibits calibre/capacity, this clause may be made relaxable. 11. In one school, preferably only one subject from Dance, Music, Theatre and Fine Arts & Crafts will be allotted to Individual / Pvt. Academies / NGOs. However, if the Pvt. Academy / NGO exhibits calibre/ capacity, one more subject will be additionally permitted in that particular school. 12. Before submitting applications for a particular school, applicant is advised to contact the concerned HoS to assess the ground realities and infrastructure available in school. 13. lndividuals/pvt, Academies/NGOs will use the school allotted, for training purpose or in-house competitions only and it will not be allowed to be used for other purposes such as competition, cultural function etc. under any circumstances, unless explicitly permitted by the Competent Authority.No other use of school infrastructure is permitted. In case of theatre activities, the Multi-purpose Hall of the school may be allowed. -1-

14. Drinking water & toilets, as available in schools, will be allowed to be used by the students undergoing training/practice subject to condition that the access to these facilities is not adversely affecting the security of building. 15. During the training/practice, the responsibility of security of students will be solely on Individual/Pvt, Academy /NGO. However, school authorities will also provide their support wherever possible. 16. In cases, where training/ practice will be provided only to Girl students, it must be ensured that a female instructor is available with the male instructor, if any. 17. Individual/Pvt, Academies/NGOs shall provide the details of students undergoing training to concerned HoS on monthly basis whereas same shall be furnished to Directorate of Education on quarterly basis. B. Eligibility Conditions Sahitya Kala Parishad, GNCT of Delhi, will be assigned the task of finalizing the eligibility conditions being the expert in the field of Art &Culture etc. However, the bare minimum eligibility conditionsare as under: (a) It/he/she should have an experience of training, preferably, in the desired field of training and it's/his/her trainees should have performed at national level. It/he/she should possess the basic technical qualification in the field of training of the particular field; OR (b) It/he/she should have participated in the concerned field at either state/national/international level & has imparted trainingto students in concerned field for at least three years and it's/his/her trainees should have performed/ participated at national level. The Department may add/modify eligibility criteria in consultation with Sahitya Kala Parishad, GNCTof Delhi at any stage. C. Parameters for Implementation of Scheme

The following parameters will be laid down for implementing the scheme. (a) The academies/individuals/ngo will have to apply specifying which school they desire to work(in order of preference upto 20 options) with the Directorate of Education, Govt. of NeT of Delhi. (b) Each academy /individual/ngo will be allotted schools, preferably of their choice. In case, schools of preferred choice are not available, then it will be allotted by the Directorate of Education, subject to their concurrence. (c) The number of days of training as well as time duration will be agreed upon mutually by the academy/individual trainer /NGO with the Head of the school but it should not be beyond 07:00 pm. Minimum training of 4 hours a week is to be provided. (d) No charges will be levied on the academy /individualjngo on account of usage of the school premises but the academy /individualjngo will maintain and clean the space provided at its own level. (e) The permission will be accorded for 2 years, initially from the date of issue of letter. Each Academy/Individual Trainer /NGO will submit their performance report on Quarterly basis. The performance of each academy /individualjngo will be reviewed from time to time and if found satisfactory and required by the Directorate, the arrangement will be renewed for another period of 1 year. (f) In case non-satisfactory performance is reported at any stage, the academies / individuals/ngos may be questioned by the Directorate and if the justification is not found satisfactory, then the permission may be withdrawn. (g) The concerned Head of the School will ensure safety and security of the students at its own level. However, the security guards at the gate will comprise of at least one female guard in the evening shift provided by Dte. of Education, wherever the trainees are only girls. Before enrolling the students for the proposed training, the written permission of their parents will be obtained by the Head of the School. - ~-

(h) No subletting, sub-leasing or outsourcing of responsibilities shall be allowed under any circumstances. (i) Strict discipline will be maintained at the time of training and coaching by the Individual/Pvt, Academy /NGO. (j) The academies/individual trainer/ngo will submit the detailed list (along with photographs) of the outside students, in advance, who will receive training from them in the school premises. Apart from the authorized students and trainers, entry of no other person shall be allowed in the school premises. The HoS concerned will issue identity cards for these students as per the details submitted by the allottee. (k) In general, One academy /individualjngo will be allowed to impart training and coaching in one macro fieldof Dance, Music, Theatre and Fine Arts & Crafts only on "As is Where is" basis. However, the academy /IndividualjNGO may be allowed in more than one field depending upon the recommendations of Sahitya Kala Parishad after taking into view the calibre and capacity of the applicant. It is preferred that the academies/individuals/ngos should visit the desired schools, before applying, to take stock of the availability of rooms/halls. HoS will ensure that, as far as possible, the hall/ room for the training is available on ground floor of the school premises. (1) The electricity & water charges, if any, will be borne by the respective school. (m) Overall sanitation will continue to be maintained by the respective school. (n) Once the tenure of a particular academy/individual trainer /NGO is over, then it can take back their material on "As is where is" basis. They shall not have any right upon the infrastructure of the school. (0) The students shall not be compelled to purchase the accessories/material from the academies/individuals/nt.os.

(p) The quality of instruments provided by the academies/individual trainers/ngoscan be got inspected by the Directorate of Education. (q) The academies/individual trainers/ngos will submit their proposal in the prescribed proforma. Once the Competent Authority allows to use the school premises to a Private Academy / Individual / NGO,proper agreement will be entered into between the Department of Education and the Private Academies / Individuals / NGOs in this regard. The draft of the agreement will be finalized by the Directorate of Education. (r) In case of any dispute or interpretation of the scheme, the decision of the Directorate of Education will be final and binding upon the academy/individual trainer /NGO. (s) This Directorate reserves the right to change/alter/withdraw any of these/all terms and conditions. (t) Individuals/Pvt. Academies/NGOs will exhibit the quarterly performance of the trainees of both Government school students and their own students. All parents/teachers of students involved in the performance will be invited at the time of performance of the students. (u) A sub committee will be constituted at the level of District Deputy Director of Education which will inspect the functioning of the academy/individual trainer /NGO on quarterly basis. The said Committee will review the performance of the individuals/private academies/nfios. after every 6 months. This Committee will primarily comprise of the DDE and Supervisor of the concerned zone and one or two Music Teacher/Art Teacher/Dance Teacher of the zone, as the case may be. (v) The Head of the school and the NGO/Academy/Individual trainer will ensure that the ratio of the students receiving training from the individuals/pvt, Academies/NGOs does not go below the prescribe ratio of 50:50. If any Government school student drops out from the scheme, owing to certain reasons, then the Head of the school will rope in other student to receive the training. -7-
