OCEAN GATE BOARD OF EDUCATION ANNUAL RE-ORGANIZATION (PART 2) MEETING June 17, 2015 AGENDA The Annual Re-Organization (Part 2) Meeting of the Ocean Gate Board of Education will take place on Wednesday, June 17, 2015, at 7:00 PM, in the Ocean Gate School. 1. Call to Order 2. Adequate Notice of Meeting In compliance with the Open Public Meetings Act of the State of New Jersey, adequate notice of this meeting of the Ocean Gate Board of Education was provided in the following manner: Asbury Park Press and District Website. 5. Public Comments The Board welcomes public participation during this first discussion period open to agenda items only. However, public comment cannot involve personnel items, individual staff or students. Participants must state their name and current Ocean Gate address. 1

6. Approval of Minutes RESOLVED, that the Ocean Gate Board of Education approve the following minutes: (under separate cover) Regular Meeting May 27, 2015 Closed Session May 27, 2015 Nayes: 7. Correspondence Our 5 th grade class wrote notes of thanks for Mr. Vanalesti and the Board of Education for this school year.. 8. Reports and Recommendations of the Superintendent: Enrollment is 147 A Fire Drill was held on June 10, 2015, at 2:30 PM. A School Security Drill will be held on June 15, 2015, at 10:00 AM. 10. RESOLVED, that the Ocean Gate Board of Education approve the hire of Joanne Hickey-Esler, as a.6 Social Worker and Coordinator of the Child Study Team for the 2015-2016 school year. Salary will be $ 35,536.71. d. RESOLVED, that the Ocean Gate Board of Education approve the following tentative faculty stipend schedule for the 2015-2016 school year: Teacher in Charge, Patricia Ward $ 1,500.00 Assistant Teacher in Charge, Anne Marie Jakositz 600.00 Safety Patrol Coordinator, Donna Cogan 400.00 6 th Grade Extra Curricular Activities Coordinator, Donna Cogan 450.00 Spring Concert, Christine Van Pelt 175.00 Spring Concert Assistant, Dodie Parliman 140.00 NJ Maps Test Coord., Donna Cogan 2,000.00 QSAC/Ocean County Curriculum Coord., Rita Law 2,000.00 h. RESOLVED, that the Ocean Gate Board of Education appoint Michelle Dillon, as Enrichment Teacher for the 2015-2016 school year. Salary will be up to 3 hours per week at $ 33.75 per hour per negotiated agreement. i. RESOLVED, that the Ocean Gate Board of Education approve the contract of John Failla, Business Administrator/Board Secretary, effective July 1, 2015 through June 30, 2016. Salary will be $74,510.07 subject to County approval. 5

j. RESOLVED, that the Ocean Gate Board of Education approve up to three staff members for the writing of curriculum for our World Language program and any Common Core, County or State requirements for curriculum writing/alignment during the 2015 2016 school year at $33.75 per hour, not to exceed a total of $3,000. 11. NJ Supplemental Nutrition Assistance Program-Education RESOLVED, that the Ocean Gate Board of Education approve Rutgers free nutrition lessons for several grades during the 2015 2016 school year. Please see the attached brief description of the program: 12. Class Trips (Extended School Year) McCue/Hebrew Several Walking Trips Around the Ocean Gate Community Dates in July/August Cost: None Nayes: 13. Contracts a. RESOLVED, that the Ocean Gate Board of Education enter into contract with Charissa Palazzo, as a Learning Disabilities Teaching Consultant, effective July 1, 2015 through June 30, 2016. Cost will be $ 300.00 per evaluation. 6

b. RESOLVED, that the Ocean Gate Board of Education enter into contract with Vanessa Hausser, as Occupational Therapist, effective July 1, 2015 through June 30, 2016. Cost will be $ 84.00 per hour for 16-20 hours per week of school-based occupational therapy. c. RESOLVED, that the Ocean Gate Board of Education enter into contract with Patricia Simms, as Physical Therapist, effective July 1, 2015 through June 30, 2016. Cost will be $ 78.00 per hour for 4-6 hours per week of school-based physical therapy. d. RESOLVED, that the Ocean Gate Board of Education enter into contract with Deborah Tuzzo, as School Psychologist, effective July 1, 2015 through June 30, 2016. Cost will be $ 300.00 per evaluation. e. RESOLVED, that the Board enter into contract with Sodexo Management, Inc. for food services for the 2015-2016 school year with a General support allowance of $ 7,303.00, and a management fee of $ 5,429.00. f. RESOLVED, that the Ocean Gate Board of Education enter into contract with Systems 3000 for professional services, support and license for $3,356.00 for the 2015-2016 school year. 7

g. RESOLVED, that the Ocean Gate Board of Education enter into contract with the Berkeley Township Board of Education, effective September 1, 2015 through June 30, 2016, for food services at the following rates: $ 2.75 per student lunch $ 3.50 per adult lunch $ 3.00 per adult salad $ 4.00 per adult salad with meat h. RESOLVED, that the Ocean Gate Board of Education enter into contract with the following vendor for the 2015-2016 school year: Dr. Norman Santo-Domingo School Physician $ 1,000.00 14. Grants a. RESOLVED, that the Ocean Gate Board of Education approve the submission of the IDEA-B 2016 Entitlement Grant submission for the 2015-2016 school year. b. RESOLVED, that the Ocean Gate Board of Education approve the submission of the NCLB Grant for the 2015-2016 school year. 8

15. Approval of Initial Temporary Space a. RESOLVED, that the Ocean Gate Board of Education approve the Renewal of the Temporary Space for students use on the stage area for music, band and chorus. b. RESOLVED, that the Ocean Gate Board of Education approve the Renewal of the Temporary Space for small room off of nurse s suite for Occupational Therapy. 16. School Meal Prices RESOLVED, that the Ocean Gate Board of Education approve the school meal prices for the 2015-2016 school year as follows: 2015-2016 Student Breakfast $ 1.60 Reduced Breakfast.30 Faculty & Staff 2.25 Student Lunch 3.25 Reduced Lunch.40 Faculty & Staff 4.40 9

17. Fourth of July RESOLVED, that the Ocean Gate Board of Education approve Ocean Gate Students participation in the Ocean Gate Fourth of July Parade, supervised by Christine Van Pelt, Music Teacher and Mr. Vanalesti who will M.C. the parade. 18. NJ Schools Insurance Group BACCEIC 2014-2017 WHEREAS, N.J.S.A. 18A:18B-1, et seq., enables school districts to cooperate with each other to make the most efficient use of their powers and resources on a basis of mutual advantage in the areas of insurance and self- insurance and related services; and WHEREAS, the Board of Education of the Ocean Gate School District desires to secure protection, services, and savings relating to insurance and self-insurance for itself and its departments and employees; and WHEREAS, the Board of Education of the Ocean Gate School District finds that the best and most efficient way of securing this protection and services is by cooperating with other school districts across the State of New Jersey; WHEREAS, the Board of Education of the Ocean Gate School District under its obligations as a member of the New Jersey Schools Insurance Group does allow for safety inspections of its properties, to pay contributions in a timely fashion and to comply with the bylaws and standards of participation of this Group. NOW THEREFORE BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE OCEAN GATE SCHOOL DISTRICT: THAT the Board of Education of Ocean Gate School joins with other school districts in organizing and becoming members of the New Jersey Schools Insurance Group; and THAT, by adoption and signing of this resolution, the Board of Education is hereby joining the New Jersey Schools Insurance Group in accordance with the terms of the attached Indemnity and Trust Agreement, effective the date indicated below, for the following types of insurance: Property EDPO General Liability Equip Breakdown Crime/Bonds Automobile Liability Auto Physical Damage Workers' Compensation Umbrella/Excess Errors Omission Nayes: 10

Financial a) RESOLVED, that the Ocean Gate Board of Education approve the June, 2015 Bills List. b) RESOLVED, that the Ocean Gate Board of Education approve the May and June, 2015 Payrolls: May 30 $ 82,648.62 June 15 $ 94,111.06 c) RESOLVED, that the Ocean Gate Board of Education approve the Budget Transfers for the month of April, 2015. d) RESOLVED, that the Ocean Gate Board of Education supplement the capital reserve account, pursuant to N.J.S.A. 18A:21-2 and 3, and 18A:7G-31. The additional funding will be up to $175,000.00 and subject to annual audit. e) RESOLVED, that the Ocean Gate Board of Education approve the Treasurer s Reports for April, 2015. 11

f) RESOLVED, that the Ocean Gate Board of Education approve the Board Secretary s Report for April, 2015: Pursuant to N.J.A.C. 6A:23-2.11 3, I John Failla, Board Secretary, certify that as of April 30, 2015, no budgetary line item account has obligations and payments (contracted orders) which in total exceed the amount appropriated by the District Board of Education pursuant to N.J.A.C. 6A:23-2.11 4. Further, through the adoption of this resolution, we the Ocean Gate Board of Education, pursuant to N.J.A.C. 6A:23-2.11(b) certify that as of April 30, 2015, after review of the secretary s monthly financial report (appropriations section) and upon consultation with the Business Administrator and other appropriate district officials, that to the best of our knowledge no major account or fund has been over expended in violation of N.J.A.C.6A:23.2.11(b) and that sufficient funds are available to meet the district s financial obligations for the remainder of the fiscal year. 21. Executive Session RESOLVED, that the 17 th of June, 2015 at PM the Ocean Gate Board of Education will move to Executive Session for the purpose of discussing matters excluded from public discussion/deliberation, including but not limited to confidential student information, personnel matters, contracts and litigation. 12

25. Open Session RESOLVED, that the Ocean Gate Board of Education re-enter into open session for at PM for the purpose of continuing the meeting. 26. Adjournment RESOLVED, that the Ocean Gate Board of Education adjourn their regular meeting at pm. The Regular Meeting of the Ocean Gate Board of Education is scheduled for Wednesday, August 19, 2015, at 7:00 PM. 13
