Legislative obstacles to quality mobility RECOGNITION Law on recognition of foreign qualifications - existing procedures: administratively heavy but without taking quality assurance nor NQFs substantially into account; Proposed changes: automatic system level recognition with qualitative assessment and recognition statements with the use of QFs; integrated recognition/admission procedure for accessing further studies; Assessment of institutional recognition procedures in internal and external quality assurance FAIR project (E+) finding path towards automatic accademic system level recognition of quality assured qualifications. 12
Legislative obstacles to internationalisation QUALITY ASSURANCE Law on quality assurance in science and higher education not regulating cross border higher education neither accreditation of joint studies and award of joint degrees; Proposed Chapter on CBHE includes joint studies and other forms of delivery of study programmes across borders as well as provisions on cross border quality assurance. ROCCO project (E+) working group proposed setting up a system of smooth accreditation and implementation of joint programmes and award of joint degrees. Guidelines for HEIs in developing, accrediting and implementing joint programmes with joint or multiple degrees. 13
